3. Combination Cup Our thanks once again go to the Cup Committee for their successful organisation of the Combination Cup, Vase and Bowl Competitions. Thanks go to the Memorial Stadium Company, Cleve RFC and Bristol Harlequins RFC for staging the Finals.

4. Bristol Referees’ Society Grateful thanks are extended to the Society and its members for their continued support of matches at all levels - without them there would not be a game.

5. Bristol Junior Combination This organisation continues to be an essential part of the framework of youth rugby in Bristol and the surrounding area. Thanks to all concerned.

6. Combination Trustees

This year has seen the historic decision by the Trustees to join in partnership with Bristol City Council to jointly develop their underused pitches at Lockleaze. The exciting proposal will see the building of a facility for the use of the current user clubs, all the Rugby family in Bristol as well as the residents of the Lockleaze community. The development will also see the fulfilment of an aspiration of the Gloucestershire Rugby Football Union to have a floodlit artificial playing surface in the south of the County.

BRISTOL & DISTRICT RUGBY FOOTBALL COMBINATION

Bye-Laws 1. NAME This Combination of Clubs, formed to promote the game of Rugby Union Football in Bristol and the surrounding area, shall be called The BRISTOL & DISTRICT RUGBY FOOTBALL COMBINATION (hereinafter called “the Combination”). It shall be in membership with, and subject to the authority of the Gloucestershire Rugby Football Union. It shall also be affiliated to the Somerset Rugby Football Union.

2. OBJECTS The objects of the Combination shall be:

(a) to foster good relationships among clubs and to resolve any differences arising between them;

(b) to arrange and control a Seven-a-Side Tournament a Cup Competition, and such other competitions as may be considered desirable;

(c) to provide a Fixture Exchange and to publish an annual handbook, for the information of clubs and players;

(d) to promote a Combination Representative Team, for a limited number of fixtures;

(e) to administer a Rugby Football Ground at Lockleaze, Bristol.

3 MEMBERSHIP Any Rugby Football Union Club, which is affiliated to its appropriate constituent body and which has headquarters in Bristol or the surrounding area, shall be eligible for membership, subject to being proposed and seconded by two member clubs and elected by a simple majority of votes cast at an Ordinary or General Meeting. Any club so elected shall be deemed to be in membership until:

(a) it ceases to exist; or (b) it is suspended or expelled by a simple majority of the votes cast at an

Ordinary or General Meeting (prior notice of the motion having be given to all member-clubs) or;

(c) it notifies the Honorary Secretary of the Combination in writing that it has resolved at a properly constituted General Meeting to withdraw from membership of the Combination.

4. SUBSCRIPTIONS The annual subscription shall be decided by the Management Committee and

member clubs will be informed each year at the Annual General meeting.

5. CONDITION OF MEMBERSHIP All member-clubs agree: (a) not to select a player who has left another club without first ascertaining

from that club that he has met all his obligations; (b) not to seek the services of referees other than through the appropriate

County Union Society; (c) not to change its name without the prior approval of the Combination.

6. COMMITTEES (a) The general business of the Combination shall be conducted by a

Management Committee, which shall comprise the President, the Chairman, the Vice Chairman, the Honorary Secretary, the Honorary Treasurer, the Honorary Match and Team Secretary, the Honorary Cup Competitions Secretary, the Honorary Ten-a-Side Tournament Secretary, the Honorary Ground Secretary, the Honorary Handbook Secretary, and two other elected members.

(b) The Management Committee and sub-committees shall have the power to co-opt and shall submit reports of their activities to Ordinary Meetings.

7. MEETINGS (a) Ordinary Meetings shall be convened monthly during the playing season

and at other times, deemed necessary by the Management Committee. (b) An Annual General Meeting shall be held by 30th June each year to receive

reports and accounts; to elect the members of the Management Committee, the Honorary Life Members, the Vice Presidents and such sub-committees as are deemed necessary; also to appoint an Honorary Auditor and to transact any other business.

(c) Any motion to be voted upon at the Annual General Meeting must be sent to the Honorary Secretary of the Combination by 1st May. Nominations for the Officers, Members of the Management Committee and the Sub-Committees must be in the hands of the Honorary Secretary 14 days prior to the AGM. Nominations may be taken after this, up to and including the AGM itself, for any position for which there has been no nomination.

