FISHERIES REPORT

Lake Use Survey

There’s still time to complete the Lake Use Survey being conducted by Lushani

Nanayakkara, a Masters student at the University of Regina.

She’s looking for people who use Saskatchewan’s lakes in some capacity

(e.g., fishing, boating, camping, cottages, etc.) to participate in her short online survey. Thank you to those who

EDUCATION REPORT

September was a busy month. NASP training has been picking up with 12 schools requesting training over the next two months, from all over the Province from Carlyle to Wollaston Lake. We have just sent in the final edit for the Wildlife Poster program – which will be released later in 2015 or early 2016. Geocaching is continuing to be a popular program in which we receive daily emails from those visiting our habitat lands and geocaches. The Snowshoe loan (Bigfoot Program) is taking bookings for the 2015/2016 year, and to date we have received 11 Schools requesting snowshoes.

HABITAT REPORT

The start of the fall hunting season also means the start of the annual SWF Hide Collection Program. Although over the years it has had its fair share of trials and tribulations, it continues to provide much needed funding for the Habitat Trust Fund. We want to thank the branches for their continued dedication and participation in this program. This is a great opportunity for hunters to donate their big game hide, support the Habitat Trust, and have the opportunity to win great prizes.

Don’t forget that when you donate that hide, you may also have antlers from your bucks and bulls. Our “shed” shed would greatly appreciate the donation of those antlers, and if your branches are willing to cut off these antlers and donate them, we will weigh them and give your branch credit for your donation. We can arrange for pick up, so call the office at 306-692-8812 for details.

You’ll find the 2015/16 Hide Collection Program Form on the next page, and we ask that you complete the form and return it to Central Office as soon as possible to ensure you are on the list.

Convention Awards - presented at the annual convention in February!

Clayton Young Memorial Award Presented to individuals whose lifetime volunteerism has had a profound positive influence towards fulfilling our Federation’s mission statement “to ensure the wild life legacy we leave to our children surpasses that which we inherited.” These activities would include branch and membership support, wildlife and habitat conservation and education. The SWF would like to thank the branch executive and individual members who continually support the Federation’s many programs. We would be in dire straits without our dedicated volunteers who give freely of their time and expertise, to say nothing of the money spent out of their own pockets. Although we can’t individually thank each and every one of our volunteers, every branch has a core few that do the majority of the work or someone who has stepped up to the plate and taken on a major project. The branches are responsible for nominating their key volunteers and we will honour 6 recipients per year, one from each region.

Ed Begin Conservation Project Award Presented to the SWF Branch for the best fish or wildlife habitat project, contributing to the conservation, improvement and or public awareness of Saskatchewan’s fish or wildlife habitat. Many projects undertaken by the branches of the SWF are certainly worthy of nomination. If your project was worth the hours of volunteer time, money and effort it took to complete, it is certainly worth the effort it takes to nominate it for this award. Judging on this award depends on how well the submission is done up. Branches make presentations on their projects (power point, pictures, newspaper clippings, etc.) on the convention floor. The convention delegates vote on the projects and the award plus $500 is presented to the winning branch at the convention.

Resource Management Conservation Award Presented to the professional employee in the conservation and/or resource management field, who has demonstrated dedication, courage, ability and expertise above and beyond the normal course of duty in managing and preserving Saskatchewan’s natural heritage. There are many employees in the resource field that are well deserved of this nomination. Consider for example your local conservation officer, local biologist (fisheries/wildlife), personnel from Ducks Unlimited, Ministry of Environment, Nature Saskatchewan, Nature Conservancy, or your own SWF, etc.

Gordon Lund Memorial Award Presented to the person who, by thought, effort or deed is considered to have contributed the most towards the conservation of Saskatchewan’s renewable natural resources. Again, there are many people across the province that should be nominated for this award. This could be your neighbour, wife, husband or local conservationist – anyone who you feel has contributed to the conservation of our natural resources (i.e. someone who spends countless hours teaching our youth about wild-life and conservation, a certain person who has spearheaded an ongoing project and has stuck with it from beginning to end, etc.) It is very important how you present your nomination. Just because you or your branch know of all the good things this person has done, remember the judges don’t.

