FOREWORD

MSME-DI, Chennai, Tamil Nadu is one of the field outfit of Office of Development Commissioner, Ministry of Micro, Small and Medium Enterprises (DC-MSME) established in the year 1954 for implementing the various policies and programes of Ministry of MSME towards entrepreneurship development in Micro, Small and Medium Enterprises across the State in liaison with State Govt. and other stake holders. This Institute covers 32 Districts in the State of Tamil Nadu and UT of Puducherry. with the following mandate

This report contains brief details of the District, geographical information,

statistical data relating to MSME’s of the district, registration under Udyog Aadhaar Memoramdum (UAM), potential areas for investment in service sector and manufacturing sector, identified industrial clusters, key contacts for whom to contact for what etc. . The report has been prepared based on our earlier first edition report duly updated from data/inputs collected by District nodal officers and from reports/publications of M/o. MSME, Govt. of India and Govt. of Tamil Nadu, MSME Deptt.

Economic Investigation Division of the Institute has taken special efforts in

collection and compilation of the relevant data for preparing the document not only for the THANJAVUR District but for all the Districts of Tamil Nadu. My sincere thanks to all the officers of the Institute for their cooperation in bringing out this brief industrial profile.

Brief Industrial Profile of Thanjavur District

2015-16

1. General Characteristics of the District

Thanjavur District is the Rice Bowl of Tamil Nadu because of its agricultural activities in the delta region of river Cauvery.. The district stands unique from time immemorial for its agricultural activities and is rightly acclaimed as the Granary of the South India. The district headquarters is Thanjavur. The temples, culture and architecture of Tanjavur are famous throughout the world. It is an historical place ruled by Chola, Pandya, Nayak, Marathas and was under British rule till Independence. The pursuits of these rulers are reflected in the great monuments like Grand Anaicut, Big Temple and Serfoji Palace and Saraswathi Mahal Library, etc. in the district

The Big Temple and other famous temples in Kumbakonam and Darasuram

in the district are known all over the world. Thanjavur was the cultural capital of the country in during the Eighteenth century. Thanjavur gained prominence during the period of Chola Kings, who made it as their capital. Thereafter, it was ruled by Nayaks and Maratta Kings, who nurtured art and culture. The cultural, the architectural and the scholarly pursuits of these rulers are reflected in the great monuments like Grand Anaicut, Big Temple and Serfoji Mahal Library etc. in the district.

The Distt. is well known for its artistic activities like art making, painting,

icon manufacturing and bell metal products. These are the major exportable items which also include musical instruments like Veena. The industrial growth in the district has been confined to agro-based industries. A large number of Rice mills, Oil mills and Sugar mills are spread over the district.

The rail network of Thanjavur district falls under Thiruchirapalli division

of Southern Railway. The network connects Kumbakonam, Thanjavur leading to Thiruchirapalli and Madurai in west and towards Thiruvarur in east. It also connects Pattukottai which lies in the South of the district. The total route length of railway network in the district is 96.52 Km (Broad Gauge) and total track length is about 122 Km (Broad Gauge). This district has about 45km length of coastline in the southeastern part

The economy of Thanjavur district is essentially from agriculture and allied

sector. Above 75% of the workforce have been depending on agriculture.The district is a deltaic plain fed by rivers Cauvery and Vennar. Some portion is also fed by Grant Anaicut canal. Ground water has been regenerated considerably to advance the cropping season which may prone to damage during North East monsoon. The major crops cultivated here are Paddy, Pulses, Gingelly, Groundnut and sugarcane. Maize, Soya beans, Redgram are the minor crops grown here.

Thanjavur is well known for its artistic activities like art making, painting,

Thanjavur District is famous for many Handicrafts Items which are unique

in characteristic at international level. The Handicraft skill is hereditary and confined to a few families in the District like Thanjavur, Swamimalai and Natchiarkoil. The Crafts include production of Handicraft items like Bronze Icons, Tanjore Art Plates, Tanjore paintings Bell Metal Lamps and Musical Instruments

1.1. Location and Geographical Area

Thanjavur District is located in the eastern coast of Tamilnadu. Erstwhile composite district of Thanjavur was bifurcated into Thanjavur and Nagapattinam Districts with effect from 18.10.1991. Again in April 1997, when Tiruvarur district was formed by bifurcating Nagapattinam District, part of Thanjavur area, namely the Valangaiman block had been merged with the newly formed Tiruvarur District. Thus the present Thanjavur District was formed with a geographical area of 3411 Sq. Kms divided into 14 blocks. The area constitutes just 2.6 % of the area of the State.

The district boundaries are:

East : Nagapattinam and Tiruvarur Districts. West : Tiruchy & Pudukottai districts. North : River Coleroon separating Tiruchy and Perambalur districts. South: Palk Strait and Pudukottai district.

The district lies between 9.50’ & 11.25’ degrees of northern latitude and

78.45’ and 79.25’ degrees of eastern longitude.

