Mateo — The successful
launching of Banaba Disaster
Risk Reduction Project of
Buklod Tao – Center for Disas-
ter Preparedness tandem as
funded by Christian Aid was
undertaken in a stakeholders’
consultation held at Ciudad
Christia Resort in Ampid, San
Mateo, Rizal. In attendance
were various representatives /
officials from government,
homeowners’ association, non
government organizations, and
peoples’ organizations.
Daphne Villanueva, Christian
Aid Country Manager sent a
message that was read by Allan
Vera also from Christian Aid.
The Executive Director of Rizal
Province Local Disaster Risk
Reduction and Management
Office graced the entire stake-
holders’ consultation and deliv-
ered at the start his timely ex-
hortation. Noli Abinales, Foun-
der-Advisor of Buklod Tao,
presented to the floor the result
of the recently conducted Par-
ticipatory Capacity and Vulner-
ability Assessment (PCVA) held
at the gazebo of Buklod Tao
last 01 May 2010.
Malu Felizar also of CDP facili-
tated a workshop where the
participants were grouped in
five and explored answers to
the following questions: 1.What
are the perceived problems?; 2.
What are the solutions to the
perceived problems? 3. Which
organization/agency could give
resolution to the perceived
problems?; and 4. What specific
assistance would that organiza-
tion/agency commit as concrete
solution? Group work results
were presented at the plenary.
Mayfourth Luneta of CDP and
Project Manager of this under-
taking, presented the various
components of the project :
Capability Building, Advocacy
and Livelihoods/poverty allevia-
tion. Jocel Pangilinan of Chris-
tian Aid provided in depth ex-
planations about important
concerns of the project, while
Allan Vera presented a colorful
graph summarizing the topics
discussed and enhanced com-
mitments. Mr. Ricardo Go-
mez,Municipal Administrator of
San Mateo, elucidated some
points to questions raised in
behalf of the local LGU.
Unities forged were : all those
present recognized the varying
problems relative to disaster
risks and commit to reduce the
risk themselves; the govern-
ment, both at the provincial,
municipal, and barangay levels,
recognized the need for coun-
terparting especially on land
accessability and acquisition;
continuity of efforts to identify
land(s) for evacuation/relocation
at affordable prices to jump
start the infrastructure funder(s)
initiative, who considers infra-
structure for evacuation and
relocation as equally important
as capability building efforts;
evacuation centers relocation
sites are primordial need of high
risk families if we were to pur-
sue a culture of safety in Ba-
naba; we take cognizance of
the need for emergency sanita-
tion in evacuation centers and
hygience promotion among
informal settlers; prevention of
soil erosion at riverbanks :rip
rapping (by government) is still
in the wish list, while gabion
boxes installation is an on-going
initiative via Buklod Tao – De
LaSalle University-Manila
TRED2 ,CWTS students com-
munity service; enlisted were
the numerous problems, issues
and concerns relative to disas-
ter risk reduction, but advocacy
also is seen as a complimentary
initiative to attain our goals; in
youth, Buklod ng Kabataan, in
particular Buklod ng Kabataan,
are already partners in disaster
risk reduction via their show-
case performances with s about
love of mother nature and expo-
sure f Banaba constituents to
disaster risks; there is a need to
mainstream poverty alleviation
in our community as one ap-
proach to vulnerability reduction
at the periphery and Buklod
Tao’s Social Enterprise Capital
A u g m e n t a t i o n P r o g r a m
(SECAP) is one good tool to
look into.

Asia-Pacific‖ - tungkol sa maagang babala ng mga eksperto sa bagyo na : mas marami ,
mas madalas , at mas malalakas na mga bagyo ang darating sa Asya bunsod ng pabago-
bagong klima ng mundo. Minabuti kong paramihin sa pagpa-photcopy nang halos isan-
daang sipi ang tinurang pagtataya sa panahon, at sinulat ko sa itaas nito ang mga salitang:
―Magsilbing maagang babala (early warning) sa ating lahat ang anunsiyong ito‖. Ipinamigay
ko sa mga kasapi ng Buklod Tao Community-based Disaster Risk Management at gayundin
sa Buklod ng Kabataan ang anunsiyong tinuran.
