The first week-end of June was the Buccaneer Bay Annual Garage Sales. I didn’t get out to drive around but I hear there were quite a few sales going on. Hopefully, everyone had a successful sale. My thanks to Jaisa Poppleton for organizing the sales the past several years. It has been six months since I was hit with Ransomware and I am still in the process of rebuilding several important files. Mainly all of the information that I have for the Neighborhood Telephone Directory. When I have time I am slowly getting sections updated and trying to keep my master list updated as neighbors move in and out. It will most likely be next year before I put out a new phone directory for Buccaneer Bay. I had published a Data Sheet back in the March Newsletter to request updated information, but I only had one or two data sheets returned. I will have to go on what I have on file and hope I have the correct information. One thing that is really big is that several households have cancelled their land lines and only use cell phones and I do not have those updates. I don’t have time to go through and call every number in the old directory to see if it is current…so the information I put out may be out of date. With this being the 150 birthday of Nebraska becoming a state there are a lot of events going on throughout the state. This month is the half-way mark of the year. The

weather is beginning to warm up and feels like summer. The first

week-end of June was the Buccaneer Bay Annual Garage Sales. I

didn’t get out to drive around but I hear there were quite a few

sales going on. Hopefully, everyone had a successful sale. My

thanks to Jaisa Poppleton for organizing the sales the past several

years.

It has been six months since I was hit with Ransomware and I

am still in the process of rebuilding several important files.

Mainly all of the information that I have for the Neighborhood

Telephone Directory. When I have time I am slowly getting

sections updated and trying to keep my master list updated as

neighbors move in and out. It will most likely be next year before

I put out a new phone directory for Buccaneer Bay. I had

published a Data Sheet back in the March Newsletter to request

updated information, but I only had one or two data sheets

returned. I will have to go on what I have on file and hope I have

the correct information. One thing that is really big is that several

households have cancelled their land lines and only use cell

phones and I do not have those updates. I don’t have time to go

through and call every number in the old directory to see if it is

current…so the information I put out may be out of date.

With this being the 150 birthday of Nebraska becoming a state

there are a lot of events going on throughout the state. Some

great destinations for a fun and informative trip are:

Cook Family Reunion

Sunday, June 25

Descendants of Joseph and Mary Cook will have a reunion in

Plattsmouth on June 25. Our Cook Log Cabin will be open

from 12:00 to 4:00 that day.

Cass County Towns Greenwood

Elmwood, located on a hill in the southwest part of the county,

Greenwood is located at the westernmost end of Cass County,

just 4 miles south of the Saunders County line and 1 mile from

the Lancaster line. The first resident of this area was Silas

Greenwood, an Indian trapper and hunter who lived with his

white wife and family in a dugout along Salt Creek in the early

1860s. The village was named after him. In addition to its big

elevator, Greenwood has a candy factory. In addition to a

small business district, Greenwood has a nice park and a ball

field.

Electricity Tips 1. Do not touch a fallen power line or anything

touching the wire. This includes other people or

equipment.

2. Keep children and pets away from fallen electric

wires and stay at least 30 feet away from wires.

3. Do not drive over a fallen power line.

4. Immediately call OPPD at 1-800-554-6773 or 911 to

report a fallen power line.

The Department of Homeland Security and the National

Weather Service also recommends:

1. Have emergency supplies in place at home, at work

and in the car.

2. Listen to local officials. Keep informed of the latest

weather alerts and updates.

3. Develop a disaster plan for you and your family.

4. Identify a safe place to take shelter.

5. Check the weather forecast before leaving for

extended periods outdoors. Watch for signs of

approaching storms.

6. If severe weather threatens, check on people who are

elderly, very young, or physically or mentally

disabled. Don’t forget about pets and farm animals.

Three rules for outdoor lightning safety:

1. No place outside is safe when thunderstorms are

in the area.

2. When you hear thunder, immediately move to a

safe shelter; a substantial building or an

enclosed, metal-topped vehicle with windows

up.

3. Stay in safe shelter at least 30 minutes after you

hear the last sound of thunder.

How to Protect Your Cell Phone Data 1. Set your phone to automatically lock when not in

use. Keeping it locked will help protect your data.

2. Use strong passwords and update them on a regular

basis. Secure passwords include numbers, symbols,

lowercase and capital letters. Do not use any easily

identifiable information that relates to your, such as

your address.

3. Beware of free open Wi-Fi hotspots. Scammers

sometimes setup free wirele4ss networks in public

places to lure users to log on.

4. Practice common sense when using your phone in

public. Thieves look for easy targets such as people

who leave their phone on a car seat or café table.

Avoid presenting opportunities by keeping your

phone with you and paying attention to your

surroundings.

