1.1 IntroductionLogical Configuration Management covers the relationship between a cell andits neighboring cells in the network, including:

Cell creation and BTS Sector mapping

Radio configuration, including frequency allocation, frequency hoppingschemes, TRX configuration and logical channel configuration

Adjacency relationships between cellsParameters that govern cell HO and PC decisions based on cell load,quality of service, distance, etc.

Configuration checks, including checking:Logical parametersHardware consistencyTelecom impact.

Cell removal

Configuration export/import.

Most of these tasks are performed in a PRC. A PRC enables you to:

Create a model of the whole or part of the network controlled by anA1353-RA

1.3 Cell CreationCells can be either:Provisioning cells

These are cells that are controlled by this OMC-R.External cells

These are cells that are controlled by a neighboring OMC-R. Theyare incorporated into the PRC to enable relationship configurationsto be set up between neighboring OMC-Rs.

Note: After you create cells you can duplicate or copy them to quickly create otheridentical or similar cells to populate your configuration. However, there isa difference between copying cells and duplicating cells. When you copya cell from an SC to a PRC or vice-versa, the target cell is modified withthe parameters of the cell you are copying. When you duplicate a cell, youcreate a new cell from an existing cell.The easiest way to create a cell directly in the RNUSM is to duplicate one inan existing configuration and then modify it to suit your needs. When youduplicate cells you can use a cell from an OMC-R or from a PRC template.See Duplicate Cell (Section 4.77).To create a provisioning cell, configure its radio channels, and map it to a BTSsector, perform the tasks in the following ordered list:1. 1.8 PRC ChecksThe A1353-RA performs a number of checks to ensure the integrity andconsistency of the radio configuration. These checks are performedautomatically when a PRC is activated, and any errors are reported.You can also perform the checks before activation to check the effects ofmodifications that you are making to the configuration.These checks are described in the following tasks:

2 Software and Hardware Management


This chapter describes how to manage BSS software, and how to configureand manage BSS hardware.



2.1 IntroductionSoftware and hardware management covers the following areas:

BSS Software Management

BSS Hardware Configuration.

BSS Software

Management

Use this to upgrade or maintain the current BSS software.There are five steps for software replacement:1. OMC-R produces BSS software for the BSS.2. OMC-R transfers BSS software to the BSC.3. BSC distributes the BSS software within the BSS.4. OMC-R activates the distributed BSS software.5. OMC-R accepts or rejects activated software.Also use this for massive logical configuration and off-line hardware extension.The following table describes the different types of software used.

Software Description

BSS Software Package This package contains software code plus data. Two types of BSS software areintroduced: the Delivery Software and the Operating Software.

Master File The main file that other files reference within the BSS Software Package.

Application File This file contains software or data.

Steerfile An executable file that allows modification of the BSC database. The content ofthe steerfile relies on the DLS internal structure. Therefore, a DLS upload isalways needed to produce it. This file is only used when the BSC database isto be modified online.

DLS Command File An executable file that allows modification of the BSC database. The content ofthe command file does not rely on the DLS internal structure. Therefore, a DLSupload is not needed to produce it.

The downloaded software has the following components, which may or may notbe present depending on the purpose of the software replacement:

Application softwareBSCBTSs.

DatabasesBSC (complete database, steerfiles or DLS command files)BTSs (complete databases).

The new BSC database is produced from the uploaded BSC database.Depending on the type of modifications needed, the OMC-R either produces a



complete new database, a set of steerfiles, or DLS command files which can beused in the BSC to locally upgrade its database. In the case of DLS commandfiles, no BSC database is uploaded.For massive logical configuration and off-line hardware extension, the softwarepackage contains only a database update (the application software is notimpacted by these operations).The software replacement process is handled depending on which componentsare present:

If a complete new BSC database is present, an off-line databasereplacement takes place. This involves a general telecom outage on theBSC.

If only DLS command files or steerfiles are present, an online databasereplacement takes place. This involves a telecom outage limited to cellsimpacted by the change, unless it is associated with an application softwareupgrade.

Configuration

Configuring hardware of the BSS is a set of services that allow you to displayand modify the current BSS configuration. These services are performed whenthe configurations need to be updated in accordance with extension-reductionoperations performed in the field and to configure certain BSS parameters, forexample, Abis link characteristics and BTS characteristics.Online extension/reduction allows hardware configuration operations withoutthe need to generate and download a new software package.The tasks involved in hardware configuration are grouped under the followingheadings:

New BSS Introduction (Section 2.3)BSS X.25 Link Address Modification (Section 2.4)BTS Configuration (Section 2.5).



