Adult Education Program Reviews
What is a Program Review?
A Program Review is a 3 day review of an Adult Education Program or Literacy Council by a team of 2-3 Program Advisors.
The Program Review involves the Program Director, a meeting with the LEA and Financial Officer as well as some teachers / tutors, staff and students.
What is a Program Review?
A Program Review includes the Site Visit that programs receive each year and an ADA Review.
A Program Review is followed by a Financial Audit and Review conducted by an ACE Auditor.
Why do we conduct Program Reviews?
Receiving AFLA funds requires monitoring of programs. AEFLA 224(b)(3) EDGAR Sec. 76.770, and Sec. 80.40 OMB Circular A-133
This allows the Program Advisors to confirm in person that any issues discussed during site visits have been implemented in the program.
Why do we conduct Program Reviews?
It allows a team of Program Advisors to ensure that the laws, statutes, regulations and policies governing the use of state and federal funds have been adhered to and interpreted correctly.
It helps the program address any policy violation that could cause issues in the future.
It allows the program to showcase its exceptional work.
Structure of the Review

Program Review
After a site visit, the Program Director is required to submit a summary report of the visit to the State Office within 2 weeks of the visit.
The Program Review Report should be sent to the program within 30 days of completion.
It is the goal of the state office to conduct a program review and provide feedback to programs that will help them review their current files, policies and procedures in efforts to resolve any issues that could cause a conflict with other current policies or laws.
The program review also allows State Office personnel to experience the progress that your program is making in educating and changing the lives of Arkansans.
