Foreword
This Business Plan sets out the envisaged activities of East Grampian
Coastal Partnership (EGCP) , designed to contribute to care for the
coastline, between Fraserburgh and St Cyrus, and its communities
over the next year and beyond, in a way that respects its special
character. The wide range of proposed projects builds on the strengths
and experience of the EGCP and recognises that no one organisation
can manage all coastal projects in isolation.
Over the last year EGCP has changed its status to that of a company
limited by guarantee without share capital that will operate on a not for
profit basis. This replaces the existing informal structure and will facilitate future activities, for
example by allowing the employment of staff if required to carry out some of the proposed
projects in this Business Plan.
EGCP Ltd will undertake community-based projects, projects on green tourism and projects on
coastal management. EGCP is based at Torry in the Marine Science Division of Marine Scotland.
The location is easily accessible and facilitates links with a number of bodies based in Torry and
the harbour area, including Marine Scotland Science itself, Aberdeen Harbour Board, Joint
Nature Conservation Committee (JNCC) and SEPA. EGCP will be organised with a membership
- both corporate and individual - led by a representative Board of Directors. The move should
make the Partnership more fit for purpose, namely the delivery of Integrated Coastal
Management.

1 Setting the Scene
1.1 In 2004 the first meeting took place to
investigate the creation of a local coastal
partnership to cover the area between
Fraserburgh and St Cyrus in the North East of
Scotland. 10 years on, and whilst much has
changed, our original aim of aiding and
facilitating the delivery of Integrated Coastal
Management along this fascinating and
diverse stretch of coast remains.
1.2 One of the first projects delivered by the
partnership was a report investigating how
Marine Spatial Planning could be delivered by
a coastal partnership. This work continued
through the developments of the Marine
(Scotland) Act 2010 and our work on Sectoral
Interactions Matrices and Stakeholder Spatial
Data gathering. This work will be at the heart
of EGCP during 2014/15.
1.3 In 2004 there were no Seaside Award
Beaches in the area and few people realised
the wonderful wildlife that could be seen along
the coast, including the dolphins in the centre
of Aberdeen at the harbour. Ten years on, all
possible beaches have Seaside Awards and
Aberdeen will in 2014 have 50 dolphin
sculptures complementing the now well known
dolphins that are seen at the Aberdeen
harbour most days.
1.4 One area that still needs to be improved is
the local provision of seafood in the area. At
present the vast majority of the area’s seafood
is exported and it can be difficult to buy our
catch locally. This is something that we aim to
address over the coming years.
1.5 The growing recognition of the
environmental, socio-economic importance in
coastal and marine areas is reflected in a
rapidly evolving policy and legislative process.
In April 2014 the Scottish Government
announced the first two regional marine
planning partnerships. These bodies will be
responsible for delivering Marine Spatial Plans
for the Clyde and Shetland.
2 Strategic Context
2.1 Marine planning, as set out in the Marine
(Scotland) 2010 Act , is a system to guide,
regulate and address activities in the marine
environment. It is different from terrestrial
planning in that the system will have to work in
multiple dimensions, a fluid environment and
with a strong real time element. However, it
will need to inter-relate with the terrestrial
system, and vice versa.
2.2 The Scottish National Marine Plan is at an
advanced stage of development having been
the subject of a major consultation in 2013. It
is anticipated that the Scottish Government
will launch the Final Plan late in 2014.
Appendix 1 shows how EGCPs work fits with
the latest draft of the plan.
2.3 The Act provides for the functions relating
to marine planning at the regional level to be
delegated to an appropriate body known as a
Marine Planning Partnership. It is anticipated
that these Planning Partnerships around
Scotland will not have uniform governance
structure but will be decided by regional
circumstances.
2.4 It is intended that Marine Planning
Partnerships in Scotland will be established
over a number of years. Local Coastal
Partnerships will, in the meantime, continue to
contribute to laying the foundations for the
work of these future Partnerships, as well as
delivery of Integrated Coastal Management
(ICM).
2.5 As one of these partnerships, EGCP
stands ready to make further contributions, if
asked by Marine Scotland, and, at the very
least, intends to expand the work on the
Sectoral Interactions Matrix and providing data
to the NMPi, (National Marine Plan interactive)
Geographical Information System.
2.6 At a European Level, Marine Spatial
Planning Legislation was passed on the 17th

