    The case for just jobs

    Te global economy oday is inexorably in er wined some imes or beter andsome imes or worse. Tis ac was driven home anew o workers worldwide by

    he recen global nancial crisis, he ensuing global economic slump, and hesubsequen e or s by governmen s o recharge heir economies. Bu acing poli i-cal pressures o do some hing abou he widespread job losses, governmen s are

    ending o inward-looking policies ha impede economic in egra ion and rade.Tis is cause or deep concern because economic globaliza ion has come wi hbene s, as unevenly spread among workers as hey are.

    Jus Jobs, a new program a he Cen er or American Progress, seeks o ex end hebene s o economic in egra ion and rade o all o he workers who power heglobal economy. Te moral reasons or providing workers wi h jus jobs, includ-ing labor righ s, appropria e compensa ion, social pro ec ions such as heal h careand pensions, and oppor uni ies or economic mobili y, are well unders ood. Lessunders ood is how promo ing hese policies in developing coun ries alongsidedeveloped ones bene s bo h in a world ha is closely connec ed hrough echnol-ogy, ows o people, goods, services, and capi al.

    Jus jobs policies would:

    Allow he gains rom global economic in egra ion and rade o be spread morewidely among workers worldwide by raising living s andards and here oregenera ing new, sorely needed sources o aggrega e economic demand.

    Level he playing eld in labor marke s worldwide, hereby preven ing any one

    coun ry rom leveraging poor labor prac ices or economic gain. Enhance global economic and na ional securi y by building a basis or grea er

    con dence wi hin a more in egra ed global economy.

    Jus jobs would in urn help allevia e problems ha lead o economic inseand global ins abili y. Pover y and economic underdevelopmen provide eground or pollu ion, unsa e working condi ions, and or disease, lawlessne

    that are just. They

    need to be able to

    work in acceptable

    working conditions,with appropriate

    protections and

    compensation,

    to organize and

    Wha s more, some coun ries in he developed and developing world are leverag-ing heir expor prowess o grow a high ra es, some even more han 8 percen ayear, while o hers are s ruggling o re urn o modes pre-crisis levels o economicgrow h.1 Ten here are misaligned currency exchange ra es, some ha are under-valued and o hers ha are overvalued. And some coun ries have high savings ra esand scal surpluses while o hers have de ci s.

    In shor , he curren s a e o he global economy is undoub edly bleak.     Te Group o 20 developing and developed coun ries is he primary organiza ionor global coordina ion and collabora ion on in erna ional economic issues. Te

    G-20 leaders ini ially came oge her in 2008 o respond o he Grea Recessionha was rapidly spreading across he globe. Since hen, he group has addressed

    rebalancing he global economy by calling or coordina ed economic s imulusmeasures across coun ries, re orm o global nancial regula ion, and e ec ive jobcrea ion and social pro ec ion policies. Bu ac ion has been slow o come, espe-

    cially on job crea ion and social pro ec ion.

    Te ini ial shock o he Grea Recessions economic con agion jol ed coun riesin o seeing he in erconnec edness o heir economies. Tey banded oge her

    o coordina e s imulus measures o revive he global economy. Bu now ha heworld is slowly s ar ing o recover, each coun ry is looking o solidi y i s own recu-pera ion and rebuild i s own economy. Ye a he mos recen G-20 leaders sum-mi in Seoul, leaders proposed o collec ively address every hing rom balancing

    scal budge s in a grow h- riendly way o moving oward marke -de erminedexchange ra e sys ems, re orming he In erna ional Mone ary Funds governance,and promo ing economic developmen among he worlds poores coun ries.

    As impor an as mos o hese e or s are, he Group o 20 canno do all o his anddo i well, especially a a ime when coun ries are pulling in opposi e direc ions.Tis means he G-20 needs o ocus on he crea ion o jus jobs he lynchpinlinking domes ic agendas o he global one. Good job crea ion is he one areawhere coun ries can nd common ground o orge subs an ive par nerships hawill de ermine he u ure course o he global economy. Coun ries mus lay hegroundwork now so ha he issue is a he ore ron o he agenda when France

    assumes presidency o he G-20 nex year.

    e or by he ILO he primary global ins i u ion or promo ing decen work (seeBox 1) o work wi h o her in erna ional organiza ions. Te ILO is working wi h

    he World Bank, or example, o explore he nexus o pover y and employmen by

    rying o produce na ional household survey-based es ima es o he working poor,or individuals who are working, bu who also all below an accep ed pover y line.3

    Te ILO also is working wi h he In erna ional Finance Corpora ion, he equi y nance arm o Te World Bank Group, on he Beter Work Programme, which

    Decent work means productive work in which rights are protected, which generatesan adequate income and social protection. It also means sufcient work, in the sensethat all should have access to income-earning opportunities. It marks the high road toeconomic and social development, a road in which employment, income, and socialprotection can be achieved without compromising workers rights and social standards.

    Beyond rhetoric to collaborativeand coordinated action

    Te ILOs approach o social pro ec ion is, de ac o, ocused more on he sup-ply side, which means i is labor orien ed. Te ILO is somewha limi ed in i shandling o o her unc ions o social pro ec ion such as heal h, which is relega ed

    o he World Heal h Organiza ion and pensions. In con ras , he World Bank se ssocial pro ec ion in a social risk assessmen ramework. I ocuses on arge edpro ec ion or a -risk or vulnerable groups such as he very poor, migran s,women, and children, as opposed o advoca ing or programs and policies haapply o all workers or all ci izens.

    Tere is varia ion in he ways in which hese organiza ions approach social pro ec-ion, bu ha does no mean ha collabora ion is impossible. A good s ar ing

    poin is no ing ha each o hese in erna ional organiza ions recognizes ha :

    A minimum level o social pro ec ion is manda ory. No single social pro ec ion model s all coun ries. Na ional governmen s are key players in wan ing o ex end coverage and adop

    social pro ec ion sys ems. Knowledge on social pro ec ion needs o be expanded, especially or

    developing coun ries.

    ions such as heal h care, unemploymen insurance raining, and pensions; andoppor uni ies or economic mobili yis an issue ha resona es wi h coun riesa he domes ic level and is also crucial o helping aggrega e demand rebound opromo e grow h and rebalance he global economy.

    For his o happen, he G-20 mus make good job crea ion he ocus o i s leaderssummi in 2011 in Paris and Presiden Obama mus lead he charge by in roduc-ing a worldwide jobs ini ia ive. And he IMF, World Bank, W O, and G-20 muscon inue o work wi h he ILO in embracing he pillars o he decen work agenda.

    Bu hese organiza ions mus move beyond con erences and join press s a emen so selec a angible se o pilo coun ries or which o design and implemen spe-

    ci c good job-crea ion s ra egies. And hey mus make a concer ed and ocused