(d) An Extraordinary General Meeting shall be convened by the Honorary Secretary at the request of the Management Committee or within fourteen days of receiving a written request from at least ten member clubs, giving the reason for such a meeting.

(e) At an Ordinary or General Meeting each member club represented shall be entitled to one vote, and the Chairman shall have a casting vote.

(f) At any General Meeting the quorum shall be representation by twelve member clubs.

8. INTERPRETATION AND AMENDMENT (a) If any difference of opinion should arise as to the meaning of any bye-law,

such meaning shall be decided by the Management Committee or, if the matter arises at an Ordinary or General Meeting, by the Chairman thereof. Any such decision shall be recorded in the minutes and accepted as the true meaning of the Bye-Law.

(b) The Bye-Laws shall be amended only by a two-thirds majority at a General Meeting, subject to the provision of Bye-Law 7(c).

9. DISSOLUTION In the event of the dissolution of the Combination any property whatsoever remaining, after the satisfaction of all debts and liabilities shall be disbursed in such a manner as the Combination thinks fit, to organisations furthering the advancement of Rugby Union Football or any charitable purpose.

WADWORTHS COMBINATION CUP COMPETITIONS ~ 2014-15

1 MANAGEMENT

The Cup and Vase Competitions shall be under the control of a Sub-Committee appointed by the Combination for that purpose. The decisions of the Sub-Committee concerning any matters relating to the Competitions shall be final and binding on the participating Clubs. Subject to the discretion of the Sub-Committee, any infringement of these rules may debar an offending Club from further participation in the Competitions.

2. CLUB ELIGIBILITY

(a) The main competition shall be a maximum 8 club Competition. It shall comprise the Current Cup Holders (should they wish to enter) plus the next highest placed Bristol Combination member clubs who wish to enter according to the preceding seasons final RFU league placings.

(b) The Vase Competition shall be a maximum 12 club Competition. It shall comprise the next 12 highest placed Bristol Combination clubs immediately below the Cup Competition entrants in the preceding season’s RFU league tables who wish to enter.

(c) The Bowl Competition shall comprise all other Bristol Combination clubs below the Cup and Vase Competition levels who wish to enter.

(d) Clubs competing must be members of the Combination (e) No Club may enter more than one team.

3. PLAYER ELIGIBILTY

(a) All players must be regular bona fide playing members of their Club and be 17 years old or over, except in the case of front row players and front row replacements, who must be 18 years or older.

(b) No player who has played for a club at level 3 or above in any Competition during the current season will be eligible to participate in any Competition. (Level 3 = National 1)

(c) Having represented a Club in either the Cup, Vase or Bowl a player may not represent another Club in any Competition during the course of one season.

(d) If there is any doubt as to player eligibility or if a participating Club wishes to select a player who is not qualified under the above rules, all relevant details must be referred to the Cup Secretary at least seven days prior to the date of the match concerned.

4. ENTRIES AND DRAWS

(a) Entries must be in the hands of the Sub Committee by the date notified in writing to the member Clubs. Each entry must be accompanied by a fee, fixed by the Combination Management Committee prior to the commencement of a season's Competition.

(b) (i) All Cup Competition clubs shall enter at the First Round. In the event of an unequal number of clubs, the previous season’s Cup winners will be given a bye to the next round. The draw for all rounds will take place on dates to be determined by the Sub-Committee.

(ii) Vase Competition Clubs may be seeded subject to the preceding season’s final RFU league placings. The draw for all rounds will take place on dates to be determined by the Sub-Committee.

(iii) The Bowl Competition may be seeded subject to the preceding season’s final RFU league placings. The draw for all rounds will take place on dates to be determined by the Sub-Committee

(c) The team drawn first in each match shall be considered to be the 'home' team. (d) The Finals shall be played on grounds to be selected by the subcommittee.

5 MATCHES

(a) The Sub-Committee will publish the dates by which all rounds will be played. In the event of a postponement, the fixture will be played on a date to be decided by the Sub-committee.

(b) (i) All matches shall be played in accordance with the Laws of the Game. Players must wear own Club colours and, in the event of a clash, the 'away' team shall provide and wear distinctive jerseys.

