Is ICT the master

key of all education

problems?

The 21st century,

are you digital

native or digital

resistant?

Why people stick to

old trends while

there are easy

alternatives?

Is it the right time

and place to shift

from classic

education to ICT

based learning?

Does technology fit

with education

circumstances of

rural areas?

What is the

cheapest ICT based

learning solution

for disadvantaged

areas?

Could mobile

learning stand

against Walk Chalk

and Talk?

The Draft:

1. Working title:

Bridging the gap between classic education and ICT paradigms for rural areas students

in Morocco shifting from Walk Chalk and Talk to mLearning.

2. Type of mLearning

Education for rural areas especially for girls who are humiliated due to illiteracy and

stereotypes of their parents.

3. Project goals

Empower Moroccan education outcome by scaffolding the next generation, case of the

rural girl

→Improving the situation of rural students suffering from hard circumstances

→Using ICT based learning as a mean to overcome the lack of disadvantaged areas

→Enhancing the teaching and learning process for rural students

→Encouraging the use of mobile devices as ubiquitous education for students with

geographic and climatic difficulties

4. Target audience

The project targets generally the student living in rural areas and more specifically the

middle school level. As a start the project will target a model class thus after evaluation

and result it will be generalized

Target Drade/Age:

→1st year: 30 students

→2nd year: 30 students

→3rd year: 30 students

→Teenagers from 11 to 15

5. What type of technology and infrastructure can be expected?

While I have already experienced an mLearning project I know exactly the limits of such

technology that’s why I suggest wide screen devices like tablets and I don’t recommend

smart phones because we need full interaction with knowledge especially in such

difficult areas and according to my result utility and usability are less comparing to >=5”

screen devices and morocco has already experienced a project related to ICT in

Moroccan education called “Cyber School “program so living new experience will be

more interesting for Moroccan student especially disadvantages ones.

6. Possible guarantees for sustainability

The project is based on many backgrounds because I want to reutilize and recycle

previous ideas and contents for instance the idea of “FATIH project” in Turkey that of

using tablets in public education “iSchool initiative” that implement technology in

schools without forgetting the use of contents from “CITI project” the web and computer

based learning platform for improving science school subjects in Morocco in addition to

my mLearning project “EIEM” thus this will be the continuity of EIEM project but this

time with new ideas and the most important thing fixing the encountered problems and

working with new breath.

7. Who are ALL the stakeholders that might influence the project?

→Ministry of education

→Local NGO

→CITI association

→Followers groups

→Twinning

→Projects Coordinators

→Project Holder

8. Deadline or timeline for developing the project?

(2 to 3years depending on resources management)

→Approval of the project

→Establishing connections & papers

→Analysis phase

→Design phase

→Development phase

→Implementation phase

→Evaluation phase

→Results & recommendations

→Creation of troubleshot & post project cell

9. A broader description of the project

The project is about enhancing rural areas learners to using new technology in their

learning process as a way to move from classic education to ICT based education so

convincing both educators & students to shift their manner of interaction with knowledge

from old school methods; Walk Chalk and Talk to 21st century pedagogy case of mobile

learning is hard to deal with and must happened step by step

→Approval of the project: Building the final draft of the project and waiting the approval

to start processing other tasks

→Establishing connections & papers: Contacting people wishing get involved in the

project and signing contracts and all needed papers

→Analysis phase: Building the skull of the whole project making scenarios how the other

phases will be considered & realized

→Design phase: Learning design of the project

→Development phase: Develop contents and think about how managing them

→Implementation phase: Implement all content in the working space but in our case we

need just customize content because we have already the Mobile Interactive learning

environment ready on the server

→Evaluation phase:

● Qualitative evaluation

● Quantitative evaluation

● Formative evaluation (Present in each stage of the project)

● Summative evaluation

→Results & recommendations: after getting the evaluation results and polls done during

the project progress we can arrive to give some recommendations and why not

standards or models prototypes

→Creation of troubleshot & post project cell: That team is very important to sustain

every problem that can occur before during and after the project working process

10. Which steps will you take to ensure you will reach your mLearning goal?

A) First step we need to deliver our ideas to target audience thus they will know about

what they are involving in

B) Making “Specific, Measurable, Attainable, Realistic, Tangible, Evaluate, Re-do” goals

C) Choosing a model of work for example ADDIE and project management method

GANTT,PERT…

D) Respecting Time Cost Quality triangle

E) Testing and evaluating the project at each step

F) finalizing, fix errors and bugs

11. Problems you are not sure about

→Technophobe users

→Lack of funds

→Adequate resources
