Hospital’s urgent and emergency servicesjudged “inadequate”by health inspectors

A health watchdog hasannounced today (Friday),that urgent and emergencyservices at the RoyalSussex County Hospital are“inadequate”.Inspectors said patient

safety at the hospitalwas “‘compromised”,there weren’t enoughnurses on duty with theright skills, and therewas overcrowding in theemergency department.The hospital, run by

Brighton and SussexUniversity Hospital NHSTrust has been told itmust make “significantimprovements” to the

emergency departmentfollowing a visit by the CareQuality Commission (CQC)in July.Professor Edward Baker,

deputy chief inspectorof hospitals, said he wasconcerned the trust has notimproved since its previousinspection.He added: “Some patients

coming into the urgentand emergency servicesdepartments continue toexperience a poor level ofcare and treatment.”The report said

overcrowding in thedepartment meant patients’privacy and dignity was“not consistently met” -despite the best efforts ofstaff.Paul Wallman, emergency

department clinical leadsaid: “On days when weare extremely busy somepatients who are broughtin by ambulance have towait for longer than any ofus want and of course weknow that this can be anuncomfortable, difficult,and even a frighteningexperience.”He said staff do their

“utmost” to get patientsinto cubicles as quicklyas possible but there isoften “not the capacity” toaccommodate them.Mr Wallman added:

“However, once a patientcomes through those doorsthey are in our care.We takethat responsibility veryseriously and always do ourbest for them.”

It’s nice up here. These spectacular images of the Brighton i360 give the first glimpse of what it might look like from the top of the tower. The iconic structure at the West Pier siteis at its full height - 162 metres - and the futuristic glass pod, which is being constructed in France, is set to arrive in Brighton in the next month. The pod will allow 200 visitors toride up the tower and view the city and its surroundings when it opens in summer 2016. A beach building is now being constructed at the foot of the Brighton i360, and will includea 400 seat restaurant, a shop, children’s play zone, exhibition space, tea rooms, and conference and event facilities (Photographs: Brighton i360/ Visual Air)

The Hove Civic Societyhas been awarded a£20,000 grant fromTheHeadleyTrust to help fundconstruction of the HovePlinth.Karin Janzon, project

The council is expectedto announce whether taxiapp Uber will be allowedto operate in Brighton andHove today (Friday).A decision was

adjourned after a meetingof Brighton and Hove CityCouncil’s licencing panelon Monday.There hasbeen resistance from localtaxi firms, which wereconcerned Uber would notadhere to council ruleson cabs. If the licenceis granted, Uber wouldoperate from an office inNorth Street.

Market traders step up pressure on Ethical Property

The OpenMarket was regarded as one of the most exciting developments in the city when it opened in July last year

many who are demandingto know what EthicalProperty Company (EPC)has done with its fees- have already begunplanning for a rent strike,if EPC’s contract is notterminated immediately,from November 1.Confidential accounts

show that EPC charges feesof £11,462 a month - plus£1,389 amonth in “turnoverfees” from stallholders- in return for runningthe market, which wasregarded as one of the mostexciting developments inthe city when it opened inJuly last year. Income fromstallholders, for rents andservices, is only £21,209.The amount spent onmarketing the open market- owned by Brighton OpenMarket CIC (CIC) - is putat about £1,000 a month -while repayments on a £1million start-up loan areabout £3,700.In a five-page “recovery

plan” seen by Brighton &Hove Independent, EPC

says: “Cashflow is nowthe critical factor. Withouta cash injection, the CICwill run out of cash inOctober.The directors havea responsibility to ensurethe CIC does not tradein a knowingly insolventposition.”The plan - which has

not been published ordiscussed in public

- addresses severalissues: limited weekendoperations; insufficientfootfall; a “mismatch”between what is onoffer and customers;unsustainable businessrates (£30,000, comparedwithapreviously estimated£10,000); managementinefficiencies; and alleged“weakness” in the CIC

board and “communityengagement”.The recovery plan from

EPC does not mention anyfailures by EPC. Much tothe anger of some traders.One said: “We want them

gone. We can’t afford therent - and we’re not goingto pay it. They are suckingall the money out of themarket - and we could do a

better job ourselves.”Traders have compiled a

30-point dossier of allegedmanagement failures bythe “ethical” and “green”management company -including: “For a year, therewas no mixed recycling onthe site”. It also highlights“heavy-handed bullying oftraders”.Oxford-based EPC

