Dit moes V.I.

Mij n eigen rij k is zó groot dat men nergens zij n gelij ke kent.

The water of a government water-works like the Tzaneen Dam and the surrounding state-owned land may be made available for recreational purposes, either generally or for a specifi c purpose, on the conditions determined by the minister.

This is the mandate given in Section 113 of the National Water Act for a professional service provider, Engi-neerex, appointed by the department of water and sanitation (DWS) to compile a resource management plan (RMP) to protect the dam’s future.

Stakeholders and interested parties in Tzaneen are invited to contribute

towards the compilation of the RDP before it will be fi nalized and gazet-ted within eight months.

It does not involve any drastic new developments for the dam and sur-roundings, but will allow for greater community participation to unlock socio-economical potential for recre-ational use.

The RDP is essential for protecting the water resource, to eradicate inva-sive alien species and assuring water quality. Other threats to be controlled are over-development, pollution and the presence of hippo’s and croco-diles. Opportunities are seen in job

creation in socio-economic develop-ment, increased water sport and na-ture trails.

Engineerex were also appointed by the DWS to undertake a similar RDP for the Ebenezer Dam.

Contributors can enter as stakehold-ers by registering at the project steer-ing committ ee. The contact person is Ms Khumbudzo Mashau on 076 173 2767 or e-mail [email protected]

The concept RDP will be subject to public participation before the final document will be approved by the DWS.

Tzaneen’s sacked municipal man-ager, Mr Masiye Mankabidi, who earned close to a million Rand “at home” since his suspension on 4 April 2014, has allegedly some unfi nished fi nancial matt ers to be sett led by the council of the GTM.

He is taking his dismissal on 30 January this year from the GTM to the Council for Concili-ation, Mediation and Arbitration (CCMA).

He declared a dispute on 2 Feb-ruary and also referred the matt er to the SA Local Government Bargaining Council.

This means that any activity re-lating to advertising the vacant position of municipal manager will be withheld until all legal processes have been exhausted.

Mankabidi’s dismissal followed aft er a disciplinary hearing dur-ing which he was charged for var-ious off ences relating to fi nancial misconduct.

Aft er he left , the position of MM was temporarily fi lled by Mr Obi Mkombo, but was later replaced

Hawkers are slowly but surely taking over streets, pavements, open areas and even park-ing bays in Tzaneen, ignoring any law or by-law that could prohibit them from doing so.

The authorities seem to close their eyes for hawkers’ unlawful conduct — with legally

licensed shopkeepers who have to pay taxes, conform to health and other standards, pay big amounts for rent or as payments on bonds and having to provide for parking in accordance with municipal by-laws etcetera, saying it is blatant discrimina-tion against licensed traders, as well as the application of double standards.

We asked the Greater Tzaneen Municipality to comment on a situation which seems to have become a free for all. Herewith are our questions and the GTM’s answers (submitt ed by the

GTM’s spokesperson, Mr Neville Ndlala) We have noticed that many

hawkers have started sett ing up trading points outside the demarcated free trading zones in and outside the town. How does the GTM anticipate controlling the situation with

these hawkers?Answer: The mat-

ter of hawkers over-lapping outside the demarcation has not yet been reported to

the municipality. Inside town we are work-ing together with the hawkers association to manage and control the hawkers. The matt er will be taken back to the hawkers association and we shall monitor the process.

Question: How many estimated hawkers are in Tzaneen and how many have legal per-mits to trade?

Answer: We are estimating more than hun-dred hawkers and we have permitt ed only 41 hawkers.

Question: Why are the new kiosks (behind the old Checkers building) not yet operation-al? When will they offi cially open for trading by the hawkers?

Answer: We handed over the kiosk to the hawkers on 26 November 2014. However, there are some few minor touched ups left now such as steps, fencing, etc. We are ho-ping that by the fi rst or second week of Febru-ary 2015, all matt ers will by then completed.

Question: Will the other hawkers on the site then be told to move? If so, whereto?

