Although the Traill County Sheriff Department did not have a representative at the council meeting, a contract was made available for discussion. Under terms of the law en-forcement contract, the county would provide law enforcement services to the city. The county would hire deputies to patrol the city and the deputies would be employees of Traill County. One area of discussion concerned the sale and replace-ment of vehicles which are on a replacement schedule of every four years. The city attorneys from Brudvik Law Office will review the contract and make recommendations at the De-cember council meeting.
SRS has erected bins at its site but to do so, removed large trees. Approximately nine semi-loads of trees were hauled to the city landfill. The company asked for financial help from the city via reduc-tion or forgiveness of the fees. Because the ordinance states that the residents pay for use of the city landfill, the request for financial help was denied. It was noted that the landfill would be available free of charge to residents Nov. 8 and 9.
The council authorized the auditor to advertise for bids for city gravel and fuel for the coming year. Sealed bids are to be in the city auditor’s office by 4 p.m. on Dec. 2 and will be opened at the council meeting that evening. The city reserves
the right to reject any and all proposals.
Liquor license renewals are due in December. Application for a liquor and/or beer and wine license along with the ap-propriate fees are to be in the city auditor’s office by 3 p.m. on Dec. 2, 2019. The license is good from Jan. 1, 2020, through Dec. 31, 2020. Renew-al applications will be mailed to current license holders.
The city has been research-ing companies and methods whereby payments can be made using credit or debit cards, ACH and e-check. Com-panies vary in the fees imposed and the details of contract and services provided. City Auditor Gale Olstad will continue her research.
“Rebuilding Together,” a program that completes safe and healthy repair projects in homes, is looking for proj-ects again. The work of the organization is based on the principles of healthy housing to correct critical health and safety in the home. The work reduces falls and injuries, supports safe aging in place, addresses asthma triggers, improves air quality for those with chronic illnesses, reduces lead hazards, reduces fires,
and supports independent living for individuals with disabilities. Some of the work could include installing grab bars and handrails, fixing leaks, installing smoke alarms and Co2 detectors, repairing and replacing roofs, siding and windows, and much more. The city received a ques-tionnaire on the scope and cost of potential sewer and storm improvements. The question-naire to be completed by Moore Engineering will be used to determine potential financial assistance under the Clean Water State Revolving Fund
program. The council approved the
second reading and adoption of an ordinance granting a franchise to Dakota Natural Gas, LLC.
The council approved the sale of a cemetery plot to Brian and Diana Tastad.
The council was reminded of a number of meetings and information which may be of interest to members:

* Legacy Funds Earn-ings committee meeting, Nov. 12-13;
* Government IT sympo-sium, Dec. 10-12;
* VisionZero nominations for infrastructure safety award for individuals and programs.
City offices will be closed on Saturday, Nov. 8 and Mon-day, Nov. 11, in observance of Veterans Day and also on Thursday and Friday, Nov. 28 and 29 for Thanksgiving Day. City offices will also be closed Dec. 23-25 in observance of the Christmas holiday.
The council set Feb. 7, 2020, for the city employee annual holiday get together to be held at Paula’s.
