A Perfect Beginning.

As a young girl growing up in a small town in Romania, I could hardly foresee the impact I would have on the world of sport. Starting out, sport is about joy, freedom, and fun. For the serious athlete, what lies ahead are years of training, hardship, and discipline. Yet at its core, sport always holds on to its excitement and purity.

In 1976, I attained something at the age of 14 that no one had ever imagined possible: A perfect score in gymnastics at the Olympic Games. I cannot measure the impact of Montreal. Those seven moments of perfection changed my life, put my country on the world map, inspired future generations of Olympic champions and became an item of intense pride for me and for all Romanians.

And now, I come before the Olympic world once again with the hopes of repeating those results, but this time in a very different capacity. It is my honor to serve as Chairperson for the Bucharest Bid Committee for the XXIV Olympic Winter Games in 2022. With our bid, we aim to give the world a perfect presentation of Olympism, to illuminate the Olympic flame over all Romania and to inspire the next generation of Olympians - at home and around the world.

Romania is a nation passionate about sport, yet welcoming to the entire world. For generations, we were locked away from the world - but not any more. The new Romania is confident, proud and ambitious. With Bucharest as its beautiful, cosmopolitan capital and the Carpathian Mountains as a pristine winter paradise, there can be no better place to stage the 2022 Olympic Winter Games.

Our bid is about sharing. It is about openness. It is about innovation. It is about aiming to be one's best. These are the great values of Olympism. These are the shared values of all Romanians.

It is my deep pleasure to present Romania's bid for these Games.

The Vision.

Our vision is simple: to create an excellent Olympic Games experience that inspires generations to come. In doing so, we will leave a legacy that will see Romania rise as winter sports power with Bucharest emerging as the sporting centre for Eastern Europe - both in winter and summer seasons. Through improvements in infrastructure, venues, facilities and a heightened exposure both for Romania and winter sport, the Games of 2022 will re-enforce our strong sporting traditions.

"In Perfect Harmony" is the overall theme of our bid taking into account the five elements of our motivation for these Games. It is our aim to synchronize these five elements "in perfect harmony" to secure an excellent Games experience and a lasting legacy.

Sport.

The athlete is the central figure at every Olympic competition and sport is the lifeblood of ever Olympic Games. Romanians are passionate for sport and the nation is a sporting powerhouse with numerous Olympic champions.

Culture.

At the crossroads of so many cultures and peoples, Romania has a rich culture that is unique in Eastern Europe. The 2022 Games will celebrate and enliven the country's creative and cultural resources in a way never before seen to a vast global audience.

Technology.

The 2022 Games will require the latest technologies in communications, security, transportation and construction. Romania is a nation in a rapid state of development and is committed to utilizing the most modern and efficient technologies available. The Games of 2022 will provide ample opportunity to implement this objective.

Environment.

Romania will use the Games as a catalyst for protecting the environment and seeking cleaner and more efficient ways of using and protecting its natural resources. Romanians are committed to celebrating and protecting their natural wonders.

Humanity.

The Olympics are a celebration of human achievement. Staging the Games in Romania will inspire the human spirit and the pride of the Romanian people - a legacy of greatness that will have an impact for generations to come.

Sport. Culture. Technology. Environment. Humanity. All working in perfect harmony. In 2022. In Bucharest.

About Us.

The Bucharest 2022 bid is the first bid presented by Romania for consideration to host the Olympic Games. The bid presents the best of Romania and concentrates sporting activities in two centres: the capital city of Bucharest and the mountain resort towns of the Prahova Valley.

The Government of Romania has pledged its support to the Olympic Bid, with the full backing of the President, the Prime Minister, and the United Houses of Parliament. The City Council of Bucharest and the County Council of Prahova, the Romanian Olympic Committee and all major sporting bodies in the nation have thrown their support behind the bid.

Romania.

Romania is a land of contrast, beauty, culture and intrigue. Situated in Eastern Europe, it is primarily a Romance language country surrounded by Slavic states. It is where the Danube meets the sea and the Carpathians reach for the sky. It home to storied castles and legendary athletes. And at its core are a vigorous people determined to meet the future.