Answer: Currently we are unable to accom-modate extra hawkers due to lack of space. Any hawker operating without a license is doing so on her/his own risk. The munici-pality is not liable to off er any space to the removed hawkers.

• It is sad to hear the GTM saying that they esti-mate more than one hundred hawkers are trading of which only 41 have permits. The question now is: Why are people allowed to openly ignore and challenge the law? What is being done or what is planned to restore law and order? We will ask the GTM to comment further. — Editor.

The Rotary Club of Haenertsburg hosted its Rotary Ramble on the Saturday of the Berry Festival and 22 teams, each with four members, took part. Clues took them from the village cemetery, where they had to count plaques on the Wall of Remembrance, to Stanford Lake College where they had to chip a golf ball closest to the marker.

Other tasks included “ shing” blindfold for a magnetic team sh at Bramasole, tasting a Brazilian cocktail called Caipirinha at the

Orion Magoebaskloof Hotel and writing down these ingredients.

There were driving tasks whereby teams counted the numbers of left bends up or down the Magoebaskloof Pass, looking out for the names on the bridge over the Tzaneen Dam and a host of other tasks. The teams were given names of cars and bikes and there were prizes for several teams and a prize for the team that came last.

In second place was the Ferrari team. From left are Mr Maurice Stander and Ms Carmen Bradfi eld with Ms Annaleen and Mr Gert Grobler. They won a weekend for two at the Orion Magoebaskloof Hotel, including dinner and breakfast.

In fi rst place was the Alfa Romeo team. From left are Mr Mark and Ms Carla Greenland with Ms Tercia and Mr Philip Jansen van Vuuren. They won Magoebaskloof Canopy Tour Vouchers.

Are hawkers in Tzaneen out of control?

Police and traffic officers used their powers to clamp down on illegal hawkers in Tzaneen untill about two years ago. These days no law enforcement seems to be done and the hawkers

grow in numbers almost daily.

Until about two years ago municipal workers would remove unsightly “street furniture” of illegal hawkers in Tzaneen, but

for some or other reason it is no longer being done.

Vandag ver-skyn die agtste afl ewering in

‘n reeks deur Me Margie van Tonder oor spelterapie. Van-dag vra sy of jy jou kind ken. Kontak haar by 084 414 6166 of 015 307 5029 vir navrae.

Tipes gedragGedrag word meesal as pro-

bleemgedrag beskou as die ge-drag gereeld voorkom.

Salomo se wysheid is nodig vir dié lot...

Ons Mening Die Boodskap

I believe I have been vocal of my disregard for morals, even on this column.

For one, moral values are diverse. We are a diverse species with di-verse cultures and beliefs.

Even highly regarded codes of courtesy come in diff erent forms for diff erent people.

A friend (white) once pointed to me that although Western cultures largely give women precedence when going through doorways (hence the phrase ‘ladies fi rst’), Af-rican cultures largely practise the opposite.

I commented that it is very likely that in most African cultures men would take precedence when mov-

ing into territories, to make sure the area is without threat. I, how-ever, stand corrected as my own cultural experience is a highly colonised version, but it becomes amazing how African men could be then criticised for not giving women precedence when going through doorways.

Culture imperialism is surely a serious problem in this case.

Moreover, for the most part, mor-al values are arguably a tool of op-pression and tend to be biased.

I grew up in a partly conservative family. Foul language was heavily discouraged – like, ‘we’d get a hid-

ing for it’ discouraged. It was not until my late teens, or early twen-ties even, that I realised that actu-ally, all grown-ups swear, even in my own family. It then seemed like one of those things you are not al-lowed to do until you are older.

In other words, moral values are things you keep until you reach a certain age or beliefs ‘grown-ups’ use to oppress children or young people from enjoying the same freedom of speech.

Furthermore, I previously dis-

cussed slut-shaming and how sexuality is oft en chastised in women to discourage promiscuity, where-as the opposite is preached to men.