(ii) For all Quarter and Semi-Final Matches (and for such other matches as the Sub-Committee may require) the 'Home' Team shall be responsible for making proper provision to ensure that (with exception of Touch Judges) all spectators, replacements and officials are kept at a reasonable distance from the field of play.

(c) Referees for all matches shall be appointed by the Gloucestershire R.F.U. (Bristol) Referees' Society. Each participating Club must provide a touch judge in every round except for the Semi-Finals and Finals, when nominations will be made by the Referees' Society.

(d) Before the commencement of each match, each team captain must be able to provide the opposing captain with a list of his players and replacements.

(e) In matches other than the final, if the scores are level at full time, the team that has scored more tries shall go forward to the next round. If the number of tries scored are equal then the side with the more converted tries shall go through. Should this not produce a result the away team shall go through.

(f) In the Final, if the scores are level at full time, extra time of 10 minutes each way (with an interval of 5 minutes between end of normal time and extra time) shall be played. Should this not produce a result the team that has scored more tries shall be declared the winner. If the number of tries scored are equal then the side with the more converted tries shall be declared the winner. If in the Final a result has still not been achieved the match shall be declared a draw.

(g) The Hon. Secretary of the 'Home team' must advise the Sub Committee of the result within 24 hours of the match being played. Failure to do so may, at the discretion of the cup committee, incur a fine of £10. In the event of failure to comply with this rule or non payment of any imposed fine, the cup committee may take action against the offending club in accordance with the provisions of Rule 1.

(h) All protests, and grounds thereof, must be in the hands of the cup committee within 48 hours of a match being played.

6. GENERAL

(a) Each season, Cups will be awarded to the winners and runners-up of both the Main and Vase Competitions, but they remain the property of the Combination and must be returned to the Hon. Secretary on request. The insertions of inscriptions on all trophies are the responsibility of the Combination.

(b) Any surplus funds accrued at the end of the seasons Competitions shall be passed to the Combination.

(c) Any notices required under these rules must be in writing and addressed to the Hon. Secretary of the Sub-Committee.

Replacements & Substitutions Regulations

1. Replacements & Substitutions

1.1 Replacements are permitted in all matches in accordance with IRB Law 3.

1.2 A player participating in a match can be used as a replacement or substitute in another match being played at the same time. Injured players may be replaced by players from another pitch. It is also possible to replace the replaced or substituted player from another pitch or by a nominated replacement/substitute.

1.3 Players who were replacements or substitutes in an earlier match may participate in a later match on the same day.

2. Number of Replacements and Substitutes

The number of replacements and substitutes in all Bristol & District Rugby Football Combination Cup Competitions up to and including Semi Finals shall

be as follows:

2.1 not more than THREE (3). *Three (3) replacements = 8 player interchanges

2.2 Cup Finals not more than SEVEN (7).

3. Front Row

Requirements

3.1 No player may play in the front row of the scrum during contested or uncontested scrummages in adult rugby until he has reached his eighteenth birthday. Any breach of this Game Regulation shall be considered a serious breach and may give rise to a severe penalty.

3.2 In the interest of safety each team should have at least four (4) players in their nominated match squad, all at least eighteen years old, who are suitably trained and experienced to be capable of playing in any front row position to ensure that on the first occasion that a front row player is required to be permanently replaced (whether due to injury or a sending off), the team can continue to play safely with contested scrums.

4. Permanent Replacements

4.1 If any front row player requires to be permanently replaced and his team

cannot provide a suitable replacement from those who started the match or from the nominated replacements to enable the match to continue safely with contested scrums, but have complied with the requirements of Rule 3.2, the match will continue with uncontested scrums and the result will stand.

4.2 If a team does not have the required number of front row replacements (as per 3.2) then the Referee, if he deems it safe to do so, may start the match. Should a situation arise where any front row player requires to be permanently replaced and the team cannot provide a suitable replacement, having not complied with Rule 3.2, the game may continue with uncontested scrums (at the Referee’s discretion) but the offending team will be deemed to have lost the match and the opposing team will go through to the next round.

