The Eskom account is still within 30 days payment in terms of the Municipal Finance Management Act 56 of 2003 (MFMA). Greater Tzaneen Municipality is experiencing cash flow problems like any other public institution, which is under control and salaries will be paid  as normal when due to the employees on monthly basis, and creditors will be paid within 30 days according to the MFMA (2003). Salaries have already been paid this month of June 2014, and paid on time to all employees and councillors. The cash flow of the Greater Tzaneen Municipa- lity is caused by clients not paying their accounts on time. There are also state institutions that owe GTM some substantial amounts, and we have been struggling for some time to get these institutions to pay. We are working on strategies and intervention to compel these institutions as well as individual residential clients to pay their accounts. One strategy that we have already implement- ed as a pilot is the pre-paid electricity in Florapark suburb. We are also exploring the feasibility of ex- panding our revenue base, through the introduc- tion of paid services in our rural communities in an effort to recoup costs of delivering services in those communities. We are also engaging the institutions that are failing to pay both at management and political levels and we are hopeful that these interactions will yield results. The national treasury has also been roped in to assist and they have already began engaging all public institutions owing the municipality. We will strife to continuously encourage our residents to pay for municipal services regularly and in time. Vlieg is nie ‘n jagter nie. Hy het ook nie ‘n wildsplaas nie, en gaan ook nie na veilings toe nie. Dit wil nie sê hy hou nie van ‘n goeie jagstorie nie. Allermins. En hy luister natuurlik ook nie na jagstories om ‘n primus met ‘n fl ou koppie tee nie. Allermeermins. Daar hoef mos nie gejag te word om die bos, ‘n hardekoolvuur en ‘n bietjie paraffi en te geniet nie.

So kom daar toe nou so tussen die paraffi enwalms deur die storie van skaars wildsoorte ter sprake. Dit lyk vir Vlieg of die moderne gier nou al amper so erg is soos wit Fortuners en aambeie. Elke tweede ou het daarvan en die wat nie daarvan het nie, is kwansuis ook ‘n kenner.

Vlieg onthou nog van sy oupa se jagstories; hoe hulle die ongelukkig gebore miskrame van die natuur uitgeskiet het, om te verhinder dat die swak gene die res van die trop of kudde besmet. Hietussen was mismaaksels soos wit leeus, swart springbokke,

wit springbokke*, swart rooibokke, goue blouwildebeeste en dies meer.

Wat v.i. (Vliegs Insiens) dus verregaande is, is die prys wat wildboere betaal vir die natuurfratse. En dit lyk of dié tendens geen plafon gaan bereik nie.

Vlieg is, deur die genade, ook nie ‘n regsgeleerde nie; maar hy weet darem dat diere, net soos mense, ook toenemend regte geniet. Vlieg hoop maar die storie

gaan end kry voor ons een van die dae met astronomiese pryse vir tweeslurp olifante, sesbeen kameelperde en vegetariese luiperds eindig — hoewel horinglose renosters nogal ‘n deurbraak behoort te wees.

*Vlieg wil hom nou nie met Oubal se afdeling bemoei nie, maar dit wil lyk of Vlieg se kleinkinders van hierdie spesie ook net in geskiedenisboeke en museums gaan leer, amper soos dinosourusse.

** Vlieg wil darem ten slott e hierdie nuuspapiertjie gelukwens met die prestasie dat die agbare nuwe Minister van Energiesake verlede week Vlieg in die parlement aasngehaal het: “Eskom is the only company I know that encourages it’s clients not to use its product”.

seer oog uiteindelik aangespreek te kry. Gedurende die stilswye van ‘n passiewe publiek en ‘n hopelose opposisie in die plaaslike raad het die Bulletin dit reggekry wat nie die publiek of die opposisie kon

Die twee entiteite wat sê hul name is deur die modder gesleep in berigte in die Letaba Herald en die nasionale dagblad The Citizen het opdrag gegee dat hul prokureur die betrokke koe-rante vir skadevergoeding dagvaar.

Die Bulletin het verlede week breedvoerig hieroor berig en gesê ons sal dié week verdere bewyse gee dat die berigte oor Quality Plant Hire BK (QPH) en Expectra 388 BK sonder substansie was. Die aangeleentheid raak nou egter baie sensitief en uit respek vir die sub judice-reël sal ons vir eers nie verdure besonderhede

publiseer nie.Die twee ondernemings het dié

week hul prokureur, mnr Louis Erasmus van die regsfi rma Thomas & Swanepoel, opdrag gegee om al die nodige regstappe te doen en om te eis vir skadevergoeding weens die gewraakte berigte.

Erasmus het eergister bevestig dat hy en sy kliënte Maandag in Tzaneen deur ‘n senior redaksielid van die Citizen en die joernalis wat die berigte geskryf het, besoek is. “Ons het hulle geleentheid gebied om twee lêers met, onder meer, al

die relevante dokumente oor die projek — die bou van die Senakwe-Morapalala-teerpad — te bestudeer.

