    Before the sale...Have you read the Catalog?Nearly all questions a buyer may have are answered in the catalog.

    Have you Inspected the Merchandise?Caution: Do not bid on anything you havent viewed. All items sold as is, where is,and ALL SALES ARE FINAL.

    Have you read the Terms of Sale?These are the rules that govern each sale and provide you with the informationneeded for completing your purchase.

    Do you have the correct Form of Payment?Payment may be made in the form of cash or cashiers check, in U.S. funds. Creditcards (VISA, MasterCard, American Express and Discover Card) are accepted at most sale locations;for particular sale information check the Terms of Sale listed in the catalog.

    At the sale...

    Have you Registered to Bid?Your bidder number clearly identifies you as the registered bidder and authorizes youto bid on any item of interest. You are responsible for your bidder number and the bid youmake.

    Have you noted which lots are Export Only?

    There are no exceptions to these export requirements. Purchase wisely. Export Onlymeans the merchandise cannot remain in the United States.

    Do you know which lot is being sold?Bidding progresses very quickly, pay attention to the bidding process and be sure ofwhat you are purchasing. A sale will not be canceled due to failure to pay attention orbidder misunderstanding.

    After making a successful bid...

    Payment of MerchandiseUpon completion of bidding, the bidder should proceed to a cashier, where paymentcan be made, and the buyer will receive a buyer invoice and release documents (this is a receipt

    for purchase and is necessary to pick up the merchandise).

    When must merchandise be removed?The Terms of Sale provide removal dates and guidelines for both export only anddomestic goods. Failure to comply may result in cancellation of sale and forfeiture ofall monies paid.

    Inspection of Property

    Bidders are urged to view or inspect property prior to

    bidding. Failure to view or inspect shall not constitute

    cause for cancellation of sale. VSE Corporation may at itsdiscretion provide photographs, slides or video

    presentation during the sale as a courtesy to its bidders.

    These presentations are reminders only. Bidders are

    warned against bidding on the basis of a photograph.

    Q. Why Inspect?VSE Corporation provides a brief description of

    the property offered for sale. This description is to

    inform bidders of items available for sale and to give

    bidders enough information to determine if he/she is

    interested in inspecting the property. Bidders are

    cautioned that all weights, measurements and descriptions

    listed online or in a catalog must be considered an

    approximation and do not create a warranty that the

    property actually conforms to such description.

    What is the condition of the property?

    Condition of the items being offered for sale varies

    from New to Salvage. U.S. Department of the

    Treasury and VSE Corporation make no warranties

    or guarantees, written, expressed or implied as to quality,

    quantity, condition, usability, weight, measure, year,

    model, mechanical condition, performance, or other

    specifications.

    Bidders must view or inspect all property they areinterested in to obtain firsthand knowledge about these

    items. Bidders are responsible to obtain these details

    during the inspection times listed in published advertising

    or online.

    When to inspect?

    Bidders should inspect property before bidding.

    The public is allowed to inspect the property, or

    representative samples, at times scheduled by VSE

    Corporation. Absolutely no access to property is allowed

    without prior VSE Corporation approval.

    Buyers should also inspect property prior to receivingitems after purchase. Buyers are responsible to ascertain

    Export Only Property

    What is export only property?

    It is property identified by U.S. Department of

    Treasury to be sold as Export Only. This means

    that this property cannot be entered into the

    commerce of the United States. Without exception,

    Export Only goods must exit the country and cannot be

    registered, used, or sold again in the United States.

    Is it possible to get a representative

    sample?

    Representative samples of Export Only property

    are available after payment in full. Buyer

    acknowledges that samples are required for resale in

    foreign markets only. Buyer must ensure that samples are

    promptly exported and not returned to the United States orentered into United States Commerce System.

    How do I go about exporting property?

    Export only property is offered on the condition

    that all licensing and federal permits will be met by

    the buyer before exportation. VSE Corporation

    does not warrant the availability of such licensor permits,

    nor provide a list of all the requirements that must be met.

    It is recommended that you engage the services of a broker

    or bonded carrier, who may be located in the Yellow

    Pages, if you are not familiar will all the export

    requirements. Buyers are responsible to obtain and

    What must I do to pick up property?

    You must present the auction invoice/release

    documents provided by VSE Corporation to the

    storage vendor. Again, a Customs broker can help

    you with the in-bond requirements.