At nagkakatotoo nga ang sinasabi sa babala.
Nawa ang newsletter na ito ay magsilbi pa ring maagang babala gamit ang ―print media‖,
tulad sa ginampanan ng Sydney Morning Herald. Mapapaloob sa maikalawang buwanang
munting diaryong ito ang mga pag-unlad sa mga gampanin ng Banaba Disaster Risk Reduc-
tion Project ugnay sa paglikha ng kapasidad (capacity building), pagtaguyod sa kabuhayan
(livelihoods), at adbokasiya.
Mahalagang salik ng Banaba Disaster Risk Reduction Project ang maagang babala at ka-

ORDINANCE NO. 2010-2015
ORDINANCE CREATING THE MUNICIPAL DISASTER RISK AND REDUCTION MANAGEMENT COUNCIL (MDRRMC) OF THE MUNICIPALITY.

WHEREAS: section 447 (a)(1)(iv) of R.A. 7160 states that, "the Sangguniang Bayan, as the legislative body of the municipality shall enact ordinances necessary for an efficient and effective municipal government, and in this connection shall, adopt measures to protect its inhabitants from the harmful effects of man-made or natural disas-ters and calamities; WIIEREAS: There is a need for the creation of the municipal council to provide a, comprehensive, all hazards, multi-sectoral inter-agency and community-based approach to disaster risk reduction and management; NOW THEREFORE, on proposal and motion of Councilor Norberto C. Salen, duly seconded, BE IT ORDAINED AS IT IS HEREBY ORDAINED, as follows: SECTION I. Title. This Ordinance shall be known as the "MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (MDRRMC) OF SAN MATEO, RIZAL‖. SECTION II. Declaration of Policy. It is a declared policy of the municipality to uphold, develop, adopt, ,and incorporate people's constitutional right to li fe and property by addressing the root causes of vulnerabilities to disasters, strengthening the countrys institutional capacity disaster risk risk reduction and management, and building the resilience of local communities to disasters including climate change impacts. SECTION III. Definition of Terms. (a) ADAPTATION- the-adjustment in natural or human systems in response to actual or expected climatic stimuli or their effects, which moderate harm or exploits beneficial opportunities. (b) CAPACITY- a combination of all strengths and resources available within a community, society or organization that can reduce the level of risk or effects of a disaster. (c) CIVIL SOCIETY ORGANIZATIONS or CSO's- organizations whose aims are neither to generate-pro{q nor to se,ek governing power. CSOs unite people to advance
shared goals and interests. They have presence in public life, expressing the interests and values of their members or others and are based on ethical cultural, scientific, religious or philanthropic considerations. (d) CLIMATE CHANGE- a change in climate that can be identified by changes in the mean and/or variability, of its properties and that persists for an extended period typically decades or longer, whether due to natural variability or as a result of human activity. (e) COMMUNITY-BASED DISASTER RISK REDUTION AND MANAGEMENT or CBDRRM - a process of disaster risk reduction and management in which at risk com-
munities are actively engaged in the identification analysis treatment, monitoring and evaluation of disaster risks in intense level of political considerations. (g) CONTINGENCY PLANNING - a management process that analyzes specific potential events or emerging situations that might threaten society or the environment and
establishes arrangements in advance to enable timely, effective and appropriate responses to such events and situations. (h) DISASTER- a serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts,
which exceeds the ability of affected community or society to cope using its own resources. (i) DISASTER RISK- the potential disaster losses in lives, health status, livelihood, assets and services which could occur to a particular community or a society over some
specified future time period. (j) DISASTER RISK REDUCTION- the concept and practice of reducing disaster risks through systematic efforts to analyze and manage the casual factors of disasters
including through reduced exposures to hazards, lessened vulnerability of people and properly, wise management of land and the environment and improved preparedness for adverse events.