Identity Theft There is no age limit on identity therft. Anyone can

become a victim of identity theft but a number of factors

make seniors more susceptible.

- They use less credit. Most seniors aren’t taking out

mortgages, frequently buying cars or applying for

credit cards. They may not check their credit

reports often and not be aware of accounts opened

with their information.

- They carry too much information. It is not just how

much stuff they are carrying around, but what is in

their wallet, including checkbooks. Also most older

americans carry their Social Security and Medical

Identification Cards with them. If their wallet is lost

or stolen, the thief had all they need to wipe out

bank accounts and commit identity theft.

- They may receive mailed statements. This can be

problematic for a couple of reasons: fraudulent

activity on their bank or credit card may not be

detected for several weeks. Much identity theft still

happens as the result of mishandled paper,

especially from mail theft of important statements

left in mailboxes. Always have someone you trust

pick up your mail when you are away for several

days, or have the post office hold your mail until

you return.

o Enroll in credit monitoring.

o Clean out your wallet.

o Secure your mail.

o Be careful what you do online.

o If you are not sure of a great offer or if

someone is asking you for personal

information, talk to someone you trust first.

Simple Tips - Use a post-it note to clean a keyboard – whether piano

or computer. Run the sticky side between the keys to

pick up crumbs and lint.

- To soften brown sugar chip off a chunk, wrap it in

aluminum foil, bake it at 3000 for 5 minutes to soften.

- To prevent rust on rakes, shovels, pruning shears, and

similar tools, spray them with WD-40 before storing.

- To make sawing wood easier, spray your handsaw

blade with WD-40 before you begin cutting.

- To get rid of a motor oil spill on your concrete garage

floor, mix 1 cup ammonia with a gallon of warm

water. Dunk a stiff-bristled brush in the mixture, scrub

away the spill, and then rinse with clean water.

- Spiff up your golf balls with a bath of 1 cup water and

¼ cup ammonia.

- Loosen a rusty bolt with cola. Just pour it over the

bolt and let sit. The carbonated beverage will eat away

at the rust.

Summer Safety Tips FIREWORKS SAFETY The safest way to enjoy fireworks is to attend a

public fireworks show put on by professionals. Stay

at least 500 feet away from the show. Many states

outlaw most fireworks. If someone is setting

fireworks off at home, they should follow these

safety steps: Never give fireworks to small children, and

always follow the instructions on the packaging.

Keep a supply of water close by as a precaution.

Make sure the person lighting fireworks always

wears eye protection.

Light only one firework at a time and never

attempt to relight "a dud."

Store fireworks in a cool, dry place away from

children and pets.

Never throw or point a firework toward people,

animals, vehicles, structures or flammable

materials.

BICYCLE SAFETY A helmet protects your child from serious injury,

and should always be worn

When purchasing a helmet, look for a label or

sticker that says the helmet meets the CPSC

safety standard.

A helmet should be worn so that it is level on the

head and covers the forehead, not tipped forward

or backwards. The strap should be securely

fastened with about 2 fingers able to fit between

chin and strap. The helmet should be snug on the

head, but not overly tight.

Do not push your child to ride a 2-wheeled bike

without training wheels until he or she is ready.

Consider the child's coordination and desire to

learn to ride. Stick with coaster (foot) brakes until

your child is older and more experienced for hand

brakes. Consider a balance bike with no pedals

for young children to learn riding skills.

Take your child with you when you shop for the

bike, so that he or she can try it out. The value of

a properly fitted bike far outweighs the value of

surprising your child with a new one. Buy a bike

that is the right size, not one your child has to

"grow into." Oversized bikes are especially

dangerous.

MINUTES OF THE MEETING OF SANITARY AND IMPROVEMENT DISTRICT NO. 5,

CASS COUNTY, NEBRASKA

Meeting convened at 6:00 p.m. on May 17, 2017 at 3200 Buccaneer Blvd, Plattsmouth, Nebraska, inside the clubhouse of Bay Hills

Golf Club. Attached hereto are: the agenda for the meeting; the Affidavit of Printer regarding publication of notice of the meeting,

which communicated the availability of the agenda, in the Plattsmouth Journal, Plattsmouth, Nebraska; advance notice of the meeting

as provided to the County Clerk of Cass County and all Trustees; and the Trustees’ acknowledgment of receipt of said notice and

ITEM4

Mr. Dick Harner, a resident of the District, addressed the Trustees regarding the water and mud runoff near 4217 Windward Drive.

Trustee Grotrian advised that the Board was aware of the situation and had started to address the issue weeks before. Trustee Grotrian

provided history of the issue dating back approximately one year. Mr. Johnson advised that he had been in contact with county

zoning to address issues related to the building permit.