    How long do I have to export my

    purchase?Forfeited seized property must be physically

    removed from the United States within 60 days

    after sale.

    What country may I ship my purchase

    to?All countries have their own Customs laws and

    may or may not allow you to import your purchase

    into their country. A Customs broker, U.S. Customs and

    Border Protection or the importing country can assist you

    in answering this question.

    PLEASE NOTE:

    For documentation purposes, the U.S. Department of the Treasury and/or its designated agent, VSECorporation reserves the right to videotape any and all sales. All persons attending this sale are responsible toread, understand, and comply with the terms of sale as specified herein and agree to be bound thereby.

    REGISTRATION:Persons wishing to participate in the bidding process of the sale are required to present a valid governmentissued photo ID and proof of deposit in order to register with a registrar at sale site prior to sale (see depositamounts per item under DEPOSITS.) Bidders should verify all information was correctly entered by theregistrar and sign their bidder registration form. Each bidder will then be able to obtain a bidder number andsale catalog to complete their registration. Note: Each registered bidder is solely responsible for the use ofhis/her bidder number and any use by another person is presumed to be with the consent of and contractuallybinding on the registered bidder.     WRITTEN BID:Written bids may be submitted in person or by registered mail. To make a written bid, download, print, andfill out the written bid form from www.treas.gov/auctions/treasury/gp. Mail completed form along withpayment to 1167 NW 159th Drive, Miami, FL 33169. Bids must be received no later than 4:00 p.m. EST oneday prior to sale date. Acceptable method of payment will be cashiers check. Make cashiers check payableto U.S. Treasury/VSE Corporation for the full bid amount.     PAYMENT:

    In the event final payment is not received from the High Bidder within the time period specified under FINALPAYMENT, the Back-Up Bidder will become the High Bidder at the purchase price stated in the Back-UpBidders contract.     FINAL PAYMENT

    The remaining balance for purchases over $5000 must be made by 3:30 p.m. EST on Monday, June 7, 2010, at1173 NW 159th Drive, Miami, FL. Bank wires may be used for final payment. NO EXTENSION FORFINAL PAYMENT.

    ALL PAYMENTS MUST BE MADE BY THE SUCCESSFUL REGISTERED BIDDER. MONIESRECEIVED FROM PARTIES OTHER THAN THE SUCCESSFUL REGISTERED BIDDER WILL BEDECLINED.

    Electronic bank transfer for final payment of purchases must originate from an account of the registeredbuyer/bidder or the business the buyer represents. The transfer must include the bidder number and allapplicable auction sale lots. Any electronic bank transfers received from an account other than that of theregistered bidder will not be accepted and will be returned to the originating bank. BANK WIRES MAYTAKE UP TO 24 HOURS TO PROCESS.

    PAYMENT FORM:

    Acceptable forms of payment are cash, cashiers check, or credit card (Visa, MasterCard, American Express orDiscover Card). U.S. funds only. Bank wires may be used for final payment. Make cashiers check payable toU.S. Treasury/VSE Corporation. Personal or business checks, cashiers check drawn on a foreign bank,

    certified checks, travelers checks, bank letters, check cards or letters of credit, and money orders are notaccepted. ALL CREDIT CARD RECEIPTS MUST BE SIGNED BY ORIGINAL CARDHOLDER. Creditcards issued to a buyers spouse will not be accepted for use by the buyer. Payment in excess of $99,999.99cannot be accepted on any one credit card in the buyers name. (See Important Notice Regarding Credit CardPayments for further details.)

    CHANGE:

    VSE Corporation will not make change at this specialty sale. Bidders are strongly encouraged to makepayments by credit card, cashiers check or bank wire.

    TAXES-FLORIDA AUCTIONS ONLY:

    No sales tax is collected on deposits; sales tax is due on the transaction when the full purchase price is

    ultimately made. Florida state tax is 6%.

    A duly executed, notarized affidavit exempts non-resident dealers from FL sales taxes. This exemption is forproperty that will be transported outside the state of Florida by the nonresident dealer for resale and for noother purpose. A notarized affidavit accompanied by a copy of the buyers current resellers tax exemptcertificate exempts transactions from Florida sales tax.

    Both Florida and out of state bidders must present a copy of their current tax exempt certificate for

    each auction at the time of registration to be exempt from taxes.