Careful consideration should be given towards choosing worthy recipients for these most prestigious awards. Please send your submissions into Central Office by January 1. Your branch or any interested individual can make submissions. Judging panels prior to convention vote on all awards except the Ed Begin Conservation Project Award. The Project Award is voted on by the Convention delegates – all that is required by the January 1 deadline is the branch and the name of the project – the presentation by the branch is done on the convention floor and time will be set aside on the convention agenda for the project presentations.

Bill McDonald Youth Conservationist Award Presented to the youth (18 and under), who by thought, effort, or deed, is considered to have contributed the most towards the conservation of Saskatchewan’s Renewable natural resources. Any youth, 18 years of age or under, con be nominated for this award. This could be someone who has initiated programs for the local youth group or branch in general; has grown with your youth group and now has taken over a leadership role in teach-ing others; shows a great concern for our natural resources and is taking an active role in conservation; started a group with their friends or at their school etc., etc. There are many young people out there who deserve the recognition and encouragement to continue on with their efforts. They are the future!

Lorne Topley Memorial Stewardship Award This new award is sponsored by the SWF Branches in Region 2 to honor the memory of Mr. Lorne Topley, who was a passionate leader in land stewardship.   First presented at the 2015 SWF Convention, it will be presented annually at the SWF convention to an individual, group, or family whose actions exemplify excellence in wildlife land stewardship, enhancement and securement.

MEMBER BENEFIT OPTION

$10,000 Life Insurance Program for MembersIn our continuing effort to provide our members additional benefit options, we are pleased to offer a $10,000 life insurance program. Any members interested, can obtain an application form from the SWF Central Office (Tel: 692-8812 / Fax: 692-4370 / e-mail: [email protected]) or from our web site (www.swf.sk.ca).

Eligibility • All SWF members under age 70. • Spouses under age 70 and dependent children from 15 days old to under 19 years of age can be included for an additional cost. • Members and spouses who enroll before they are 70 may renew up to age 74. Coverage terminates at age 75. If children are being applied for, all dependent children within the eligible ages must be indicated and covered. • All applications are preapproved and no one will be declined.

Coverage The plan pays a benefit of $10,000 from death due to any cause other than what is excluded.

Exclusion 1: If the person’s death is by suicide, while sane or insane, the plan will not pay any amount of life insurance coverage that was in force for less than two (2) years. Full coverage applies after it has been in force for 2 years.

Exclusion 2: No Life Insurance benefit will be payable if twenty-four (24) months immediately prior to the Insured Person’s effective date the Insured Person was attended to or received medical treatment, consultation, care or services by a Physician, including diagnostic measure for any symptom or medical problem which leads to the Insured Person’s death, unless the death of the Insured Person occurs later than twenty-four (24) consecutive months from the Insured Person’s effective date or date of most recent Reinstatement of coverage under this policy. Full coverage applies after it has been in force for 2 years.

Annual Costs for each Member/Spouse (under 70), and Child (under 19) for $10,000Below is the table of costs based upon the person to be insured age as of their last birthday:

The cost paid changes each five (5) years based upon their age. Example: if you are a Male Non-Smoker age forty-seven (47) your cost for ten thousand dollars ($10,000) of life insurance is thirty-one dollars ($31.00) per year until you reach age fifty (50) when your cost changes to forty-nine dollars ($49.00).

BRINGING YOU THE FACTS Greg Illerbrun, SWF Firearms Chairman

I have received numerous calls from members asking for clarification on my last Bringing You The Facts report with regards to the passing of C-42, The Common Sense Firearms Act, so I have included most of the same report as last time with the updates as I understand them.

1 Creates a statutory category for non-restricted firearms. The new definition allows the Governor in Council to designate firearms into this class.

