To Whom it May Concern: Sandberg Kessler Architecture & Engineering is appreciative of the opportunity to submit a bid for architectural and engineering services related to performing Building Condition Surveys throughout the Erie 1 BOCES Supervisory District. By way of summarizing, we feel our Team’s unique qualifications are:

Sandberg Kessler and it’s major mechanical and electrical consultant, Ram-Tech Engineers of Buffalo, have over 20 years experience working exclusively with School Districts in Western New York.

More particularly, we have been engaged with Districts to assess their facilities since the Building Condition Surveys inception in 2000 by the State Education Department (SED).

Sandberg Kessler has submitted the resumes of several key staff that have experience in this area and can meet the requirements of the Commissioner’s Regulations.

Sandberg Kessler is familiar with SED guidelines and has modeled its office procedures around working with K-12 clients.

STAFF PROFILE

RONALD I. KESSLER, R.A. Principal / Architect

City of Dunkirk Public Schools, Dunkirk, NY: Additions and Alterations – Phase I: Project Principal, Project Architect and Project Manager for $12 million project involving the City’s 140,000 s.f. High School. Additions included a new expanded gymnasium and lobby, fitness room, as well as a new 8,000 s.f. auxiliary gymnasium, synthetic football field and running track. A 4,000 s.f. maintenance facility was also constructed in the Project. Interior modifications included flooring abatement and replacement, ceiling and lighting replacement, Media Center upgrade and the creation of a state of the art large group instruction room with tiered seating. Additions and Alterations – Phase II: Project Principal, Project Architect and Project Manager for $18 million in additions and renovations to four (4) of the City’s Elementary Schools as well as the central Middle School. Additions included classrooms and elevator/stair lobby to three of the four elementary buildings. An envelope analysis and Building Conditions Survey was completed at all of the facilities to establish the scope of repair, which included new windows, roofing and masonry repair, cleaning and repointing. Two of the elementary buildings were unoccupied during renovation activities which included new media centers, cafeterias, classroom renovations and administration offices. Reconstruction – Phase III: Principal working with District to develop scope for final phase of reconstruction work which features kitchen/cafeteria renovation, music suite renovation, media center renovation and window replacement at the Middle School. Work also included interior renovations to the District’s Historic Elementary School Number 7. Duties included over-seeing a team of seven people, creating building aid calculations and filing all appropriate SED paperwork. Furniture, Fixture & Equipment: Principal and Project Architect for the design and selection of classroom, office and cafeteria furniture, window treatments and interior directional signage for two of the District’s Elementary School buildings. Assisted with bidding, review and award, submittal approval, color and material selection, as well as project closeout. Frewsburg Central School, Frewsburg, NY. Additions and Alterations: Project Designer and Architect for $10 million worth of additions, renovated space and site improvements totaling over 153,000 sq. ft. Major work included window replacement, masonry repointing, exterior door replacement, cafeteria, gymnasium and classroom additions. Reconstruction Phase 2: Project Architect for a $1.5 million follow-up project, which included rebuilding the new High School entrance, roof replacement, site working including new synthetic track and tennis court reconstruction. Reconstruction Phase 3: Project Architect for $750 K of renovations and sitework. Work included roof replacement, interior finish abatement and replacement, as well as property purchase and parking expansion. Reconstruction Phase 4: Principal and Project Architect for $1.2 million project involving interior renovations to the administration area of the Robert H. Jackson Elementary School. Other work included the abatement of hazardous materials and exterior door replacement. Planned Facilities Reconstruction: Principal involved in the development of a $2.1 million project which includes, roof replacement, interior renovations to the District’s elementary building and conversion of heating system from steam to hot water. Wilson Central School, Wilson, NY. Planned Facilities Reconstruction Project, 2010 - 2011: Project Architect for $3.2 million District-wide reconstruction project encompassing a Middle/High School, two elementary schools, Industrial Arts Building and Administrative offices. Wilson Central School, Wilson, NY. Principal Architect for $6.4 million alterations and additions projects to the High/Middle School and two elementary schools. Additions included new secure and accessible entrance additions and a classroom addition. The Library was reconstructed with a raised clerestory in order to introduce natural lighting.

Clymer Central School, Clymer, NY. Principal Architect for $11.5 million additions and alterations project for the K-12 building. The project’s scope included a new classroom wing, as well as a Student Performance Center for athletic and musical / theatrical activities. The existing undersized gym was transformed into an elementary gym, instrumental and vocal music spaces. Frewsburg Central School, Frewsburg, NY. The project goal was to blend old and new architectural styles and state-of-the-art equipment in facilities that provide a flexible, supportive and stimulating learning environment.

Brocton Central School, Brocton, NY: Additions and Alterations: Principal Architect for $21.2 million project including Elementary and Secondary classroom additions, new gymnasium/locker rooms, elementary library, mechanical/electrical upgrades and new athletic fields. Reconstruction: Project Architect for a $16 million reconstruction project including comprehensive alterations to the Natatorium and pool tank, kitchen and cafeteria renovation to include a market-style servery, new Fitness Center, and alterations to the Band Suite. STATEWIDE CONDITION SURVEYS

GENERAL SUMMARY:

As part of a multi-year capital development program, RAM-TECH performed condition surveys for 30 facilities used by either Department of Corrections or Children and Family Services. Some facilities contained up to 90 individual buildings. RAM-TECH surveyed the high voltage, medium voltage devices and low voltage systems for the various sites. The systems included: power plants, switch gear, main distribution panels, power panels, lighting panels, transformers and the cables that service them. Also completed was an extensive survey of the lighting systems, lighting controls, electrical devices and the life safety devices. The low voltage systems included intercom systems, telecommunications and CATV. RAM-TECH’s findings provided Children and Family Service Residential Centers with the information needed to project long term costs and future energy savings, and comply with Life Safety and local building codes. All surveys were performed in a paperless environment utilizing handheld tablet computers.