    REFUNDS:VSE Corporation makes no refunds, adjustments or returns. All purchases are final.

    DEFAULT:Failure to make required deposit or final payments and/or comply with the time frames specified in the salescatalog/brochure for removal of property shall be deemed forfeiture of any rights, title, and interest buyer mayhave acquired and the property shall revert back to the Government without further notice to buyer and willresult in any monies paid being forfeited and the transaction shall be null and void as to the buyer. VSE doesnot accept returned sold property. Any property that has been sold and removed by a buyer is the property ofthat buyer. Any property a buyer attempts to return once they have already taken possession of said property isdeemed as forfeited along with any funds the buyer has paid.

    REMOVAL:

    Property must be paid in full before removal. No partial release of any lots. All property in a lot must bereleased to original buyer at one time. Buyer must present a photo I.D. at the time of property release. Shouldregistered buyer wish to send an agent to pick up property, buyer must prepare and sign an authorization letteridentifying the agent to act on his/her behalf. Removal must be completed on or before the date below or buyerwill be in default of the Terms of Sale and property will be resold by U.S. Department of Treasury. Removalmust be completed on or before June 11, 2010. VSE will not store property after this date. There will be noproperty release on the day of the sale. VSE office hours are Monday through Friday, 8:30 a.m. - noon and1:00 p.m. - 4:00 p.m. EST to pick up title paperwork. Removal of property located at commercial vendors isby appointment only and must be completed by the date above. (See Vendor Details to set removalappointment.) Removal is at the expense, liability and risk of buyer. BUYER AND VENDOR MUST SIGNPROPERTY RELEASE ON THE AUCTION RELEASE AND SUBMIT TO VSE AS PROOF OFDELIVERY TO BUYER. STORAGE ARRANGEMENTS AFTER REMOVAL DATES ABOVE ARESOLELY BETWEEN THE BUYER AND VENDOR. NO EXTENSIONS FOR PROPERTY RELEASE.

    1. GENERAL INFORMATION:

    The placement of a successful bid at aDepartment of the Treasury auction establishes alegally binding contract between the successfulhigh bidder and the Treasury Department. The

    auctioneers announcement of the high bidamount and the bidders number establishes thecontract which may be subject to final acceptanceby the Government. This contract is bound bythese Terms and Conditions as well as specialterms and conditions published by the Contractorfor the specific auction and other Federalregulations governing contracts for the purchaseof government property. The successful bidder islegally bound to pay for property awarded inaccordance with his/her bid.

    The contractor is acting as the agent of theGovernment with respect to the sale ofGovernment property.

    2. ELIGIBILITY OF BIDDERS:

    The Bidder warrants that he/she is not:(a) under 18 years of age;(b) an employee of any department or agency ofthe Federal Government prohibited by theregulations of that agency from purchasingproperty sold hereunder;

    (c) an agent or immediate member of thehousehold of the employee in (b), above;(d) the contractor, subcontractor or vendor, theiragent or employee who has access to informationconcerning the property to be sold at U.S.Department of the Treasury auctions that is notgenerally available to the public;(e) presently debarred or declared ineligible forthe award of contracts by any Federal agency inaccordance with 41 CFR 101-45.6;

    All persons wishing to participate in the biddingprocess of the sale are required to obtain,completely fill out, and turn in a bidder registrationcard at the sale site prior to sale.

    An individuals signature/initials on the bidderregistration card is an acknowledgment of his/herfull and complete understanding of all terms andconditions of the sales contract and his/heragreement to be bound thereby. The salescatalog and sales brochure may also containterms and conditions constituting part of the salescontract. Each bidder must present aGovernment-issued photo ID as a prerequisite ofregistration (i.e. drivers license, military ID orpassport).

    Each bidder will be issued a bidder number along

    with a sales catalog upon completion ofregistration. Each registered bidder is solelyresponsible for the use of his/her bidder numberand any use by another person is presumed to bewith the consent of and contractually binding onthe registered bidder.

    4. VIDEO RECORDING:

    The Contractor may videotape the conduct of salewhich may be utilized in dispute resolutionprocessing and for other purposes as needed.

