BUSINESS AND CONSTRUCTION EXPERIENCE RESUME
Central Construction Co.’s wide variety of construction experience includes custom homes, shopping
centers, offices, condominiums, banks, hospitals, medical/dental, industrial, churches and subdivisions. A
creative approach is used to construct projects and buildings for maximum sustainability. Residential
entry level and luxury subdivisions have been developed from acquisition, entitlement processing,
engineering, final construction and marketing. Similar processes have been followed with commercial and
industrial properties. Specializations include: in house bowling alleys, elevators, theaters, “smart house
technologies”, state of the art security, solar and back up generators. Collective experience of the team
includes owners and directorships of banks, design/carpet company, university, community college and
private schools, road construction and specialty sites for underground utilities. This work includes all site
prep, utilities and pad construction for all projects including storm water systems, asphalt and concrete.
The site work and utilities have been done in-house as an extension of our business. Jeff Cullumber,
president of Central Construction Co. is one of the most well versed and rounded construction qualified
individuals in the state of Arizona. Holding all major construction licenses in Arizona, Jeff leads the
industry in hands on experience for over 35 years.
Since it’s founding in 1967 Central Construction Co. has built over 2,150 single-family homes. The
emphasis shifted in 1979 from volume tract homes to precision, one of a kind crafted custom building.
Typical custom home sizes range from 3500 sq. ft. of living area to 22,000 sq. ft. of living area.
Commercial, medical, churches and industrial have continued to be an important part of each years
activity. More recently we have reached out into heavy commercial and underground work.
The Central Team is committed to “making a difference” in the community including service on
Planning and Zoning Commission, Industrial Bond Authority, Airport Commission, and Building Code
Board of Appeals. We have also been involved with the Registrar of Contractors in their Commercial Job
analysis workshops.
Today, Central Construction Co.’s main focus is on highly personalized service. Customer satisfaction
comes through communication, commitment, and a passion for excellence. Central Construction Co. is
experienced in design-build as part of a team with owner, architect, engineer designer and builder.
Central Construction Co. can function as project managers, general contractors, construction manager at
risk, all with an emphasis on value engineering. Recent construction projects have been on-time, on-
budget, under budget, and superior quality. Underground, utilities, sitework, pads, asphalt, seal coating,
and demolition have been a priority lately using our A General Engineering License.

for confined space, trench excavation, top man certification, first aid, and equipment safety.

NEW YORK
SITE SUPERINTENDENT:
6 miles of the New York Thruway for Dell Construction, Inc.
The project entailed meeting new line of site guidelines. Responsible for extending the existing
storm drains, adding new headwalls, building out the slopes as required, removal and replacement
of the shoulders with a new heavier paving section, removal of the median and installation of new
catch basins and connecting those basins to the existing storm drains, regrading the medians for
concrete barrier and repaving the medians. I shared the responsibility of settling the existing
concrete roadway with a mobile concrete guillotine hammer, removal and repaving of the failed
concrete sections, the building of new super elevations to meet the new Federal line of site
requirements. Participated in the lifting and removal of a concrete footbridge that spanned north
and southbound traffic, rebuilding the headwalls and re-setting the bridge. Final portion was the
final lift of asphalt after building out the super elevations in maximum 4" lifts. 2 year project
PROJECT SUPERINTENDENT:
550 acre subdivision in Tuxedo, New York for Cal-Mart Construction.
The project entailed heavy tree removal, house demolition, location and development of a borrow
pit for 24,000 CY of import, hazardous waste removal, blasting for excavation and trenching,
installation of thousands of feet of French drains to divert underground springs, 8" DIP water
main installation including; valves, hydrants, blow offs and backflow preventers, landfill bridges
built out of 96" CMP with laid up boulder headwalls, existing stream diversion dams, slope
protection, slope restoration, laid up native rock walls and retaining walls, and contracting with
the suppliers for the crushed aggregate base material and asphalt for the paving. 2 year project
