REPORT SUMMARY

UNDERWATER INSPECTION

The substructure units inspected at Bridge No. 31512, Piers 1 and 2, were found to be in good condition with no structurally significant defects below water. The steel piles of both piers exhibited widespread coating loss and light to moderate corrosion, which has not progressed in extent since the last inspection. Light to moderate accumulations of timber debris were observed at the upstream piles of Pier 1. An accumulation of organic material was present at the upstream nose and upstream half of the east face of Pier 2, and was comparable in size and extent to what was noted during the previous underwater inspection (2012). Overall, the channel bottom configuration appeared to be in stable condition, with no notable scour depressions observed and minimal changes in bottom configuration since last inspection.

A. The channel bottom material typically consisted of firm sandy gravel with scattered 6 inch diameter cobbles and a maximum probe rod penetration of approximately 2 inches. B. All piles exhibited coating failure, corrosion, and rust nodules covering 50% to 100% of the surface area, from 2.5 feet above the waterline to the channel bottom. The heaviest corrosion (+/- 100%) was located from 2.5 feet above to 2.5 feet below the waterline with pitting typically 1/32 inch deep and maximum 1/16 inch deep.C. There was a moderate accumulation of silted in aquatics/organics and small branchy material, approximately 4 to 5 feet mounded up at the upstream end and upstream three quarters of the east face of Pier 2 extending from approximately 1.5 to 3 feet below the waterline to the channel bottom.D. Light to moderate 6-inch-diameter and smaller timber debris with one piece of plywood and reeds extended from the channel bottom up 4 feet at the upstream piles of Pier 1.

The routine underwater inspection of Bridge 31512 (CSAH 18 over Mississippi River) was completed on September 28, 2016. The underwater inspection was conducted from the shore. The inspection was conducted by a team consisting of a Professional Engineer Diver with a valid MnDOT Team Leader certification, a backup diver and dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location, and area of scour.

The bridge elements inspected consisted of two steel shell pile (CIP) bent piers. According to design drawings, the inspected substructure units are designated as Piers 1 and 2 from west to east. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The maximum routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.