In this case, I dare say moralistic values of sexuality are preached to women to deny them the same freedom to sexual-ity as men. Hence, moral values are not only used to oppress young people, but they are also used to oppress women.

The same can be said about foul language. I cannot say how many times I have heard people say to women, it is unladylike to use foul language — even to us black wom-en, who arguably should not even

be subscribing to the same stand-ards of Western ladyship.

I dare also say there is a whole lot less pressure for men’s vocabulary to be clean and blameless.

Even more, as bilingual people will know, it is oft en easy to swear in one language (oft en the one with the more prestige) than it is in the other (the one with less prestige).

I doubt any of this is based solely on beliefs within each linguistic culture. It arguably results from a classist system set to censor the freedom of the less socially privi-leged.

In my opinion, moral values are meant only for the marginalised; not to shape, mould and whatnot, but to oppress, censor and deny access.

gebruik. “…wie in My glo, sal nooit weer dors kry nie” (Joh.6:35).

Fonteinwater word bereik wanneer ’n mens laag buig of kniel.

Rare disease patient Yolanda Botha (31), formerly from Tza-neen, was diagnosed with Ataxia in 2014. She currently resides in Parys in the Free State.

Also known as cerebellar de-generation, Ataxia is a genetic mutation that alters the normal production of specifi c proteins that are necessary for the surviv-al of neurons and as a result the nerve cells in the cerebellum, the area of the brain that controls co-

ordination and balance, deteriorate and die. Typically, impaired coordination of hands, arms, and legs,

and slurring of speech are common symptoms.Yolanda was initially misdiagnosed with sinusitis. In 2014

doctors discovered, by way of neurological evaluation that she had Ataxia. It was only then that she could receive the correct treatment and care for her fading health.

Before she was diagnosed, she moved to Johannesburg to pursue a career as a sales account manager. She lost her job when she developed a speech impediment, a side eff ect of her rare genetic condition. Her employ-ers suspected that she was using alcohol and illegal substances on the job and subsequently she resigned

aft er a disciplinary hearing to avoid unfair dismissal. In truth, she was struggling to speak because of

her condition and she has since struggled to fi nd permanent work. Yolanda

now lives with her parents in Parys.

Today, Yolanda is a rare disease rep- resentative who works closely with the RDSSA to help others who have rare diseas-

es. She is writing a book about living with her condition and making char-ity bracelets to create awareness for rare disease patients in South Africa.

This year’s theme, ‘Living with a Rare Disease’, advocates solidarity and togetherness and the RDSSA is urging the community and broader public to be an ambassador for Rare Disease Day.

“Though they have diff erent names and symptoms, rare disorders impact the daily lives of patients and families in similar ways. The RDSSA is a cru-cial source of information, experience and resources, and presents a united voice for the treatment, care, and ser-vices needed for patients as well as communicating a unifi ed message of the daily challenges of living with a rare disorder,” says Kelly du Plessis,

founder and chairperson of the RDSSA.The RDSSA is a beacon of hope for families aff ected by rare

diseases and provides the resources for medical care and practical aid for individuals suff ering from life-threatening diseases.

“Our acknowledgement and investment can contribute signifi cantly to improving rare disease patients’ quality of life. With timely and accurate diagnosis and intervention, people with rare diseases can contribute signifi cantly and

positively towards our society,” states Du Ples-sis.

Members of the pub-lic and rare disease community are urged to donate R10 by pur-chasing a ‘Jeans for Genes’ denim ribbon (details listed on www.rarediseases.co.za) and wear their ribbon and favourite jeans on Fri-day 27 February, or SMS ‘Rare’ to 38232 to help raise funds for individuals living with rare diseases.

waardige Vossies is.

SCHOOL NEWS | SKOLE NUUS

SLC presents academic awardsA total of 29 Stanford Lake College pupils received various levels of academic awards at a recent assembly, for their achievements in 2014. Of these, full colours (all re-awards) were presented to 2014 Gr 10’s Rebecca Desmet, Jason Wright and Sarah Pogrund; and to 2014 Gr 11’s Stuart Lunt and James Greeff . Honours for academics were given to Rameez Tayob and Conrad Schmidt (both re-awards) and also to Rhanda Mongwe.