(k) DISASTER RISK REDUCTION AND MANAGEMENT- the systematic process of using administrative directives, organizations and operational skills and capacities to implement strategies, policies and improve coping capacities in order to lessen the adverse impacts of hazards and the possibility of disaster. (l) EARLY WARNING SYSTEM- the set of capacities needed to generate and disseminate timely and meaningful warning information to enable individuals, communities and organizations threatened by a hazard to prepare and to act appropriately and in sufficient time to reduce the possibility of harm or loss. (m) EMERGENCY- unforeseen or sudden occurrence especially danger, demanding
immediate attention. (n) HAZARD- a dangerous phenomenon, substance human activity or condition that may cause loss of life, injury or other health impacts, property damage, loss of livelihood and services, social and economic disruption or environmental damage. (o) POST- DISASTER RECOVERY- the restoration and improvement of facilities, livelihood and living conditions of disaster- affected communities, including efforts to reduce disaster risk factors, in accordance with the principles of ―build back better". (p) PRIVATE SECTOR- business organizations whose central social concern and process are the mutually beneficial production and distribution of goods and services to meet the physical needs of human beings. (q) RESILIENCE- the ability of a system, community or society exposed to hazards to resist, absorb, accommodate and recover from the effects of a hazard in a timely and efficient manner, including through the preservation and restoration of its essential basic structures and functions. (r) RESPONSE- any concerted effort by two (2) or more agencies, public or private, to provide assistance or intervention during or
immediately after a disaster to meet the life preservation and basic subsistence needs of those people affected and in the restoration of essential public activities and facilities. (s) RISK- the combination of the probability of an event and its negative consequences. (t) STATE OF CALAMITY- a condition involving mass casualty and or major damages to property, disruption of means of livelihood,
roads and normal way of life of people in the affected areas as a result of the occurrence of natural or human- induced hazard. (u) VULNERABILITY- the characteristics and circumstances of a community, system or asset that make it susceptible to the damag-
ing effects of a hazard. SECTION IV. Composition. The MDRRMC shall be composed of, but not limited to the following: Chairperson: The Municipal Chief Executive Members: The Municipal Planning and Development Officer The Municipal Social Welfare and Development Officer The Municipal Health Officer The Municipal Agriculture Officer The Municipal Engineer The Municipal Budget Officer Sangguniang Bayan Chairman, Committee on Public Safety The Division Head/Superintendent of Schools of the DepEd, The Municipal Chief of Police The Municipal Fire Marshall The Liga ng Barangay President One (1) Philippine National Red Cross (PNRC) representative Four (4) accredited CSO representative One (1) private sector representative SECTION V. Objectives of the Council. The objectives of the council are: 1) To be responsible in ensuring disaster sensitive regional development plans and in ease of emergencies shall convene the differ-ent regional line agencies and concerned institutions and authorities. 2) To establish an operating facility to be known as Municipal Disaster Risk Reduction and Management Operations Center (MDRRMOC) whenever necessary. SECTION VI. Functions of the Council. The functions of the Council are hereby refocused as follows: 1) To coordinate, integrate, supervise and evaluate the activities of MDRRMCS. 2) Responsible for setting the direction, development, implementation and coordination of disaster risk management programs within their territorial jurisdiction. 3) Facilitate and support risk assessments and contingency planning activities at the local level. 4) Consolidate local disaster risk information which includes natural hazards, vulnerabilities, and climate change risks and maintain a local map. 5) Organize and conduct training orientation and knowledge management activities on disaster risk reduction and management at the local level. 6) Operate a multi- hazard early warning system, linked to disaster risk reduction to provide accurate and timely advice to national or local emergency response organizations and to the general public, through diverse mass media, particularly radio, landline, commu-nications and technologies for communication within rural communities. 