“Ons het hulle ook genooi om beweerde dokumente oor die projek in hul besit aan ons ter insae beskikbaar te stel, maar hulle het geen dokumente getoon nie en ons vermoed dat hulle nie enige dokumente het nie,” sê Erasmus.

Erasmus sê sy kliente het beslis skade gely.

Cellular telephone users in the Greater Tzaneen area are gett ing desperate and deeply concerned about poor signal strength, dropped calls and a host of oth-er problems with cell phone ser-vice in the area.

The Bulletin contacted the three cellular companies — MTN, Vodacom and Cell C — to ask for their explanations regarding the problems being encountered in the area. MTN responded very promptly. Their chief technolo-gy offi cer, Mr Eben Albertyn, on Wednesday said he would like to apologise, before explaining what the problem was.

“MTN would like to apologise to its customers for the signal problems. The overall winner of this year’s Young Aspirant Farmer of the Year is Ms Refi lwe Maloba of Tia Farming from Deer Park outside Tzaneen. She and other entrants were honoured during an event held at Mokwakwaila Community Hall in the Greater Letaba Municipality’s area on Tuesday.

Maloba started farming in 2009

on a farm which consisted of only unproductive litchis and a mango orchard. She said she “inherited” farming skills from her father and after realizing that fruit farming was not to her liking and expectations, she decided to implement a new idea of broiler farming.

In 2012, the fi rst structure was built and in December last year her fi rst 50 000 chickens were taken in.

On Tuesday she walked away with two certifi cates and a cheque of R5 000, which she said would be used to improve her farming enterprise. Other people/projects which were rewarded were:

• Mahumane Primary School in the Giyani area, which started their own agri project in 2007. They produce

fresh vegetables for their school nutrition programme;

• Evans Macevele, who started his own 1,5 ha backyard garden;

• Nkomo Primary School which started a school garden with the help of the Department of Agriculture, to help with poverty alleviation;

• Magatana Farming, Timamogolo Primary School, Mathata Farming, Naphtali Moremi from Mokwakwaila, Senakwe (tomatoes, baby marrow, green beans, chillies and green peppers), Thulani Mhlongo and Maje Primary School.

Acting Mopani District Municipality Mayor Jane Rababalela said at the prize giving that the youth must start looking at agriculture as a noble idea for job creation.

Suspect shot himselfOn Sunday morning one of the two suspects who were involved in a robbery at PP Petroleum in the Old Industrial Area in Tzaneen was found dead. When police arrived at the scene the suspect reportedly shot himself in the head aft er he had tried to escape through a window. He was taken to Van Velden Hospital where he was certifi ed dead. A case of robbery is being investigated.

Residents applaud policeBolobedu residents have applauded their local police for having arrested fi ft y criminal suspects for were allegedly terrorising the community. Police nabbed nine culprits for rape, assault, malicious damage to property and for failure to comply with a maintenance order. At least 36 people were held for drinking in public, illegal gambling, housebreaking and theft , while fi ve more were caught for att empted murder and robbery.

Personnel shift their responsibilities

The SAPS and the provincial traffi c department seem to be amongst the dysfunctional government institutions with personnel who pass the buck whenever they are confronted with a problem of who is liable for what. This becomes clear when enquiries are made about road accident reports. Many accidents have been reported in the Mopani area recently, but neither the

SAPS nor the traffi c department can off er a single report regarding these accidents. It is unfortunate that accidents continue to claim the lives of people on public roads and that such information seems to be censored. It is not clear how personnel deal with Chapter 10 of the 1996 Road Traffi c Act No 93. What is even more disturbing is that traffi c and police offi cers who att end accident scenes fail to issue reports. The National Department of Roads was not available for comment at the time of going to print.

Wanted suspectsTzaneen police are searching for three criminal suspects in a robbery which took place early Monday morning at the Tarentaalrand fi lling station. According to police reports the suspects robbed a petrol att endant at gun point of an undisclosed amount of money and got away. No death or injuries were reported. Anyone with related information should contact Col James Espach on 082 451 7169, or the nearest police station.

Murderer in custody A 24-year-old murder suspect, Oscar

Ngobeni, was arrested last week in Mkwazeni, Ritavi, for allegedly stabbing and killing three people. The incident reportedly happened aft er the suspect had argued with his 20-year-old pregnant girlfriend, Ms Tinyiko Matlaahule.He also reportedly stabbed and killed his girlfriend’s 58-year-old mother, Ms Rachel Hlangwani, before sett ing his friend’s house alight. He was later apprehended. According to provincial police spokesperson Lt Col Ronel Ott o “the suspect was believed to be in a dispute about money with his friend”. The motive of

this incident is still unknown. The suspect briefl y appeared on Monday morning in the Ritavi Magistrates Court on three counts of murder and arson. The case was remanded to 2 July and the accused remains in custody pending further investigations.

