The multi-million rand hotel built in honour of late Rain Queen Mokope Modjadji V — her own Nkandla, so to speak — is in a state of collapse before it could even start to be operated as a tourist att raction for the area.

Informal traders are multiplying at a dizzying rate in Tzaneen and are spreading throughout the town, trading without permission. The GTM is turning a blind eye and does nothing to restore order. Two questions arise: (1) Is this attitude of lawlessness reverseable and(2) should the GTM not consult with formal and informal sectors to devise a plan to restore order?

It took a bit longer for Cell C to react to the Bulletin’s enquiries about the poor cellular telephone service that consumers in Tza-neen have to tolerate. Dropped calls, poor signal, numbers that suddenly don’t exist any longer, etcetera… these are things that challenge cell phone users’ patience on an almost daily basis.

We asked Ms Karin Fourie, the Executive Head: Communications, Cell C, for their comments regarding the problems that people here have to endure. She replied as follows:

“Cell C does have coverage in Tzaneen, albeit limited. Our network coverage in the rural areas has to be prioritised. There are a number of factors that affect this kind of rollout including access to transmission and population density. We continue to in-vest in our network and our planned CAPEX spend in 2014 is R2,3 billion. The company has 318 additional sites planned for 2014 across the country and we still have a roam-ing agreement with Vodacom to provide ser-vices to Cell C customers in outlying areas where we do not yet have coverage.”

Bulletin wants to congratulate Cell C for their explanation. We obtained information from a very reliable source that the prioriti-sation of service in rural areas was the crux of the problem. However, MTN and Voda-com in their replies (last week and the week before) did not refer to this.

Cell C is thus the only company to have indicated that service in towns and cities could be neglected at present. We have in-formation that even in Pretoria, and it seems especially in Centurion, the service is very ppor at times.

Cell phone users are encouraged to com-plain about the poor service. Dropped calls cost the caller money, after all!

Well-known restaurateur Gary Barnes from the popular Pot ’n Plow restaurant (known best for their pizzas) in Magoebaskloof is to lodge a substantial claim against the Minister of Safety & Security.

His claim will be for wrongful arrest, wrong-ful detention, an incorrect charge that was put to him, malicious prosecution and defamation of character. Barnes (62) on Wednesday per-sonally confi rmed this with us and his att or-ney, Mr Conrad Krüger, in whose offi ces we met, confi rmed that he has been instructed by Barnes to institute legal action.

The decision to claim from the Minister and/or the SA Police Service comes aft er the inves-tigating offi cer of the SAPS in Tzaneen apol-ogised to Barnes’ att orney for “inconvenience caused” when she confi rmed with him that the charges against him will be withdrawn.

Barnes was to stand accused of rape of a minor, allegedly more than a year ago. The 18-year-old girl from the Haenertsburg area claimed that she fell pregnant and that Barnes was the father of the child that was born about a year ago (when she was old-er than 16). Barnes denied the allegations against him.

“However, the police have failed to trace the girl. She is no longer at the address where

she stayed and the people in the vicinity say that they don’t know the girl,” Krüger said. He added that Barnes agreed to DNA tests to be done, but since the girl has “disappeared” it is not possible to arrange for tissue to be tested.

Barnes was arrested by police from Tza-neen, apparently before any investigation had been done or the girl’s age had been ver-ifi ed, and then kept in the SAPS’s holding cells in Haenertsburg for two nights. On the Monday aft er his arrest he was “paraded” down some of Polokwane’s busiest streets to the Magistrate’s Court whilst his hands were handcuff ed and his legs chained. His pass-port was confi scated and on the Monday he was granted bail of R1 000. His case was re-manded until 2 September.

Barnes is a British citizen who came to South Africa forty years ago and many of his relatives still live in the UK. Krüger said they are anxious to get Barnes’ passport back, since “you never know when Gary might need his passport. My client will obviously also get the bail money back”, Krüger said. When asked about the amount of money they intend to claim, Krüger said “we are busy with calculations and it would be premature to speculate about that at this point in time”

He added that loss of income could be add-ed to the other components of the total claim, but that component needs a lot of homework to be done fi rst.

• Barnes said on Wednesday that he was overwhelmed by the goodwill and support he received from friends. “I would like to thank my family and friends for the way in which they stood by me. I owe my lawyer, Mr Conrad Krüger a very special and sincere thank you”, he said.