May we have the next dance… Merensky High School announced that Ms Meg-an Henning now offers contem-porary dance at the school. On Tuesday afternoons solo danc-ers and couples are having the time of their life, learning the steps. She also offers an adult la-dies class on Tuesdays. Henning hails from Polokwane, where she has been teaching for five years.

Starry skies on a late summers’ eve, a brilliantly lit Eiff el Tower, smartly dressed couples and a fi ve star Paris-ian street café added glamour to this year’s Valen-tine celebration ball at Merensky high school.

A superbly themed “Midnight in Paris” was well organised by the Gr 11’s on Thursday 12 February. Many couples and individuals entered the

best dressed competition, and the following pupils were acknowledged for their eff ort:

Senior best dressed couple: Mikyle le Roux and Chanté Aucamp; jun-ior best dressed couple: Laryn Be-zuidenhout and Jehan Goosen;

senior best dressed girl: Virginia Sebilemetsa; junior best dressed girl: Donne Oosthuizen; senior best dressed boys: Rudolph Beetge, Chris-jan Rebel.

Travellers… Merensky High School’s Angie Nel (Gr 11) was on a Ro-tary exchange of six weeks in Argentina and now her host sister, Clara Ippolito, is visiting Merensky. The school welcomes students from around the world. The opportunity to get to know people from different cultures and walks of life, puts truth to the saying: “A stranger is just a

friend you do not know”.

Rustenburg se kolwers was deurentyd

Parking and overnight accommodation was at a premium in the village of Haenertsburg as tourists fl ocked to the Berry Festival over the weekend. Berries and raspberries were picked at several farms along the Magoebaskloof and for the fi t there was a trial run and a Rotary Ramble on the Saturday.Ms Linda Miller, one of the co-ordinators, sold not only blueberries but prickly pears as well. The village spilled over with food stalls off ering delights such as tapas from Mina’s owner Ms Denise Tooley, and an excellent curry and rice while the smells of boerewors on a braai waft ed across the open park in Rissik Street. All the restaurants off ered something in the blueberry line and Lizzie’s Famous Apple and Blueberry Pie at the Pot & Plow was a great hit.A brief downpour could not dampen the jovial at-mosphere. As soon as the sun came out, children took off their shoes and delighted in splashing through the puddles. Ms Amanda Smith from Safari Wines in Hoedspruit was ready with a smile and an off ering of a glass of her company’s latest wines. Saxophonist Mr Joseph Baloyi from Nkowankowa played for the crowds. When asked his age, he said he didn’t really know but he thought he was born in 1940.

While fuel prices have had a drop of over R1/liter since the start of the year, R6 is what consumers have at least had to add for groceries this year. Bulletin compiled a list of common grocery items

from old shopping slips and compared their prices each year from 2012 to this year.

This year has already seen an increase of at least R6 for the combined grocery items on our list. The increase is, however, a signi cant decrease from 2014’s increase of at least R32 for the combined items.

Golden Delicious apples have had the greatest increase so far, with a 1,5 kg bag costing at least R6 more than it did last year. Sunlight’s dishwashing liquid has had the second highest increase on our list, with a 750 ml bottle costing R3 more than it did last year.

However, not all items have seen an increase in the year. The price of a 1 liter Liquifruit juice has not yet increased, as well as a packet of Lund’s eighteen extra-large eggs and plastic carrier bags.

The price of a packet of Checker’s House Brand two-ply (9’s) toilet paper dropped by R10, which is the greatest drop on our list. The prices of a 500 g tub of butter spread, 750 g bag of carrots, 1 kg box of Cremora and a wrapped cabbage also dropped.

Although the change in prices total to an overall increase for the year so far, 2015 has already seen a signi cant number of items on our list drop in prices compared to 2014 — whilst 2014, on the other hand, saw a number of items increased in price, which had not changed in the previous years.