1.2 Topography:

The climate of the district is tropical in nature. Temperature, in the district,

varies between 20.29 and 38.42 Degree C. The normal rainfall in this district is

around 1020 mm, mainly through the north east monsoon (October to early

December)

Alluvial soil in the Cauvery delta and Sandy soil in Coastal area are the

predominant soil types. The soil type, the climate and rainfall best suit the paddy

crop and so the district stands as the rice bowl of Tamilnadu since ancient days.

Cauvery, Vennar and Grand Anaicut canals are the major water sources in this

district.

1.3. Availability of Minerals

Laterite, sandstone and Kankar have been found in Thanjavur district. Quartz crystals rolled into pebbles were also found. Iron ore, Laterite and sandstone are found nearby Vallam.

Kankar and limestone occur under red soil. Laterite, ranging in the thickness from 0.3 to 1.0 metre., is available near Grand Anaicut and Thirumalaisamudram. The thickness of Kankar in Thirumalaisamudram area ranges from 2.0 to 2.5 metre and the total reserves have been estimated to be about 0.5 million tonnes. Kankar is of good quality, coal ranging from 48.42 percent to 52.72 percent and low in Magnesia.

So far no mining is carried out in this district. The district has potential for industries based on these mineral resources.

1.4 Forests:

The district possesses 3426 hectares of land under forest constituting 1.01% of its geographical area and a meager 0.18 % of the forest area of the state. Timber and Cashew (1400 kg) are the forest produce available.

1.5 Administrative set up.

It consists of nine Taluks- Thiruvidaimarudur, Kumbakonam, Papanasam, Pattukottai, Peravurani, Orathanadu, Thanjavur, Thiruvaiyaru and Budalur.

3. INDUSTRIAL SCENERIO OF THANJAVUR

Thanjavur district is a predominantly agrarian one. 10 out of 14 blocks have been notified as industrially backward blocks. They are viz. Thiruppanandal, Papanasam, Ammapet, Thiruvaiyaru, Budalur, Orathanadu, Thiruvonam, Madukkur, Peravurani and Sethabavachatram. Thanjavur is famous for its traditional handicrafts such as Thanjavur art plates, Icon works, pith works, musical instruments, Thanjavur paintings besides silk weaving. These traditional activities has been patronized from the times of Maratha rulers of the late 17 th century. The major source of the economy is from agriculture and allied activities. Above 75% of the workforce depend on agriculture only

Kumbakonam is another important trade centre that is famous for metalware, brass utensils and silk sarees providing considerable employment opportunities to the local people. Handicrafts activities like Art plate making, Thanjavur painting, Icon manufacturing, Bell metal products making occupy an important place in the economy of Thanjavur district.

BHEL is a major PSU nearby Thanjavur. Major industrial activities are BHEL

ancillary units, Wind mill power fabrication, Coir yarn and allied activity, Modern rice mills, Stainless steel vessels production, Brick works, Printing presses etc. Coconut and Fabrication based activity have good potential at p[resent Handlooms, Handicrafts goods making, Carpentry, etc., form major skill based activities.

The Govt. of India programme, Scheme of Fund for Regeneration of

Traditional Industries (SFURTI) is implemented to improve coir sector in Pattukkottai coir cluster by DIC and Bell metal lamp in Nachiarkovil by KVIC at about Rs.1 Crore each. The district does not have any significant mineral deposits or forest cover as such mineral resource based industries are rare.

The District has around 30 lakhs coconut trees with the yield 83 nuts per annum per tree. Most of the nuts in Copra form are transported to other districts for oil extraction and other value products making. Hence, there is potential to establish coconut based enterprises activity in the Distt.

3.3 UDYOG AADHAAR MEMORANDUM (UAM)

Govt. of India, Ministry of Micro, Small and Medium Enterprises(MSME) has

notified the Udyog Aadhaar Memorandum(UAM) under the MSMED Act, 2006 vide

gazette notification [SO No. 2576(E)] dated 18-09-2015 in order to promote ease of

doing business for MSMEs. A one-page simple registration form for online filing of UAM

has been introduced which replaces the filing of Entrepreneur’s Memorandum Part I & II.

The filing of UAM can be done on www.udyogaadhaar.gov.in or

www.msmeonline.tn.gov.in .Registration is online and user-friendly. UAM can be

filed on self-declaration basis. No documentation required. No Fee for filing. Can file

more than one Udyog Aadhaar with same Aadhaar Number. EM-I has been

abolished. Udyog Aadhaar (UA) is for running units. No need to apply for

upcoming units.

Since there are very few large scale industries scope for Vendorisation /

ancillarisation is very limited.

The growth of software industry and educational institutions in the world in

general and Tamilnadu in particular and the migration of skilled and unskilled labour towards greener pastures have its impact in this district also. In fact it has helped in improving the economic standards of the people, who had otherwise confined to agriculture. Engineering Colleges, IT-related educational institutions and other educational institutional started spreading in the district. Two and four-wheeler service center repair and service enterprises and other service sector enterprises have started mushrooming.