Young people and pensioners line up every day at Tzaneen’s Home Aff airs offi ce for ID cards, while the line moves prett y slowly. The issuing of ID cards at Home Aff airs is becoming a problem since everyone wants to have the new ID card, whilst they don’t have enough portable card machines to produce the cards.

This problem causes serious congestions in the Tzaneng Mall’s entrance. Home Aff airs should prioritise old and disabled people who do not have ID’s or people who never had ID’s before. Tzaneen Home Aff airs and Modjadjiskloof’s offi ce are the only places in

our area that have ID card machines. That is the reason why Tzaneen Mall’s entrance is al-ways crowded.

People this week said in their numbers that enough machines should be supplied in each and every offi ce so that disabled people and pensioners who need to apply for new ID documents wouldn’t be inconvenienced.

Our eff orts to communicate with the Tza-neen Home Aff airs offi ce manager for com-ment as well as the provincial spokesperson for Home Aff airs, Mr Sam Moremi, failed.

Prime Time & CrimeBulletin Crime Reporter: Arnold Mabunda - [email protected]

Criminal involvementTzaneen police apprehended sixty suspects over the past week: 25 people for assault, theft , shoplift ing, violating a protection order and for accusing others of witchcraft . At least eleven people in the area were nabbed for malicious damage to property, housebreaking, possessing counterfeit money, possession of dagga and suspected stolen property. Some 24 people were held for drinking in public, prostitution, att empted murder and various traffi c off ences.

Culpable homicideRitavi police are investigating a case of culpable homicide following the death of 81-year-old Ms Rebecca Mabunda of Homu Section 14 in Giyani. This incident happened at Mohlaba Cross on Sunday, while she

was crossing a road to catch a taxi home. A speeding motorist reportedly knocked her over and she died on the scene. Police investigations are said to be continuing.

Found deadLast Sunday morning Modjadjiskloof police found the corpse of a 34-year-old man with a wound in his chest at Block C, Sekgopo. On Tuesday a 19-year-old man was arrested in connection with the death. The suspect reportedly told police that on Saturday night he met the deceased. The deceased allegedly carried a knife and had intentions to rob him. He claimed that he managed to grab the knife from the man and defended himself. According to police reports the 34-year-old man was stabbed in his chest and he died instantly. Investigations are said to be ongoing. Anyone with information may anonymously contact W/O Kgamedi Seshoka on 083 938 9383 or the Modjadjiskloof police.

Murder case postponedThe case against 35-year-old Mozambican murder suspect Samson Majoko, found in possession of human body parts in Malamulele, has been postponed to 31

July. The suspect briefl y appeared in the Malamulele Magistrate’s Court last week Wednesday. “Police arrested Majoko aft er being informed by Malamulele residents about a man selling body parts worth R100 000”, said provincial Police spokesman Brig Hangwani Mulaudzi. Police reportedly rushed to the scene and arrested the suspect, who was found with a plastic bag containing private parts of a human and two hands. It is said that detectives found the body of the person from whom the parts were thought to have been cut off .

Mulaudzi said that the body has been taken to the forensic laboratory to determine whether the body parts found belonged to the deceased. Before being arrested the suspect reportedly told the police that “uncle was the one who knows whom the parts were to be sold to”. Further police investigations are said to being conducted.

Sigh of reliefResidents in Modjadjiskloof sighed with relief aft er their local police arrested 74 people involved in criminal activities. Police held 35 people for prostitution, liquor off ences and illegal gambling. Another 39

people were held for traffi c off ences, assault and possession of dagga.

Confusion about death Mystery surrounds the death of a 38-year-old man who was found dead in Section E, Giyani. Residents say the man was beaten to death by a mob who accused him of breaking into their houses. The deceased, who is said to have been from Ma-two-rooms sett lement, one of the squatt er camps in Giyani, is described as one of the wanted thugs that terrorised the area by breaking into houses to steal while people were at work and also during the night.

“There’s just too much crime around here and people are fed up,” said Mr David Magagani, one of the leaders of the Giyani Development Forum, an independent structure that fi ghts for access to water, development and prevention of crime in and around Giyani. A Giyani Police spokesperson disputed allegations that the death of the man had anything to do with mob justice or his crimes. Police investigations are ongoing.

