WHY???? THERE IS AN ANNU-AL SHORT FALL IN OUR WATER EN-TERPISE FUND OF 200,000 THERE IS AN ANNU-AL SHORTFALL IN OUR SEWER EN-TERPRISE FUND OF 170,000 THESE LOSSES MUST BE MADE UP FROM OUR GENER-AL FUND! WHAT THIS MEANS: MOODY’S IN-VESTER SEVICES HAS DOWNGRAD-ED THE CITY OF BANDON’S ISSU-ER RATING FROM A2 TO Baa1 THE REASON IS THAT THE CITY OVER-RELIES ON UTILI-TIES WHICH HAVE RESTRICTIONS ON THEM FROM OUR INABILITY TO RAISE RATES. AND TOT TAXES THAT HAVE BEEN IMPACTED BY COVID.THIS RESULTS IN HIGHER COSTS WHEN WE SELL THE BONDS FOR INFRASTUCTURE IMPROVEMENTS FACTORS THAT COULD LEAD TO AN UPGRADE: LEGAL CHANGE THAT ALLOWS FOR RATE INCREASES FOR THE ENTERPRISE FUNDS.
FACTORS THAT COULD LEAD TO A DOWNGRADE OF THE RATINGS: INCLUDE FAILURE TO RAISE UTILITY RATES TO COMPEN-SATE FOR RAISING EXPENSES. THESE RATINGS ARE BASED ON AUDITED FACTS NOT INUENDO OR RUMORS. WE DO NOT WISH TO CUT PUBLIC SAFETY BUT... WE COULD BE FORCED TO WITHOUT SUS-TAINED IMPROVE-MENT IN RESERVES ACROSS GOVERN-MENT OPERATIONSPARTICULARALY IN THE GENERAL FUND. PLEASE READ THE Q & A COMING NEXT WEEK IN YOUR UTILITY BILLS. THIS WILL ANSWER MANY QUESTIONS YOU MAY HAVE. The City is NOT ask-ing for rate-setting authority but rather for a specific rate increase: $8 a month for water ($11 outside city limits) and $7 a month for sewer ($11 a month outside city limits). VOTE YES ON MEA-SURES 6-179 AND 6-180. SAVE OUR POLICE DEPART-MENT. Paid for by Madeline Seymour and Brian Vick, 1130 Baltimore Ave. SE.

Free testing for Prostate Cancer Awareness Month
BANDON -- During the month of September, South-ern Coos Hospital & Health Center, in partnership with the Southern Coos Health Foundation, encourages people to take charge of their health and will be of-fering free PSA testing with an order from their primary care provider.
Prostate cancer is the sec-ond most common cancer in men, with one in nine men
being diagnosed at some point in their lives. Accord-ing to the American Cancer Society, it is estimated that this year alone there will be 191,930 new cases and about 33,330 deaths caused by prostate cancer.
While prostate cancer is a very serious disease, it has also become very survivable. In fact, over 3.1 million men in the United States who have been diag-
nosed at some points in their lives are still alive today. The key is early detection. Those who are over the age of 50 (earlier if they have a family history) it is time to start discussing routine prostate cancer screenings as well as establishing base-line PSA levels with their primary care provider.
For more information call Southern Coos Hospital at 541-347-2426.
