FOREWORD
MSME-DI, Chennai, Tamil Nadu is one of the field outfit of Office of Development
Commissioner, Ministry of Micro, Small and Medium Enterprises (DC-MSME) established in the year 1954 for implementing the various policies and programes of Ministry of MSME towards entrepreneurship development in Micro, Small and Medium Enterprises across the State in liaison with State Govt. and other stake holders. This Institute covers 32 Districts in the State of Tamil Nadu and UT of Puducherry. with the following mandate

provide mentoring services. For Existing entrepreneurs. To provide techno economic consultancy and
facilitation service Skill Development: To impart need based skill training through Skill

One of the vide spectrum of value added services of the Institute is to prepare a brief district industrial profiles of each district for the benefit of aspiring and existing entrepreneurs in the State of Tamil Nadu and other States
This report contains brief details of the District, geographical information, statistical
data relating to MSME’s of the district, registration under Udyog Aadhaar Memoramdum (UAM), potential areas for investment in service sector and manufacturing sector, identified industrial clusters, key contacts for whom to contact for what etc. . The report has been prepared based on our earlier first edition report duly updated from data/inputs collected by District nodal officers and from reports/publications of M/o. MSME, Govt. of India and Govt. of Tamil Nadu, MSME Deptt.
Economic Investigation Division of the Institute has taken special efforts in collection
and compilation of the relevant data for preparing the document not only for the Madurai District but for all the Districts of Tamil Nadu. My sincere thanks to all the officers of the Institute for their cooperation in bringing out this brief industrial profile.

BRIEF DISTRICT INDUSTRIAL PROFILE – MADURAI

1. GENERAL PROFILE:
Madurai is the second largest city by area in Tamilnadu after Chennai. Madurai as it was
then called as a huge District that comprising the present Districts of Dindigul, Theni, and
Madurai. In order to make District Administration more effective and responsive, the
Government have trifurcated this composite Madurai District into three Districts Dindigul was
carved out during the year 1984. Theni District was separated during the year 1997
Madurai, also called by different names like "City of Jasmine" (Malligai maanagar),
"Temple City" (Koil maanagar), "City that never sleeps" (Thoonga nagaram) and "City of four
junctions" (Naanmada koodal) is surrounded by several mountains. The Madurai city has 3 hills
as its city boundary. Yanaimalai, Nagamalai, Pasumalai named after Elephant, Snake and Cow
respectively. It is famous for Jasmine Flowers. Jasmine flowers are transported to other cities of
India from Madurai. The city is closely associated with Tamil language as all the 3 primary
congregation of Tamil scholars, the Tamil Sangam (3rd century BC to 3rd century CE), were
held at Madurai.
The District is situated in the South of Tamil Nadu state. It is bounded on the North by
the districts of Dindigul, Thiruchirapalli and on the East by Sivagangai and on the West by
Theni and South by Virudhunagar .
The city has a number of historical monuments, with the Meenakshi Amman
Temple and Tirumalai Nayak Palace being the most prominent. Madurai is an important
industrial and educational hub in South Tamil Nadu. The city is home to various automobile,
rubber, chemical and granite manufacturing industries. It has developed as a second-tier city
for information technology (IT), and some software companies have opened offices in Madurai.
The Tamil Nadu government has planned a satellite town for Madurai near Thoppur.
The city of Madurai lies on the flat and fertile plain of the river Vaigai, which runs in the
northwest-southeast direction through the city, dividing it into two almost equal halves. The
Sirumalai and Nagamalai hills lie to the north and west of Madurai. The land in and around
Madurai is utilised largely for agricultural activity, which is fostered by the Periyar Dam.
Madurai lies southeast of the western ghats, and the surrounding region occupies the plains of
South India and contains several mountain spurs. The soil type in central Madurai is
predominantly clay loam, while red loam and black cotton types are widely prevalent in the
outer fringes of the city. Paddy is the major crop, followed by pulses, millet, oil seed, cotton and
sugarcane.