2.2 Back Up and Restore a Running BSC DatabaseThe BSC database contains information related to the hardware/radioconfiguration of the BSC as well as the list of software files present in the BSC.This service stores a compressed backup of the current BSC database into anOMC-R directory and restores it when needed, for example, if the databasebecomes corrupt or lost.Backup and restore can be started if a software replacement activity is alreadyin progress on the same BSC. A maximum number of backups are allowed perBSC. This is defined at installation. The restore operation can only be used ifthe software version has not changed since the backup was performed.The tasks available in this service are:

Backup BSC Database (Section 5.11)Delete BSC Database Backup (Section 5.24)Restore BSC Database (Section 5.78).

Miscellaneous tasks include Display Software Replacement Report (Section5.49).

2.3 New BSS IntroductionThese tasks bring a new BSS under the supervision of an OMC-R:

2.4 BSS X.25 Link Address Modification

This task is applicable only for A9120 BSC.

The OMC-R and the BSC communicate through an X.25 link. It isadvantageous to have a secondary access point when one of the access pointsis out of service or is in maintenance.To modify an X.25 address (primary and/or secondary):1. In the DCN: Management main window, click on the BSS tab.

The DCN BSS view window opens.2. Select the required BSS.3. Right-click, and select Modify from the pop-up menu.

The Modify a BSS window opens.4. In the Primary Access Point panel and/or Secondary Access Point panel,

modify the NSAP address, and click on [ OK ].5. In the DCN: Management main window, click on the BSS tab.

The DCN BSS view opens.6. Select the required BSS.7. Select Peer Entities -> Modify.

The Modify Peer Entities window opens.Select the target BSC.

8. Change the required parameters (BSC Primary X.25 Address and/or BSCSecond. X.25 Address), and click on [ Apply ].

Note: The fields Second. OMC Pid, Second. OMC TSAP, and Second. OMCSSAP are only available if a secondary OMC-R exists.To add a secondary access point, refer to Add Secondary Access Point (Section5.2). To remove it, refer to Remove Secondary Access Point (Section 5.77).



2.5 BTS ConfigurationYou can modify some characteristics of a BTS after creation, including:

BTS transmission configuration files management.

OML/RSL Submultiplexing Modify the OML/RSL submultiplexing rule. On the A9120 BSC thisoperation can be performed on 16 BTSs simultaneously that are allremotely configurable and attached to the same TSU.

BTS Hardware Capability BTS hardware capability is used to change BTS hardware orreplace an existing BTS. New software is downloaded to the BTSafter physical installation.

BTS Transmission ConfigurationFiles Management

BTS transmission configuration files management allows theOMC-R to display, delete and export the file.

2.6 BSS RemovalYou remove a BSS from the OMC-R management scope when it is:

Physically removed from the network

Brought under the supervision of another OMC-R

Managed locally.

The OMC-R removes all information related to the BSS (except logs) from itsdatabase, clears current alarms and stops all supervision processes. Toremove a BSS from the OMC-R, complete the task Remove BSS from OMC-R(Section 5.73).

Important Do not remove a BSS while the following operations are in progress on the BSS:

3 MFS Management

3.1 IntroductionThe MFS is the BSS component of GPRS. It manages packet transmissionbetween the BSS and the SGSN.MFS management functions include:

4 Logical Configuration Management Tasks


This chapter tells you how to perform logical configuration management tasks.

Note: Some A1353-RA sublevel windows must be closed before you can accessagain any other window functions.Click on [ Close ] or [ Cancel ] to close the sublevel window and access otherwindow functions.



4.1 Abort MLU PackageTo abort an MLU package that has been downloaded to the BSCs:1. In the RNUSM: SC main window, select: MLU -> Abort.

The Abort MLU Package window opens.2. Select the required BSC(s), and click on [ OK ].

The MLU package is aborted.

4.2 Accept MLU PackagePrerequisites You must complete the following tasks before accepting an MLU package:

Apply MLU Session (Section 4.9)Generate MLU Package (Section 4.89)and either:

Download MLU Package (Section 4.75)AND

Preload MLU Package (Section 4.122)OR

Download and Preload MLU Package (Section 4.76)Activate MFS for MLU Package (Section 4.4) (optional)Activate MLU Package (Section 4.5).

