Bhawan, New Delhi on 23-12-2011. The celebrations included Investiture Ceremony where Shri Jitendra Singh, Union Minister of State for Home presided and gave away President's Police Medals for Distinguished Services and Police Medal for Meritorious Services for the year 2011 to BPR&D Officers. Union Home Secretary, Shri R.K. Singh was the Guest of Honour and Director, IB, Shri Nehchal Sandhu shared dias with Minister on the occasion. Heads of many Police Forces i.e. DGs CRPF, BSF, SSB, ITBP and Director CBI were also present on the occasion.

The Dr. T N Mishra, former Director, NPA gave an excellent exposition of the motto of the newly formed Academy(CAPT), taken from the Fourth Chapter of Bhagwad Gita. The Motto--Sidhih Bhavati Karmaja-- Right Action Brings Results.
Shri Jitender Singh, Union Minister of State for Home in his speech highlighted the need for change in the Police. The Indian Police instead of being perceived as a symbol of fear should be seen as the
Citizen's best friend, he said. This image makeover of a People Friendly police can only be brought about by providing quality services to the citizens, he added.
He emphasized the need for quality and promoting best practices and quest for excellence. Praising role of BPR&D in Modernization of Police Forces and Correctional Administration of the Country, he underlined the leadership role expected from this apex organization.
He said that new dimensions are being added to role of police everyday, challenges are multiplying. New forms of organized crimes like Human Trafficking, Cyber Crimes , Left Wing Extremism, Narco-Terrorism etc. require a new vision for the police. This is the vision that BPR&D has to create and help realize.
He congratulated the DG and his team for the good work being done by BPR&D.
Later, Dr. Anand Swarup Gupta Memorial Lecture was delivered by H.E. Shri Nikhil Kumar, the Governor of Nagaland. In his address he emphasized the need for Good Governance which in turn depends on developing good mechanisms for delivery of services required for public good

Earlier, Shri A. P. Singh IPS, Director, Central
Bureau of Investigation (CBI) inaugurated the new
Central Detective Training School at Ghaziabad on thMonday 16 January 2012.

presented memento to the Chief Guest and
addressed the gathering. In his speech he said
that fifth CDTS is likely to come up at Jaipur
(Rajasthan) during the next month. There were
36 participants of the rank of ASI to Dy S. P. from
Orissa, Rajasthan, Madhya Pradesh, Gujarat,
Haryana and other parts of the country who
participated in this five days training programme
held at CBI Academy, Ghaziabad.
BPR&D is not only organising training courses for
State and Central Armed Police Forces officials
but also imparts training to foreign police officials
from Maldives, Bhutan, Nepal, Afghanistan,
Sri Lanka etc. in various fields of police
investigation.
The opening of CDTS at Ghaziabad is a welcome
step in the field of Police Training.
Under the dynamic leadership of Shri Vikram Srivastava, DG BPR&D, one more feather in the cap of th
Bureau has been added on 29 December, 2011 with the take over of one bungalow at the prime location of Bhopal City from the Madhya Pradesh Government for establishment of Central Academy of Police Training (CAPT) House.
th The Central Academy for Police Training has been set up in Bhopal under the 11 Five Year Plan Period for which the land has already been acquired at Bhopal from the Government of Madhya Pradesh. In the acquired land, the construction work of pre-fabricated shelters costing 7.62 Crores and erecting the boundary wall works and perimeter fencing is in progress.
As of now, CAPT Bhopal is functioning from its camp office at Jawahar Lal Nehru Police Academy at Sagar. But, with the establishment of 'BPR&D House' the on-going work of setting up of Police Academy at Bhopal will be geared up.

Another presentation on the Plan Study “Non-Registration of Crimes: Problems and Solution” was made by Dr. Arvind Tiwari on 29-12-2011.
BPR&D WorkshopsBPR&D organised a Regional Workshop on “Status of Crime Against women” in Southern
st region at Thiruvanthapuram on 21 November 2011 to revalidate findings and recommendations of the Plan Study on the subject.
Another workshop on Plan Study “Police performance in Extremist & Non-extremeist
thAffected Areas” was organised on 28 November, 2011 in Guwahati to revalidate the findings of the Study on the same subject by the Bureau.

Presentation by OST OST made a presentation on Conceptual Design of Incident Command Centre at Hyderabad on 12-12-2011. The comments of stakeholders like fire department, health department, disaster management & Commissioner of Police, Hyderabad on various task reports submitted by OST have been sought. It was felt that OST has not submitted a detailed design, hence either its scope should be extended or fresh global tenders be invited for conduct of pilot in Hyderabad City based on deliverables. A Presentation was also made by Sh. Dinkar Borde, Retd. Telecom Engg. (GOI) on Dial 2611 Project.
Union Home Minister's Review of Action Plan 2011-12 Union Home Minister reviewed the Action Plan (2011-12) of Police Modernisation Division of MHA including National Police Mission(NPM) on 14-11-2011. The HM directed:
a) to put note for Cabinet's approval for notification of NPM.
b) to expedite orders on 4 proposals submitted by BPR&D on revamping of NPM
c) to check up with IFD regarding delegation of powers to DG, BPR&D (w.r.t. NPM).
d) to send agenda for ESG meeting.
e) to expedite and ground The Dial 100 Project

The Home Secretary desired that MM-01 should work on a project “Separation of Law and Order from crime investigation” and asked Director(NPM) to work out a detailed implementation programme for Soft Skill Training for police personnel in the Country.
Presentation on NPM budgetA presentation was made before the Union Home Secretary on budget projections of National Police
thMission Division for the 12 five year Plan (2012-17). The Union Home Secretary gave in principle approval for a budget of Rs. 3608/- Crores for nationwide implementation of various NPM projects.