(www.ethicalproperty.co.uk) - which has closeconnections to theGreen Party and otherdevelopments in Brighton- has net assets of £16.9million, according tolatest documents filedat Companies House.Jeremy Corbyn rentshis constituency officein Islington from thecompany; Channel 4comedian Mark Thomashas been one of its highest-profile shareholders.EPC announced last

month that it had launcheda £3.5 million shareissue - the fifth sinceits foundation in 1998(previously it was knownas Caldey Company Ltd).Nick Forster, the

company’s director ofoperations, directedquestions to “CouncillorKevin Davies” (sic), theCIC chair - believed to bea confusion between CllrKevin Allen and councilofficer Richard Davies,the city council’s projectmanager for the market,who – strangely, accordingto some - takes minutes atCIC board meetings. CllrAllen did not return calls.

Three Hove Plinth sculptures to cost up to £250,000 to createThe maquettes of the threesculptures set to adorn theHove Plinth were unveiledat a reception hosted by themayor on Monday.Each sculpture will be in

place on the plinth for 12-

18 months and then founda permanent position inHove or Brighton, whichcould include corporateheadquarters or publicspaces. The three sculpturesare expected to cost

£250,000 to construct. TheHove Civic Society is nowlooking for donors - with arange of founder packagesand corporate sponsorshipopportunities- “to help makeHove Plinth a reality”.

Davies’ fluid, amorphoussculpture cast in blue resinaims to mirror the organicmovements of nature; thesea breeze, gliding birdsand rolling waves. It willalso mimic the diversityand energy of the peoplesurrounding it, moving,dancing and playing. Theshape of the sculptureechoes Davies’ memories ofseaside treats and sweetsfrom the early 1980s.

Wright’s design is partmechanical model ofthe solar system, partfilm camera, and partship’s compass. The mostpopular landscapes andiconic images associatedwith Hove will orbit thesystem rather than planets.Wright intends to choosethe final objects, whichwill include both presentday and historical items,by consulting with localresidents and groups.

Pierre Diamantopoulo tellsusmoreabouthissculpture,Flight of the Langoustine,which is to be made withcoated bronze and steel.

What was the idea behindthe sculpture?“Flight of the Langoustine”

was the first in the seriesof sculptures made onBrighton beach after a bitof beachcombing. A stormhad deposited a mangledlobster pot yards from mystudio under the arches.Thiswashed-up object had beena means of escape for thelobsters and this translateditself into a human story ofexodus and release - a dashfor freedom.

What is themeaningbehindthe work?Here too, a liberating

energy gives way to aprofound sense of unrest.These are also androgynousand anonymous figuresflying in defiance or fleeing,challenged by the confines oftheir environment.Grouped in unearthly

compositions, trulytranscending the confines ofthe ground, these figures arelight and delicate.

They balance improbablyon geometric planes, perchedor floating freely on formsforged to suit an allegoricalpurpose. They are at oncelaconic and profound,frivolous and boisterous,occupying the air like a flockof birds.Behind it all is a

discomfiting sense ofprecariousness, contained

by a carefully calculatedcomposition.

One Thursday morning inlate April, I heard SandiToskvig on Woman’s Hourtelling Jenni Murraywhy she was leaving TheNews Quiz to start a newpolitical party for women’sequality, and jumped at thechance to start a branch inBrighton.I was motivated by

frustration with the lackof women in power, theportrayal of women in themedia, the fact that theissues of women’s equalitywhich have always felt soimportant and outrageousto me, are not takenseriously in mainstreampolitics.Change is taking too

long - when I look at mydaughter and her friends,who at 22 years old havethe whole world in frontof them, I know that I needto be doing whatever I can

to make equality happenright now.Brighton and Hove is no

different to any other partof the UK, in that every daywomen face inequality atwork, in politics, and inpublic life.Although women make

up 51% of the population,they are only 29% of MPs,25% of judges, and 24% ofFTSE 100 directors. Thismeans that in politics,the law, and in business,women’s voices are notgetting heard.Women still occupy the

lowest-paid jobs - three-quarters of the peoplewho’ve done minimumwage jobs in the last 10years are women. Workingwomen earn 81p for everypound a man earns - andat the current rate it willbe 70 years before that gapeventually closes.

