Hinga Auto Repair On Ross Files For SUP On Christmas Eve, the owner of Hinga Auto Repair at 3516 Ross Avenue made a zoning request with the City of Dallas to create a new sub-district within the Bryan Place Special Purpose District, encompassing only his property, which would allow automotive repair via a 10-year SUP (Special Use Permit). This is a very similar request to the one approved by the city in late 2010 for Woodard’s Paint & Body, with the much-less-than-enthusiastic support of the Bryan Place Neighborhood Association (see Woodard’s article next page). This request is problematic, as auto uses were legally required to have been discontinued along that section of Ross Avenue in April 2010, and at that time Hinga sought and secured a three-year extension to April 2013 based on needing that additional time to cover his investment in the property. To now come and request a permanent zoning change - after testifying in 2010 that three years would be all the additional time needed to wrap up business at that location - is likely to stir some debate in the neighborhood. While Hinga did clean up its lot when the extension was granted, the fact remains that the Bryan Place Neighborhood Association, and our then city council representative Veletta Forsythe Lill, fought hard in 2005 to create rules that would clean up Ross Avenue and remove the pervasive used car lots and auto service shops. The plan was debated by all stakeholders, and agreed to by the city council. To allow individual pieces of property to be carved out of the plan, a process referred to as “spot zoning”, we believe is not a step in the right direction. The Bryan Place Neighborhood Association board has always supported enforcing the regulations of the Bryan Place Special Purpose District (PD 298), and strongly opposed any changes to it that are not neighborhood friendly. At the monthly board meeting in January, the board voted to oppose the SUP. The public hearing on this matter is tentatively scheduled for February 7 th in front of the City Plan Commission. We encourage residents to attend and speak – regardless of whether they are in support or in opposition of the request. We also encourage members to provide feedback to the board at the next BPNA Board Meeting on Monday, February 4 th , just before that hearing.

Woodard Selling Land To Trammel Crow Woodard Paint And Body Shop is selling their property between Ross Avenue and Rosedale Avenue to apartment builder, Trammel Crow Residential. The developer has requested approval to replat nearly 3.7 acres into one lot for a new rental community. This would be the second new apartment development near Bryan Place since the Icon opened last year. To our knowledge, this has no impact on the agreement made with the Woodards for land use in accordance with PD-298 and the BPNA board has no objections thus far.

New Recognition Signs Posted

You may have noticed that new signs have been placed in the rock gardens at Ross Avenue and Central Expressway, our Gateway To The Arts District. The sign recognize the new artwork completed last fall by the students at Booker T. Washington High School For The Performing and Visual Arts.

Similar signs have also been posted around Exall Park acknowledging support from the Friends of Exall Park and the Bryan Place Neighborhood Association.

Monthly BPNA Board Meeting!

The new 2013 Bryan Place Neighborhood Associa-tion held their first monthly board meeting for this year on Monday, January 7th.

Several issues impacting the neighborhood were dis-cussed including crime, zoning, and landscaping. The board approved motions to adopt the 2013 budg-et and oppose the request by Hinga Auto Repair to the City of Dallas for the creation of a sub-district which would allow them to extend their stay on Ross (See related story on the first page).

The next monthly board meeting will be on Monday, February, 4, 2013 at 7PM, held at the pool club house at 3030 Adolph Street. Anyone can attend.

Business Parking Problem?

Now that the choices to wine and dine near Bryan Place have increased, so has the problems for parking become a situation to some. Residents at 3113 Liberty have posted a Residents Only parking sign to deter patrons from blocking their visitor parking spots. Some have expressed fear that parking may spill over on to nearby San Jacinto Street. Hopefully the progress doesn’t become a major problem for us.

No Parking Signs On Hall Street You may not have noticed, but in the past few months, the city has placed No Parking signs along Hall Street across from the Icon apartments. Last year, residents mentioned the hazards of gridlock on the narrow street near the Ross Avenue intersection. So cars are not allowed to park on Hall Street in front of the complex any longer.

Please Call 911! Realizing this is sounding like a broken record, Dallas Police and BPNA would still like to remind residents to ALWAYS call 911 and report issues, no matter how minor. This will help in determining the amount of patrols assigned to our area and keep crime levels down.

Recently an expensive stroller for three was stolen off the porch of a resident’s home. As we know, strollers are often used to transport other stolen items. Though the offense may seem small, the owner was encouraged to file a report. And as a reminder, please be vigilant when strangers are transporting items through our neighborhood. What they are carrying could belong to you or your neighbor.

Cute Cat Found In Bryan Place Bryan showed up around Thanksgiving. We called the kitty Bryan – for obvious rea-sons. I took Bryan to the vet to see if Bryan had an id chip – Bryan doesn’t. I had Bry-an tested for feline AIDS and feline leukemia – negative. It turns out Bryan has been spayed and we are now referring to Bryan as Bryanna!