Inmate rapedModjadjiskloof police have opened a case of rape against two inmates for allegedly having repeatedly raped their fellow inmate last week Thursday. The 20-year-old victim was reportedly removed from the cell he shared with Daniel Maff a (22) and Winner Machete (26), who allegedly assaulted the victim. It is alleged that the culprits threatened to cause injury to the victim should he report the incident. Both culprits briefl y appeared in the Modjadjiskloof Magistrates Court on a charge of rape. The case was remanded to 7 July. They remain in custody.

Against unlawfulnessTzaneen’s police chief, Brig Christine Bensch, has initiated action to fi ght against the most pressing criminal activities and 61 were put behind bars during the past week. Police arrested eleven people involved in theft , shoplift ing, assault and crimen injuria, whilst another eleven were busted for possession of dagga, illegal trading, malicious damage to property, att empted murder and robbery. Police also caught twenty people for prostitution, possession of counterfeit goods and 22 others for liquor and traffi c off ences.

Tzaneen court convictionsA 22-year-old man, Oscar Ngobeni, was sentenced to eighteen months imprisonment for robbery. Jonas Skhombiso Ngobeni (36) was sentenced to 34 months imprisonment with an option of a fi ne of R14 000 for possessing an ATM scanning device. Moses Makurire (29) was also found guilty for theft and slapped with three years imprisonment.

Sports against crime

Last week Friday the Tzaneen’s police social crime prevention unit hosted a week long soccer tournament at Relela, Bolobedu. The four teams Khubyana FC, Makaba FC, Mabesi FC and Motupa Young Stars participated in the event. The tournament was said to keep young people off the streets. The champions of the tournament, Motupa Young Stars, won a trophy, soccer kit, gold medals and R1 000. Kubyana FC received R500 and silver medals for playing in the fi nals. Sgt Khazamula Chauke encouraged young people to be focused and to build towards a bright future for themelves. Tzaneen’s police chief, Brig Christine Bensch, urged parents to support their children and buy them soccer kits in order to actively participate in sports.

Prokureursorde bekyk sake van 2 prokureursDie sake van twee prokureurs van Tzaneen — mnre Jenke Nagel en Conrad Krüger — word tans deur die Prokureursorde van die Noordelike Provinsies ondersoek.

Die senior regsbeampte: dissiplinêre afdeling van die Orde, mnr Jaco Fourie, het Woensdag bevestig dat klagtes teen die twee prokureurs ingedien is. Hy sê “uit hoofde van hierdie klagtes is ons tans besig om die optrede van die onderskeie prokureurs te ondersoek”

Die ondersoek na Nagel — wat intussen bedank het as ‘n vennoot in die regsfirma

Kruger Nagel De Jager — spruit onder meer uit ‘n betaling van ‘n raps meer as R1,893 miljoen uit die Padongelukkefonds (POF) ten behoewe van ‘n kliënt. Die klaer (kliënt) is mnr J J S Maritz van Pinetown in Natal en volgens die klagstaat wat hy by die Orde ingedien het, waarvan die Bulletin ‘n afskrif het, vra hy die Orde “to investigate the disappearance of trust money in the amount of over R738 000”.

In die ondersoek na Krüger het ons nie insae in die klagstaat gekry nie, maar ons verneem dat dit gaan om ‘n kontrak wat vir ‘n kliënt

opgestel moes word en toe nie opgestel is nie of nie reg opgestel is nie en waardeur die kliënt bepaalde skade gelei het.

Intussen het ons ook by die Orde navraag gedoen oor die die ondersoek na die sake van mnr Chris Mahowa, wat ‘n hele paar jaar gelede al ontstaan het. Dit het gespruit uit ‘n klagte van die Groter Tzaneen Munisipaliteit oor geld wat Mahowa glo in trust gehou, maar geweier het om oor te betaal. In ‘n stadium is ‘n bedrag van R600 000 genoem en daar is later gesê dat die bedrag plus rente opgeloop het na

meer as R1 miljoen.Daar was destyds verhore, maar dit is

“gereeld” uitgestel en daar is nooit kennis gegee dat die ondersoek afgehandel is nie. Ons ondersoek die saak egter verder en sal ook by die GTM verdere navraag doen.

Fourie het op ons navraag hieroor gesê die betrokke lêer sal getrek word en dan sal hy dit bekyk en later laat weet wat die Orde se kommentaar hierop is.

Lady with a big heartThe “Larries” are delighted and grateful for a young lady with an enormous heart for children, especially those that are less-privileged.Claire Kenny, who will celebrate her 21st birthday this coming weekend, decided to turn this traditional birthday celebration into an opportunity of caring and sharing.She started by deciding to make this occasion one of giving rather than receiving. She started off some time ago, gathering donations from sponsors

to enlighten the lives of approximately 45 identified underprivileged scholars at Tzaneen Primary School. On the accompanying photo she is seen with about half the donations delivered at the school already. The invitation to her birthday celebrations further indicates that she does not want any presents, but donations towards this cause. She also intends to challenge other individuals to follow her example and try to even better her humble contribution. The “Larries” are dependent on and appreciate contributions by individuals with open hands and hearts such as these. They will be blessed!