Around 1.2 millionwomen suffer domesticabuse every year, andevery day there are 250rapes or attempted rapes.Conviction rates are low.Women are represented

in adverts and the mediaas sex objects and victims,rather than individualswith ambitions and ideas.Our children are held backby the limits imposed onthembygenderstereotypes.Starting the Brighton

branch was my chance tocontribute to a movementwhich can make genderequality a reality in thiscountry.As well as Sandi Toksvig

and Catherine Mayer, whostarted the party, andSophie Walker, who leadsit, there are hundreds ofamazingly talented women- and men - behind thisparty and I count myself

incredibly lucky to havehad the opportunity tobe a part of it. When westarted there were two ofus making up the Brightonbranch, and we were oneof three branches in thecountry.Now I work with a team

of 29 volunteers from allwalks of life, we have 1,400followers on Facebook andnearly 600 members andsupporters in our branch.We’re one of a crowd of65 branches across the UKand we’re growing all thetime.At our first meeting in

Saltdean Lido back in May,local people told us abouttheir experiences of sexismand inequality at work andat home, their frustrationat lack of representation,and the way women arerepresented in the mediaas sex objects and victims.

They told us of theirfrustration about thegender stereotypesimposed on their childrenand their hopes that thisparty had a real chance ofmaking changes so thatwe offer a better world forthe next generation of boysand girls. The output fromthat first meeting - andthe several we have hadsince - have contributed tothe forming of the policieswhich were launched bythe WEP nationally onTuesday, and by our ownbranch onWednesday.Wednesday’s policy

launch saw 130 women andmen come together to saywe are not going to wait forequality, we are going tomake it happen - now.

The UK’s newest political force already has 45,000 members since it launched in April, and the Women’s Equality Party outlined its first policies this week.The Brighton branch - which is one of the largest in the UK - held a meeting at The Synergy Centre in West Street on Wednesday, and around 130 women - and men - were eager to find out more.CELIA WILSON, the leader of the Brighton group, tells us why there is a need for the new political party.

Geoff Raw has beenappointed as the£150,000-a-year chiefexecutive of Brighton andHove City Council.The interim boss was

picked by a panel onTuesday, and was oneof three candidatesinterviewed from 11applications.He replaces Penny

Thompson, whosedeparture from the councilin June cost the taxpayer£270,000. Mr Raw wasappointed acting chiefexecutive from July,until securing the jobpermanently.The news comes as

the latest figures onsenior officers’ salarieswere released yesterday(Thursday).The top 15 posts, cost the

taxpayer a total £1,336,423a year - and two of them are“vacant”.

This is a good thing as ending arelationship should never be a rusheddecision.

Here are my tips for understandingwhen it is right to start the process.

1. Before ‘walking out’ on yourrelationship ask yourself whatam I stillprepared to try to make this work.

2. Make a list highlighting what worksand what needs to change.

3. Stop asking friends and family foradvice – take some time out by yourselfand think what do I think is the rightthing to do?

4. If you then decide you do want

to start the process of separatingconsider the financial practicalities –such as mortgage, pension, and loancommitments.

5.Think about what’s importantto you.

If you have considered all the aboveand still want to go ahead then contacta Lawyer for an initial discussion. I willalways see clients for an informal chatand to help them find out what they needto know.

No one expects you to know exactlywhen the right time to leave is but besure to talk to your partner, talk to alawyer and make sure you arefully informed.

Wood salvaged fromBrighton’s Palace Pier hasbeen transformed into arange of jewellery by EcoWood Rings.Having sourced a piece

of the keruing wood usedto build the Palace Pier inBrighton, Steve Sutherland,owner of Eco Wood Rings,looked at different waysin which they could useit to create some of theirhandcrafted rings.The result was a wood

ring with an added an inlayof sand and shells fromBrighton beach, as well as atitanium ring with an inlayof the keruing wood.Mr Sutherland said: “We

Waterside’s waterfront wonder: The Hilton Brighton Metropole is a unique treasure

Any Brightonian has theMetropole in their blood. Ilive outside my home citythese days, yet every day Isee a picture of the hotelwe have up in our house(the paddling pool acrossfrom the hotel was wheremy wife played as a girl).My parents partied there.My father-in-law was achef there. The family hadSunday lunches there formany years.So, when I was asked

by the Hilton Group toresearch the “old lady” forher 125th anniversary, Iwas dubious how muchthere was to find out. Ididn’t think that therewould be much.

