Business Plan Template

This business plan template provides supplemental information to assist you in completing your application for Child Care Major Capital Funding. Please read the Business Plan Guidelines carefully and include the necessary information in your submission. The use of this template will facilitate an appropriate evaluation of your project application. If you choose not to use this template you must ensure all of the required information outlined below is clearly identifiable in your submission.

PLEASE LIMIT THE BUSINESS PLAN TO A MAXIMUM OF 30 PAGES(NOT INCLUDING ATTACHMENTS)

List of Business Plan Guidelines:

Section 1: Executive Summary

Guideline: Summarize the project and be sure to include the following projected dates: project commencement date, project completion date, and start date of operation. Please note that notification of eligibility for major capital funding will be approximately three months following the application deadline date. Funding agreements are signed shortly thereafter. The applicant/organization must have the required experience, knowledge and credentials to undertake the project and this should be reflected in the summary.

Attach a copy of your current BC Corporate Registry Notice that includes the identification number, if registered.

Attach written confirmation that the project can be started within the four months following the signing of the Funding Agreement.

Section 2: Community Need

Guideline: Summarize and demonstrate your community’s need for the additional child care spaces. This may take the form of a community needs assessment and/or a relevant data analysis. You must include an explanation of how your proposed project will meet the needs of local families and provide new child care spaces that are not readily available in the community including steps you have taken to avoid service duplication.

A maximum of two attachments is permitted; additional attachments will not be considered.

Note: An applicant/organization must obtain all necessary permits and ensure that all local zoning requirements and by-laws are satisfied.

Guideline: Identify the type of project, number and type of new child care spaces being created, location, and description of work completed to date, if applicable.

Attach necessary letter(s) of confirmation from the local government and/or school board.

o For targeted projects on school district land: From School Board confirming support for the application and the terms

and conditions of the lease.o If zoning or by-law changes are required:

From local government confirming status of the proposed rezoning or by-law changes.

Section 4: Financial Standing

Guideline: The application package must include documentation regarding the applicant/organization’s financial standing. This must include, but is not limited to: confirmation that the organization has the required funding contribution; and current documentation from a financial institution that indicates the organization is in good standing. See Section 5 for additional information regarding the organization’s financial contribution.

Attach documentation proving that the organization has the confirmed sources of funding;

Attach current documentation from a financial institution that indicates the organization is in good standing.

Section 5: Budget and Operating Information

Note: Refer to the 2015/16 Child Care Major Capital Funding Program Funding Guidelines Checklist for more information regarding the documentation required.

Guideline: Complete and include the recommended Proposed Budget for the Project and Operating Budget templates below. As identified in the Checklist include two detailed quotes for all site development, building development, and equipment costs; and an outline of anticipated professional fees. Describe the total value of the volunteer labour contribution using the Volunteer Labour template below. The value of the volunteer labour contribution cannot exceed 15 percent of the total project costs. To be eligible, the volunteer labour must be completed by persons at arm’s length from the applicant.

Accepted rates for volunteer labour are:$50.00 per hour for heavy machinery and operator$20.00 per hour for skilled labour$10.25 per hour for unskilled labour

Organizations may contribute more than the minimum financial contribution; however, provincial funding will be considered for the difference between the applicant’s total financial contribution and the total project costs, up to the maximum funding amount available for the organization type.

Section 6: Human Resources

Guideline: Describe how your child care facility will ensure the required qualified staff are in place. Include recruiting and retaining strategies.

Section 7: Implementation Plan

Guideline: Include estimated dates of start and completion for the main activities of your project. Refer to the Project Schedule template provided below.

Attach proof of ownership of land and building, or rental agreement, or lease agreement.

Attach detailed floor plans. If possible, attach photos of the proposed location.

Section 8: Licensing Requirements

Note: If currently licensed, the organization must be in compliance with the Community Care and Assisted Living Act and Child Care Licensing Regulation. This will be confirmed with the Ministry of Health. Non-compliance will result in the proposal’s disqualification from this intake.

Guideline: Outline how you are working with the local Health Authority Licensing Officer to ensure that the proposed project will meet licensing requirements and regulation.