Ons het baie wett e —uitstekende wett e, goeie wett e, so-so wett e en ‘n paar swak wett e. Ongelukkig is dit nie aldag duide-lik hoekom ons die wett e het nie, want dit word nie toegepas nie, nie gerespekteer of gevrees nie en ok nie afgedwing nie.

As mense die rivieroewer onwett ig beset en ‘n gesondheidsgevaar skep, word jy nie vervolg en verwyder nie. Nee, die ower-heid rig met belastingbetalers se geld ‘n be-tonomheining op. Ons voorspel dit gaan nie lank help nie en ook nie lank hou nie.

As smouse die vryhandelsgebied oorbe-volk en lukraak die strate begin oorneem, knyp die owerheid hul oë styf toe en word die verantwoordelikheid om op te tree, word die probleem van die een amptenaar na die volgende geskuif, van die een lesse-naar na die volgende oorgedra, van die een departement na die volgende verwys.

Ons moet almal krag bespaar en het selfs beurtkrag of geen krag maar ons straatligte brand dag en nag in Bennet- en St Julianstraat. Daar is dalk ook van die ander strate met dieselfde “verligtheid”?! Wonder net op watt er manier bespaar die Munisipaliteit nou krag?

Die ander saak is die Parke-afdeling wat naweke “werk”. So teen 09:30 op ‘n Sater-dag kom die voertuig met die grassnyers en

‘n ander voertuig met werkers om die par-kie te sny. Die grassnyers word afgelaai en dan gaan die een voertuigbestuurder om ontbyt by KFC te koop. Geen grassnyer is nog aangeskakel voordat die piekniek be-gin nie.

Onder die “Don’t litt er” bordjie, wat deur hulself opgerig is, word daar gemors en gekuier tot so 15:00 se kant, wanneer mid-dagete uiteindelik verby is. Net om darem

te wys hul oortyd is verdien, word die grassnyers almal aangeskakel en vir tien minute word ernstig gras gesny. Daarna word die grassnyers afgeskakel en op die voertuig gelaai.

In Christian Digest skryf iemand oor ‘n trein wat deur sy dorp loop. Een van die spoorweg sta sies is naby `n begraafplaas wat Cal vary Cemetery (Golgota Begraafplaas) genoem is. Vir baie jare het die trein nie self by daardie stasie gestop nie, omdat daar meer dooie mense as lewendiges was.

Iemand wat daar wou afk lim, moes spesifi ek daarvoor vra. Sodra die trein die stasie voor die begraafplaas stasie verlaat, maak die kaartjiesondersoeker die trein wa se deur oop en roep: “Next station Cal va ry. Train stops on sig-nal only. Anybody for Calvary?”

Dit is `n gelykenis van die lewenstrein waarop elkeen ry, sê die skry wer in Christian Digest. By al ons lewen-stasies hou die trein self stil, skryf hy. “At Market Street, at School Street, at University Avenue, at Main street, at Vanity Fair, at Broadway, at Church Street, at Home Avenue. Die GTM se mense val oor mekaar om vir ons ‘n bevredigende rede te gee waarom die smous nie vervolg word nie. Hy beset ‘n parkeerplek vir lang tye en mense wat hom al lank dopgehou het, sê hy betaal nie parkeergeld nie. Hy dryf ook nie handel in die vryhandelsone in die dorp nie en behoort ‘n permit te hê. Op ons navrae hieroor by die GTM, het ons vreemde kyke gekry, iemand iets onverstaanbaar hoor mompel en niks verder wat sin maak nie. Teen die oewer se een sangoma is al ‘n paar jaar geledfe ‘n hofbevel gekry en hy is destyds ingevolge die bevel verskuif; net om na n paar dae weer sy intrek in sy hut op die oewer te neem. Wat sal die GTM doen as stringe mense nou die smal en bedrukte hoofstraat van Tzaneen annekseer om hul motors heeldag te par-

keer? En as almal daar begin smous? Is daar nog wette?

For agriculture to get a bigger share of graduates and, thereby, build a progressive industry capable of creating even more jobs, the industry must ensure that it gets a prominent place on the career guidance curriculum at school level. The various sectors within the industry also need to promote themselves proactively to potential graduates.

“There is a perception among youth, as well as many adults, that working on a farm is mostly about doing tough physical work in all weather,” says Mr Nico Groenewald, the head of Agribusiness at Standard Bank.

“By its nature, agriculture is primarily an outdoor occupation. However, that is not the whole picture. Agriculture is a science and needs people with degrees in science and engineering to help push it forward on levels such as genetics, soil management, and water management, physical construction such as dams and contouring, and mechanisation. This applies both in primary agriculture, on the farm, and downstream, in processing plants.”