I was wrong.During my exploration

of the “Met’s” archives,what struck me was notjust how much has takenplace in this grand late-Victorian building, buthow lucky we are to havethis rare redbrick andterracotta gem in ourmidst. The Metropole(or Hotel Metropole asit was originally called)is incredible - it haswitnessed and creatednumerous firsts. And yet,unbelievably, the Metisn’t one of Brighton’snumerous listed buildings.I hope, you’ll agree we’veperhaps taken the Met forgranted for too long. Also,

that we not only need tocherish this unique piece ofarchitecture, but preserveit for future generations asa listed building, too.Surviving 125 years

wasn’t always guaranteed.Detractors duringconstruction (1888-1890) predicted hotelsas magnificent as theMetropole wouldn’t beviable. The Brighton andHove Gazette, however,correctly predicted therewas “plenty of room for asnew and elegant [a] hotelas the Metropole”. The Metwas built by the GordonHotels Group, followingtheir decision to buildequally-prestigious hotels

in Monte Carlo, London,and Cannes. Brighton’sHotel Metropole was oneof the first in Britainto hold this prestigiousinternational name forhotels; ironically, it isalso one of the last to doso, and the oldest British“Metropole” in existence tohave kept its name sinceopening. So it is not just“our” Metropole. It is theMetropole.It is also precious, as it

was - and is - unique.AlfredWaterhouse, the famousand successful Victorianarchitect who designed theNatural History Museumas well as the hotel, neverbuilt any other seasidepublic buildings or hotels.His only other offering inour city, Hove Town Hall,burned down in 1966.Brighton’s Metropole

is not only our onlyWaterhouse building in thecity, but it is also a portraitof Britain at its richest -and Brighton at its best.The Second World

War hit Brighton andthe hotel hard. By 1959,the hotel was outdated,needing rejuvenation andexperiencing the “70-year-itch” Brighton’s hotelsseem to be plagued with.Gordon’s were losing£10,000 a year on the

hotel and looking either todemolish the building or tochange all but the bottomtwo floors into flats. Thedays of large, prestigioushotels were gone it seemed.Resorts like Brighton weredoomed, replaced by thestart of cheaper, overseaspackage holidays. Thehotel’s once-illustriousItalian andWinter Gardenslost their romantic appealas encroaching towerblocks sprang up over thetown.Thankfully, one man

believed large hotels couldsurvive - and Brightonhad a future. “Nothingbut the best is goodenough for Brighton,”said the Metropole’s newowner, Harold Poster,chief executive officerof Associated Veneersand Plastics (AVP). TheMetropole became thejewel in the crown of hisindustrial and commercialempire, so much that hebuilt most of the modernhotels bearing the name ofhis “favourite”.

Brighton’s Metropole is not only our only Waterhouse building in the city, but it is alsoa portrait of Britain at its richest - and Brighton at its best

It is 125 years since the Hotel Metropole opened on Brighton seafront. Its successor - the Hilton Brighton Metropole - is marking the anniversary with an impressive exhibition of the people and events that arecentral to the city’s development.The exhibition was created in partnership with KEVIN NEWMAN, a historian, teacher and founder of All-Inclusive History, a specialist in walking tours in and around Brighton and Hove.

A self-made Londoner,Poster also went on tobuy other Brighton hotels,bankroll the BrightonFestival, and purchase theWest Pier.Poster ensured not only

did it remain a hotel, butalso the hotel to be seenin once again, if you wererulers or royalty.It had always been

Brighton’s biggest hotel(initially the biggest inthe country outside ofLondon), but it was now tobe even bigger. The hotel

embraced 20th-centuryconsumer needs andbecame Brighton’s firstresidential conference andexhibition centre - morethan a decade before theBrighton Centre was built.The unsafe roof timberswere replaced to supportthe country’s first rooftoprestaurant, the “Starlit” in1961. Its grounds includedBritain’s first European-style licensed casino from1962 and it boasted bythe late 1970s 100,000square feet of conference

and exhibition space.Conservative and Labourfinally had a Brightonvenue befitting partyconferences.Since AVP’s purchase

of the hotel, it has had anumber of owners, rightup to the present owners,the Hilton Group. They arerightly proud of the uniqueVictorian survivor theypurchased: its architectureand heritage.The Metropole deserves

far more than beingsomewhere Brightonians

and visitors to our city evertake for granted. It tells thetale of Brighton from itslate-Victorian grandeurof the resort’s heyday. Thehotel was called brash,loud, shocking - but theseare all descriptions ofBrighton. Hotels have tostand out to be noticed andthe Metropole certainlydid - and its uniquenessmeans it still does. Thatuniqueness deservesprotecting and we shouldlistWaterhouse’s watersidewonder now.

