Building and Demolition

You require a permit from the City of Regina if you want to construct, demolish, build an addition or renovate

buildings on your property. The permit allows City of Regina staff to review your plans to ensure they comply

with all current building codes, bylaws and other applicable regulations.

You, your contractor or your builder may apply for a permit; however, as the building’s owner you are

responsible for complying with all building requirements.

If you wish to build a new commercial, industrial, institutional, or multi-family residential building, your

building permit application will be circulated to all of these agencies by City staff:

City of Regina Urban Planning (zoning regulations)

City of Regina Building Division (structural, mechanical and fire safety)

City of Regina Municipal Engineering (traffic, roadways, site drainage)

City of Regina Community Services (landscaping)

Provincial Health Department (public health regulations)

Saskatchewan Liquor and Gamin Authority (liquor and VLTs)

Building staff at (306) 777-7000 or visit them on the 9th floor of City Hall (2476 Victoria Avenue) weekdays

from 8 a.m. to 4:45 p.m. (holidays excluded).

You may complete the application form or City staff will assist you at the time of your application. You will be

required to provide the names, addresses, and telephone numbers of the following people/businesses:

Vendor’s License (Provincial Sales Tax {PST} Number)

This is a separate process from registering your name. All businesses are required to register with

Saskatchewan Finance to determine who is to collect and remit PST.

The PST applies to taxable goods and services purchased in the province including goods and services imported

for consumption or use in Sask. The General Sales Tax (GST) is not included in calculating the PST payable.

Saskatchewan Workers’ Compensation Board (WCB)

Before hiring an employee, most businesses must register with WCB. WCB provides workplace insurance

coverage for all your employees. WCB will give you access to experts in health and safety for your business

sector. Sole proprietor, partner or executive officers are not automatically covered by WCB. You can apply for

Federal Business Number

The Canada Revenue Agency (CRA) will set you up with a Business Number (BN).This is a 9 digit federal

identification number to use to register for accounts programs. Your unique BN will be the same for every