    5. INSPECTION OF PROPERTY:

    The bidder is invited, urged, and cautioned toinspect the property prior to submitting a bid. Thefailure to inspect property shall not constitutecause for cancellation of sale. The property or arepresentative sample of property will beavailable for inspection at the places and timesspecified by the contractor. Absolutely no accessto property is allowed without prior contractorauthorization.

    6. ORAL STATEMENTS ANDMODIFICATIONS:

    Announcements may be made on the day of thesale to clarify property status, catalogdescriptions, or other information specific to a lotor item. These announcements take precedenceover sales catalog information pertinent to that

    property, but do not alter in any way the basicterms and conditions of sale. An errata sheet willbe distributed to provide bidders with an up-to-date posting of lot additions, deletions, ormodifications. The errata sheet informationreplaces the applicable corresponding information

    in the sales catalog.

    Further, no interpretation of any provision of thesale contract, including applicable performancerequirements, shall be binding on theGovernment unless furnished or agreed to, inwriting, by the Contracting Officer.

    7. ADDITION/WITHDRAWAL OF PROPERTY:

    The Government reserves the right to withdrawfrom sale any of the items listed in the salescatalog/brochure or to sell at auction items notlisted.

    8. PROPERTY DESCRIPTIONS:The Government warrants to the originalPurchaser that the property listed in the salescatalog for bids will conform to its description.This warranty is in place of all other guarantiesand warranties, express or implied. TheGovernment does not warrant the condition,

    quality, or merchantability of the property or itsfitness for any use or purpose. The condition ofitems offered varies from NEW to SALVAGE.The Purchaser understands and agrees that allproperty is purchased and accepted AS IS,WHERE IS and WITH ALL FAULTS.

    The amount of recovery under this provision islimited to the purchase price of the inaccuratelydescribed property. The Purchaser is not entitled

    to any payment for loss of profit or any othermoney damages, including special, direct,indirect, incidental, or consequential.

    For Purchasers claiming recovery under thewarranty of description, no refund will be made

    unless the Purchaser:a) submits a written notice to the Contractor

    within 30 calendar days of the date ofremoval that explains in what manner theproperty was inaccurately described.

    b) If the government agrees, then a full refund ofthe money received will be returned.

    If a misdescription is determined before removalof the property, the Government will keep theproperty and refund any money paid. If amisdescription is determined after removal, theGovernment will refund any money paid if thePurchaser takes the property at his/her expenseto a location specified by the Contractor. ThePurchaser must maintain the property in the samecondition as when removed.

    9. OFFERING OF PROPERTY FOR AUCTIONAND SUBMISSION OF BIDS AND AWARD:

    (a) The auctioneer will offer each item/lot inaccordance with catalog sequence or by specialannouncement. All bidders will communicatetheir bid amounts orally or by such other means

    as may be recognized by and acceptable to theauctioneer.

    (b) A lot will be sold to the highest bidder uponacceptance of the final bid amount by theGovernment. In the event the bidding does notexceed the Government's minimum reserve price,the auctioneer will close the bidding subject toacceptance by the Government.

    For open and progressive voice auction sales, itis the bidder's responsibility to pay attention toitems being offered for sale and to bid on thoseitems in which he/she is interested.

    (c) In the event of a dispute as to the amount bid,

    item or item number, and/or paddle number of theBidder, the Government reserves the right toreoffer the item in question. Once theGovernment accepts a bid, a contract isestablished and the Purchaser may not withdrawthe bid. The auctioneer will not accept unilateralconditions asserted by the high bidder.

    (d) The invoice, as to the name and number ofthe Purchaser, and the amount of the bid shall beprima facie evidence of these facts of the sale,and all disagreements will be resolved inaccordance with such records;

    10. COLLUSION:

    Practices that eliminate competition, such ascollusive bidding, may warrant criminal, civil, oradministrative action against the participant(s)and may be referred to the Department of Justicein accordance with 41 CFR 101-45.317.1.

    11. CONSIDERATION OF BIDS:

    The Government reserves the right to reject anyor all bids, and to waive any technical defects inbids. All property is sold with a minimum reserveprice unless the goods are, in explicit terms,offered without a minimum reserve price. If theminimum reserve price is not achieved, theGovernment may withdraw the goods at any timeuntil the completion of sale.