5. Temporary exclusion (Sin Bin).

5.1 A front row player who has been temporarily excluded by the Referee may be substituted by another (assuming a suitable front row replacement is available) for the duration of the exclusion. If a replacement from the ‘bench’ is used then one other team member must be removed from the field. If no suitable front row replacement is available, the game will continue with uncontested scrums for the duration of the exclusion and the final result will stand.

6 Temporary exclusion (Blood Injury).

6.1 A front row player who has been temporarily excluded due to a blood Injury may be substituted by another (assuming a suitable front row replacement is available) for the duration of the exclusion (max 15 minutes).

6.2 If the team has already complied with the requirements of Rule 3.2 and no suitable front row replacement is available, then the injured player may be replaced and the match will continue with uncontested scrums for the duration of the exclusion and the result will stand. Should the injured player not return to the pitch within the 15 minutes allowed, the replacement will be deemed to be permanent and Rule 4.1 above will apply.

6.3 If the team has not complied with the requirements of Rule 3.2 and no suitable front row replacement is available, then the player will not be replaced and the game will continue with uncontested scrums for the duration of the exclusion and the result will stand. Should the injured player not return to the pitch within the 15 minutes allowed Rule 4.2 above will apply.

7 The Organising Committee may review the circumstances in a case where a match is completed with uncontested scrums.

Disciplinary Procedures ~ GRFU

These procedures have been drawn up by the GRFU Disciplinary Committee in accordance with the RFU’s requirements.

Club Secretaries must:

Familiarise themselves with RFU Disciplinary Regulations as set out in the current edition of the RFU Handbook. An up to date version can be found on the RFU website.

Ensure that all team captains know they must report dismissals to you or any other designated officer who deals with matters of discipline.

Report the name and address of a player dismissed from the field to the Secretary of the GRFU Disciplinary Committee within 48 hours of the dismissal.

Produce any video (made by or on behalf of the Club) at any game in which a player is dismissed or cited or a Rule 5.12 case arises. This requirement applies even if the player concerned is a member of the opposition.

Respond fully and quickly to any correspondence.

Ensure the player is advised of the time, date and venue of the disciplinary hearing and is provided with copies of the disciplinary papers relating to that hearing.

Advise the GRFU Disciplinary Secretary if the player is unable to attend the hearing.

Advise the GRFU Disciplinary Secretary whether the attendance of the Referee is requested where it is intended to question the sending off report.

Where a player has been offered a ‘postal plea’ and wishes to plead guilty and have the case heard in his absence, ensure that the GRFU Disciplinary Secretary is so advised within 14 days and that all of the requested information is provided.

Ensure all sanctions are correctly applied and disciplinary costs are paid within 21 days of the receipt of the Judgment. If the costs are not paid the player shall remain suspended until such time as they are paid.

Club Disciplinary Committees must:

Be appointed, with a Chairman, and charged with the responsibility of maintaining the standards of discipline within the Club.

Meet within 7 days of a dismissal, ensuring that disciplinary procedures are formally complied with (including those for players under 18 years of age) and any actions and sanctions decided upon are applied correctly.

Ensure that the GRFU Disciplinary Secretary is advised of any action taken.

Ensure that the support/defence of a player at a disciplinary hearing is consistent with the Club’s own disciplinary action.

Note: from 1st August 2013 any player sent off by the referee WILL NOT be permitted to play under any circumstances until their case has been considered by either the RFU or GRFU Disciplinary Committee.

Match Officials must:

Report all players dismissed by them or cases of abuse, taking care to record the correct name of the accused and ensure the report is accurate and complete. Use the current RFU form for reporting (a copy can be downloaded from the RFU web site).

Sign the completed form and send it (by Email if possible) to the Secretary of the Constituent Body Disciplinary Committee to which the player’s club belongs within 48 hours of the match, with a copy to his/her own Referees’ Society. In the case of players dismissed in Schools/Club Youth matches a copy of the report should also be sent to the Head Teacher/Club Secretary.

