INTRODUCTION This report has been commissioned by the Township of Terrace Bay to
consider the potential for reuse of a portion of the former St. Martin
School structure as a new public library for the community and include
the renovation of the gymnasium and change rooms to accommodate a
commercial kitchen and associated washrooms to allow the existing
gymnasium to be used as a licensed banquet/meeting centre/multi-
purpose area. The scope of work is limited to two areas of the existing
school structure as well as adjacent grounds upgrades to accommodate
parking, a main entrance and barrier free access.
The remainder of the facility is currently in use as a seniors centre and
this will continue. Both types of occupancy are classified as A2
Assembly occupancy and are permitted under the current zoning by-
laws.

CONDITIONS
Condition Report
A comprehensive building condition assessment report using the
RECAPP Validation Survey (RVS) was given to the Kuch Stephenson
Gibson Malo for their use in preparing this report. The RVS identifies
deficiencies, recommended repairs and estimated timelines for repairs
for the entire facility. The following is a list of the particular deficiencies
associated with the portion of renovations under consideration as part of
this report.
• Replacement of original wood windows in 1952 Wing
• Replacement of original wood doors in 1952 Wing
• Replacement of original millwork in 1952 Wing
• Repair or replacement of worn and zipping carpet
• Replacement of existing vinyl tiles in 1952 Wing
• Replacement of damaged or stained ceiling tiles
• Replacement of existing window coverings
• Replacement of existing concrete stairs
Asbestos Report
A Hazardous Materials Assessment Report was prepared for by the
Resource Centre for Occupational Health and Safety and Lakehead
University for the North of Superior Catholic School Board and it
identifies two areas where asbestos was present. The original pipe
insulation within the existing Boiler Room was identified as amosite,
Chrysotile and crocidolite. This insulation has since been replaced or
clearly identified on site as being asbestos. It is assumed the insulation
on the existing pipes within the perimeter pipe chase will contain these
contaminants. The floor tile in the 1952 original building, 1956 Addition
and 1965 addition are vinyl asbestos tiles containing Chrysotile
asbestos. All areas of tile are scheduled to be removed per this report. A
program of asbestos abatement will have to be carried out by the owner
in preparation of upgrading the new areas identified. KSGM can assist
the Owner in obtaining a suitable Consultant to carry out this scope of
work. True Grit Consulting has reviewed the intended scope of
remediation and provided an estimated cost for this scope of work.

CONCLUSION The condition of the existing building is generally good. It has been well
maintained by the previous owners and with relatively minor
renovations, the building can be altered for use as a Library for the
Township of Terrace Bay.
Estimates assume a construction start in early summer 2009. If
construction is delayed, we recommend an escalation factor of 5% per
annum be applied to the total estimated construction costs.

Contract Design
The above prices are intended for budget purposes only and are valid for 30 days. Due to the fluctuations in the dollar and the unstable markets, it is difficult to project prices into the new year and beyond. Historically, we planned for increases of 3-5% from our manufacturers. This year, however, we are expecting increases of 10% on some items (Garland, Ice-O-Matic, Polarware, Silver King). Some manufacturers have not informed us of their increases, yet, but we feel it would be prudent to expect them.

Terrace Bay Library November, 2008 Kuch, Stephenson, Gibson, Malo, Architects and Engineer has requested that Cuthbertson Mechanical Engineers provide a design report and cost estimates to convert part of the existing St. Martins School building to a new Library. Kitchen/New Washrooms: The existing Boys Change Room, shower and drying area are to be reconfigured to a new Kitchen. The existing plumbing fixtures are to be removed, as well as the supply air and exhaust systems. The existing double stainless steel sink is being relocated. There are 2 Hot Water tanks presently serving the existing washrooms, showers, etc. and it is anticipated that they have sufficient capacity for the new kitchen. A new handsink will be required, as well as a grease interceptor. As we have no details on the new kitchen layout, we can only speak in generalities. Kitchen ventilation will consist of a canopy hood exhaust system, with a rooftop make-up air unit being installed to account for the exhausted air. An electric unit heater will be required for heating the space. The existing washrooms are to be reconfigured. New plumbing fixtures will be installed, and the existing exhaust system will be revised to suit the new room layouts. Budget figures for the above : Heating/Ventilation - $31,000.00 Plumbing - $18,000.00 Controls - $3,500.00 Library : The heating of these rooms is thru a boiler system, feeding hot water to cabinet and fin tube type heaters, generally located on outside walls. There are 2 electric boilers, and 1 propane fired boiler (converted from oil). There is new piping in the mechanical room, connected to the existing, which runs thru a tunnel on both sides of the “classroom” wing.
The conceptual plan is to demolish the interior of the classroom wing, including the heating system,and redesign the mechanical systems accordingly. It is the intent of the proposed work to remove all existing heaters and piping, back to the new piping in the boiler room. We are proposing, installing a new, insulated, reverse return piping system along with baseboard heaters for space heating. Each room will have it`s own thermostat. The existing ventilation system, located in the corridor ceiling, will be removed. A new ventilation system, consisting of two electric rooftop units along with a ductwork distribution system will provide the required ventilation for the spaces. (Due to Structural constraints, using one rooftop unit is not feasible.) It will consist of supply and return air, ducted to each room. Air conditioning will not be provided. Humidification to the Archive room and Stacks/Reference/Computer room will be provided. The existing girls and boys washrooms are going to be demolished, replaced by two new, smaller washrooms and a new janitors room. New plumbing fixtures will be installed, as well as an emergency eyewash station, which will be located in the janitors room. A new exhaust air system will be installed to exhaust the washrooms and janitors room. In the work room, a counter mounted sink (stainless steel) will be installed.