Romania is a democratic and social republic with a population of 24 million people. Since the year 2000, Romania has witnessed tremendous modernization. With a robust economy that is among the fastest growing in Europe, Romania has found a new self-confidence that is exciting and refreshing. A member of NATO since 2004, a member of the European Union starting in 2007 and adopting the Euro currency in 2012, Romania is a country that is rapidly changing and embracing the world.

Bucharest.

Romania's capital, its economic engine, its cultural heart, its most populous city - that is Bucharest. With 2.5 million inhabitants, the city is alive with activity with a new found self confidence. Between 2005 and 2015, the government has invested €6 billion into the city's infrastructure. Known for its beautiful architecture, its wide tree-lined streets and its numerous parks and lakes, Bucharest offers a stunning backdrop for the Olympic Winter Games.

The Prahova Valley.

The finest snow sport activity in Romania is tucked away in a valley of the Transylvanian Alps - the southern arm of the Carpathians. The resort towns of Sinaia and Busteni sit where the Prahova River twists through the Becugi Mountains. Famed for their snowy peaks and splendid hospitality, the resorts are among the best in Eastern Europe and will gladly welcome the world's greatest athletes in 2022.

The Games.

XXIV Olympic Winter Games Friday, February 11 to Sunday, February 27, 2022.

XIII Paralympic Winter Games Friday, March 11 to Sunday, March 20

Fifteen sports will be contested at the XXIV Olympic Winter Games, each requiring unique venues for competition and training. The Games also require various facilities for non-competition activities such as ceremonies, broadcasting and housing.

The bid is split geographically between Bucharest and the Prahova Valley. All ice events will be staged in arenas in Bucharest. All snow and sliding events will be staged on pistes and slopes in the Prahova Valley. The city of Bucharest will also serve as the primary location for all non-competition activity.

Bucharest.

The bid will employ a series of new and existing structures for staging the Games. The venues will also see exciting post-Games life - as centers for sport, as housing units, as regular aspects of daily life in the new Bucharest of the 2020's. The legacy of 2022 will last for generations.

The Prahova Valley.

For the resort towns of Sinaia and Busteni, much of their sporting infrastructure for the Games exists, but will be upgraded or expanded to meet to Olympic standards. The improvements will have a minimal impact on the local environment and a tremendous impact on local prestige and tourism. Only two key new facilities need be built entirely from scratch - the first is for ski jumping, the second is athlete housing.

Climate and Environment.

Romania offers ideal conditions for the Olympic Winter Games. During the proposed period of the Games, Bucharest's temperature averages -3 degrees Celsius. In the Prahova Valley, -4 degrees Celsius is the average temperature for the period. Snow is common in Bucharest at this time and it is abundant in the Prahova Valley. Romania has made tremendous strides in improving its environmental protection efforts across the country, with air quality in Bucharest surprisingly high for a city of its size. Surrounded by forest, mountains, rivers and mineral springs, the Prahova Valley is a pristine and protected environment. The organization of the 2022 Olympic Winter Games will not have any adverse effects.

Non-competition Venues.

Opening & Closing Ceremonies: Stadionul National M - Piata Muncii 80000 seats Romania's National Stadium will host the color and pageantry of the Opening and Closing Ceremonies. Upgraded with a new roof in the first decade of the 21st century, the facility is the largest in Bucharest. For 17 days, the Olympic flame will burn brightly in a cauldron high above the stadium, until it is handed over the host city of the 2026 Games at the closing ceremony.

Athlete Housing: Olympic Village M - Aurel Vliacu Constructed on a peninsula jutting into Lake Floreasca, this compact village will consist of three high rise towers and 4 low rise towers, joined by a central common area with dining and training facilities. Post-Games, the village will be converted into modern family housing units.

Media/Broadcast Centre: Sala Expositional M - 1 Mai The massive Sala Expositional will offer the latest in broadcasting technologies. Surrounded by modern hotel accommodations and the national press building, the facility will be a self-contained campus for all international media and broadcasters.

Olympic Family: Palatul Parlamentului M – Izvor The third largest building on Planet Earth is a grandiose palace perched at the west end of Bucharest's central boulevard. Housing Romania's Parliament and a modern art gallery, the vast and sumptuous space will also house Olympic officials for meetings, receptions and press conferences.