Alleged fraudulent acti-vity involving the SA Social Security Agency’s Mopani district office in Tzaneen has a 68-year-old pensioner, Mr John-ny Thompson, at a point where he doesn’t know how to cope with his problems.

Last week Wednesday Thompson went from pil-lar to post in pursuit of an explanation for R1 200 that disappeared from his bank

account. One of the SASSA of-

fi cials in Tzaneen report-edly told him that his account was used to buy groceries worth R1 200 at Boxer. Thompson told Bulletin that he has never lost or given anyone ac-cess to his account. Of-fi cials were reluctant to assist him and told him to go to head offi ce for fur-ther enquiries. SASSA’s General Manager, Mr

SAPS want to tackle crime in TzaneenResidents in Tzaneen could soon be living in a safer environment. This is aft er a stakeholder meeting was held on Wednesday with heads of police and local authorities to address the situation.

Limpopo Police Deputy Commissioner Maj Gen Benny Ntlemeza told a gathering of councillors, chiefs, indunas and government offi cials that tackling crime should be easy. Residents should be united, proactive and utilise community policing forums to their advantage.

This would help them to quickly spot criminal activities within their communities and alert the police, he said. It has been alleged that police delays to respond to emergencies due to a shortage of vehicles frustrate people.

Ntlemeza said that the SAPS had enough vehicles for police to execute their job. It is inexcusable for police to delay att endening to emergencies because of transport problems.

“Residents should alert us in such incidents”, added Ntlemeza. “Inform me on 082 565 7386 if and when such alleged delays are experienced,” he said.

The informal sector in Tzaneen is out of con-trol and if the Greater Tzaneen Municipality fail to restore order and discipline, the resi-dents, especially those who are involved in the formal sector, could become impatient and start asking very embarrassing and rath-er diffi cult questions.

Anybody wanting to wish away the informal sector should have his or her head read — but it can’t be expected from the formal sector to accept that hawkers have the right of way, so to speak, in every conceivable respect.

What Tzaneen’s residents and business people request is that traffi c fl ow and safety of pedestri-ans be taken into account; that proper thought is given and facilities made available that will prevent any comprise regarding hygiene; that noise levels in especially Danie Joubert Street is monitored and enforced; that the entrance to town, a town that needs to encourage strong growth in tourism, be treated according to the saying that fi rst impressions count.

We asked the GTM last week to share with us their vision as far as these aspects are con-cerned. They asked for specifi c questions and reacted to these promptly. We present these herewith (also read our ‘Kommentaar’ on page 6. It is in Afrikaans, but it will be pre-sented in English on our website from Mon-day, when the newspaper is made available on the website — www.bulletin.us.com). The

answers to our questions were supplied by the GTM’s spokesperson, Mr Neville Ndlala.

Bulletin: We have been notifi ed by hawk-ers and the Tzaneen Motor Mechanics Asso-ciation of a meeting with the GTM on Thurs-day at 10:00. Can you please brief me on what that meeting is all about?

GTM: The meeting with Hawkers and Bush Mechanics has not yet been confi rmed, since the Hawkers Association requested time to consult with their committ ee members. The meeting is to discuss the handover of a new site for the bush motor mechanics. The new site is the open space opposite Choice Super-market.

Bulletin: We are also told by the same me-chanics that they are in talks with the GTM regarding the new concrete security fence in Claude Wheatley Street. They say the GTM has promised to move them to the open space opposite Choice Supermarket or the contrac-tor is to leave open entrances for them to con-tinue working there. Which one will it be? The main purpose of the fence is to prevent the mechanics from working there and pol-luting the river?

No reply to or comment on this question. Bulletin: If you move the hawkers:1. Where will you move the kiosks, since we

understand that they belong to Coca-Cola?GTM: Hawkers were given ownership of

those kiosks and they will have to relocate them at a later stage.

Bulletin: 2. Has the GTM obtained permission from

Coke to remove the kiosks?GTM: The kiosks now belong to the hawkers.Bulletin: 3. Since some hawkers use open fi res to pre-

pare food in the open opposite the site that might become the new space for the mecha-ics, will the GTM also move them to a new location?

GTM: Moving those hawkers will be a sec-ond step aft er we have fi nalised the issue of relocation of the mechanics.

Bulletin: 4. Where is the GTM planning to move the

Sangoma to, occupy-ing a piece of land near the river illegal-ly? Will he be moved with the mechanics?