It is so obvious she isn’t feral and has had a good home. I don’t know if her owner is looking for her or if they were older and no longer with us. She has some matted fur and the vet thinks she has been on her own for about 3 months now. We can’t have her shaved because it is too cold and she needs her fur. But we, the Bryan Place Friends of Bryanna, will have her well cleaned and dressed for her new family!

Meet Bryan Place Neighborhood Association 2013 Officers

President Eric Williamson Eric is serving his second year as president. In the past he has served on both the neighborhood association and pool association boards. His previous role as zoning chairperson was invaluable. Vice-President Cotton Mendenhall Cotton first took up residency in Bryan Place in 1997 and returns to the board after previously serving in different

roles on the board for many years. He has also served on the pool association board. Secretary Mary Edlund

Mary has represented her townhome association and Bryan Place on many occasions. She and her husband, Carl, are true advocates for the continued growth and safety of Bryan Place.

Communications David Allen David has been a member of the board for several years, In the past he held dual roles as president and

communications chair, distributing the newsletter monthly. Social Gaye Maris

Gaye returns to the board assuming the social chair for a second year. Besides her coordination of our monthly Dinners on the Town and holiday events, Gaye was instrumental in establishing a book club and Mahjong group in Bryan Place.

Landscape Dan Cohn Dan is new to Bryan Place and has shown great appreciation to how well kept our yards and common areas are

maintained. So his expertise will be much appreciated as we keep Bryan Place beautiful. Treasurer Bill Kurtze

Maintaining the finances of the neighborhood association is no easy task. Nonetheless Bill has proven to be a valuable asset as he returns as treasurer. Bill first joined the board as communications chair person, a role he assisted with last year as well.

Security Jay Terpstra Jay has been in the neighborhood for a year and half so he's no stranger to Bryan Place. He served on the board

of a close by neighborhood association before moving to Bryan Place, so he’ll do a great job as liaison between Bryan Place the Dallas Police.

Membership Judy Jacobs Judy continues to assume one of the most challenging roles on the board, maintaining and encouraging new membership. She has served on the board for several years, in the past as secretary and previously as presi-dent. Expect to hear a lot from Judy this year!

Zoning Zach Popkess

Zach is new to Bryan Place, but no stranger to neighborhood and Dallas zoning rules. His knowledge and experience will be well served as he works closely with city officials regarding PD 298.

Webmaster Phillip Bryan Phillip has been a Bryan Place resident for nearly five years. This is his second year to serve on the board as web

master.

This promises to be one of the most active boards in the over thirty year history of the Bryan Place Neighborhood Association. The board encourages you to call on us at anytime with questions, suggestions, and comments.

Friendly (but serious) Reminders for Pool Association Members There have been several recent incidents of vandalism and one report of bullying at the pool clubhouse at 3030 Adolph.

The Bryan Place Swimming Pool Association would like to remind its members that items inside the club-house belong to everyone, and should be treated with the same respect as your own personal property. Someone broke the lid to the kitchen garbage can and busted the locked cover for the thermostat. The heater ran unmonitored for days which resulted in unnecessary utility costs. The custodian for the BPSPA has also reported the uncleanliness of the clubhouse lately, saying it is taking him more time to clean up now than in the past.

The bullying report involved a 17-year-old son of a pool member and several men between 25 and 35 years old. The disagreement centered over the use of the big-screen television in the pool clubhouse. It was re-ported that cussing, lewd remarks and other inappropriate behavior were involved in this bullying incident.

Individual pool memberships can be revoked for such behavior, per the BPSPA by-laws. The BPSPA board will not tolerate any disrespectful actions on the part of individual association members. In addition, exces-sive drinking and use of illegal drugs is strictly prohibited while on pool property.

The by-laws also state that any guests must be accompanied by a pool member at all times when either are at the pool or using the clubhouse.

Round Two Of Live Oak Construction The eastbound construction of Live Oak Street, just outside of Bryan Place, is complete improving sidewalks, gutters, drainage, waste water, and signage. Now the westbound portion is being redone. According to DART, who is completing the construction for the City of Dallas, the work should be complete in the spring. During the construction, old rail lines were unearthed, revealing a bit of Dallas history as bus lines took over in the mid 1950’s.

On the corner of Marseilles and Trevolle, Ruben Ramirez has one of the most inviting front yards in Bryan Place. The lawn has been planted with winter rye, providing a patch of green. There are pansies planted in beds and pots offering seasonal color. The front and side beds are lined with stone and are planted with various shrubs, rosemary and a sago palm. The jasmine covered mailbox will be blooming come spring. The two live oak trees frame the house and offer some shade. When driving or walking the neigh-borhood, be sure to notice a bit of green space to brighten these dreary winter days.

system to keep our streets and

sidewalks safe during freezing temperatures. Every

year we hear about accidents caused by water runoffs

from sprinkler systems. So please do your part to

ensure that Bryan Place remains safe this winter and to

conserve water.
