Questions How does NPS determine the costs/investments needed

to bring assets back into “good” condition?

What cost data exists for structures at Fort Hancock?

What is “good” condition? Condition is evaluated as good, fair, poor or “serious” based

on criteria that include number of work orders

Calculated by the Facility Condition Index (FCI)

The FCI is the value of all deficiencies divided by the current replacement value (CRV).

FCI < .10 Good FCI = .11 - .14

Fair FCI = .15 - .49

Poor FCI > .50 Serious

How NPS calculates dollar costs Current Replacement Value (CRV): Replacement

cost to rebuild the entire asset from scratch. The CRV calculates assets like roofs, sewer systems, floors, etc. separately. Similar to industry standard “Class C” estimates, with a precision variance +/- 30%.

NPS Cost Estimate Software System (CESS): The software estimates costs of deferred maintenance. Commercial entities use the same system by another name (R.S. Means).