Schools and Club Youth Rugby

Guidelines for Discipline in Schools and Club Youth Rugby are detailed in the Disciplinary Regulations set out in the RFU/ERSFU Handbook 2013/2014. The procedures described are applicable to Schools and Club Youth Rugby up to and including U18 teams. It should be noted that the various sanctions applicable have been brought more into line with those introduced by the International Rugby Board and are tiered to reflect the different age groups involved. Those responsible for schools and youth rugby are advised to have a full understanding of the procedures and, as set out in those procedures, are required to report the outcome of disciplinary cases to the Schools & Youth Disciplinary Secretaries. Club youth cases should be cross referenced to the Schools Secretary, Keith Gee, so that Head teachers can be informed; some players have been known to be banned via club action but schools have not been aware. Schools cases should be cross referenced to the Youth Secretary, Mark Elton, so that Clubs can be made aware.

Where a player is age 17 or over and is playing in an U19 or an adult team, he is subject to the RFU rules which apply to all adult players.

Note: from 1st August 2013 any player sent off by the referee WILL NOT be permitted to play under any circumstances until their case has been considered by either the School or Club Disciplinary Process.

Club Disciplinary Record Please note that if a Club has a bad disciplinary record they are required by the RFU to be called before the County Disciplinary Committee. Such things as the nature or number and type of offence and the actions of Club officials when reporting, confirming and supporting the disciplinary offences will be taken into account in considering the appropriate punishment. In addition to suspension(s) etc the punishment may be financial and/or the deduction of league points.

APPOINTMENT OF REFEREE’S

Clubs requiring the services of referee’s from the Gloucestershire R.F.U. Referee’s Society (Bristol Division) are requested to ensure that they:-

1. Seek the services of Society Referees only through the Society Appointments Secretary.

2. Send a complete list of home matches to Society Appointments Secretary by the 1st July, showing times of kick off. Early kick off’s on International days must be indicated and should be arranged when making the fixture. Failure to forward the appropriate to the Society Treasurer by the date notified, will result in the non-appointment of referees.

3. Give at least eight days notice of requirement for referees for additional matched arranged after the season’s list has been submitted.

4. Advise appointed referees of all match arrangements, including visitors colours etc. Also any subsequent in arrangements by Thursday p.m.

5. Advise both the appointed referee and the Society Appointments Secretary if a match is cancelled.

6. Contact the Society Re-Appointments Secretary if the appointed referee is unable to attend.

7. Contact the Society Re-Appointments Secretary if the appointed referee is unable to attend.

8. Arrange for the referee to be offered his expenses before leaving the ground.

BRISTOL JUNIOR (RUGBY FOOTBALL) COMBINATION Founded 1924

BYE-LAWS

1. NAME The combination of clubs and schools, formed to promote the game of Rugby Union Football, in Bristol and the surrounding area, for players between the ages of six and nineteen, shall be known as the BRISTOL JUNIOR (RUGBY FOOTBALL) COMBINATION (hereinafter called the “Junior Combination”). It shall be in membership with, and subject to the authority of, the Gloucestershire Rugby Football Union.

2. OBJECTS The objects of the Junior Combination shall be: (a) To provide for the co-ordination of activities and fixtures and to resolve any

differences arising. (b) To arrange and control Seven-a-Side Tournaments, Cup Competitions and

such other competitions that may be desirable. (c) To promote representative teams as and when required.

3 MEMBERSHIP Any Rugby Football Union Club or School with players of the relevant age-range, in Bristol and the surrounding area, shall be eligible for member-ship, subject to being proposed and seconded by two member clubs or Schools and approved by the management committee. Any Club or School so elected shall be deemed to be in membership until: (a) It ceases to exist or (b) It is suspended or expelled by a simple majority of the votes cast at an

Ordinary or General Meeting (prior notice having been given to all Clubs and schools in membership) or

(c) It notifies the General Secretary of the Junior Combination in writing that it has resolved to withdraw from membership

4 SUBSCRIPTIONS (a) Payable with Cup Entry Fee or by 1st October if not entering Cup. (b) Any member club or school whose subscription is not paid by the 1st

October shall be ineligible for any of the privileges of membership until its liability have been discharged.

(c) Any member club or school desiring to terminate its membership of the Combination shall be liable for its annual subscription, unless it notifies the Honorary Secretary of the Junior Combination in writing by 1st October.

5 CONDITIONS OF MEMBERSHIP All member clubs shall agree: (a) Not to approach members of other clubs, with the view to the changing

of their club. (b) Not to select a player who has left another club without first ascertaining

from that club that he has met all his obligations.

(c) All member Clubs will appoint a Child Protection Officer and notify the Committee of the name.

