Curator Laurie Benson, one of the great pleasures ofworking at the National Gallery of Victoria comes from thewealth of new experiences provided by the gallery’s broadand diverse exhibition schedule. Over 400 works from thepersonal collection of Catherine the Great has travelled toMelbourne from the Hermitage to present Masterpiecesfrom the Hermitage: The Legacy of Catherine the Great.Laurie will share an insight into working with one of theworld’s most important collections.

Laurie Benson is Curator of International Art at theNational Gallery of Victoria. He has been at the NGVsince 1999 and has worked on a number of majorexhibitions including Caravaggio Darkness and Light, TheImpressionists, Dutch Master’s, Salvador Dali LiquidDesire, and Cinema India, the Art of Bollywood, ItalianMasterpieces from Spain’s Royal Court, Museo del Pradoand this year’s blockbuster Masterpieces from theHermitage The Legacy of Catherine the Great.

With Ted Gott and Sophie Matthiesson of the NGV, heco-curated of Modern Britain 1900-1960. Laurie has alsoco-authored three of the handbooks of the NGVInternational Art collection. As well as being the curator ofMedieval Moderns: The Pre-Raphaelite Brotherhood he isalso co-curator of the current exhibition The Horse.

The Men’s Shed – The official opening was held on7th September and attended by State ministers andthe Lord Mayor with publicity of the event in the localnewspaper. The continuing role of the committee willbe to promote the Shed in the high-rise buildings inSouthbank and the CBD.

McAuley House Women’s Refuge – A large allweather dog enclosure and kennel was purchased andinstalled. The staff and resident’s are delighted as itwill allow women with dogs to use the refuge, as theyfear if they leave them behind the animals will beattacked. The complete cost of this project was fundedby Dick Mitchell which is very much appreciated.Installation was completed by Peter Duras, KevinWalklate and Bernie Gerlinger, a much bigger andmore difficult task than anticipated.

Camp Getaway – The Club will not hold a workingbee this year but are planning on making a saw horseat the Men’s Shed to make the cutting of fire woodmuch safer. Project leader – Kevin Walklate.

Mentoring at Lentara UnitingCare – The pilotMentoring program carried out by Kevin Love andAllan Driver is currently being professionally assessed.Once this information is received a decision will bemade whether the next stage is consolidation orexpansion.

Tree of Joy – TAL has confirmed they will againsupport this project and the gift recipients will be thesame as last year – Steps Outreach Service, Shine forKids and Lentara. Project leader – StellaAvramopoulos.

Christmas Hampers – This project will take thesame form as last year and will again support StepsOutreach Service and Lentara. Project leaders –Gerard Hogan with assistance from Margaret Thomas.

Community Village – Ably lead again by NeilSalvano this project will run during December and Neilwill shortly be calling for volunteers.

Roadec – Kevin Walklate is serving on the DistrictRoadec Community and is keeping the committeeinformed.

Basic Education and Literacy – We plan, with Boardapproval, to again financially support this Districtprogram.

Youth Projects – Night Patrol Nurses – The Boardhas approved funding of $3,200 to allow two highlytrained nurses to operate for 10 high priority nights inthe CBD over the coming months. The Lights andBites fundraiser on 17th October should go a long way

STAN GAWEL – RC Balwyn – On how to increasemembershipTony Thomas introduced his friend Stan who is ofPolish Ancestry and came down from Sydney a whileback. He was GM of Westpac’s retail arm for southernAustralia but had a mid-life crisis and went intobusiness on his own as a wine wholesaler. Stan joinedthe RC Balwyn 18 months ago and turned his salesskills to recruiting members. In an interview stylepresentation Tony extracted the following information

In the18-29 agerange – 48percentthoughtdemocracywaspreferable toany otherkind ofgovernment.27 percentthought thatin some

circumstances, a non-democratic government couldbe preferable and 21 percent said that for someonelike me, it doesn’t matter what kind of government wehave.

In the 30+ group the stats were 62 percent, 25percent and 11 percent.

More recent updates to those figures :

A Lowy Poll in June found that only 60 per centof Australians believe that "democracy ispreferable to any other kind of government".And a recent ANU survey found that Australians'satisfaction with democracy had slumped from86 per cent in 2007 to 72 per cent in 2014.

So the challenge is:

Australia’s democratic institutions were built inthe 1850s and 1901.The system is struggling to build communityconsensus for reform.No silver bullet solution … but we need to start

The “Boule”So how did the Melbourne’s People Panel come to be.The group drew its inspiration from the 5th century BCwhen the Greeks used a similar sort of body, knownas a boule, to make decisions on public affairs. TheBoule was a “Council of citizens” chosen by lot.

The genius of the system was that it created a processfor collective decision-making that treated all citizensas equal – and it was highly resistant to corruption.Also a very good means of establishing PUBLICOPINION.

In the modern era, ordinary citizens are not normallywell-informed on complex policy issues. Socialscientists call this "rational ignorance". If you knowyour vote is only one in millions, why would you takethe time to get across all the issues given all the otherpressures you have in your life.

If people have an opinion it is often one formed fromsound bites and headlines, or conversations withpeople who have the same opinions as them. As aresult, many people do not get the proper occasion toconsider competing arguments.

A people's panel allows you to establish public opinionon an issue once they have had a good chance toconsider the issue. People's panels have proven thatthe public is very smart if given a chance. If peoplethink their voice actually matters, they'll do the hardwork, ask the experts smart questions and then maketough decisions. The result creates the cover forpoliticians to do the right thing.

The people's panel – sometimes called a "citizens'jury" – provides a way for ordinary citizens to workthrough the difficult trade-offs that are involved inpolicymaking.

Melbourne’s Peoples PanelIn late 2014 - 43 residents and business owners,selected through a random sample, to makerecommendations on a $5 billion financial plan for thecouncil.

Meeting over six Saturdays the Melbourne People'sPanel as it was known was given open access toinformation and financial data about council, along