Celebrations: Piata Unirii M - Piata Unirii A centrally located plaza surrounded by marble buildings and fountains, the square will be a nightly gathering place for medal ceremonies and public entertainment.

Prahova Valley: Sinaia The bowl constructed for the ski jump events will make double duty as a celebration venue for medallists and spectators alike. An Olympic flame will burn there as well. A smaller supplemental village will house athletes in Sinaia, turning to condominiums following the Games so as to meet the growing popularity of the resort.

Bucharest Competition Venues.

Men's Ice Hockey & Figure Skating: Sala Olimpic Centru M - Piata Unirii 20000 seats Spectacular new facility to be constructed on an abandoned site in central district. Set on Bucharest's broad central avenue, this stunning piece of architecture will be one of the greatest indoor sport and multi-purpose arenas in Eastern Europe. Its elegant tower will contain a special Olympic flame, visible from the nightly celebrations at the Piata Unirii.

Women's Hockey: Patinoarul Flamaropol M - Piata Muncii 9000 seats Existing facility upgraded for the Games. The facility will also be used by athletes as a gathering place before the ceremonies at the nearby National Stadium.

Curling: Complexul Sportiva Politehnica M – Politehnica 3500 seats New multi purpose facility built for the city's Politechnic University. Following the Games, the facility will suit the University's recreational and athletic needs.

Speed Skating: Oval Dinamo M - Stefan cel Mare 10000 seats New enclosed skating oval north of the Dinamo football stadium. After the Games, it will be a training facility for both speed skating and football.

Short-track Speed Skating: Sala Polivalente M - Constantin Brancoveaunu 6000 seats Existing facility, refurbished for the Games.

Bid Overlay - Bucharest.

An important element of the Bucharest bid that stands above all is that every venue is strategically located near a Metro station, making getting to and from the venues extremely convenient.

Prahova Valley Competition Venues.

Alpine Skiing: Sinaia Mountain With an elevation of 2000 meters, a 1000 meter vertical drop, 2 cable cars, 10 lifts with capacity for 2000 people per hour, and the largest ski area in Romania, the mountain at Sinaia is a premier venue. Spectator seating for 15000 will be available, with standing room points throughout.

Snowboarding & Freestyle Skiing: Busteni Mountain Rising 2100 meters into the sky with a 1200 meter vertical drop, the mountain will come alive with energy as it hosts snowboarding and freestyle ski events. Seating will be available for 10000 spectators, with standing room points throughout.

Bobsleigh, Luge & Skeleton: Sinaia Sliding Centre The existing sliding facility, located just off the downhill trails, will be extensively modernized and upgraded to meet current international standards. Seating for 2500 will be available, as well as standing room space along the track.

Ski Jumping: Sinaia Bowl An all new facility to be constructed just north of the village, with a 90 meter and a 70 meter tower and seating for 20000 in the bowl.

Cross-Country Skiing & Biathlon: Prahova Ski Trails Sinaia's existing 20 kilometers of ski trails will be augmented with new trails that ultimately link the two resort towns. Races will start and finish in Sinaia, with spectator stands for 10000 constructed nearby and a smaller 1000-seat cheering space at the halfway point in Busteni.

Nordic Combined: Sinaia Bowl and Prahova Ski Trails Taking advantage of the close proximity of these two facilities, the Nordic Combined events will be very compact.

Practice and Training. Prior to and during the Games, several nearby communities will offer their sport and training facilities for visiting athletes to use as practice and training centers. Targoviste, the ancient capital just northwest of Bucharest, and Ploiesti, an industrial city just north of the capital, will offer ice arenas and cross country ski areas. Brasov, a picturesque medieval town in the foothills of Transylvania, will serve as a mountain training area.

Separated by only a few kilometers, Sinai and Busteni are very compact and connected to Bucharest by modern highway and railway networks.

Infrastructure.

Transportation.