7) Formulate and implement comprehensive and integrated MDRRMP in accordance with the national, regional and provincial frame-work, and policies on disaster risk reduction in close coordination with the local development councils (LDCs) 8) Prepare and submit to the local Sanggunian through the MDRRMC the annual plan and budget the proposed programming of the MDRRMC fund, other dedicated disaster risk reduction and management resources and other regular funding source/s and budget-ary support of the MDRRMC. 9) Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the LGUs, NGOs, private groups and… 11) Disseminate information and raise public awareness about those hazards, vulnerabilities and risks, their nature, effects, early warning signs and counter- measures SECTION VII. Funding. The present local Calamity Fund shall henceforth be known as the Municipal Disaster Risk Reduction and Management Fund (MDRRMF). Not less than five percent (5%) of the estimated revenue from regular sources shall be set aside as the MDRRMF to support disaster risk management activities such as, but not limited to, pre-disaster preparedness programs includ-ing training, purchasing lifesaving rescue equipment, supplies and medicines, for post-disaster activities and for the payment of premiums on calamity insurance. Of the amount appropriated for MDRRMF, thirty percent (30%) shall b allocated as Quick Response Fund (QRF) or stand-by fund for relief and recovery programs in order that situation and living conditions of people in communities or areas stricken by disasters, calamities, epidemics nor complex emergencies, may be normalized as quickly as possible. SECTION YIII. Effectivity. This Ordinance shall take effect upon approval. ENACTED: August 13, 2010 I, HEREBY, CERTIFY to the correctness of the foregoing ORDINANCE, duly approved by the Sangguniang Bayan during its 6th regular session held at the Sangguniang Bayan Session Hall, San Mateo, Rizal.

San Mateo, Rizal - Leaders from no more than 15 baran-gays were given orientation on the important points or provisions of the Philippine Disaster Risk Reduction and Management act of 2010 (RA 10121) on June 24, 2010 here. Given by Ms. Susan Cruz, the regional director for the Office of the Civil Defense in the National Capitol Region, this orientation updated the Municipal and Barangay officials of San Mateo regard-ing the role of the National
Disaster Coordinating Council or the National Disaster Risk Reduction Management Of-fice and the Local Disaster Risk Reduction Management Council as stated in the New DRR Bill.
She also discussed the ongo-ing solutions that are being implemented by the different government agencies to ad-dress and mitigate the impact of climate change in the Phil-ippines. Thus, the participants were given ideas so that they can assess how they can
contribute solutions to this global issue.
Consequently, they were given information/presentation regarding the importance of disaster risk reduction. Jelyne Gealone, member of the administrative staff of the center for Disaster Preparedness (CDP), intro-duced the said non-government organization and how it has been working hand-in-hand with the Buklod Tao to reduce the vulnerabili-ties and increase capacities in the area. Ms. Mayfourth Luneta, senior program offi-cer of CDP, on the other hand, showed a video pres-entation of the previous suc-cessful engagements of CDP such as the Project Promise in Dagupan City, Pangasi-nan. She then gave brief training on disaster risk re-duction shortly after. Towards the end of the event, the municipality of San Mateo gave out tools and paraphernalia to each baran-gay which are very important during safe and rescue op-erations during disasters. DRR materials from CDP were also handed out.

Sa umpisa ng trabahong Cash for Work sa Banaba Extension ay may limang pangkat: kala-wakan, kalawaan, katihan, kapasigan, kabukiran. Nag-simula ang Cash for Work noong ikaw-26 ng Enero, para sa Banaba Extension. Apat na pangkat ang nakadestino sa paggawa ng kanal at pag-aayos ng mga daan at ang isa naman ay nakadestino sa paglilinis at pagwawalis ng basura sa laylayan hang-gang sa ilog. Sa pagtatra-baho ng bawat pangkat ay mayroon din naman mga taong nagkukusang tumu-long sa pamamagitan ng pag-aambag o pagbibigay ng merienda, ambag sa se-mento, bakal, hollow blocks, kahoy at pako. Sa mga nag-tatrabaho, at sa bawat araw na natapos ay maayos na-man ang naging resulta. Marydoon din na nagpagawa ng comfort room na nasira ng Bagyong Ondoy at tinulungan ng Cash for Work para mai-balik ang kanilang C.R. Ang cash for work ng Banaba