    12. FORMS OF PAYMENT:

    Forms of payment are cash, cashier's check, orcredit card (Visa, MasterCard, American Express,and Discover), where acceptable by the

    Government. Photo identification of theregistered bidder must be presented to initiate thepayment process. Payment for each lot must bemade by the successful registered bidder for thatspecific lot. Cashier's Checks must be madepayable to the VSE Corporation/U.S. Treasury.Personal or business checks, bank letters, orletters of credit are not acceptable. All cashpayments of $10,000 or more will be reported tothe IRS in accordance with 26 USC 6050 SectionI (d). In order to comply with this requirement,bidder must provide their Social Security Numberor Federal ID number if a business, along withdate of birth at the time of payment in order forcompletion of IRS Form 8300.

    Acceptance of credit cards is subject toverification and approval by the issuing institution.Credit cards issued in the name of the registeredbidder or the company he/she represents are theonly cards that will be accepted for payments.Each credit card receipt must be signed by theoriginal cardholder. Credit cards issued to aPurchasers spouse or in another individualsname will not be accepted for use by the

    Purchaser.

    The Purchaser agrees to the publication ofhis/her/company registered name, lot number, lotdescription and purchase price on the U.S.Department of Treasury auction website.Electronic Freedom of Information ActAmendments of 1996 (5 U.S.C. 552 (2000)).

    13. DEPOSITS:

    The Purchaser agrees to make deposits inaccordance with the instructions in the salescatalog/brochure. The Purchaser agrees to payfor property awarded to him/her in accordance

    with their successful bid.

    14. FINAL PAYMENT:

    Full payment of the purchase price must bereceived by the Contractor within the timespecified in the sales catalog/brochure and priorto the release of any property.

    In addition to the forms of payment listed inparagraph 12, bank wires may be used for finalpayments. Any electronic bank transfer mustoriginate from an account of the registered bidderor the business the bidder represents. Thetransfer must include the bidder number and allapplicable auction sale lots. Any electronic banktransfers received from an account other than thatof the registered Purchaser will not be acceptedand will be returned to the originating bank. Allfinal payments must be made and received by thedate and time specified in the salescatalog/brochure or the bidder will be placed indefault of the contract.

    All purchasers are responsible for the payment ofany and all applicable taxes imposed by anystate, country, county, or political subdivision.

    The Purchasers may be required to pay suchtaxes to the cashiers at time of sale or to tax

    officials after purchase is made. If sales taxes arerequired, presentation of proof of payment will berequired prior to property release.

    16. ISSUANCE OF PAYMENT/RELEASEDOCUMENTATION :

    Upon receipt of full and final payment for eachpurchase, the Contractor shall provide thePurchaser with a receipt of each deposit orpayment. Sale receipt(s) and release documentswill only be issued in the name/company name ofthe registered bidder.

    17. PREPARATION FOR SHIPMENT, LOADINGAND REMOVAL:

    (a) The Purchaser is responsible for making allarrangements for the packaging and removal oftheir purchases. When property is described inthe sales catalog as being boxed, packed, crated,skidded, or in containers, the Government doesnot warrant that the property, as packaged, is

    suitable for shipment. Segregation, culling, orselection of property for the purpose of effectingpartial or incremental release will not bepermitted. No partial release will be permitted.The Purchaser shall remove the property athis/her expense.

    (b) All Purchasers or their authorizedrepresentatives will be required to present salereceipt(s) and release document(s) prior to the

    initiation of any shipment preparations. If aPurchaser designates a representative agent,broker or transporter to pick up their saleproperty, the Purchaser must prepare and sign anauthorization letter identifying the agent to act ontheir behalf. The Agent must present photo

    identification to validate the Purchasers optionprior to initiation of any action.

    18. REMOVAL FROM SALES CENTERS ORCOMMERCIAL STORAGE LOCATIONS:Any items purchased at auction will be releasedto the Purchaser or his designated representativeupon presentation of the sale receipt(s) andrelease document(s). If Purchaser elects to havea designated representative (transporter, broker,other) pick up his/her property, that person musthave all sale receipt(s) and release document(s)and an authorization letter signed by thePurchaser for removal.

    All property stored at the Contractors facilitiesmust be removed by the dates specified in thesales catalog/brochure; no extensions of storagetime will be granted. The failure to pick upproperty by the specified time will be declared adefault against the Purchaser as specified inparagraph 23.