Agriculture is also a fi nancial and business discipline. It takes signifi cant investment to buy land, inputs such as seed, implements and equipment, and build processing plants or storage facilities. You need a high order of skill and

insight to manage an agricultural operation’s cash fl ow, and physical and human assets, to ensure that it runs profi tably and sustainably. Financial institutions such as Standard Bank employ agricultural economists and strategists to help agribusinesses to do just that.

The career opportunities in agriculture are extensive, and most of them require at least graduate capabilities. Another consideration is that they pay as well as equivalent executive and managerial positions in other industries.

“Young people don’t always know this and so their career choices are curtailed.”

In addition to the shortage of graduates working in agriculture itself, a shortage of certain agricultural scientists has developed. This puts South Africa’s ability to stay on par with the rest of the world at risk.

“Because our conditions are diff erent, we cannot simply apply locally what is done in, say, Brazil or the USA or Romania,” says Groenewald. “We need researchers who can look at how best to exploit international developments here in South Africa, or help local agricultural operations innovate to take best advantage of local conditions.”

“This is an aspect of agriculture which would enable

bright young minds to stretch themselves and blaze new trails. Learners who would like to be pioneers tend to think that it is possible only in fi elds like information technology or industrial engineering. They are simply not gett ing the information that there is just as much pioneering to be done in agriculture. In this fi eld, you could end up doing something as profound as helping to ensure food security for the country – or even the rest of the world.”

Groenewald believes some organisations within South African agriculture, such as Grain SA, are beginning to make inroads into the public’s awareness of career opportunities in the industry. There is, however, a great deal more work that has to be done in terms of bringing both guidance counselors and learners up to speed.

“When you consider that a relatively small percentage of school leavers enter university, and that agriculture must share that talent pool with all the other disciplines such as law, and medicine, then it becomes obvious that agriculture has to be much more proactive about creating awareness of the interesting careers it actually does off er.”

“We shouldn’t be losing out on talent simply because we haven’t promoted ourselves,” says Groenewald.

Concerned residents of Nkowankowa who say the Greater Tzaneen Municipality neglects recreational facilities in the area, and is unaware of the level of neglect thereof, may have just ‘hit the nail on head’.

In a recent visit, Bulletin was shaken at the state of two parks in Nkowankowa — Section A’s Park 379 (also known as Sekeleni) and Section B’s Park 2065. Broken swings, benches and gates; lack of water infrastructure; limited plantation for shade (that is, for parks that have been in existence for more than ten years) and Sekeleni’s lack of toi-let facilities are but some of the ill-conditions of the parks. The park in Section B, although called a Children’s Park, has also become a site of pub-lic-drinking and weed-smoking for adolescent boys.

When inquired about the state of the parks, the GTM’s communications offi cer, Mr Neville Ndlala, refuted allegations that the parks are in a bad con-dition. “It is not entirely true that the parks are in a bad state by any criterion,” he said. “The grass is cut on a regular basis.”

However, although the grass seemed to have just been cut when Bulletin visited both parks, mem-bers of the surrounding communities informed

Bulletin that the lawns used to be very bushy. “In at least the last six months the grass was only cut recently,” stated one person.

Moreover, community members say due to dys-functional lighting facilities, the parks have also become sites for robbery at night.

At this, public drinking and weed-smoking in the park, Ndlala said the municipality engaged the Ritavi SAPC to look into the matt er. “We also urge members of the community, especially those living in close proximity to the parks, to alert law enforcement about unacceptable activities and be-haviour in the parks,” he said.

In the case of broken facilities, Ndlala alluded to public vandalism, adding that employing securi-ty guards for the parks, as some members of the public requested, will not be cost-eff ective for the municipality. “It is more cost-eff ective for us to re-pair the facilities every once a year, or whenever we do, than to employ security guards,” he added.

Thus in the case of the parks, one can argue, the GTM refuses any liability to ensure the parks are in proper use and a safe playground for children.

The Independent Electoral Commission (IEC) in Limpopo says it is hopeful that its staff that have not been paid since the May 7 election can expect their payments before the end of the month.

Some angry personnel who worked at various voting stations allege that they were promised payments fi ft een days aft er the election process was concluded, however they have since not re-ceived a cent from the IEC.

Provincial Electoral Offi cer, Nkaro Mateta said that they were experiencing problems, with their Presiding Offi cers and registeres being in-complete.

“We had problems related to incomplete work by Presiding Offi cers in that some att endance registers were not fi lled in properly. Secondly, documents were not completed for replacement Staff ,” said Mateta.

Mateta added that if their presiding Offi cers had done their work, they could have paid on time. The IEC is hoping to pay the remaining staff before end of June.

The Greater Tzaneen Municipality has issued a warning to people who violate its bylaws on advertising by putt ing up illegal posters and those who do not remove their posters timeously.

With regard to election posters, the SA Local Government Association (SALGA) issued an instruction to all municipalities to waive some of the requirements, which included the payment of deposits or fees for posters for the general elections only. This meant that all parties had to pay only for the application fee.