2 Gives the Governor in Council the power to make regulations carving out exceptions to the firearms classification regime. C42 grants the Governor in Council the power to override firearm classifications, there-by allowing firearms that may have been deemed restricted or prohibited to fall into the non-restricted category. This works in conjunction with point one. The CZ 858 and the Swiss arms firearms that were recently prohibited by the RCMP have now been moved back to their former classification, as a direct result of this legislation.

3 Extends the application of the provisions that govern orders prohibiting the possession of firearms, weapons and other articles such as ammunition and explosives. My understanding of this is it will allow more power for the courts to prohibit possession of the aforementioned, where the courts deem the individual shouldn’t be able to possess said articles, for example, domestic disputes.

4 Makes the completion of a safety course a pre- requisite to obtaining a new firearms license. You will no longer be able to challenge the test, including the restricted test. Instructors need to be aware that the changes proposed for the Federal Firearms Course have been put on hold for one year while they iron out the issues. This does not change the fact that there are no longer any challenges – you MUST take the course to obtain a license!

5. Eliminates the Possession only License POL. As of September 2nd, 2015 all POLs are considered PALs.

You will be able to purchase any firearm that you have been authorized to own on your POL, as long as it has not expired. When you reapply you will be given a PAL.

6. Provides the automatic issuance of authorizations to transport ATT’s upon license renewal. Instead of apply for your ATT separately it will now be attached to your PAL. Your existing paper ATT’s are still valid. The following was copied directly from the CFC website. Note the conditions below are only for the province you live in:

These license conditions authorize the transport of restricted and/or prohibited firearms registered to the license holder within their province of residence by the most direct route possible for the specific indicated purposes: 1. Transportation of restricted firearms and/or

prohibited handguns 126.1 of the Firearms Act possessed for the purpose of target practice to and from all shooting clubs and ranges approved under section 29 of the Firearms Act.

2. Transportation of restricted firearms and/or prohibited firearms to and from any place a peace officer, firearms officer of Chief Firearms officer (CFO) is located for verification, registration or disposal in accordance with the Firearms Act or Part III of the Criminal Code.

3. Transportation of restricted firearms and/or prohibited firearms to and from a business that holds a license authorizing it to repair or appraise prohibited or restricted firearms.

4. Transportation of restricted firearms and/or prohibited firearms to and from a gun show.

5. Transportation of restricted firearms and/or prohibited firearms to a port of exit, in order to take them outside Canada and from a port of entry.

6. Transportation of newly acquired restricted firearms and/or prohibited firearms from the place of acquisition to the license holder’s dwelling house or other place authorized by the CFO.

BRINGING YOU THE FACTS Greg Illerbrun, SWF Firearms Chairman

7. Renders the discretion of a Chief Firearms officer to attach conditions to a license, authorization to carry or ATT subject to limits imposed by regulations. Chief Firearms officers will no longer be able to make certain discretionary decisions, such as banning certain firearms on their own, but will now be guided by regulation and I believe there will be an oversight committee.

8. Creates a grace period extending the validity of a firearms license for six months beyond the date that it would have expired. This provision is to allow more time for people to renew before becoming subject to criminal charges. Remember your PAL is only a temporary permit that prevents police from charging you with the crime you are committing, namely the possession of a firearm! Clearly we have more work to do here to get the mere possession of an ordinary firearm out of the criminal code! The fact that we have all been criminalized for the mere possession of a firearm is the most contentious part of the Liberal law known as Bill C-68 and one that we must resolve!

9. Imposes an obligation on businesses to report the importation of a prohibited or restricted firearm. No doubt an effort to curb illegal sales or acquiring of said firearms.

In conjunction with the other Wildlife organizations across the country, we have asked the following question of the Federal political parties regarding the firearms issue:

If you form the next government, will you commit to not restoring a long gun registry for non-restricted rifles and shotguns, and work with stakeholder groups representing law-abiding firearms owners to continue firearms reforms that recognize the legitimate ownership and use of legal firearms in Canada?

NDP Response: The NDP has been clear: we have absolutely no plan to bring back the failed Liberal long gun registry. We all know this was an initiative that divided Canadians and we will not be turning back the clock.