    All property stored at commercial warehousefacilities must also be picked up by the timespecified in the sales catalog/brochure and anappointment should be scheduled in advance.The failure to pick up property by the specifiedtime will be declared a default against thePurchaser as specified in paragraph 23.

    Any property listed in the sales catalog "ForExport Only" may not be entered into thecommerce of the United States and must beexported under conditions described in the salescatalog/brochure. A representative sample from

    large, commercial quantity Export Only lots(greater than ten cartons) may be released to thePurchaser upon full payment if the sample isavailable at the sales center.

    All Purchasers are responsible for complying withall applicable federal licensing and permitregulations prior to exportation. The failure of thepurchaser to obtain necessary licensing will notresult in the return of any monies tendered for thegoods.

    The Contractor shall provide a copy of therequired procedures for export, when availablefrom the Government, to the Purchaser at thetime of final payment. Unless a different period forremoval is applicable with respect to goods orconveyances that are sold "For Export Only," thepurchaser will have 60 days from auction day toremove the property from the United States orpurchaser will be deemed in default and theproperty will be resold by the Government asprovided in paragraph 23 of these Terms andConditions of Sale.

    All forms required for exportation may beobtained at a nominal cost from the U.S.Government. Because of the complexity of someexport requirements, the purchaser may wish tosecure the services of a Customhouse Broker,bonded carrier, or other professional in securingthe necessary documents required forexportation. The Contractor will offer noassistance whatsoever.

    20. LIMITATION OF GOVERNMENT LIABILITY:

    Except for reasonable packing, loading, andtransportation costs (such packing, loading, and

    transportation costs being recoverable only whena return of property at the Governments cost isspecifically authorized in writing by theContracting Officer or other costs authorized inwriting by the Contracting Officer) the measure ofthe liability of the Government under anyprovisions of the terms and conditions in any casewhere liability of the Government to thePurchaser has been established shall not exceedthe refund of such portion of the purchase priceas the Government may have received.

    21. TITLE:

    The Contractor shall furnish the Purchaser with alldocuments in its possession that have beenprovided to the Contractor by the governmentrelating to the title, registration, or licensing of theproperty sold to the purchaser. However, theGovernment does not warrant or guarantee thatthe documents it possesses and furnishes to thepurchaser, if any, are sufficient to obtain anynecessary licenses, registrations or titles, or thatlicenses, registrations or titles can be obtained.

    22. MARITIME EXPORTATION:

    The Purchaser, whether a U.S. citizen or an alien,may not export any vessel from the United Statesor its territories or possessions without firstobtaining the approval of the DEPARTMENT OFTRANSPORTATION, MARITIMEADMINISTRATION, WASHINGTON, D.C. 20590,

    23. DEFAULTS:

    The failure to make required deposit or finalpayments and/or comply with the time framesspecified in the sales catalog/brochure forremoval of property shall be deemed forfeiture ofany rights, title, and interest the Purchaser mayhave acquired. The title of such property shallrevert back to the Government without furthernotice to the Purchaser and will result in anymonies paid being forfeited. The transaction shallbe null and void as to the Purchaser. Theproperty will be processed for resale at the nextavailable auction.

    24. REQUIREMENTS TO COMPLY WITHAPPLICABLE LAWS AND REGULATIONS:

    It is the Purchasers responsibility to ascertain

    and comply with all applicable Federal, State,local, and multi-jurisdictional laws, ordinancesand regulations pertaining to the registration,licensing, handling, possession, transportation,transfer, export, processing, manufacture, sale,use, or disposal of the property listed in the salescatalog.The Purchaser or user of this property is notexcused from any violation of such laws orregulations either because the United States is a

    party to this sale or has had any interest in theproperty at any time.

    25. FALSE ADVERTISING AND UNFAIR ORDECEPTIVE ACTIONS:

    The use of false or misleading advertisements incommerce or other unfair or deceptive practicesare unlawful (15 U.S.C. 45, et seq.). In disposingof any property purchased from the Government,purchasers should exercise extreme caution inpreparing advertisements to ensure that they donot violate applicable Federal, state or foreigngovernment laws.

    26. DISPUTES:

    Any contract resulting from this offering is subjectto the Contract Disputes Act of 1978, Public Law95-563. The current "Dispute" clause found in 48CFR 52.233-1 is hereby incorporated byreference. All requests for refunds oradjustments should be submitted to thecontractor.