6 COMMITTEES (d) The general business of the Junior Combination shall be conducted by a

Management Committee, which shall comprise, the President, the Chairman, The Vice-Chairman, the Honorary Secretary, the Honorary Treasurer and three other elected members.

(e) The Management Committee and sub-committees shall have power to co-opt and shall submit reports of their activities to Ordinary or General Meetings.

7 MEETINGS (a) Ordinary Meetings shall be convened as and when required. (b) An Annual General Meeting shall be held by the 30th June each year to

receive reports and accounts, to elect Officials, a Manage-ment Committee, and such sub-committees as are deemed necessary. An Honorary Auditor shall be appointed. The President shall be elected for a term of Four Years, unless during that period the position becomes vacant.

(c) Any motion to be voted on at the Annual General Meeting must be proposed and seconded by two member clubs or schools and forwarded in writing to the Honorary Secretary of the Junior Combination by 1st May.

(d) An Extraordinary General Meeting shall be convened by the Honorary Secretary at the request of the Management Committee or within fourteen days of receiving a written request from at least five member clubs or schools, giving the reason for such a meeting

(e) At any Ordinary or General Meeting each member club or school represented, also each member of the Management Committee not associated with a member club or school, shall be entitled to one vote and the Chairman shall have casting vote.

(f) At any General Meeting the quorum shall be eight persons entitled to vote .

8 INTERPRETATIONS AND AMENDMENTS (a) If any difference of opinion arise as to the meaning of any bye-law, such

meaning shall be decided by the Management Committee or, if the matter arises at an Ordinary or General Meeting by the Chairman thereof, Any such decision shall be recorded in the Minutes and accepted as the true meaning of the bye-law.

(b) The bye-laws shall be amended only by two thirds majority at a General Meeting, subject to the provision of bye-law 7.

9 REGISTRATION CARDS (a) As from November 1st each year, Registration Cards must be available

Each of the new League players must complete a registration form. GRFU Reserve Leagues 2014-2015

The outcome from the “Your Game Your Say” survey as it affects the 2014-2015 season, means that there will be a Premier League (cross-county) and then leagues renamed Bristol & District and Gloucester & District. There will also be a cup competition at each level which was the desire of the overwhelming number of respondents. Both the league and cup fixtures will be in a structured season with a minimum number of 21 games per 10 team league (league and cup)

Premier League plus Bristol & District 1,2,3,4 Gloucester & District 1,2,3,4

Ten team leagues as far as possible given number of entries in any one year

In each league Top promoted (except Premier) and 10th relegated

Win 5pts ,Draw 3pts, Play 1pt, Lose by 14 or less 1bp (% will still apply to take into account walkovers)

De-regulated rules will still apply except minimum of 13 players for valid result

Early warning system created from League to RFU staff to investigate reasons for games being cancelled.

Sanctions for not playing games - 4 point deduction for offending team (current £100 loss of deposit will still apply)

CUP RUGBY

County Cup for Premiership, 1 ,2 ,3,4

Premier 1B&D pool of 5 teams, 1G&D pool of 5 teams

Play each other once

Top B&D team play 2nd G&D team, Top G&D team play 2nd B&D team in semi-final then final for winners

Leagues 1,2- 5 Pools of 4, 2 teams from B&D and G&D

Play each other once

Five pool winners and best three placed go to quarter finals to lead to semi finals and then final.

The Bristol Combination Fixture Exchange now operates via facebook. A fixture exchange has been set up on this site and should be used as the main means of re-arranging cancelled fixtures and not for making regular fixtures. Instructions on how to get onto the web site as a fixture secretary. Only fixture secretaries or Authorised club personnel are allowed to put information onto this site. Any misuse or inappropriate posting of this site will lead to the person/Club being removed from the list of approved people. FIXTURE SECRETARIES Getting on to the Bristol Combination Fixture Exchange web site If you do not already have a facebook account you need to create one. Do this by going to: - www.facebook.com. Then when on facebook search for BC Fixture Exchange, click on join group and then your request will be sent to one of the administrators; who will then contact you by e-mail regarding your rugby club affiliation. Once you have been approved you will be able to post your requests for games. Please ensure you remember to add your contact details for people to be able to contact you.