According to the GTM’s communications offi cer, Mr Neville Ndlala, none of the political parties received stickers for their posters due to the special arrangement. He said that the stickers are meant to assist law enforcement to track illegal posters and remove them — but since an exception was made, the stickers served no purpose.

Ndlala said that, “Under normal circumstances anybody putt ing up a poster pays an amount of R10 per poster of which R5 is refundable aft er the posters have been removed and proof (removed posters) of the removal is provided. In an event where people fail to remove the posters within the

specifi ed period they forfeit their deposit.”He added that the GTM’s bylaws and

application forms are specifi c on the period that posters are supposed to have been removed, which is three days aft er the event. A number of election posters are still displayed in the streets.

“Political parties usually pay a deposit of R450 and if they fail to remove the posters, they would be penalised and forfeit the deposit. We are working on the issue and we fi rmly believe that by next week all illegal posters will be removed. We have a team that will be working on it and we want to ensure our residents that this town will see some serious clean up”, he said.

The GTM is appealing to residents, especially business people, to abstain from undermining its bylaws by continuously putt ing up illegal posters. It warns that all posters without stickers will be removed and perpetrators will be penelised. People who put up religious as well as music and festival promotions posters are alleged to be the most problematic violators of the bylaws.

Labour inspectors have reportedly busted an undisclosed number of farmers in Limpopo for having breached labour regulations. Inspectors reportedly discovered gross violations of basic conditions of employment during a three day operation initiated last week, said spokesman Mr Johannes Mokou. The operation was to determine whether farmers complied with the R2 227 monthly salary as set by the Department. The farm workers were reportedly underpaid by up to R1 427 and employers failed to contribute to the Unemployment Insurance Fund (UIF). “When we discovered that they were not paying their workers accordingly, and also not paying UIF, we immediately issued undertaking documents to ensure that they comply with legislation.” Documents given to inspectors allegedly showed that some workers had yet to be registered after having worked for years at the same farm. Mokou failed to supply us with the names of the farmers involved, due to ongoing discussions with them. However, he urged farm owners to comply with labour regulations to avoid penalties.

programme. Op 7 April het die biblioteek begin om op die SLIMS-elektroniese program die lede se boeke uit te reik. Die eerste persoon wat van die stelsel gebruik gemaak het, was Lindie van Jaarsveld. Letsitele se biblioteek het hierdeur geskiedenis gemaak, omdat dit die eerste biblioteek in die Mopani-distrik is wat met behulp van ‘n elektroniese program uitreikings begin doen het. Die biblioteek is ‘n tak van die sentrale

biblioteek (in Tzaneen) van die Groter Tzaneen Munisipaliteit. Die biblioteek stel elke jaar ‘n lekker lewendige jaarprogram op en het elke maand een of ander aktiweiteit. Vir die res van vanjaar is die program: Julie: Vakansieprogram; Augustus: Kaskar-Boekverkoping & Kultuurdag-Kraleslypskool; September: Lente-Hoededag: Oktober: Readathon; November: Kersprogram.

Die Hoërskool Ben Vorster se o.15B-rugbyspan het nou vir die tweede agtereenvolgende jaar (seisoen) nie ‘n wedstryd verloor nie. Voor is Moshako Magobe en Andzani Sithole. In die tweede ry is Andy Ntuli, Akani Sithole, Nakapedi Masete, Stemonuel Rolls, Junior Sebatane, Nkateko Mathye, Louwtjie Mienie, Nyiko Mavasa en Hero Bvuma. Die Hoërskool Ben Vorster se A-rugbyspanne het Saterdag in Polokwane in die halfeindrondes in die afdeling vir groot skole in die Limpopo-liga gespeel, terwyl die B-spanne in die eindronde gespeel het. Die wedstryde is op die velde van HTS Tom Naudé beslis.

Die rooi bu� els het vroegoggend begin ga� el en in die eerste ses wedstryde alles voor hulle behoorlik plat gevee… maar toe skop ‘n wet van die natuur in, toe die eerste span teen die verwagting in verloor het.

Dit moes een of ander tyd gebeur, want geen span kan onbepaald aan die wenkant bly nie. Wat opgaan, so reël die natuur dit, moet in een of ander stadium weer afkom. Saterdag en vanjaar was dit die Vossies se eerste span se beurt om aarde toe te kom, na ‘n rits jare se suksesse.

Die eerste wenners was die o.14A’s. Hulle het teen die Hoërskool Piet Potgieter te staan gekom. Die Vossies was te sterk vir hul opponente en toe die wedstryd agt minute voor die tyd gestop is, was hulle die wenners met 36-0. Hulle kom na die vakansie teen die Hoërskool Frikkie Meyer in die eindstryd te staan.

Die o.14B-span het geskitter in hul eindstryd teen Frikkie Meyer en is as Limpopo-kampioene gekroon, na ‘n oorwinning van 48-0.