of April 2014 which will require Scotland at a
minimum to-
take into account interactions between
the sea and land;
establish means of public participation for
stakeholders, authorities and the public
concerned;
use the best available data and organise
the sharing of information between
stakeholders;
3. Aim of EGCP
3.1 The fundamental aim of EGCP is to assist in the delivery of ICM between Kinnaird Head, Fraserburgh to the Aberdeenshire/Angus council boundary at the mouth of the River North Esk, by St Cyrus. 3.2 ICM is now defined by the European Commission as a dynamic and continuous process designed to promote sustainable management of coastal zones. 3.3 The principles of ICM, as promoted by the European Commission are to provide:-
A broad overall perspective (thematic and geographic) which will take into account the interdependence and disparity of natural systems and human activities with an impact
on coastal areas.
A long-term perspective which will take into account the precautionary principle and the
needs of present and future generations.
Adaptive management during a gradual process which will facilitate adjustment as problems and knowledge develop. This implies the need for a sound scientific basis
concerning the evolution of the coastal zone.
Local specificity and the great diversity of European coastal zones, which will make it possible to respond to their practical needs with specific solutions and flexible
measures.
Working with natural processes and respecting the carrying capacity of ecosystems, which will make human
activities more environmentally friendly, socially responsible and economically
sound.
Involving all the parties concerned (economic and social partners, the organisations representing coastal zone residents, non-governmental organisations and the business sector) in the management process, for example by means of agreements and based on shared
responsibility.
Support and involvement of relevant administrative bodies at national, regional and local level between which appropriate links should be established or mantained with the aim of improved co-ordination of the various existing policies. Partnership with and between regional and local authorities
should apply when appropriate.
Use of a combination of instruments designed to facilitate coherence between sectoral policy objectives and coherence between planning and management.
4. Objectives of EGCP 4.1 To deliver the aim set out in 3.1 the
Objectives of the Partnership are to:-
1. Promote the sustainable development of the East Grampian Coast to benefit local
communities and local tourism;
2.Seek to protect, conserve, enhance and promote the natural and cultural heritage of
the East Grampian coast;
3. Engage stakeholders and affiliated bodies through improved information networks, consultation and involvement in seminars and
workshops;
4. Act as a forum to discuss multi-agency
issues;
5. Seek to initiate, develop, deliver and coordinate practical projects that meet the objective of the Partnership in conjunction with
partner organisations;
6. Carry out and/or commission research relating to coastal zone management, Coastal
GIS data and information building;
7. Audit the effectiveness of the Partnership on

an ongoing basis; and
8. Work with the Scottish Coastal Forum, other local coastal forums and other relevant organisations to develop, implement and deliver joint regional and national scale
projects.
5 Changing Corporate Structure
5.1 As the EGCP moves towards its 10th
anniversary it has been crucial that the
governance and legal status of the partnership
becomes more sustainable. Having originally
been set up as a unincorporated body hosted
by a third party we have now made to the
transition to a not-for-profit company Limited
by Guarantee.
5.2 By making this transition EGCP has a
range of powers that it did not have in the
past. For example, it can now hire staff directly
and enter into contracts as a body rather than
a group of individuals.
5.3 In addition, all financial transactions can
now be carried out by EGCP rather than
relying on others. This will make accounting
much simpler in future. Funds from the former
partnership have been loaned to EGCP Ltd to
provide working capital. It is proposed that this
loan will be written off at the end of this
financial year.
6 Governance of EGCP
6.1 EGCP operates at three levels. Members, Directors and Associates, 6.2 Membership is limited to 15 individuals or organisations. Members either represent a major stakeholder along the East Grampian Coast or bring a key skill to the partnership, for example, accountancy or legal knowledge. 6.3 All Members are entitled to attend Advisory Committee meetings and have full voting rites. Advisory Committee meetings take place on a quarterly basis. The addition of new Members is voted upon by the Advisory Committee. 6.4 A small number of Members are elected
from the Membership as Directors to EGCP Ltd, including a Chair, Vice Chair and Treasurer. Directors are responsible for the overall management of the company and financial matters. 6.5 EGCP employs a part time Project Manager. Additional project officers or interns can be brought in on an ad hoc basis as required. 6.6 In addition EGCP is keen to recruit Associates which is free and is open to anyone with an interest in the coast. Whilst Associates do not have voting rights, they are kept informed and invited to events.