Getting to and around Romania is a breeze! Bucharest is served by two international airports north of the city centre: Henri Coranda International Airport in Otopeni is the largest in Romania with the nearby Aurel Vlaicu International Airport in Baneasa serving the city with low cost carriers. Both are connected to the Metro on the new M6 line.

Bucharest has a large modern and efficient public transportation system. Along with London and Paris, it ranks as one of the three largest in Europe. The system combines various surface transport and underground Metro stations. With new lines finished in 2010, the Metro offers six lines that connect all points of the city, including the every venue proposed for the 2022 Bucharest Games. With over 50 stations along 70 kilometers of track and new Bombardier designed trains, the Bucharest Metro is recognized for its modernity and efficiency.

Gara de Nord, the city's principal train station, connects rail passengers to all points in Romania and Europe. In Romania, all roads lead to Bucharest. The city is the central node of a modern highway system that links it to all points beyond the city limits.

And of course, in the Prahova Valley, Sinaia and Busteni are well served by the systems that link Bucharest to the rest of the country. A new and improved highway system that links Bucharest and Ploiesti in the south to Brasov in the north also does duty serving Sinaia and Busteni. The towns are also directly connected by rail to the capital.

Accommodation.

Bucharest's tourism industry is getting hot as the word spreads about the city's beauty, culture and hospitality. The city has a wide variety of hotels from luxury to mid-priced to bed and breakfast establishments. Internationally recognized hotel brands in Bucharest include Hilton, Marriott, Sofitel, Crown Plaza, Best Western and Intercontinental. The city also has everything from fine dining to fast food chains, serving local and international cuisine.

Security.

Modern Romania is a safe, stable, democratic society. Romania is a NATO member state with combined military forces of over 100000 personnel in its army, navy and air forces. The country will enforce strict security measures to ensure the safety of the Games. All members of the Olympic Family, all visitors and all Romanians will be assured their safety will be a high priority.

Culture.

Romania is unique. It is a nation with a deep cultural connection to Western influences, yet it is located in the heart of the East. Primarily a Romance language nation, it is surrounded by Slavic speaking peoples. Bounded by the Balkan Peninsula, the great plains of Eastern Europe, and the mountains and plains of Central Europe, it defies geographic description. These factors have impressed upon the nation an identity that speaks of Romania's place in the world - physically and culturally. We have our own stories. Our own music. Our own art. Our own traditions. Romania is Romania.

Bucharest is home to dozens of museums, theaters and music halls. In 2022, the world will be our stage. The Opening Ceremony will feature the greatest talents of Romanian music, dance, acrobatics and art. The Closing Ceremony will celebrate our new place in the modern world. And the nightly medal ceremonies will mix Romanian and global talents.

The four year Cultural Olympiad will build up to the Games. Romania is home to numerous acclaimed performing artists and Bucharest is its epicenter. The capital is home to the national theatre groups, orchestras, opera troupes, and popular artists. Rural Romania also has a richness of folk culture. And then there is gymnastics. Artistic and athletic, few nations have had such an impact on the sport as ours.

Expect to be dazzled in 2022.

Finances.

Romania is one of the fastest growing economies in Europe. A decade after the fall of Communism, the country has gained tremendous economic security and rebirth, gaining in prosperity and self-confidence. A member of the European Union starting in 2007 and adopting the Euro as its currency in 2012, Romania is sharing in the success of Europe. And in some cases, we are leading it. With low debt, low unemployment, shrinking inflation, an increasing GDP, increasing foreign investment and increasing productivity and modernization, Romania's economic outlook is stellar!

Romania's government fully backs the bid and guarantees that with financial backing. The Games will be financed through government investment, corporate sponsorship, broadcasting rights and other revenue generators such as ticket sales and merchandising. With recent infrastructure investments in Bucharest and the regions transportation systems, costs for upgrades will be minimal. The increasing international investment in Romania will also benefit the organization of the Games and likewise the Games will benefit foreign and domestic investment in Romania.

We have done our best to present our best. We are confident in our bid. We are proud of our efforts. Romania is ready to host the world. The beauty Bucharest, the panorama of the Prahova Valley - what tremendous backdrops for the XXIV Olympic and XIII Paralympic Wiinter Games!

The perfect ending for us would be winning the right to these Games.