Die o.15A’s het sjampanje-rugby opgedis en hul teenstanders van Piet Potgieter disnis gehardloop. Halftyd was hulle al 41-0 voor, nadat die eerste helfte vyf minute vroeg gestop is. In die tweede helfte het hulle voortgegaan met die slagting. Toe die eind� uitjie genadiglik na vyftien minute geblaas het, het die telbord gewys dat hulle bobaas was met ‘n telling van 69-0. Hulle kom ook na die vakansie Frikkie Meyer in die Limpopo-eindronde te staan.

Die o.15B-span is ook welverdiend as Limpopo-kampioene gekroon, na hul oorwinning van 40-0 oor Frikkie Meyer. Die o.16A’s het in hul halfeindstryd ook teen Frikkie Meyer te staan gekom. Dit was ‘n bietjie van ‘n taai neut om te kraak en die Vossies was in die tweede helfte met slegs 17-13 voor. Hulle het egter nog twee drieë gedruk, om die wedsryd buite die bereik van hul opponente te plaas. Die eindtelling was 31-13 en hulle speel na die vakansie teen PHS in die eindstryd.

Die derde span het ook teen Frikkie Meyer in ‘n eindstryd gespeel om met skitterende rugby ‘n eindtelling van 24-0 op te stapel, en ook as Limpopo-kampioene gekroon te word.

Te spyte daarvan dat die Vossies al vroeg in die seisoen hul ondersteuners wat iets van rugby weet bekommerd gehad het, was die gees vuurwarm langs die veld. Die vorige vyf wedstryde waarin die Vossies gespeel het, het hoofsaaklik vir eenrigting-verkeer gesorg — met die Vossies wat aan die wenkant was.

Van die afskop af was dit duidelik dat Frikkie Meyer se spelers begeesterd was. Albei spanne het met sterk aanvalle vorendag gekom en albei spanne se spelers het verdedig asof hul lewens daarvan afgehang het.

Die Vossies het eerste gedruk, die doelskop oorgeklits en met 7-0 voorgeloop. Frikkie Meyer het twee strafskoppe deur die pale gestuur om die Vossies se voorsprong tot ‘n enkele punt te laat krimp. Met albei spanne wat mooi aangeval en sterk verdedig het, was daar maar min geleenthede om punte aan te teken. Albei spanne het ‘n verdoelde drie gedruk en met tyd so te sê verstreke, was die telling 14-13 in die guns van die rooi bu� els.

Frikkie Meyer het besit gekry en woes aangeval. Die Vossies het moedig verdedig, maar met tyd verstreke het Frikkie Meyer ‘n strafskop op die kwartlyn en teen die kantlyn gekry. Hul losskakel het die druk uitstekend verwerk en die bal deur die pale geklits, om Frikkie Meyer met 16-14 te laat wen en die Vossies se droom vir vanjaar het aan skerwe gelê.

Frikkie Meyer en PHS se eerste spanne gaan na die vakansie dinge uitspook, om te bepaal wie gekroon gaan word as Limpopo se kampioenspan vir 2014.

The Eiland Spa Trips day attracted a full house of 28 Teams: 14 from the “Swallows” at Eiland, seven from Modjadjiskloof, fi ve from Tzaneen and two Teams from Makhado. The Tzaneen and Makhado teams were combined with the host club, and the competition was played on a Group Winners vs Opposing Group winners basis! The “Combined Duiwels-kloof” group won the overall competition! First place from Tzaneen with six points and an aggregate of 29 were Phil Manders, Neels Theron and Vinetta Baretta, seen in the photo above. Seen with them is Jenny Murray nwho handed over their prize.. Second place from Modjadjiskloof with six points and an aggregate of 27, were Zane Fanie, Jenny Murray and Zohra.

Eens op ‘n tyd vir ‘n klompie jare lank, was alle oë in die Laeveld — trouens, die ganse Limpopo en selfs wyer — op Tzaneen gerig, vir die krag van die dorp se twee hoërskole se rugby. Senior rugby het nie dieselfde aandag geniet nie, gewoon omdat dit nie altyd so goed gegaan het nie.

Nou is die bordjies verhang. Terwyl die seuns uitgesak het, het die “ooms” vanjaar gewys dat hulle lus is vir rugby, hulle speel met oorgawe en... hulle wén!

Merensky se seuns speel deesdae baie meer rugby, veral tuis, maar hulle het ontt rek aan die derby (tussen hulle en Ben Vorster) wat jaarlikse vir groot opwinding gesorg het. Dit gaan ook maar so-so met hul rugby, want vir hulle om die knie teen byvoorbeeld die Hoërskool Frans du Toit (Phalaborwa) te buig (soos onlangs), was voorheen haas ondenkbaar.

En nou het die natuurwet wat sorg dat alles wat opgaan weer moet afk om, Ben Vorster getref. Hulle is die naweek deur Frikkie Meyer uit die Beeld-reeks geboender. Alhoewel hulle vanjaar merendeels gewen het, was dit van vroeg in die seisoen al duidelik dat die gevreesde rooi buff els se slaankrag verfl ou het.

