Micro, Small and Medium scale Enterprises (MSME) playsa vital role in the economies of the countries worldwide. It hasbeen well recognized in the “Mahinada Chinthana” Vision for thefuture presented along with the guide lines.

The World is dynamic and changing. The world has passedthrough Stone Age, Agricultural Age, Industrial Age, now inKnowledge age and marching towards to Wisdom age. This Guarantee is a counter-guarantee issued to a bank, inconsideration of the bank issuing a Bank Guarantee to anAirline that extends credit facilities to a Freight Forwarder.

6. ATA CARNET GUARANTEE

This guarantee is issued directly to the International Chamberof Commerce - Sri Lanka enabling exporters (especiallyGems & Jewellery) to obtain the ATA Carnet withoutcollateral security. Under the Carnet, which is a customsdocument, goods and commercial samples can be effectivelyexported for use in trade fairs, exhibitions and for tradepromotional purposes, imported duty free. This covers theInternational Chamber of Commerce – Sri Lanka up to 100%of the loss incurred.

7. COST OF AIR PASSAGE(APARA) GUARANTEE

The primary objective of this guarantee is to encouragecommercial banks to finance the cost of passage of SriLankans going abroad for employment. The scheme isintended to alleviate problems faced by Sri Lankans seekingemployment abroad regarding their passage, promote exportof services and reduce unemployment.

8. BIZINFO CREDIT REPORTS

Biz-info provides speedy and accurate information to bankersto evaluate overseas buyers, in order to extend post-shipment

finance to exporters

1. SELLER’S RISK INSURANCE POLICY

Covers non-payment risks of an exporter’s buyers abroad

due to commercial and political risks with nominal premium.

An Exporter may also cover specific buyers under the

SELLER’S RISK INSURANCE-SPECIFIC POLICY.

2. EXPORT CREDIT GUARANTEES

The Export Credit Guarantee Schemes by SLECIC create

a favourable climate in which banks could grant liberal

finance to exporters to obtain Pre and Post Shipment finance,

allowing them to realize their full export potential and

enabling them to compete confidently in international

markets.

3. WHOLE TURNOVER PRE/POST SHIPMENT CREDIT

GUARANTEE

These Guarantees facilitate Banks to cover the entire export

credit portfolio granted by way of Pre/Post Shipment

advances to exportersas well as indirect exporters at a lower

premium rate.

4. EXPORT PERFORMANCE GUARANTEE

This Guarantee is issued as a counter guarantee to commercial

banks covering due performance of exporters. This facilitates

those exporters who bid for foreign contracts to supply goods/

services.


2. Facilitates incentives granted for investors from the Inland

Revenue Dept., Sri Lanka Customs and the Dept of Exchange

Control, and facilitate Import/Export clearance and customs

procedure for import of capital goods, raw materials and the

export of final products.

Industrial Metrology

Industrial Metrology deals with measurements in

production and quality control. It covers calibration

procedures, calibration intervals, and control of

measurement processes and management of measuring

instrument in industry to ensure that they are in a

state of compliance with requirements for their

intended use. The need for certification under ISO

9000 and ISO 14000 has created a growing demand

for traceable calibration of measuring instruments used

in industry.

Activities carried out by the department in Industrial

Metrology field are as follows.

Activities

The activities of Measurement Units, Standards and Services

can be classified into three fields: Scientific Metrology, Industrial

Metrology and Legal Metrology.

Scientific Metrology

Scientific Metrology is the metrology that deals with

problems common to all metrological questions related

to the quantity. This covers theoretical and practical

problems concerning units of measurements,

dissemination through scientific method, identification

and estimation of errors. The verification and

Providing experts assistance in the formulation of

industrial documentary standards laboratory

accreditation programs, product and quality

systems certification.

Calibration and providing guidance to promote

industry in the country and manufacture and import

instruments related to physical measurements as

and when required.

Legal Metrology

Legal metrology is the part of metrology, which is

subjected to legal control. The scope of legal metrology

is defined by the act and its regulations. The fields

of public health, human safety and environmental

protection are among the most important measurement

activities of modern legal metrology. A clinical

thermometer or a blood pressure measuring instrument,

which is not properly verified, may lead to wrong

diagnosis and incorrect medication. Breathe analyzer

and radar speed measurement help to ensure the safety

on the road.

The act empowers the department to regulate legal

metrology in the following areas.

Verification of weights, measures, weighing and

measuring equipment used in trade.

Introduction

This Company established in June 1971, under the Article No.

02 of State Trading Corporation Act number 33 of 1970 was

facing heavy losses by the end of 1980 due to changes made

in government policies.

The monopoly enjoyed by the Company in the supply of building

materials was lost due to the open market competition and the

Company experienced heavy losses continuously because it had

to maintain excess staff. As a result, this Company converted to

a Public Corporation named Building Materials Corporation Ltd.

on 16th September 1992, under Act number 23 of 1987, which

converts public institutions into Public Companies.

Activities

State Trading (General) Corporation was established under the

Sri Lanka State Trading Corporation Act No. 33 of 1970. STC

General Trading Company Limited is the successor of the Sri

Lanka State Trading General Corporation. The objectives of this

company is the caring for and attending to consumer needs by

making available quality consumer goods at reasonable prices

While increasing the purchasing power of general public and

stabilizing the price levels.

The main sale items of STC General Trading Company are

stationery, office equipment, household appliances, light

engineering machinery, tools, steel and wooden furniture, tyres,

agricultural implements and chemical and allied products.


Provide opportunities for wholesale traders to purchase

fresh fruits and vegetables, directly from producers.

Encourage business community by providing

competitive marketing environment for wholesale

traders.

Create opportunity to distribute area specific agricultural

products among people in all parts of the island.

Provide facilities for consumers to purchase food items

at cheaper prices.

The setting up of Dedicated Economic Centers was started in

1998, as means of implementing marketing development strategy

to provide marketing facilities for producers in the rural areas.

The subject of establishing DECs which was carried out by the

Ministry of Rural Employment Promotion was assigned to the

Ministry of Trade, Marketing Development, Co-operatives and

Consumer Services in 2007. Accordingly, coordination and

supervision of operation of all DECs are done by this Ministry.

The objectives of setting up economic centers are to:

Ensure obtaining reasonable prices for agriculture

producers for their crops by providing targeted market.

Provide opportunity to small scale producers to

minimize their transport costs and wastage in

transportation.
