On Nov. 18, the Lakes District News office received a letter from Bell Can-ada. The letter came with a cheque in the amount of $150. Since the newspa-per has never had an account with Bell Canada, publisher Laura Blackwell suspected the cheque was a scam.

Blackwell called Bell Canada and was told the company had not sent out any cheques to Lakes District News. The cheque was then taken to RBC Royal Bank in Burns Lake to be ana-lyzed. Branch manager Alice Harris said the encoded part of the cheque (the numbers listed at the bottom) had actually been photocopied.

This looks odd, she said. It usu-ally looks and feels different when you touch.

Harris said the alleged scammer would not have been able to steal any banking information had the cheque been deposited. However, RCMPs Cpl. D.J. (Dave) Tyreman said the al-leged scammer could have been think-ing ahead, planning to call at a later date to say the cheque was a mistake and ask for the publishers bank infor-mation or even for money back.

Staff sergeant Grant MacDonald with the Burns Lake RCMP said there were no reports of similar fraud cases in the area. However, data from the RCMP website states that only five per cent of people who have been victim-ized by a scam ever report it.

A launch event was held to intro-duce stakeholders and community members to the Regional Skills Gap Analysis project at the Vineyard Church in Burns Lake on Nov. 19, 2014.

The project is aimed to develop strategies that would address the regional skills gap. According to a report by the Regional District of Bulkley-Nechako (RDBN), many communities struggle with high un-employment while companies are having difficulty in finding workers with the right skills.

To address this dilemma, the re-gional district took action to under-stand this dynamic and respond with a set of initiatives by creating the Regional Skills Gap Analysis proj-ect. The project's main goals include identifying and filling labour market gaps; increasing the skill level of resi-dents in the RDBN to secure employ-ment; attracting skilled employees to the region; supporting regional busi-nesses by sourcing skilled labour; and enhancing programming options at regional colleges.

The project was completed in Janu-ary 2014, and the final report that identifies recommended goals and strategic actions was adopted by the regional district's board of directors.

Approximately 30 individuals from across the region are part of the Stra-

tegic Workforce Opportunities Team (SWOT), a group responsible to en-sure the implementation of actions recommended in the Regional Skills Gap Analysis. The SWOT includes regional stakeholders representing education, industry, employment, economic development, local govern-ment and First Nations.

The regional district hired the ser-vices of a community development consulting firm called Millier Dick-inson Blais to assist them in the cre-ation of this project. Trudy Parsons, director of workforce development for Millier Dickinson Blais, was the speaker during the launch event in Burns Lake, helping the community understand what steps have been tak-en to develop the project.

The first step to develop the Re-gional Skills Gap Analysis was to hold consultations with different groups in order to understand the dynamics of labour supply and de-mand. Later, "consultation themes" were defined in order to summarize the key findings of the consultations. A set of strategies were then created, as well as recommended actions for each strategy. Some of the strategies include supporting small and me-dium enterprises to address human resources needs and preparing local labour force through career engage-ment and skills development. How-ever, the project doesn't specify how each recommended action is going to be implemented, nor does it provide specific timelines apart from classify-ing them into "short, medium or long term." The RDBN did not comment on this regard by press time. When the B.C. govern-ment announced its latest changes to liquor distri-bution, the reaction was not what I expected.

Private store repre-sentatives complained bitterly that the govern-ment is allowing further expansion of fridges and cold rooms in selected government liquor stores, and longer operating hours that include more

Sunday openings. Those hours, along with non-union staff, are the private stores big advantages as things stand in B.C.s hybrid liquor retailing system.

The B.C. Government Employees Union didnt seem at all perturbed that state-run stores key ad-vantage was also going to be gone effective April 1. That would be preferential wholesale pricing, in which the governments monopoly wholesaler sells

to them at cost and to private stores at higher rates.How much higher? Liquor Distribution Branch officials were carefully vague on that, and it

varies depending on which of the 22 wholesale categories you look at. They released a graph that suggests the average wholesale cost to government stores might be going up 10 to 15 per cent to create a level playing field with private stores.

That wholesale price difference is the main reason private stores have generally higher retail prices. And the majority of the provinces revenue of nearly $1 billion a year comes from this monopoly wholesale business, where the hidden tax is coyly termed a mark-up.

When the new, simplified system comes in next spring, a bottle of hard liquor will have a mark-up of 124 per cent. Thats right, LDB more than doubles the price with its wholesale liquor tax. And if its premium booze, anything valued at more than $21 a litre will get an extra luxury tax on top of that.

Coolers and ciders will see a 73 per cent mark-up. Wines are taxed at 89 per cent, with extra luxury tax on premium wines. Beer gets a per-litre tax with ascending rates for small, medium and large breweries. Then of course there is federal and provincial sales tax applied to all of it. Cheers!

Premier Christy Clark acknowledged that the first guiding principle of this overhaul is to keep that government revenue coming.

The new BCGEU president, Stephanie Smith, doesnt sound like your bullhorn-toting so-cialist of yore. She insists shes gung-ho to compete head to head with those private interlopers and get back some lost market share, particularly on the high-volume cold beer sales.

The union has another ace in the hole. Its current contract stipulates that LDB cant close stores. In some small towns there are government stores that lose money, particularly since theyve had more private competition. But at least for the duration of this BCGEU contract, the government retail arm will continue to operate in some places as a perverse social program, subsidizing retail clerk jobs that pay nearly twice what private retail pays.

And lets face it, running a till at a liquor store is not rocket surgery. Private and government store staff have to take the same training, and liquor inspector sting operations have increased vigilance on ID checks in all stores.

With higher wholesale prices applied to government stores, this kind of artificial support will cost more. The only way LDB could maintain it without subsidizing it from the wholesale windfall would be to raise retail prices.

The LDB says this new simplified system is not intended to impact consumer pricing. Note the careful choice of words.

Oh, one last thing. There is another new tax in the works. It will be applied to higher-alcohol beverages, in an effort to reduce adverse health effects.