The price of a 750 g bag of carrots increased by R2 in 2014 from its price of both 2012 and 2013. The price has since dropped by R2 in 2015, retaining its price of at least the past two years.

The prices of a 250 ml bottle of Dettol handwash liquid, 750 ml Sunlight dishwashing liquid re ll, 1 liter box of Liquifruit juice, 175 g bar of Protex soap and a tray of Lunds’ 18s extra-large eggs also saw increases in 2014, after they had seen none in the

previous years. The prices of a 2,5 kg bag of Checkers’ House

Brand white sugar, 1,5 kg bags of pears and Golden Delicious apples and 100 ml Aquafresh toothpaste dropped in 2014. The items, however, all increased in 2015, with the bag of pears retaining its 2013 price and the bag of Golden Delicious apples increasing to R2 over the 2013 price.

The 2014 prices, in this case, show a total increase of at least ve times over the increase we have since seen in 2015.

Relative to the entire year, however, the increase results to almost R3 a month, which is slightly lower than this year’s already over R3 a month.

In this case, if the prices continue to increase in a similar way, consumers will add more money for groceries in 2015 than they did last year.

The graphs and tables compare the prices: Table 1 is a rough list of common grocery items on

our slips and their prices through each year. The gure in brackets represents the month they were bought. The slips were all from Checkers. The same brand was compared for every product. For example, butter spread prices are of the same brand. We could not nd all the items’ prices from our 2012 slips. Hence, some items in the 2012 column do not have prices.

Table 2 is the change (increase or decrease in Rand) of the items’ prices from the previous year. We compared the highest prices for the item in each year to get the least change in price. The change could have been more, as the prices constantly changed.

Table 3 shows the percentage change in each year. In this case, there seems to be no pattern in the percentage change. The change is likely determined by the amount of money added or removed, instead of the percentage of the price.

Graph 1 compares the 2013, 2014 and 2015 changes for items whose 2012 prices we found.

Leading up to the in-depth Bul-letin series on substance abuse, is a look at dysfunctional families. Mr Carel Mouton, involved with the SAPC (Substance Abuse Pre-vention Centre, under the leadership of Mr Pieter Geldenhuys), is the National Director of the NGO Limpopo Mental Health Society in Tzaneen.

Mouton says that dysfunctional families are an age-old problem and have always been part of society.

In our modern society we are experiencing an increase in dysfunctional family dynamics due to a variety of problems. A factor contri-buting to the dysfunctionality of families is the disintegration of norms and values on a personal and family level.

The focus of values and norms has changed from the family as a whole to the needs of the individual. A person’s values are now based on material possessions and not family ties.

The change of focus leads to an increase in personal stress and dysfunctional relationships. Trust and respect disintegrate within these family relationships and marriages could end up in divorce.

A modern contributor to dysfunctional families is technology. We WhatsApp, BBM and email each other instead of meet-ing and speaking eyeball to eyeball. Techno-logical gadgets and their applications enable us to communicate when, where and with whom we want, but these forms of commu-nication are limited to cryptic messages with-out any observation of real emotions.

Children and adults are not able to express their emotions anymore, which leads to an-gry outbursts and other negative behaviour. Without emotional communication, people do not get a sense of belonging in a family.

Insuffi cient emotional communication leads to situations where a person is not able to recognise or deal with his/her own emotions and life-related stress. This increases the chances of gett ing involved in substance abuse and other dysfunctional behaviour.

Mouton says families need to restructure and look at their family values.

This can only be achieved through trust and respect and open communication with-in the family.

The diff erent generations within families need to become aware of and challenge dys-

functional behaviour, and believe in their own family system. For example, if a teenager fell preg-nant at 16, reality provides that it’s likely that her child will also fall

pregnant at a young age. This cycle can be broken, but usually only if the child makes a conscious decision to break this cycle.

This will ensure that dysfunctional behav-iour will not be duplicated from one genera-tion to another.

According to Mouton, dysfunctional fami-lies can improve themselves if family mem-bers starts valuing their relationships and taking responsibility for it.

