Introduction

This handbook is meant to provide a guidance and informa!on to the public regarding SiKAP . It is intended to provide be"er understanding about the system. This handbook is important as reference for proba!onary , qualied and foreign drivers driving in Brunei Darussalam.

What Is SiKAP? SiKAP is an acronym for Sistem Keselamatan Amalan Pemandu (Driver Safety Prac!ce System). It is a system where a driver will be awarded with a demerit point if he/she commits a tra#c o$ence which can lead to either suspension or revoca!on of his/her driving license depending on the severity of o$ence commi"ed. The system is meant to be more of a correc!ve measure rather than penalising drivers.

Why SiKAP is introduced? The system is designed to ensure drivers in Brunei Darussalam to be more disciplined, careful and complying with exis!ng regula!ons. Through this system, enforcement agencies will be able to iden!fy high risk drivers who may cause danger and road accidents. This system is hoped to create a safer driving environment for all road users.

How SiKAP is implemented?

There are nine (9) categories of o$ences that carry demerit points star!ng with 3, 4 , 6, 8, 9, 12, 18, 21 and 24 demerit points depending on the severity of the o$ences. Each categories consist of o$ences mainly related to drivers a%tude.

How the system works?

For a proba!onary driver, his/her driving license will be revoked for a period of one year if he/she accumulates 13 or more demerit points within a period of 12 months from the date of his/her license issued.

During the revoca!on period, he/she will not be allowed to book or undergo a driving test. He/She will have to re-sit both theory and prac!cal driving test if he/she wishes to obtain a new driving license a&er serving the revoca!on period.

If a qualied driver accumulates 24 or more demerit points within a period of 24 months, his/her driving license will be suspended.

Within the following 12 months a&er serving suspension periods, the driver’s driving license will again be suspended if he/she accumulates 12 or more demerit points.

During the suspension period, the driver has to surrender his/her driving license to the Land Transport Department.

First and second suspensions will last for three (3) months and six (6) months respec!vely. The third suspension will lead to the revoca!on of the driver’s driving license for a year.

To whom SiKAP is targeted? No drivers will be exempted from the system. It generally applies to all including foreign drivers. Incentives under SiKAP? If a driver has a clean driving record for 12 months from the last date of receiving demerit points, his accumulated demerit points will be erased from the system.

Drivers who have been suspended and have clean driving records for 24 months a&er the last date of suspension, his suspension record will be erased from the system.

In addi!on, if the same driver a"ends a one day short course at the Land Transport Department, his suspension period will be reduced as follow :

i. 3 months to 1 month; and ii. 6 months to 3 months.

Vehicle owners who have not commi"ed any o$ence and have clean record for three con!nuous years, he will receive a 5% insurance premium discount on top of his "Non-Claim Bonus” (NCB) from the par!cipa!ng insurance agencies provided that he has not made any claim on his NCB during those periods.

Drivers who are liable for the “rst suspension” may serve their suspension period at a later date provided that :

i. O$ences commi"ed are not related to road tra#c accidents; and

ii. Pass the one day short course at the Land Transport Department.

3 Demerit Points !" Carrying a load on a vehicle in a dangerous manner OR load falling

o$ from a vehicle that may endanger other road users !" Vehicle le& una"ended with engine running and/or brakes not set

causing possible movement of the vehicle and posing danger !" Failing to switch on vehicle headlights between sunset and sunrise !" Failing to keep le& except when overtaking another vehicle or

when turning to the right !" Failing to give way to ambulance, re brigade or police vehicle !" Parking vehicles haphazardly, dangerously or illegally !" Turning or stopping without proper signals 4 Demerit Points !" Stopping in a yellow box and obstruc!ng tra#c ow !" Driving a vehicle without owner’s consent

6 Demerit Points !" Driving a vehicle with bald tyres !" Installing red lights at the FRONT of a motor vehicle !" Installing white lights at the REAR of a vehicle other than reverse

lights !" Installing lights other than white headlights at the FRONT of a

vehicle !" Disobeying direc!on of tra#c police !" Driving without valid motor vehicle license (road tax) !" Driving without valid driving license !" Disobeying tra#c signs or tra#c lights

Probationary Drivers - 13 DP (within 12 months) Qualified Drivers - 24 DP (within 24 months) Note : Drivers with Foreign License will be prohibited from driving on Brunei roads after accumulating 24 Demerit Points.