BREMF directors return toorigins with female theme

Two adventurous teens rageagainst small town mediocrity

Arguably this is the yearthe Brighton Early MusicFestival comes of age, feelsco-artistic director ClareNorburn.The 2015 programme

(October 23 - November 8)puts the emphasis firmlyon early-music womencomposers, giving thefullest expression yet tothe passion that promptedClare and fellow-artisticdirector Deborah Robertsto set the festival up in thefirst place.“This is our 14th festival,

and it comes down to alot of hard work, but thefact is we have also got avery loyal audience,” saysClare. “We would not havebeen able to carry on ifwe had not had that loyalaudience. We have beenable to offer something alittle bit different, but thatalso fits into Brighton butalso brings in people fromfurther afield.“But really one of the

most exciting things is thetheme of women this year,and it is only this year thatwe have felt we have beenable to take that leap. Untilthen it would have beentoo much of a risk. But inthe last couple of years wehave got a real sense thatthe audience trusts ourprogramming now.“People don’t in the

first few years, which isabsolutely normal, butwe have now got such agood strong followingthat people think ‘if theBrighton Early MusicFestival are programmingit, it must be good.’ Theydon’t just want to hearMonteverdi’s Vespers. Theyare prepared to come to seeand hear things they don’tknow. I think it takes tenyears to build up that kindof trust, and we have gotthat now.”Which means Clare and

Deborah can, in effect,return to their startingpoint: early womencomposers.“It’s something that has

always been close to mine

and Deborah’s hearts. It’sthe thing that broughtus together. We would

not have met if it had notbeen for both of us havingan interest in womencomposers in early music.“I had a festival back in

1999 with some friendsbased in north London, amini-series of music byearly women composers,and we invited Deborahto come to take part, andthat’s how we met. Wekept in touch after that,and we had that sharedconnection, which we putinto the Brighton EarlyMusic Festival.“Both of us were very

S o y o u c a n s e e w hySsangYong has its work cutout. The firm briefly succeed-ed in the UK in the 1990s butthen suffered financial trou-ble before being revived in2011 by Mahindra & Mahin-dra, an Indian firm.

Now with sales buildingnicely, you can see why thisKoreanbrandisprettypleasedwith itself. Until recently itproduced mainly workhorse4x4s for the tough end of themarket.

But it is making a bit of asplash with Tivoli, its firstcompact SUV, which hopesto cash on our obsession withthis form of vehicle.

Nissan Juke, VauxhallMokka and the relaunchedSuzuki Vitara illustrate howimportant this sector is to thecar industry and SsangYong’sl au n c h o f a n e at , w e l l -equipped and decent-ly priced contender isinteresting.

NowtheTivolihasreceivedcritical acclaim but it has alsobeendecriedasbeing,shallwesay,notasprettyasitcouldbe.

Really?IthoughtTivoliwasa grand-looking car. OK, someearlierSsangYongswere,shallwe say, unusual. The Rodiusreally looks like it was de-signed by a committee whichdidn’t see eye to eye.

But Tivoli looks almostToyota-ish with its squared

style and flared panels. Itcertainly doesn’t look out ofplace in a car park full of Eu-ropean models.

More importantly, Tivo-li drives well. It has ride andhandling which is more com-posed than you might expect.

The running costs are in-teresting. Around town it de-livers 28.8mpg (poor) but ona run it returns 49.6mpg (notbad at all). On average youshould get 39.2mpg (reason-able). It’s unusual to get such

a wide difference betweentown and country economythese days.

This car is pretty well-equipped with full leatherseats, heated front seats,seven-inch touchscreen ra-dio,18-inch alloywheels,rain-sensingwipers,sevenairbags,a stability programme, anti-lock brakes, keyless entry,six-speakerstereosystemandplenty of chrome trim.
