New Commercial Submittal Package
Introduction
The City of Meridian requires a new commercial submittal package for new
construction, additions to an existing structure, and for façade or exterior
improvement. This handout is intended to help facilitate a smooth, no
surprises experience for our customers. The New Commercial submittal package includes a checklist and several
forms which are required for a complete application. It is required that all
sections of the checklist be addressed. This includes submissions to the
Meridian Planning Division and Ada County Highway District (ACHD). Failure
to provide all required and completed materials will result in delays.
» All plan submittals must be signed, dated, and stamped by the
responsible licensed professional.
» A Certificate of Zoning Compliance (CZC) must be completed with
the Meridian Planning Division prior to New Commercial Application
submittal. You may also want to discuss signage for your project at
this time.
» Applicants may walk-in and submit “over the counter” at any time.
In addition to the forms included within a New Commercial Application
package, approval and written documentation may be required from Central
District Health Department (CDHD) as part of the submittal requirements.
» If your project includes food storage, handling or manufacturing,
CDHD approval and stamp is required on submitted plan sets.
Next Steps
When your plans have been approved, Meridian Building Services will send an
e-mail notification that the plans are ready for download. After official final
inspections are completed for new commercial improvements, a Certificate
of Occupancy (CO) will be issued by the City. A CO is required prior to use
or occupancy of any new commercial space.

Certificate of Zoning Compliance must be approved prior to Building Services submittal and plan review. Provide the
Certificate of Zoning Compliance number on the application.
Ada County Highway District You are required to submit your plans separately to ACHD. The impact fee certificate or the impact fee assessment will
be emailed from ACHD directly to Building Services. This is required before the building permit will be issued. ACHD

Meridian Wastewater Pretreatment Requirements (208) 888-2191 Meridian Pretreatment Program reviews the wastewater discharged to sewer in construction projects for pollutants
of concern as mandated by the EPA and the City of Meridian. Specific equipment is required in the plumbing
system to control these pollutants such as grease, flammable liquids and toxic chemicals. Pretreatment Building Standards are located on the Pretreatment Program’s Website (https://goo.gl/BZdz0H) and Title 9, Chapter 2,
SEWER PRETREATMENT Meridian City Code.

Structural Calculations and Specifications
Electronic copies of the stamped, signed and dated structural calculations and project specifications are required in
PDF Format.
Mechanical, Electrical and Plumbing Design
Full Mechanical, Electrical and Plumbing designs are required. All sheets shall be stamped and signed by an
Idaho licensed professional. Electrical Designs: The maximum available fault current at each electrical panel and equipment, to include
transformers, generators, and transfer switches if present, shall be calculated and provided on the one-line
diagram. The AIC rating of each electrical panel and equipment shall be provided on the one-line diagram or panel schedule.
Energy Compliance - Mechanical, Electrical and Envelope Compliance The most current version of Com Check is required on a full size plan sheet and on the project CD-ROM. Separate copies will not be accepted. www.energycodes.gov
Plans – One complete plan set in PDF Format (Each sheet / page of the drawing shall be submitted as a
separate file) See the Citizen Access User Guide submittal standards: https://goo.gl/CXDFiV The cover sheet shall contain all of the current adopted building codes in the City of Meridian and a complete building
code analysis. An exiting travel distance analysis and an existing plan are required. A Geotechnical soils investigation in accordance with chapter 18 of the IBC is required. Building Services will verify that all files are stamped, signed and
dated.. This includes all specifications, calculation, CDHD stamped drawings, etc.
Civil Drawings – New Main and/or Services (proposed or extended) Submit two separate hardcopies and one complete sealed, signed and dated set in PDF format. Each sheet must be sealed, signed and dated by a professional civil engineer or must be labeled according to Idaho Statues). Plans
must be submitted on sheet sizes of 22’ x 34’ or 24’ x 36’ only.
Note – Local ordinance states the fire riser room must be one hour protected with an exterior door and landing.
The F.D.C. shall be a maximum of 100 feet from a fire hydrant.
Note – For new construction or additions to existing facilities: Determine the fire flow according to the current
International Fire Code, Appendix B – Table B105.1. Use the City of Meridian link

Civil Drawings must also contain all City of Meridian general notes for roadway, water, sewer and pressure
irrigation and in addition, standard details if applicable. These notes are available on our website

Site Plans – Previously Constructed Utility Infrastructure
Submit two separate hardcopies and one complete set in PDF format (Each sheet / page of the drawing shall be submitted as a separate file) . Site plans shall show utility points of connection and location for the building and
submitted on two single page site plans. Plans must be submitted on sheet sizes of 22’ x 34’ or 24’ x 36’ only.
Warranty Surety Requirements
Record Drawings and a Warranty Surety are required to be submitted for the public works infrastructure elements of this project (i.e. sanitary sewer, water, and recycled water). The surety amount is equal to 20% of the cost of
said improvements for a period of two (2) years after the final acceptance letter has been issued from Public
Works for this project. The Surety Application and Surety Checklist can be found on the City of Meridian
website under Business/Planning/Current Planning/Application & Checklists or by calling 208-887-2211.
Drainage Calculations
Shall be stamped and signed by a licensed architect or civil engineer. One set shall be submitted and one complete
stamped, signed and dated set in PDF format.
Street Light Lay-Out Plans
Shall be stamped and signed by a licensed civil engineer and submitted in PDF Format. For additional questions
or spacing requirements of the Meridian Improvement Standards, please contact Meridian Public Works Engineering staff at (208) 898-5500.

Submittal standards: Drawing file names must include the first characters of the discipline name,
followed by the sheet number and name. Electronic plans that do not meet these requirements
will fail the Prescreen review.
"Sheet ID Name: The first character must represent the discipline area (“A” for Architectural, “S”
for Structural, etc.); use more characters if required. Ensure all plans, including the associated
details, are submitted under the correct discipline.
Sheet Number: The sheet number may be listed with decimals or in whole numbers.

Sheet Name: The sheet name must clearly indicate the information found on the page. Example:
A002.1 – Second Level Floor Plan Details.
All plans must be drawn to scale and each sheet should state the scale. When more than one
scale is used on a sheet, an independent graphic scale must accompany the applicable detail.
All file names on re-submitted documents for both drawings and documents shall remain
exactly the same as the original.
Plans must be submitted as individual sheets. However, the individual PDF files may be bundled
into a single zip file to expedite the uploading process.
All plans must be submitted in Landscape format in the horizontal position.
Plans must be submitted in a PDF format. Files must be print ready, i.e. setup properly for
printing with title block, no data outside the print page area, etc.
Calculations, reports and other supporting documents (non-drawing files) must be submitted as
searchable PDF files or legible scanned documents.
Each plan must have a space reserved in the upper left corner for City approval stamps.
Architectural stamped and signed by an Idaho licensed architect; Civil, structural, mechanical &
plumbing stamped and signed by Idaho licensed engineers.
Structural calculations stamped and signed by an Idaho licensed engineer.
Code Analysis/Building Data on front sheet of plans which includes: Code year, occupancy
group(s), construction type(s), floor areas for all floors & building total floor area, building
height, fire suppression system (specify NFPA code applicable).
Soils and geotech report for support of the structure stamped and signed by an Idaho licensed
engineer.
Mechanical, Electrical, and Plumbing sheets shall be provided individually. Please do not
combine on one sheet.