Important If you accept the package, there is no roll-back to the previous softwarepackage, unless you activate a PRC with the old values.

4.3 Activate Alternative Radio ConfigurationWhen you create a waiting frequency hopping system in the task ConfigureTRX Channel Hopping Law (Section 4.30), the data is stored at the Networklevel. When you request activation of this alternative configuration, you toggleor swap configurations, which is done automatically by the system.

Procedure To toggle radio configurations:1. In the RNUSM: PRC main window, select the required cell.2. Right-click, and select [ Edit ] from the pop-up menu.

The Edit Cell window opens.3. Select Radio Channel Config. -> Timeslot Configuration.

The Timeslot Configuration view opens.4. From the Quick Toggle Panel, click on [ Swap ].

The Cur. Hopping Law changes from Nominal to Alternative.

4.4 Activate MFS for MLU Package

The RNUSM: PRC main window is frozen during activation.

Prerequisites You must complete the following tasks before activating an MFS:




Download and Preload MLU Package (Section 4.76).Procedure To activate an MFS(s) for an MLU package:

1. In the RNUSM: SC main window, select MLU -> Activate MFSs.The Activate MFSs for MLU Package window opens.

2. Select the required MFS.3. Click on [ OK ].

4.5 Activate MLU Package


Prerequisites You must complete the following tasks before activating an MLU package:




Download and Preload MLU Package (Section 4.76)Activate MFS for MLU Package (Section 4.4) (optional).

Procedure To activate an MLU package:1. In the RNUSM: SC main window, select: MLU -> Activate.

The Activate MLU Package window opens.2. Select the required BSC(s).3. Click on [ OK ].

The OMC-R activates the MLU package(s) and any error messages aredisplayed. If errors occur for a particular BSC, the activate continues forthe other BSCs, but the software package for the BSC with errors is notactivated. You must correct the errors before you re-attempt the activatefor this BSC.

4.6 Activate PRCThe effect of activating a PRC is to apply the provisioning configuration, andany modifications that have been made to it, to the supervised configuration. Anumber of checks are performed to ensure the consistency of the activation.

The RNUSM: PRC main window is frozen during checks and activation.

Rules Only activate a PRC after it has been fully configured.

Important Up to nine PRCs can be opened and activated in parallel.Only one PRC can be activated on a particular BSS at one time, in order topreserve data integrity. The activation must be completed before anotherPRC can be activated on the BSS. In case of an activation collision, the PRCcurrently activated remains activated, but the other PRC is not activated.

Procedure To activate a PRC:1. In the RNUSM: PRC main window, select Activation -> Activate PRC.

The PRC Activation Parameters window opens.2.

5. Click on [ OK ].6. A confirmation window opens: The PRC activation will no longer be

stopped after confirmation by the "OK" button. Click on [ OK ]If the PRC was activated in time-triggered mode, a confirmation windowopens: The PRC should be closed to perform the time triggeredactivation. Do you confirm closure?. Click on [ OK ].

7. If the RNUSM: Invalid PRC Activation window opens, go to step 8.Otherwise, in the RNUSM: Message window, optionally, click on [ PRC/SCdiff ] to view the PRC/SC differences, then click on [ OK ] to close the window.

8. Perform corrections for all errors and warning listed, then re-attempt theactivation from Step 1.

9. Optionally, to view the impacts of the aplied PRC on the initial SC, in theRNUSM: PRC Activation window, click on [ PRC/SC diff ].A html browser window opens, displaying the log file with the deltainformation.



4.7 Activate Provisioning CellsThe effect of activating a cell is to apply the configuration, and any modificationsthat have been made to it, to the SC. A number of checks are performed toensure the consistency of the activation.

Procedure To activate provisioning cells:1. In the RNUSM: PRC main window, select the required cell.2. Right-click, and select Activate from the pop-up menu.

4.8 Activate/De-activate SMS-CBThis task activates or de-activates Short Message Service - Cell Broadcast ona BSC. This task can only be performed in the SC.


Important De-activation is required for the following SMS-CB parameter modifications:

CBC_Operator

CBC_Password

Call_User_Data_Selector

T_BIND_CNF

CBC_Window.

Procedure To activate or de-activate SMS-CB:1. In the RNUSM: SC main window, select the required BSC.2. Right-click, and select Activate SMS-CB or Deactivate SMS-CB from

the pop-up menu.



