BRYAN CITY COUNCIL
OCTOBER 17, 2016
Council President Tommy Morr opened the meeting with the following members present:
Richard Hupe, Carrie Schlade, Judy Yahraus, and Keith Day. Also present were: Mayor
Doug Johnson, City Attorney Rhonda Fisher, Assistant Fire Chief Doug Pool, Police
Chief Mike Willis, Parks and Recreation Director Benjamin Dominique, Street
Commissioner Tyson Engstrom, and Clerk-Treasurer Laura Rode.
Mr. Hupe moved, Mr. Day seconded, to approve the minutes of the Regular Meeting held
on October 3, 2016, as written. Roll call vote: all ayes; nays, none. Motion carried.
Mr. Day moved, Mrs. Yahraus seconded, to approve the Clerk-Treasurer’s report as
submitted by Clerk-Treasurer Rode for the month ending September 30, 2016. Roll call
vote: all ayes; nays, none. Motion carried.
Council welcomed members of the Leadership Williams County group to the meeting.
Ordinance No. 41, 2016, titled,
AN ORDINANCE PROVIDING FOR ANNUAL APPROPRIATIONS FOR
THE CITY OF BRYAN, FOR THE FISCAL YEAR ENDING DECEMBER
31, 2016 AND DECLARING AN EMERGENCY
was presented and read by title only. City Clerk-Treasurer Rode detailed the requested
appropriations for Council. Council President Morr expressed his appreciation of the
donations received.
Mr. Day moved, Mr. Hupe seconded, to suspend the reading of Ordinance No. 41, 2016,
on three separate days. Roll call vote: all ayes; nays, none. Motion carried.
Mrs. Schalde moved, Mrs. Yahraus seconded, to pass Ordinance No. 41, 2016. Roll call
vote: all ayes; nays, none. Motion carried.
Parks and Recreation Director Dominique requested Council move Park Maintenance
employee Brandon Sullivan from probationary status to regular employment status
effective November 2, 2016, taking him from $12.94 per hour to $13.44 per hour.
Further discussion was held regarding the pool operator’s license Mr. Sullivan had
received.
Mrs. Yahraus moved, Mr. Hupe seconded, to move Park Maintenance employee Brandon
Sullivan from probationary status to regular employment status effective November 2,
2016, taking him from $12.94 per hour to $13.44 per hour. Roll call vote: all ayes; nays,
none. Motion carried.
Police Chief Willis requested Council’s permission to hire Mason Hammond as a Patrol
Officer at a rate of $18.44 per hour at a date to be determined pending his passing the
pre-employment examinations. Further discussion was held.

Street Commissioner Engstrom advised Council of the resignation of Recycling
Supervisor Michael Speelman effective October 17, 2016. Further discussion was held.
Mrs. Schlade moved, Mrs. Yahraus seconded, to approve with regret the resignation of
Recycling Supervisor Michael Speelman effective October 17, 2016. Roll call vote: all
ayes; nays, none. Motion carried.
Mayor Johnson then requested to move Vehicle Operator Gregory Grieser from
probationary status to regular employment status effective November 2, 2016, with no
change in pay.
Mr. Day moved, Mrs. Yahraus seconded, to move Vehicle Operator Gregory Grieser
from probationary status to regular employment status effective November 2, 2016, with
no change in pay. Roll call vote: all ayes; nays, none. Motion carried.
Street Commissioner Engstrom requested permission to post for the Recycling Supervisor
position.
Mrs. Schalde moved, Mr. Hupe seconded, to give permission to post for the Recycling
Supervisor position. Roll call vote: all ayes; nays, none. Motion carried.
Mayor Johnson advised that due to an injury a new crossing guard needed to be hired for
student safety. Further discussion was held.
Mr. Day moved, Mr. Hupe seconded, to hire Jim Tucker as a part-time school crossing
guard at a rate of $9.00 per hour. Roll call vote: all ayes; nays, none. Motion carried.
Further discussion was held regarding the necessity of the school crossing guard and
student safety.
Assistant Fire Chief Pool reminded everyone of the upcoming time change and to change
the batteries in their smoke detectors. He also informed them of a program offering fire
detectors for those unable to afford them.
Parks and Recreation Director Dominique thanked Bryan Municipal Utilities for their
continued support for street trees as well the Community Hospitals and Wellness Centers
for their donation pertaining to the Dr. Beres Memorial. In addition, he reminded the
public of the Halloween party at the ice rink on October 29, 2016, from 3:00 p.m. to 5:00
p.m.
Councilman Yahraus thanked our retiring employees for their years of service.
Councilman Schlade encouraged parents to walk their children versus driving on Trick or
Treat night to ensure safety.
Councilman Hupe thanked the volunteer firefighters for their efforts. In addition, he
acknowledged groups collaborating to court new businesses to our area.
Mayor Johnson reminded that Trick or Treat is October 29, 2016, from 6:00 p.m. to 7:30
p.m. In addition, he noted that there will be an electronic recycling event at the
Recycling Center on October 20, 2016.
A brief recess was taken.
Mrs. Schlade moved, Mr. Hupe seconded, to go into Executive Session for discussion
regarding the compensation of personnel at 7:28 p.m. Roll call vote: all ayes; nays,
none. Motion carried.
Asked to attend the Executive Session were: Mayor Johnson, City Attorney Fisher, and
City Clerk-Treasurer Rode.
Mrs. Yahraus moved, Mr. Day seconded, to adjourn Executive Session at 8:46 p.m. Roll
call vote: all ayes; nays, none. Motion carried.
Mrs. Schlade moved, Mr. Hupe seconded, to adjourn the meeting. Roll call vote: all
ayes; nays, none. Motion carried.