3. INDUSTRIAL SCENERIO
Having good connectivity in all respects, there is ample scope for all kinds of industries in Madurai Distt viz. Automobile, Chemical, Agro based, Textile, Logistics, Information Technology, Energy etc.
Madurai is one of the few rubber growing areas in South India, and there are rubber-based industries in Madurai. Gloves, sporting goods, mats, other utility products and automobile rubber components are the most produced items by these industries. Automobile manufacturers are the major consumers of rubber components produced in the city.There are numerous textile, granite and chemical industries operating in Madurai. Madurai is promoted as a second-tier city for IT and some software companies have opened their offices in Madurai. Software Technology Parks of India, an agency of the Government of India, has authorised several such companies to receive benefits under its national information technology development program. The state government proposed two IT-based Special Economic Zones (SEZ) in Madurai, and these have been fully occupied by various IT companies.
The TVS group's growth which looks really massive started from their establishment in Madurai dates back to the year 1911. They have their units of TVS Tyres (Srichakra tyres), ZF Electronics TVS, TVS InterConnect Systems (TVS ICS), Firestone TVS, Sundaram Brake Linings, Sundaram Fasteners ltd, Sundaram sewing needles, Sundaram textiles, TVS Rubber. And none could forget the Madura Coats which was involved in Coat and fabric production and their world known brands Louis Philippe, Van Heusen, Peter England, Allen Solly, Byford and San frisco. Now, they do produce only sewing threads here. TAFE Tractors have their plant here near Vadipatti. Fenner ltd that has been acquired by JK Tyres has 3 of their plants in Madurai and surrounding areas for manufacturing Industrial belts. PRP Granites and exports is a real big industry in Madurai. One could find numerous small and medium scale industries in SIPCOT and SIDCO of Kappalur, K.Pudur, Urangaanpatti and Nilakottai region
3.1 INDUSTRIAL ESTATES IN MADURAI DISTRICT
In Madurai District Three Industrial Estates are located at the following Places:
1. SIDCO Industrial Estate, K.Pudur, Madurai. 2. SIDCO Industrial Estate, Kappalur, Madurai. 3. Hosiery Industrial Estate, Uranganpatti, Madurai. 4. Electrical & Electronic Industrial Estate, Kappalur 5. Automobile Co-operative Industrial Estate, Kappalur.
One Regional Testing Laboratory is functioning in the complex of SIDCO Indl. Estate, K.Pudur, Madurai. This assists the entrepreneurs in and around Madurai District by way of testing their raw materials and end products and issue Certificates. A separate Libary is functioning within the Regional testing Laboratory, which helps the entrepreneurs to gain knowledge about the specific field of various SSI units and project reports.

3.3 UDYOG AADHAAR MEMORANDUM (UAM) :
Govt. of India, Ministry of Micro, Small and Medium Enterprises(MSME) has notified
the Udyog Aadhaar Memorandum(UAM) under the MSMED Act, 2006 vide gazette notification
[SO No. 2576(E)] dated 18-09-2015 in order to promote ease of doing business for MSMEs. A
one-page simple registration form for online filing of UAM has been introduced which replaces
the filing of Entrepreneur’s Memorandum Part I & II. The filing of UAM can be done on
www.udyogaadhaar.gov.in .Registration is online and user-friendly. UAM can be filed on self-
declaration basis. No documentation required. No Fee for filing. Can file more than one Udyog
Aadhaar with same Aadhaar Number. EM-I has been abolished. Udyog Aadhaar (UA) is for
running units. No need to apply for upcoming units.
3.4 MINERALS
The Melur Taluk and Madurai North taluk in Madurai District are having enormous
wealth of Granites. All over Madurai District, lot of minerals such as Sand, lime, Blue metal &
quarts are available. More enterprises have come up in this district, using this mineral wealth and
providing more employment. There are above 42 granite quarries in Madurai District.

3.7 Automobile Industries:
Since Madurai is a business centre and having large Automobile component manufacturing
industries, there is a need for setting up of large scale industry in this automobile sector at
Kappalur. There are more than 300 nos of automobile spare parts dealers in Madurai District.
Auto Components Manufactures:
Rubber Components: There are more than 65 nos of rubber components manufactures in
and around Madurai.
Body Building Units: There are more than 40 body building units in Madurai for automobiles.

Auto Dealers: There are nearly 10 nos of car dealers in Madurai City itself.
Automobile Raw material: Raw material such as Paint, Iron Steel, Tin sheets, Rubber sheets
are available in Madurai.
3.8 Dairy Sector :
Madurai District is more of agriculture based area. Population of Cattle and Buffaloes are more in number. The milk chilling plant is available in Madurai City and Palamedu village. This District is getting 237.25 lakhs liters of milk from 375 nos of milk societies. Madurai Aavin is having chilling plant in Madurai City itself and Palamedu chilling plant is used for the benefit the rural people.
The Madurai District Co-operative Milk Producers’ Union Ltd, is popularly known as Madurai Aavin. This is one of the largest dairies in the southern part of Tamilnadu. Madurai Aavin was started during the year 1967 as Madurai Milk Project. The project and the dairy machinery were funded by the UNICEF under New Zealand free from Hunger Campaign Committee.
3.9 HANDLOOM / SERICULTURE SECTOR
Madurai District is having large no. of hand looms and power looms for weaving of silk and polyester sarees. More no. of Spinning Enterprises and few no.of Dying Enterprises are functioning with permission of TNPCB in this District. Mulberry leaves are being cultivated in some of the areas for production of cocoons. Madurai is a ideal destination for establishing a CAR Manufacturing unit. There are so
many Industries involved in the manufacturing of automobile spare parts, Madurai is well connected with transport facility. It has good air connectivity also at Tuticorin Port is situated just 125 km away from Madurai, see route is ensured. The widening of National Highway around Madurai has improved the road traffic facilities. There is conducive atmosphere in Madurai District for setting up such a mega unit.
The Secretary to Government, Industries Department , the SIPCOT Managing Director and the District Collector had identified the land to the extent of 2000 Acres at Sivarakottai Village, Tirumangalam Taluk for the attraction car manufacturing industry.Madurai District needs the progress of a multinational Company, in order to utilize the huge employment potential both skilled & semi skilled available here.

3.12 .DISTRICT EXPORT PROMOTION CELL:
The District Export Promotion Cell is formed at the District Industries Centres. The aim of the District Export Promotion Cell is to promote MSME exports at the district level by identify the potential industries for exports, identifying suitable markets for exports, inviting entrepreneurs to exploit the potential and giving them proper guidance for exporting their products.