4.9 Apply MLU SessionMLU sessions are initialized from the PRC. The OMC-R performs severalactions as a result of this task:

The alignment status of the impacted BSCs and cells are set toaligningDown.

The current session status of the impacted BSCs are set to MluSession.

All objects impacted by the MLU are reserved; that is, no other modificationis allowed until the MLU session is closed.

The SC is updated with the new values (but not the BSCs - this happensafter the MLU is downloaded and activated).The OMC-R creates one MLU file per BSC. The MLU files are filled basedon the differences between the PRC and SC, so only information thatchanges is later downloaded.

The RNUSM: PRC main window is frozen during checks and application.

Procedure To apply an MLU session:1. In the RNUSM: PRC main window, select: MLU -> Apply MLU Session.

The PRC Activation Parameters for MLU window is displayed.2. Select/Deselect with cell clean-up as required.3. Select/Deselect with synchronization as required.4. Click on [ OK ].

The OMC-R checks all parameters and any error messages are displayed.5. In the RNUSM: SC - Matrix Browser Panel, click on the OMC BSCs tab.6. Scroll to the column Current Session Status.

4.10 Associate/Dissociate BSC with/from MFSThere are two ways to associate or dissociate an MFS with a BSC:

4.11 Bar/Debar CellWhen you bar a cell, you are taking it out of service. No new traffic is permittedon the cell.

Important Any existing calls continue without disruption. To force existing calls to bedropped, the cell should be locked (refer to the task Lock/Unlock Cell Traffic(Section 4.96)).

Procedure To bar or debar a cell:1. In the RNUSM: SC (only) main window, select the required cell.2. Right-click, and select Bar or Debar from the pop-up menu.



4.12 Change Cell LAC/CITo change a cells Location Area Code and/or Cell Identity:1. In the RNUSM: PRC main window, select the required cell.2. Right-click, and select Change LAC/CI from the pop-up menu.

The Change LAC/CI window opens.3. Enter the revised LAC and/or CI as appropriate.

You can enter up to five numeric characters in each field.4. Click on [ OK ] to apply your modifications.

4.13 Change Cell NameThis task changes an OMC cell name in the PRC. To change the name of anexternal cell, go to the task Modify External OMC Cell (Section 4.110).

Rules The cell must be an OMC Cell and must exist in the required PRC.

Procedure To change the cell name:1. In the RNUSM: PRC main window, select the required cell.2. Right-click, and select Change Cell Type from the pop-up menu.

The Change Cell Type window opens.3. Type the new name in the Cell Name field.

You can use any combination of the following characters: A-Z, a-z, 0 - 9, _,- (underscore, hyphen). Blank spaces are also permitted. Use the rulesfromO&M Parameters Dictionary, see chapter (User label) - (Cell-Name).

4. Click on [ OK ] to apply your modifications.

4.14 Change Cell TypeThis task changes an OMC cell type in the PRC. To change the cell type of anexternal cell, go to the task Modify External OMC Cell (Section 4.110).

Rules The cell must be an OMC cell and must exist in the required PRC.

Procedure To change the cell type:1. In the RNUSM: PRC main window, select the required cell.2. Right-click, and select Change Cell Type from the pop-up menu.

The Change Cell Type window opens.3. Click on the [ Cell Type ] box, and select the required cell type from the list.4. Click on [ OK ].



4.15 Change Mate CellThis task changes the mate cell of an OMC Extended Inner or Outer cell.

Rules Mate cells are comprised of one Extended Outer cell and one ExtendedInner cell.

The Base Station Identity Code must be the same for the inner and outercells.

The mate cell must not be an external cell.

The mate cell must exist in the PRC.

Procedure To change the mate cell:1. In the RNUSM: PRC main window, select the required cell.2. Right-click, and select Edit from the pop-up menu.

The Edit Cell window opens.3. Click on the Cell Information -> Cell Description tab.

The Cell Description view opens.4. Enter the LAC of the target cell in the Mate Cell/LAC field.

This field accepts up to five numeric characters.5. Enter the CI of the target cell in the Mate Cell/CI field.

This field accepts up to five numeric characters.6. Do the following, as appropriate:

4.17 Check Cell ActivationThis task checks the consistency of the cell configuration. When a cell isactivated, a number of checks are performed automatically to check theconsistency of the cells in the PRC, and any impact on the SC.This task enables you to run the checks that are performed when activating acell, as a test, without activating the cell.