Liberal Response: The Liberal Party of Canada will not bring back the long-gun registry. We believe that there are opportunities to reduce gun violence through better use of modern technologies and the regulatory and licensing system.

Green Party Response: Many Canadians and Indigenous people found the long gun registry onerous and discriminatory. Thunder Bay-Superior North MP Bruce Hyer put his constituents’ concerns before party allegiance in his vote to abolish the long gun registry, as he had long promised. As Green Party Deputy Leader, he continues to stand by his constituents. The Green Party has no plans to restore the long gun registry for non-restricted rifles and shotguns, and will work with firearms stakeholder groups to review the registry for restricted firearms and establish safe and protected locations for target shooting.

Conservative Response: The Conservative Government under Prime Minister Stephen Harper abolished the long- gun registry and we will never bring it back. It was ineffective in protecting public safety, illegitimately targeted legal and law-abiding firearms owners and cost billions of dollars to implement. It was bad public policy, which poisoned the relationship between the federal government and rural Canada while having no impact on the criminal use of firearms. our Government’s approach has been to pursue initiatives which target the criminal use of firearms, such as imposing mandatory minimum sentencing for firearms related offences, while reducing unnecessary burdens on lawful firearms owners Toward that end we have enacted the Common Sense Firearms Licensing Act.

We should also all remember that the hunters and gatherers of this earth were always organic; it is only recently that this lifestyle had been deemed “cool” by those that were once anti-hunting. We hunters have never seen any need to advertise this fact, yet I find it very ironic that many of these new cool folks were the very ones beating us up!

YOUTH GRANT REPORT Attention Branches with Youth programs or camps!

There is money available through Sask Lotteries (as part of the provincial SWF grant) for branch youth programs/camps. If you had a camp/program in 2015, please fill out the enclosed form and return it to Central Office asap.  The form must be returned before October 26th, so it can be processed before our year-end which is October 31st. Thank you for the time and effort your branch has taken to provide outdoor education and information to our youth.  We hope this grant will help you continue. PARTING THOUGHTS…NOTES FROM THE SWF

RESOLUTIONS AT REGIONAL MEETINGS Any resolutions being brought forward to the fall regional meetings for presentation at the annual convention must be brought forward and passed at the branch level first.

All resolutions must meet the following criteria as determined by the Resolutions Committee: • Be consistent with the SWF’s goals, aims, and objectives. • Be relevant to current or future SWF issues. • Not be discriminatory or slanderous in nature. • Not be of a purely local nature.

Branches have the following options to deal with local issues: - Draft and pass a resolution at the branch level, and deal with the issue at the branch level. - Draft and pass a resolution at the branch level, taking it to the regional meeting to be passed and dealt with on a regional level. - Draft and pass a resolution at the branch level, taking it to the regional meetings, and if passed forwarding it on to the annual meeting to be dealt with on a provincial level.

HUNTER COURTESY CARDS Hunter Courtesy Cards are available at no charge for your members by calling Central Office at (306) 692-8812. The 2-part cards give the landowner the hunter’s personal information with a pledge that the hunter agrees to hunt in a respectful and responsible manner and thanking the landowner for access to the land. The hunter’s portion provides written permission to hunt.

OPERATION RESPECT SIGNS Operation Respect Signs are designed to promote good hunter/landowner relations. The following signs are available: • Respect the Landowner's Rights - Ask Permission to Hunt • Building in this Area - No Shooting Please • No Vehicles Allowed - Hunting on Foot Only • Please Close the Gate • Hunting with Permission Only • Livestock in this Pasture - No Hunting Please

AWARD PLAQUES We can provide plaques to the branches for your annual awards. Please send us your order with details, and the date you require them by fax 306-692-4370 or email [email protected].

GREAT WESTERN BREWERY OPPORTUNITY Just a reminder about the Great Western Brewery opportunity for fundraising banquets, fish fries, BBQ’s, and other events for all Branches. For every case of Great Western beer (12-pack) purchased your Branch will receive a $2 rebate and Great Western will contribute $1 to SWF provincial programming. Send your receipts (with only that brand of beer on them) into Central Office and we will send them in.