GTM: The Sango-ma is not part of the plan. However the GTM will take the necessary steps to re-move him to ensure his safety, as well as prevent pollution of the river.

Court cases postponedThirteen Regional Court cases were postponed on Mon-day in Tzaneen. Many of these cases were in connection with serious cases of robbery, assault, theft and house-breaking. Some of the accused wanted to change their legal representatives and others had to apply for state attorneys to defend them. Some of the cases of assaults are very sensitive and they had to be postponed as the in-termediary was not available due to work related matters.

ongelukke waarin swaar voertuie betrokke is.

Niemand is beseer nie.

The distance branch of Mukhanyo College in Tzaneen recently celebrat-ed its fi rst year of existence. Since the small beginning last year the number of students has grown to six. They have already fi nished three modules and will be starting with the next module next week Friday (18 July).

The distance branch of Mukhanyo College in Tzaneen will be presenting two modules in Old Testament stud-ies during the following nine months. Students will learn more about the importance of the Old Testament, who the authors of the diff erent Old Testament books were, the purpose of the books and the outline of each book. During the fi rst module Gene-sis to Nehemia will be studied. The rest of the Old Testament will be studied in the second module.

Students who fi nish the modules successfully will receive certifi cates.

The Old Testament modules are part of the Mukhan-yo Diploma course in theology. Aft er fi nishing the Old Testament modules students can enroll for more subjects with the aim to obtain a diploma in Theology.

New students are welcome to join. Classes are present-ed every Friday aft ernoon at 14:00 at the Gereformeerde Kerk Laeveld in Claude Wheatley Street, Tzaneen (Re-formed Church opposite HiQ and the FET College).

Please contact Dr Edmund de Beer (083 3911 065) for more information. The cost per module is only R200. A number of bursaries are available.

Students P Sekgoela, T Motloutsi, L Tshehla and K Mathebula successfully fi n-ished a module in Systematic Theology at Mukhanyo Distance in Tzaneen.

Later

is Georges Valley begin gebruik, met talle ongelukke in dié bergpas, waarvan verskeie noodlott ig was.

• Hoekom is ‘n weegbrug ten duurste by Mooketsi gebou?

Ek sien selfs Vlieg is daarheen oppad!

For most of us, the sight of fl yers advertising fast, cheap and pain-free abor-tions pasted on poles and pavements has become

too familiar — one hardly ever considers whether women in our communities make use of these abortion services.

With laws that give pregnant women the right to access free abortions at state hos-pitals within the fi rst twelve weeks of their pregnancies, we have some of the most liber-al sexual and reproductive laws in the world.

However, studies show that about 50% of terminations undergone by young girls be-tween the ages of thirteen and nineteen are done by illegal practitioners.

We recently asked Dr Jackson Ndhlovu, a local gynecologist, a few questions in order to understand some aspects bett er:Q: In your opinion, why are women seeking

services from illegal abortion practitioners?A: Because most of the abortions women

seek are illegal. In SA, abortions are only legal if they are medical; that is, if they are done during the fi rst twelve weeks of preg-nancy. If a pregnancy is more than twelve weeks old, a woman will need a medical in-dication to terminate it. A medical indication may be anything from if the mother’s health is threatened by the pregnancy to rape, incest (pregnancy between relatives) or if the child will be born with severe disabilities. During the fi rst twelve weeks, most pregnant wom-en are undecided on whether they want to get an abortion. By the time they decided to get one, they no longer legally qualify, hence they seek illegal practitioners.Q: Why does the law only allow for the fi rst

twelve weeks?A: Before twelve weeks, the fetus has no

bones and no structure. It is like a clot, and therefore, can be easily removed through drugs. Aft er twelve weeks, it becomes more complicated to remove it out of the mother’s body. If the abortion is not properly conduct-ed, it can lead to excessive bleeding, trauma and infections amongst other complications.Q: Why all the illegal abortion practitioners?A: The problem is that nothing will ever real-

ly happen to illegal practitioners if the people who have sought help from them don’t speak out. Illegal practitioners prey on des-perate women who don’t qualify for medical abortions. If some-thing goes wrong, the women won’t speak-out because they know they did not qualify for the abortion. Illegal practition-ers thrive on such women to get money. They don’t follow proper procedures to terminate the preg-nancies. They will do anything from giving the patient the wrong drug dosage to literally removing the baby through wires just to terminate the pregnancy and get their money.Q: Many articles and a lot of re-