This is the reality of today’s society. Tech-nology, ambitions and desires should not be shunned, but one must always maintain a healthy balance between these and one’s val-ues and norms.

Volkwagen se nuwe Up! Maak sybuiging in Tzaneen Inligting oor ‘n kompetisie

On Valentine’s Day the Plasie athletes gave their all in Nelspruit during a friendly meeting be-tween Bergvlam High School, Rob Ferreira, Bar-

berton, Lowveld, Sybrand van Niekerk and Frans du Toit.

Unfortunately the meeting had to be cancelled due to rain, when only 85 of the 136 events were concluded. Merensky’s team came second, losing by only twelve points to Rob Fer-reira. Merensky’s girls won the event and Kabo Mamorobela was named the best hurdles athlete. Abdul Hussein car-ries the title of the best senior jumper of the day, and Delux Jooste was awarded the title of best middle distance athlete.

The Plasie team had to make do without some of their best athletes, as the Mopani District Champi-onship was also held on the same day. Stars Phillemon Mabidilala, Christelle Coetzer, Kelsy-Ann Mostert, Eddy Roulstone, Noko Malatji, Andile Shikwambana and Melissa Steenkamp will all take part in the Limpopo Provin-cial meeting tomorrow (Saturday 28 February). Special honours go to the master of the javelin, Terti-us Kruger. He set a new record of 61,56 m in the boys u.19 javelin event, and will also compete in the provincial meeting.

Unlucky Friday 13 February ended the Plasie rst cricket teams’ winning spell. They competed in Benoni against the rst team of Menlo Park High School in the Titan semi- nals of the Coke T20. Merensky lost the toss and

was sent in to bat rst. They only managed to score 100 runs in the allotted 20 overs. Menlo Park surpassed this score in the eighteenth over, and the boys in blue lost the match by

En dit op Valentynsdag!“Today is Valentine’s Day – or, as men like to

call it, Extortion Day!” – Jay Leno

All the pupils and staff of Stan-ford Lake Col-lege travelled to the Peter Mok-aba Stadium in Polokwane to compete in the

Independent Schools’ Ath-letics meeting. SLC’s athletes

participated keenly and showed some excellent com-mitment. The meeting was un-fortunately cut short by heavy rain and the 400 m and the relays were not run. However, of the events that were held, results were very pleas-ing and SLC won a total of 25 bronze med-als, 19 silver and 25 gold. Reece Bain (girls u.15) cam first in the 800 m and 1 500

m, Ruben Caroto (boys u.14) won the 100 m, 200 m, shot put and discuss, Ledile Kgopong (girls u.14) won the 800 m and 1 500 m and Mfumo Mongwe (boys u.16) — seen here in ac-tion came first in the 100 m, 200 m (new record

Of altans, so word vertel.

Stanford Lake College played Curro Heu-welkruin in a Pro 20 cricket match. Heuwel-kruin won the toss and decided to bat first. They got off to a good start but a superior spell of bowling from Jason Wright and Justin Trueman pulled their score back, bowling them

out for 135. Stanford openers, Matthew Maritz and Conrad Schmidt (Matthew scoring 59*and batting through the innings), set up the final result of a 7 wicket win. Matthew was well sup-ported by Graeme Harty who notched up 29.

Seen in the photo are SLC’s first eleven.

Merensky High School is extremely proud of the newly formed Merensky MTB club. Five members competed in the Makhulu5 MTB race held in Polokwane. Several podium po-sitions proved that they were off to a great start, claiming bragging rights with their su-per new Plasie cycling gear. Armand Cronjé came first in the sub junior division of 16 km. His sister, Bernice, was awarded third place in the junior girls 35 km race. Cyclist Robert Retief also took third place in the junior boys 35 km event. Other bikers who did well were Jordan Stevens and Sheldon Muller. They will also be lining up for the Munnik Meerkat Challenge in March. Seen here are Robert Retief, Armand Cronje and Bernice Cronje.