Met Letaba Rugbyklub gaan dit egter voor die wind. Die gees in die klub is baie goed, die afrigting loop mooi en die manne speel aanskoulike rugby. En Letaba wen!

Saterdag het Letaba 1 hul laaste ligawedstryd op Musina se tuisveld gespeel en met 28-14 gewen. Die eerste span het al hul ligawedstryde gewen, behalwe een wegwedstryd teen Noordelikes van Polokwane.

Letaba 2 het nie die naweek gespeel nie. Hulle het egter ook ook, soos die eerste span, al hul ligawedstryde gewen, behalwe een. Letaba Rugbyklub het dus op die veld gewys dat hulle vanjaar ‘n krag in die liga is.

‘n Begeesterde Musina met hul tuisskare bankvas agter hulle en met kleurvolle taalgebruik deur die ondersteuners, wat selfs so hier en daar ‘n matroos sou laat bloos het, het hulle Letaba op — en sommer ook van die veld af — goed besig gehou.

Talle belowende bewegings deur Letaba is deur klipharde lakwerk van Musina gestuit. Wett ige en onwett ige taktiek deur Musina by die afb reekpunte het die wedstryd se vloei gekelder. Letaba sal daaraan moet werk om hul teenstanders harder by die afb reekpunte weg te dryf.

Letaba se voorspelers het eers in die tweede helft e beheer van die wedstryd geneem en skoon balle vir hul gevaarlike agterlyn gegee. Die bal is daarna met reëlmaat na die punte gespeel. Slegs desperate keerwerk deur Musina het Letaba van die doellyn weggehou.

Eben Fichardt en Wikus Steyn het reusewerk in die vastelos gedoen en JP Schwartz en Scheepers Lubbe het hul teenstanders met kraglopies aan die raai gehou. Staatmaker Sven Hedin het ewe goed bygedra tot harde spel en ‘n handvol groot duikslae uitgevoer.

Skrumskakel Piesang Lombard het met twee sterk breekslae twee pragdrieë gedruk. Damien Van Rensburg, Alec Mhlanga, Slang Sibanda en JP Kardos het ook uithalerspel in die agterlyn gelewer.

Die volgende spelers het vir Letaba gaan druk: Piesang Lombard (2), JP Schwartz, en JP Kardos. Damien het met twee strafskoppe en ‘n vervyfskop geslaag.

Letaba 1 speel die naweek in die halfeindstryd, weereens teen Musina.

‘n Man kan maar ‘n yskoue Castle daarop verwed dat dit andermaal ‘n klipharde wedstryd gaan wees, aangesien die manne van Musina gewys het dat hulle selfs lus is vir rugby en nie bang is om hul vermoëns uit te pak nie.

Teen ons druktyd kon Limpopo Unie nog nie uitsluitsel gee waar dié wedstryd gespeel moet word nie en Letaba 2 het eweneens nie geweet teen wie hulle moet speel nie.

• Dié toedrag van sake laat veel te wense oor vir die administrasie van rugby in die provinsie. Dit rym hoegenaamd nie met Limpopo se aspirasies om op ‘n hoer vlak rugby te speel nie.

Rugby sukkel in die platt eland en klubs soos Letaba, Musina en Dendron werk bitt er hard en getrou om jong spelers weer betrokke te kry. Die administrasie uit Polokwane ondersteun

egter nie die klubs nie en is dit ‘n probleem wat baie vinnig aandag sal moet kry, as daar enige hoop bestaan om Limpopo se rugby te laat fl oreer.

Dit is tyd dat die administrateurs minder droom oor Vodacom-rugby — of om saam met die groot honde te gaan jag — en meer aandag skenk aan klubrugby. As hulle op die huidige trant wil voortploeter, kan hulle gerus maar in hoofl ett ers IKABOD skryf oor klubrugby in die provinsie.

Ou ArthurIngelsman, wat ‘n gemengde emosionele naweek beleef het, was briesend dat Heyneke vir Wynand Olivier tot die reserwebank verhef het, terwyl hy met twee Haai-senters in S’bura Sithole en Paul Jordaan in sy uitgebreide Bokgroep sit.

Volgens ou AI wys dit net hoe ver Heyneke se blou onderrok uithang.

Nogtans dink Oubal die ervaring behoort hierdie knapies in die toekoms handig te pas te kom, want volgens Oubal se onbeskeie mening is ‘n 5-7 stuks van hulle bestem vir hoër louere en hulle weet nou die AB’s is nie onoorwinlik nie. Voor in die koor is natuurlik Pollie vannie Pêrel, wat saam met sy toekenning as Speler van die Toernooi ook sommer deur Heyneke opgeroep is, soos wat Oubal voorspel het.

Bukiwe Nonina from Giyani — who is well-known in the boxing ring as “Anaconda” for her � ghting style — says she now aims for the international bantam weight title after defending her title for the third time since 2012.
