• Kazakhstani legislative/administrative developments since World Bank Gas Flaring Conference in Astana 2005–New law provides for existing fields to file gas flaring

elimination by 1 July 2006–New fields to incorporate gas flaring elimination into

design–Administrative practice seems to allow pilot flares for

safety purposes–Gas flaring reduced or stagnant, but so is oil production–New environmental/technical fines introduced for a.o.

flaring and reservoir management issues may be counterproductive

• Commercially viable gas –Petrochemicals. A commercially viable venture?

–Exports to/through Russia, prices on the increase

–Exports to China?

–EU intent on circumventing Russia (revive Transcaspian gas pipeline)

–Do we need a gas master plan? Do we get inefficient solutions with present legislation and infrastructure?