7 7. Delivery

7.1 Communication (Objective 1,2 &3)
7.1.1 To better engage with the public and stakeholders (Objective 3) the following measures will be undertaken:- Improving the EGCP website with more up
to date contents and information about coastal developments;
Introducing an e-newsletter focusing on
ICM, Marine Planning and issues on the coast;
Engaging communities through talks and
stands at local coastal events, such as harbour days and galas;
Engaging social media though the
@grampian_coast Twitter feed which will promote our work and coastal events;
Preparing a large conference to mark the
tenth anniversary of EGCP and developing a vision for the next 10 years.
7.2 Data Gathering (Objective 6) 7.2.1 For Marine Planning to be as effective, it requires accurate data. This must explain where things happen in space and time, as well as how they interrelate. 7.2.2 Much of this data is held at a national level. However, for a large number of sectors, this can only be gathered directly from the marine users. This is the basis for the long term stakeholder data project for which EGCP will continue to gather both quantitative and qualitative data.. 7.2.3 During 2014/15 EGCP will aim to fill the following gaps in the Sectoral Interactions
Matrix:- Oil Gas Pipelines Electricity Cables and Landfalls Cruise Ships Intertidal Shellfish Scientific Research Scallop Dredging Pelagic Trawling Sewage Disposal Surfing 7.2.4 In addition, EGCP will seek a greater level of detail in a of range sectors specifically:- Offshore wind( new developments) Inshore Fisheries (Cairnbulg, Peterhead, Boddam, Cruden Bay, Collieston, Aberdeen, Johnshaven) Small Harbours (Cairnbulg, Boddam,
Cruden Bay, Collieston, Johnshaven) HM Coastguard Marinas (new pontoons at Cairnbulg and
proposed at Stonehaven and Cruden Bay)
Sea kayaking Salmon and Sea Trout Fishing (Rivers Ugie, Ythan, Don, Bervie) Eco-tourism (Aberdeen Harbour and
Stonehaven) Recreational Diving Sea angling (clubs and boat trips) 7.2.5 In every interview we will be gathering spatial data which will be added to the Scottish Governments NMPi (National Marine Plan Interactive) web-based GIS (Geographical Information System). 7.2.6 EGCP will also continue collaborating in Norcet, using volunteers to monitor cetaceans from the ferries to the Northern Isles

7.3 Green Tourism (Objective 1&2) 7.3.1 EGCP aims to encourage nature based tourism whilst ensuring that this does not damage the area. This will be achieved by:- Playing a full part in the Energetica walking
and wildlife festival including producing a walking and wildlife guide and running two workshops;
Delivering four ‘Know your coast’ tours
focussing on the summer, autumn and spring to enable key front of house tourism staff and those who deal directly with visitors can learn more about the coast and what it has to offer so they can pass on this knowledge;
Working to attract visitors to the area
through participation in events and writing articles for magazines;
Producing a 20 page ‘Discover Your Coast’
Guide focussing on genealogy, children’s activities and wildlife. This will have a print run of 10,000. Copies will be distributed though a large range of outlets;
Following on from Know Your Coast, EGCP
will introduce the Dolphin Mark to recognise businesses that use their knowledge to ensure guests have an enjoyable visit to the area;
Holding two workshops as part of the
TechFest festival in September focussing on the Ythan Estuary and Bullars of Buchan;
Following up its attendance in 2014, in 2015
EGCP will return to Whalefest with an improved stand and promotion. This is a major event and offers the opportunity to use our expertise to encourage new visitors, and possibly skilled workers, to explore the area.
7.4 Developing Influence (Objective 2&3) 7.4.1 EGCP will continue to act as a champion for the coast through our involvement in a range of decision making bodies:-
Axis 4 of the EMFFas an EU funding stream aims to aid small coastal fishing communities. EGCP sits on the fund allocating FLAG (Fisheries Local Action Group) and PAC (Project Advisory Committee).
EGCP is also keen to support the work of
the North East Of Scotland Local Biodiversity Action Partnership (NESLBAP) by acting as its coastal champion. This involves Chairing the Marine Habitats Group and being a member of the Steering Committee and the Communications Group.
Following its work on the Energetica
Walking and Wildlife Festival, EGCP has been asked to have representation on the Energetica Lifestyle and Leisure Group and the Working Group that is planning the 2015 festival.
EGCP is also represented on the Menie
Environmental Monitoring Advisory Group. However, this has not met for some time.