Sh. MK Jha (ADGP), TNUSRB made a presentation on Transparent Recruitment Process to curtail the time span from 6-8 months to 2-3 months for one recruitment cycle.
It was also decided by the group that a symposium with the Heads of Recruitment from all States/ UTs & CPMFs should be conducted by the BPR&D every year for sharing their experiences & best practices .
Sh. A. Hemachandran, ADGP (Int ), Kerala was tasked to work on the project “Separation of Law and Order from crime investigation”.
MM:06 (Proactive Policing and Visualizing future challenges)Meeting of MM:06 group was held on 30-11-2011 & 30-12-2011 to discuss and finalize the Project on
recommended that Community Policing needs to be given a thrust in the whole country. Dr. Keshav Rao, MP from Andhra Pradesh suggested for creation of a separate Community Policing Wing in each State Pol ice on the l ines of CID/Intelligence Wing. BPR&D was directed to examine the above proposal and submit a report to MHA.
Meeting of MM:02 (Community Policing)A meeting of MM:02 was held in Delhi on 20-12-2011 and discussions were held on formation of draft act on Community Policing, functioning of proposed Community Counselling Centres, preparation of a Documentary film on Community Policing and Action plan for the conduct of Soft Skills Training for Police Personnel in all States/UTs Community Policing in Naxal affected areas & Alternate Dispute Resolution. Discussions were also held on formation of a separate community policing wing in each State Police /UT.
Meeting of Micro Mission:01 (HRD)Meetings of MM:01 group were held on 18-11-2011 and 26-12-2011 at CBI Hqrs, New Delhi.
It was decided by the group that a Directorate headed by IG will be established in the BPR&D Hqrs for developing standard training books &Training material for police personnel of various ranks. Sh. Alok Sharma, IG, PAC, Haridwar made a presentation on above project.

Counter Terrorism : Capacity Building at Police Station level in naxal affected areas.
Sh. Venugopal, DIG, CID, HP made a presentation on “Capacity Building at PS level in Cyber Crime Investigation”.
Meeting of MM:05 (Process Re-Engineering) (a) FREEMOC' project was discussed on 28-12-
2011 and it was decided that a team of officers will visit Mumbai and Chandigarh and study the 'AapKeLiye' and 'SAANJH' centres & widen the scope of FREEMOC to include various aspects of above community police resource centre.
(b) The 'Court Monitoring System' project was discussed. It was decided to include the following in the project:-i) Jail Monitoring System
ii) Training
iii) The cost implication of Bridge Software & AMC
iv) Development of this software in regional language
v) The SMS facility to witness for attending the court.
It was also decided to Conduct Pilot in Durg Distt. Chhattisgarh and Samba Distt. in J&K for above project.
(c) Shri RK Vij, IGP, Drug Range, Chhattisgarh made a presentation on his project 'Effective Custody Management to reduce the custodial deaths'.

Vikaram Srivastava has finally taken the possession of the ground floor of CBI building with sprawling open lawns. The Ganesh Pujan ceremony was performed at the site by DG, BPR&D. The renovation work has already been started and some of the BPR&D Divisions will be shifted there soon.

Re-authorisation of Night Vision Divices to CAPFs A Board of Officers was detailed by MHA for the task of re-authorisation of NVD to CAPFs. In this regard a meeting was organized of Board of Officers for re-authorization of Night Vision Devices to CAPFs in J&K, LWE, NE Sectors. After detailed discussions the recommendations have been finalized.

BPR&D organized a presentation-cum-Demo on Nuclear Biological & Chemical Radiations Detection Device and Hand Held Banned Narcotic Device by M/s Thermo Fisher Scientific India Pvt. Ltd. The presentation/demonstration was attended by CAPFs and BPR&D officials..Seminar on Counter TerrorismSeminar on Counter Terrorism organized by Maharashtra Police was attended by ADG, BPR&D and other senior officer. The Maharashtra Chief Minister addressed the Seminar. ADG, BPR&D also delivered speech on the occasion and graced the dais.
1. Officers of BPR&D inspected SPG Vehicles for procurement by BPR&D and prepared a detailed report.
2. For the first time BPR&D has compiled Database of Uniform/Accoutrement Items of all CAPFs for use in R& D issues.
BPR&D invites Research proposalsThe Bureau has invited Research Proposals for following areas :
A. Stricter Laws for drunken driving and Standard Operating Procedure for the Traffic Management.
B. SMART Policemen –Developing Designing and Trial of High Performance Uniform Articles and Accessories.
C. Development of Effective Non-Lethal Technologies/Equipment and Tactics for Countering Public Agitation with Minimum Force.
D. Trial and Evaluation of IED Detection/ Disabling Equipment.
A number of proposals have been received and research will be carried out in these areas in the coming months.

Superannuation BPR&D bid farewell to its two OfficersA warm farewell was accorded to Sh. Deshraj Tomar, Constable, BPR&D and Sh. Jay Prakash, Sub- Inspector on their retirement on 31st January, 2012. Sh. Tomar joined the Service on 07-12-1970 and Sh. Jay Prakash joined the Bureau on 13-01-1971. Being Hospitalised , he could not attend the function but his two sons were present on the occasion.
TransferredSh. MK Chhabra (IPS) Director, Modernization, BPR&D was given a warm send off at a function held on 31-01-2012 at the new campus of Bureau after he completed his deputation tenure in the Bureau. Mr. Chhabra will be on study leave before going back to his Cadre.