search done on this subject point out that women also run to illegal practitioners instead of state hos-pitals because of the bad treatment they receive in state hospitals.A: While it may be true that

people fi nd nurses at state hos-

pitals rude, although I’ve never come across such a case myself, one has to understand that these nurses are overwhelmed. State hospitals experience a serious shortage of staff in their abortion wings. Moreover, in our area, there are probably only two state hospitals — Letaba and CN Phatudi — that off er abortion services.Q: Do you think some health practitioners

are staying away from performing abortions because of their convictions? A: Undoubtedly! Nurses also fear being

judged by the public for performing abortions.Q: If you were to advise pregnant women

who still qualify for an abortion but are un-decided on gett ing one, what would you say?A: Go see a psychologist. State hospitals

and clinics have psychologists and social workers. Terminating a pregnancy or going through one is a very emotional process. Make sure you seek the help of a psycholo-gist before you decide on keeping or aborting a baby. — Research & report: Joy Mojela

Important Facts• South Africa was the fi rst coun-

try in sub-Saharan Africa to le-galise abortions

• Since abortions were legalized, the number of deaths result-ing from improperly performed abortions decreased by at least 90% (SA Medical Journal)

• A woman of any age can choose to terminate a pregnancy

• All health practitioners need a license to practice privately

• Illegal abortion practitioners must be reported to the police

— and the experts say:• “Health practitioners are sup-

posed to give you pain-killers before you terminate a pregnan-cy,” says Ndhlovu.

• “Although free abortions are guaranteed at public hospitals and clinics designated by the government to offer the service, less than half of the facilities designated to offer the services offer them,” say Jina Moore and

Estelle Ellis in their article “In South Africa, a Liberal Abortion Law Doesn’t Guarantee Access”.

• “There’s also reason to believe that there is widespread public ignorance about abortions. A 2006 study found that at least 30% of SA women believed that abortion was still illegal. A high-er percentage did not realise that there were time constraints on when one may legally seek an abortion. Such confusion may have something to do with a dearth of clear public messages from government on the subject,” says Marion Stevens, coordinator of WISH (Women in Sexual and Reproductive Rights and Health)

• NGOPulse.org states: “Street marketing also plays a role in promoting illegal providers. Wom-en see walls and lamp posts plastered with advertisements claiming to offer ‘safe’, ‘painfree’, ‘quick’, and ‘cheap’ abortions. The proliferation of this advertising,

and the fact that it is posted in public spaces such as taxi ranks and shopping centers make many women believe they are accessing a legitimate service.”

• “Other than death, abortions re-sult in serious illness (morbid-ity). Immediate complications from unsafe abortions include severe bleeding, uterine perfo-ration, tearing of the cervix, se-vere damage to the genitals and abdomen, internal infection of the abdomen and blood poison-ing. Medium-term complications range from reproductive tract infections and pelvic infl amma-tory disease to chronic pain. Long term complications in-clude increased risk of infertility and ectopic pregnancy, miscar-riage or premature delivery in subsequent pregnancies. Unfor-tunately, data on the number of women who experience morbid-ity due to illegal abortion is also not available,” (NGOpulse.org).

Junior squash clinic a big hitA junior squash clinic was held at the Tzaneen

Squash Club and attended by about 23 junior players, mainly from Stanford Lake College.

The event, sponsored and organised by Samantha Bain, also included the introduction of international coach Kevin Karam to teach the youngsters what squash is all about. With his experience over many years as a professional player (currently rated No 26 in the world), he had all the juniors playing games by the end of the clinic and enjoying every minute of it.

Karam is also playing for the UK and Germany and

coaches the Austrian as well as German women’s national teams.

The Squash Club is having social evenings on Tuesday nights from 17:00 and it is open to the public. Interested persons who are interested in joining the club can come through on Tuesdays and Thursday afternoon between 15:00 and 16:00 during school terms.

For more information about joining the Squash Club or re-stringing of rackets, contact Yvonne Kotze at [email protected].

swaarder teenstaanders goed besig gehou.

by neef/niggie Vlieg aangekom het nie, of heeltemaal by hom/haar verby is.

mnr Johan Smit.
