Background & Introduction

GOAL Uganda, founded in 1977, started work in

Uganda in 1999.

Focuses on HIV/AIDS, Water and sanitation,

Education, and Livelihoods and food security.

Development – led Livelihoods project started in

Abim & Pader in 2009.

Problem Statement Inadequate M&E System:

– Limited advocacy for M&E

– Inadequate knowledge, skills & numbers in M&E

– M&E system not linked to the Project design.

– Project had poorly stated objectives e.g. Improved household food security and increased income for

households that are taking care of vulnerable households in Pader

district, Northern Uganda

– Many and difficult to measure indicators e.g. % of total vegetables grown reaching the market

Project Objectives

General Objective

To strengthen an M&E system for the livelihoods

and food security project in Pader and Abim

Districts.

Specific Objectives

To build capacity of project staff and management in

M&E by April 2010

To review and improve M&E system by June 2010

Advocacy for M&E

Reviewing project design

Streamlining data collection processes

Developing data management system

Designing effective reporting systems

Lessons Learnt

Continuous communication & feedback are a must

-do.

Practical training in M&E for both M&E staff and

project management critically important.

Participatory M&E planning is crucial

Clear & common understanding of indicator

definitions is key.

Slow institutional buy-in of SPH fellowship

project – considered extra work. Regular meetings/reports for updates and work

planning

Staff turn over

Resistance to change Discussion, trainings and demonstration of

systems improvements

Work load Regular review of work plans

Way Forward

Data collection & entry.

Develop data management SOPs

Data flow chart & illustrated reporting system.

Develop a costed Project M&E work plan.

Support supervision visits especially for

mentoring data entrants.