7.5 Seafood (Obejective 1)
7.5.1 Using the lessons learnt over the last year through the production of the Aberdeenshire and Aberdeen City Seafood scoping study, EGCP will aid the Moray Firth Partnership in delivering a seafood project in the North East.
8 Targeted future work
8.1 As well as working to deliver projects within
this financial year EGCP is currently planning a
range of activities for future years and seeking
funding opportunities.
8.2 Marine Litter and Coastal Stewardship 8.2.1 Develop a Marine Litter plan to both reduce littering and clean littered beaches.
8.2.2 Hold a stakeholder event to develop a
community strategy for cleaning the area’s
beaches and coastline.
8.3 State of Nature Report
8.3.1 In 2002 The North East of Scotland Local
Biodiversity Partnership produced a State of
Biodiversity Report. At present there are plans to
update this and carry out an assessment of trends
in local flora and fauna.
8.3.2 Once this is agreed, EGCP intends to lead
the marine and coast sections of this work.
8.4 Dolphin Space
8.4.1 Given that EGCP has played a major role
over many years in the promotion of whale and
dolphin watching in the area, it is important that
work continues to ensure that they are not
harmed by the new attention.
8.4.2 To date EGCP has worked with boat
operators to ensure high standards of behaviour
around marine mammals. In the future this work
may need to expand to include a system similar to
the Moray Firth’s Dolphin Space Programme.
8.5 Nigg and Greyhope Bay Developments
8.5.1 At the stakeholder seminar held in April
2013 EGCP, looked at the issues surrounding the
proposed second Harbour at Nigg Bay. A similar
event may be carried out in the future.
8.5.2 In addition there is a proposal for a
Community Marine Centre at Greyhope Bay.
Again, there may be a need for EGCP to be
involved .
8.6 Climate Change Adaptation
8.6.1 This issue of climate change on the coast is
only likely to increase in significance. EGCP is
well place to carry out research, awareness
raising and planning on this issue.
8.7 Who's who
8.7.1 To improve partnership working and
communication, in particular the ability of coastal
stakeholders to contact each other, EGCP intend
to create a web based, ’Who’s Who of the Coast’.

9.5 Table 2 shows the spend that is needed to maintain a number of key projects; additional funding to increase the scope of a number of projects will be sought where there are opportunities to do so.

9.1 EGCP has, like most other organisations, faced a tight financial situation. During 2014/15 we will aim to break even keeping a reserve of circa £17.5K 9.2 During 2014/15 EGCP will be operating at minimum staffing level with 0.8 full time equivalent member of staff. This is challenging, however it has been the situation for 4 years and we have delivered a strong range of projects. If funding can be found for some admin support, or an alternate resource can be found, this would be used to allow the Project Manager to spend more time on the ground delivering projects.

9.6 Web costs are now included within the Green Tourism project along with a printed newsletter.
9.10 Income in 2014/15 will be higher than expenditure partly due to £5,800 paid from
Aberdeenshire Econ Dev that was paid later than expected. In addition EGCP is likely to receive
an additional £2,5k from Aberdeenshire Council on agreement by Committee. At the end of
2014/15 EGCP aims to have a reserve of circa £17.5k in line with previous years.
12.11 This is a tight but achievable budget. During the second half of 2014/15 efforts will be
made to attract new sources of funding both from the private sector and from working in
partnership with the third sector. This will require a range of projects, mainly with an
environmental focus to be devised, discussed and presented to the private sector with a maritime
interest in the North East. It is hoped that these conversations will encourage investment and
potential membership.
