STATEWIDE CONDITION SURVEYS
GENERAL SUMMARY:
As part of a multi-year capital development program, RAM-TECH performed condition surveys for 30 facilities used by either Department of Corrections or Children and Family Services. Some facilities contained up to 90 individual buildings. RAM-TECH surveyed the high voltage, medium voltage devices and low voltage systems for the various sites. The systems included: power plants, switch gear, main distribution panels, power panels, lighting panels, transformers and the cables that service them. Also completed was an extensive survey of the lighting systems, lighting controls, electrical devices and the life safety devices. The low voltage systems included intercom systems, telecommunications and CATV. RAM-TECH’s findings provided Children and Family Service Residential Centers with the information needed to project long term costs and future energy savings, and comply with Life Safety and local building codes. All surveys were performed in a paperless environment utilizing handheld tablet computers.
SCOPE OF WORK:
Every system throughout the 30 facilities was surveyed to determine equipment condition and age. A 10 year maintenance / replacement schedule was developed for each major piece of equipment. The work schedule was prioritized using the following list:
0-1 years = Priority One (work to be done now)
1-2 years = Priority Two
3-5 years = Priority Three
6-10 years = Priority Four Another part of the survey sought imminent danger to life, and suggested work was prioritized by the following ratings:
Life Safety (Level 1) = Work needing immediate attention
Life Safety (Level 2) = Work requiring in-depth investigation, before any action takes place

FIRM BACKGROUND
HISTORY
Sandberg Kessler Architecture & Engineering, P.C. was organized in 1991 and immediately began to serve educational, municipal, institutional and healthcare clients in Western and Central New York. Ron Kessler, R.A. joined the firm in 1997 when the practice acquired CCS Architects of Dunkirk, New York. Ron became a principal in 2005. We are very proud of our talented and experienced staff and the portfolio of diverse projects that we have assembled during the past 23 years. Our firm expanded its professional services to include construction support services in 2002. Sandberg Kessler Architecture & Engineering is headquartered in the historic Smith-Darrah House in downtown Jamestown, New York. QUALIFICATIONS
We at Sandberg Kessler Architecture & Engineering have built our practice on open communication, mutual trust and clearly being the agent of the owner. High professional standards and the commitment to translate an owner’s needs into outstanding projects are the cornerstones of our practice. Our service is distinguished by the fact that our design/project management team guides each project from initial survey through completion. Sandberg Kessler has developed a state-of-the-art CAD system, which we have networked with our consulting engineers in Western New York. To enable our project teams to serve our clients in a timely and accurate manner, we have created a powerful internal electronic network. We bring all the firm’s resources to bear on each of our projects, large and small. With the firm’s commitment to use Cloud Computing, we have developed a nearly paperless Submittal and Construction Contract Administration process. EXPERIENCE
Strong Teamwork We have assembled a Design Team that is very experienced in the type of work required by this proposal. All of our in-house staff has had experience executing the Building Condition Survey forms. We have added the experience of Ram-Tech Engineers to our team to help with the assessment of Mechanical, Electrical and Plumbing systems.
Client – Centered We will work diligently with the Districts, Health and Safety Committee, Administration and Buildings and Grounds Staff to compile the most accurate information required for a complete building survey.
Sandberg Kessler has benefited from long term relationships with our K-12 Educational Clients and in doing so, have completed many Building Condition Surveys. In turn this information has been incorporated into the District’s Comprehensive Five Year Facilities Plan.
Our team’s attention to detail and accumulated experience with educational facilities of varying age, will help the District compile the most accurate information in regard to the useful life of building components and systems.

PROJECT SCOPE
The Building Condition Survey is to be carried out in accordance with the New York State Education Department Regulations 155.4(A) (1). BASIC PROPOSAL: Our basic services will begin with an initial meeting with the District’s Health and Safety Committee in order to gain knowledge of the facility layout and reveal any on-going issues. Our next objective would be to access and review any documents that will aid in determining the condition of the existing facility(s). These may include: Existing As-built Drawings (if available) Last completed Annual Visual Inspection Report Triennial Inspection Report Elevator Inspection Report (if available) Recent subsurface or geotechnical reports
After review of the documents made available to us, Sandberg Kessler’s team consisting of Architect, Mechanical and Electrical Engineers, would need access to the buildings, preferably with a knowledgeable custodian, for one half to a full day per building, depending on facility size. Lastly, the field work notes and observations made by our team will be analyzed and recorded on the 2015 Building Condition Survey form provided by Facilities Planning. Budget replacement/repair costs will be included on the form as required and a brief summary will be provided to the District outlining any deficiencies or items of major concern. Proposals from third party testing agencies will be sought on the School’s behalf should they be warranted. Some of these may include: Boiler testing Underground investigations Destructive demolition Thermal imaging or roof scans Design studies and/or cost estimates Hazardous materials testing Fire rating determination (UL testing)
The results of these additional tests (if required) will be incorporated into the Building Condition Survey and Report form. The “Basic Proposal” scope of services can be completed within 15-20 business days per District, depending on available access to the District facilities and requested documents. ENHANCED PROPOSAL: In addition to the tasks outlined in the Basic Proposal above, Sandberg Kessler will provide the following “Enhanced Services”: Upon completion of the basic tasks and submission of the Building Condition Survey,
Sandberg Kessler will meet with appointed committee to review and prioritize unsatisfactory items indicated on Building Condition Survey form as well as other items, not necessarily indicated on the form. For example: technology upgrades, programmatic upgrades, space needs, energy savings, athletic needs. The discussions will be recorded and incorporated into a Comprehensive Five Year Plan for the District, by building (SED Project Number).
PROJECT SCOPE
Completed report will include:
o Narrative summary of existing facility, documenting age of original building and/or
additions and condition. o Summary of prioritized and itemized costs for each building. o Completion of Building Inventory forms. o Inclusion of the findings of additional Owner supplied testing reports. o An appendix containing existing annotated floor and site plans, photographs and other
items to document facility conditions. In addition to the time required to complete the “Basic Proposal” tasks, the “Enhanced Services” would require an additional 20-24 business days to complete per District. Upon completion, the District will receive one (1) bound color copy report and a PDF file for their use. ITEMS SUPPLIED BY DISTRICT: Access to buildings and grounds. Ladders or other apparatus required to observe existing conditions. Costs for testing services, as required and approved. Existing floor plans in PDF or CAD format. Existing condition documents outlined in “Basic Proposal”.