ITEM 5

Mr. Johnson advised that he attended the meeting of the Board of County Commissioners for Cass County and that the conditional

use permit was approved, but that as requested, a condition was place on the permit that no parties using the tower operate in the

900 MHz frequencies.

ITEM 6

Motion by Walker, seconded by McCartney, to approve and authorize the Chair to execute, a mowing contract with Aspen Lawns

for mowing and the treatment of weeds in the streets as amended to include the mowing the main entrance adjacent to Bay Road, the

right of way from the entrance off Bay road north northwest to the first duplex lot, and north along Buccaneer Blvd/Treasure Island

Road to just past the well houses. On roll call those voting aye: Grotrian, Walker, Petersen and McCartney. Voting nay: none.

Absent: Martin. Abstaining: None. The Chair declared the resolution adopted.

ITEM 7

No action was taken following discussion regarding the need to confirm an easement for Lots 2 and 3 in Block 18 and the need for

title to Lot 9 in Block 1 for street drainage. In addition, discussion concerned evaluating the financial impact regarding the

acquisition of the following lots for which taxes were paid by a third party which will ultimately result in the issuance of a deed and

the filing of a quiet title action which will remove the District’s special assessments:

Lots 6R, 7R, 8R, 10R, 11R and 12R in Block 7, Buccaneer Bay Lots 2R, 3R, 4R, 5R, 6R, 8R

Lots 5, 12 and 19 in Block 17, Buccaneer Bay

Lots 9, 11, 13, 14, 15, 18, 19, 20, 21, 22, 24 and 25 in Block 29, Buccaneer Bay No formal action was taken. The

Clerk directed Mr. Johnson to research the easement issue for Lots 2 and 3 in Block 18 and the financial impact.

ITEM 8

Motion by Grotrian, seconded by McCartney, to approve and authorize the Chair to execute the letter of understanding with Frankel

Zacharia for fiscal services. On roll call those voting aye: Grotrian, Walker, Petersen and McCartney. Voting nay: none. Absent:

issuance of a replacement warrant. On roll call those voting aye: Grotrian, Walker, Petersen and McCartney. Voting nay: none.

ITEM 10

Motion by Walker, seconded by McCartney, to recommend to Cass County approval of a replat of Lots 11 and 12, Block 2,

Buccaneer Bay Subdivision, Cass County, Nebraska as requested by Lisa Nicolini, and to authorize Trustees Walker and Grotrian to

sign the mylar for that purpose. On roll call those voting aye: Grotrian, Walker, Petersen and McCartney. Voting nay: none.

ITEM 11

There was a general update regarding a road issue as noted in item 4 above.

ITEM 11a

Trustee Grotrian advised that the engineer was reviewing the various drainage issues throughout the District for purposes of possibly

including repairs in the resolution of necessity in lieu of certain street repairs. No action was taken.

ITEM 12

Other than the mowing contract previously approved, there was no grounds report.

ITEM 13

The finance report is attached.

ITEM 14

Trustee McCartney advised that there was no committee report on general water and wastewater matters.

ITEM 14a

Motion by McCartney, seconded by Petersen, to approve payment of the semi-annual interest, principal and administrative fee for

the Nebraska Department of Environmental Quality State Revolving Fund loan for the construction of the wastewater treatment

plant, and direct delivery of the same on or before June 15, 2017. On roll call those voting aye: Grotrian, Walker, Petersen and

McCartney. Voting nay: none. Absent: Martin. Abstaining: None. The Chair declared the resolution adopted.

ITEM 14b

Trustee McCartney advised that the new payoff amount due on the Nebraska Department of Environmental Quality loan for the

construction of the wastewater treatment plant, which is paid off December 15, 2025, is $557,038.07.

ITEM 14c

Motion by Grotrian, seconded by Petersen, to appoint McCartney and Martin as a committee to request statements of qualification

and proposals from engineering firms to conduct a study and make recommendations for the expansion of the capabilities of the

wastewater treatment plant to handle additional capacity to accommodate the increase in customers. On roll call those voting aye:

Grotrian, Walker, Petersen and McCartney. Voting nay: none. Absent: Martin. Abstaining: None. The Chair declared the resolution

adopted.

ITEM 14d

Motion by McCartney, seconded by Grotrian, to deny the request from Tedd Leas for the District to pay the cost of the installation of

a grinder pit/pump pit at an approximate cost of $4500 - $5500 at 4432 Windward Drive, Lot 21R, Block 31, Buccaneer Bay Replat

II, based on the construction of a house basement of 9' when the sewer line stub out will not serve a 9' basement. On roll call those

voting aye: Grotrian, Walker, Petersen and McCartney. Voting nay: none. Absent: Martin. Abstaining: None. The Chair declared

the resolution adopted.

No action was taken following discussion regarding the proposed Water System and Sanitary Sewer System Rules and Regulations.