With additional funds from the Buffalo Schools Reconstruction program the School district addressed several items at Burgard High School that were not programmed in the original master project. The existing elevator (part of the original construction) and controls were upgraded as part of this project. In addition, the cafeteria received air conditioning and miscellaneous plumbing items were added. RAM-TECH Engineers was the engineer-of record and provided sub-consulting services for this project.

The Fowler High School project included the renovation of a majority of the existing school and the construction of a three story addition. This project is registered with USGBC and is on track to achieve LEED Silver Certification.

SCOPE OF WORK:

Designed “chilled beam” induction type terminal heating and cooling units utilizing hot water for heating and chilled water for cooling to serve almost the entire building

Included a VAV system in the library and main office areas

Provided outdoor air for exhaust make-up and occupant ventilation requirements with a dedicated outdoor ventilation unit equipped with an enthalpic type energy recovery wheel, as well as heating and cooling coils designed to deliver air at a depressed dew point

Replaced the school’s cooling plant, including two (2) 250-ton rotary screw type chillers and associated pumps and auxiliaries

Designed a complete DDC energy management and control system to operate all HVAC systems included in the project

Renovated the plumbing systems of all toilet rooms, locker rooms and science/chemistry classrooms at the facility

Replaced the domestic water heating system with high efficiency gas-fired, fully condensing, storage type water heaters with digital re-circulating valves

Replaced all above grade sanitary and vent piping, as well as portions of the below grade sanitary piping

Provided the science/chemistry classrooms with natural gas, acid waste and vent services. Implemented the use of safety shut-off valves for the natural gas system

Designed the acid waste and vent system as a standalone system, exiting the building and entering an acid neutralization basin before entering the municipal sanitary system

Reconfigured the existing domestic water system and reused portions of the domestic water piping as a cost savings/value engineering item

Provided a complete NFPA 13 sprinkler system design

` PROJECT SCOPE

PROJECT SCOPE

The Building Condition Survey is to be carried out in accordance with the New York State Education Department Regulations 155.4(A) (1). BASIC PROPOSAL: Our basic services will begin with an initial meeting with the District’s Health and Safety Committee in order to gain knowledge of the facility layout and reveal any on-going issues. Our next objective would be to access and review any documents that will aid in determining the condition of the existing facility(s). These may include: Existing As-built Drawings (if available) Last completed Annual Visual Inspection Report Triennial Inspection Report Elevator Inspection Report (if available) Recent subsurface or geotechnical reports

After review of the documents made available to us, Sandberg Kessler’s team consisting of Architect, Mechanical and Electrical Engineers, would need access to the buildings, preferably with a knowledgeable custodian, for one half to a full day per building, depending on facility size. Lastly, the field work notes and observations made by our team will be analyzed and recorded on the 2015 Building Condition Survey form provided by Facilities Planning. Budget replacement/repair costs will be included on the form as required and a brief summary will be provided to the District outlining any deficiencies or items of major concern. Proposals from third party testing agencies will be sought on the School’s behalf should they be warranted. Some of these may include: Boiler testing Underground investigations Destructive demolition Thermal imaging or roof scans Design studies and/or cost estimates Hazardous materials testing Fire rating determination (UL testing)

The results of these additional tests (if required) will be incorporated into the Building Condition Survey and Report form. The “Basic Proposal” scope of services can be completed within 15-20 business days per District, depending on available access to the District facilities and requested documents. ENHANCED PROPOSAL: In addition to the tasks outlined in the Basic Proposal above, Sandberg Kessler will provide the following “Enhanced Services”: Upon completion of the basic tasks and submission of the Building Condition Survey,

Sandberg Kessler will meet with appointed committee to review and prioritize unsatisfactory items indicated on Building Condition Survey form as well as other items, not necessarily indicated on the form. For example: technology upgrades, programmatic upgrades, space needs, energy savings, athletic needs. The discussions will be recorded and incorporated into a Comprehensive Five Year Plan for the District, by building (SED Project Number).

PROJECT SCOPE

Completed report will include:

o Narrative summary of existing facility, documenting age of original building and/or

additions and condition. o Summary of prioritized and itemized costs for each building. o Completion of Building Inventory forms. o Inclusion of the findings of additional Owner supplied testing reports. o An appendix containing existing annotated floor and site plans, photographs and other

items to document facility conditions. In addition to the time required to complete the “Basic Proposal” tasks, the “Enhanced Services” would require an additional 20-24 business days to complete per District. Upon completion, the District will receive one (1) bound color copy report and a PDF file for their use. ITEMS SUPPLIED BY DISTRICT: Access to buildings and grounds. Ladders or other apparatus required to observe existing conditions. Costs for testing services, as required and approved. Existing floor plans in PDF or CAD format.
