SCAGPO Purpose The purpose of the South Carolina Association of Governmental Purchasing Officials

is: to study, discuss and recommend improvements in the field of governmental

purchasing; to provide a means for the exchange of ideas and experiences among governmental purchasing officials; to promote and encourage professional competence through continuing education and

training of governmental purchasing officials; to promote and foster the professional stature of all persons engaged in

SCAGPO History The Coastal Carolina Association of Governmental Purchasing Officials became an official organization on January 1, 1978. The first meeting was held on January 17, 1978 at the Howard Johnson’s Motor Lodge in Charleston, SC. The officers in the inaugural year included the following:

The name of the organization changed to the South Carolina Association of Governmental Purchasing Officials in late 1979. The association has continued to grow since its inception in 1978. Today's membership stands at over 600 members from all areas of governmental purchasing. SCAGPO is a nonprofit organization providing a wealth of support to purchasing agencies throughout South Carolina. Through its programs, purchasing officials learn the finer points of source selection, competitive bidding, negotiation, transportation, quality assurance, contract administration, tracking, inventory management, and specification writing. SCAGPO sponsors three professional development seminars per year and an annual conference with purchasing seminars. These have proven invaluable for those professionals in governmental purchasing who want to improve or update purchasing techniques and skills, improve purchasing power, and increase overall knowledge of purchasing. Additionally, SCAGPO’s newsletter, "Buyways," is published for the benefit of its members. It reports on developments in purchasing and related practices and news about colleagues across South Carolina.

Student Memberships Margaret Woodson, Chair

The Membership voted and approved during the May Quarterly Training an Amendment to the Bylaws to expand the definit ion of the

“Associate Member” category to include membership for College Students and Faculty who meet the el igibil i ty requirements. Not only will they become members of SCAGPO, but they will also be el igible for an Associate Membership with NIGP. The change also includes a short- term Transit ional Membership category for members who are displaced from their agency. Please note, i f you personally paid as an individual member, the membership stays with you and a transi t ional membership request is not needed to be submitted to the Board for approval. If there is a local college or universi ty class or student group that you want to conduct a presentation on Public Procurement Careers and the benefits of membership with SCAGPO and NIGP, information is available on our website on the “Become a Member Today” l ink. Available for downloading and print ing are brochures and a power point presentation, including the new Student Membership brochure. Or, you can contact the Membership Committee to request that we contact the college group. MEMBERSHIP FEES Changes in Membership Fees effective for memberships beginning January 1, 2012:

New members received into the association between the months of January and June shall pay the full $40.00. New members received between the months of July and December shall pay $30.00.

Each agency member beyond the 15 will pay $20.00 membership dues regardless of month joined in the Association.

Only one address is allowed per agency under the $450.00 maximum.

Memberships may be specific to an individual if the individual paid their own membership. If an agency paid the membership and the agency requests the replacement of the person in that position, then the membership will be changed.

SCAGPO MEMBERSHIP

Membership Categories Membership is open to any person who subscribes to the purposes of the South Carolina Association of Governmental Purchasing Officials. The classes of membership are: Regular Members: Restricted to persons who are actively engaged in governmental purchasing activities of any state, county, municipal, educational agency or special purpose political subdivisions. May also be extended to anyone interested in the profession, vendors excluded, and sponsored by a regular member. Lifetime Members: May be conferred upon active members upon retirement and written request for such membership. Honorary Members: May be bestowed upon individuals who have made distinguished contributions to the purchasing profession, or to the Association, upon recommendation and majority vote by the Executive Board. Agency Members: Up to 15 members may have membership in the name of any state, county, municipal, educational agency, or special purpose political subdivision which is actively engaged in governmental purchasing activities. Agency members are considered regular members.

SCAGPO offers several opportunities for members to earn awards and scholarships. These opportunities are usually announced in the late summer and early fall . Winners are announced every year at the Annual Forum during the Awards Banquet. The following is an overview of how SCAGPO’s Awards and Scholarships Program works: The Awards and Scholarship Committee is composed of three (3) past recipients of the James H. Barnes Award and two members at large. The previous year’s recipient of the James H. Barnes Award shall serve as the chairperson of the committee. The purpose of the committee is to review the accomplishments of any SCAGPO member who has distinguished themselves in the areas of accomplishment, involvement in SCAGPO activities and promotion of professional development. The committee will make the following awards:

A. Professional Development Scholarship Award: Prior to the annual forum, the committee shall select from applications received, a qualified recipient for the Professional Development Scholarship. Applicants must be a member in good standing for a period of not less than one year.

B. SCAGPO “Professional Buyer of the Year” & “Professional Purchasing Manager of the Year” Awards: Prior to the Annual Forum, the committee shall select SCAGPO’s “Professional Buyer & Professional Purchasing Manager of the Year”. These recipients shall become SCAGPO’s nominee for the NIGP Professional Buyer & Manager of the Year Award.

C. James H. Barnes Award: Nominees will be

selected from the active membership. The nomination will be based on outstanding contributions through SCAGPO toward the advancement of the public purchasing profession.

D. B.D. Bland “Distinguished Service Award”:

Such distinguished service may include, but need not be limited to: 1. Servicing SCAGPO or NIGP, this

results in state and/or national recognition that positively reflects on the purchasing profession.

2. Providing active leadership in purchasing organizations and community organization.

3. Contributing to education and professional development.

4. Promoting the good name of purchasing organizations and/or the purchasing profession.

The Certification Committee awards annual scholarships to help members meet certification goals. The chairperson is appointed by the President and is a non-voting member of the Board of Directors.

SCAGPO Accepting Donation of Cars Submitted by Margaret Woodson

The Board has recently approved a new fund-raising program for member scholarships with Charitable Auto Resources, Inc. (CARS). Charitable Auto ResourceS , Inc. (CARS) is a complete turn-key operation dedicated to helping non-profit organizations raise revenue by providing the expertise to assist non-profit organizations raise funds by taking personal vehicles donated to SCAGPO. SCAGPO will receive 70% of the net proceeds of the sale of the donated vehicle. There are NO start up fees and SCAGPO will need no additional staff… because CARS handles it ALL . CARS handles everything, from the initial phone call by the donor to the sale of the vehicle. Based on the donor’s availability, they arrange for a tow company to pick-up the vehicle. Only a very few vehicles are declined for reasons such as not being a complete vehicle or too far a distance from an auction house. The donor is mailed a personalized thank you letter from SCAGPO, and if the sale qualifies, the IRS 1098-C form within 30 days from the sale of the vehicle. Towing and auction fees are deducted from the gross sale of the vehicles to arrive at the net proceeds. These fees vary from state-to-state. CARS sell the majority of vehicles through dealer auctions. Higher value vehicles are sold through e-Bay. Some are sold at salvage, which reduces the chances of a loss. CARS will not bill you for any

vehicle that sells for less than the expenses. Occasionally there are title transfer issues and DMV questions that arise after the fact; CARS handles all the follow-up on these and any other issues. The Board plans to launch this program as early as July 2011. This program will help you find a solution to dispose of that spare vehicle in your yard (granny’s or Neighbors!), help SCAGPO’s scholarship program and receive a tax deduction. Details about the program will be available on SCAGPO’s website and in the July edition of Buyways . Spread the word!

SCAGPO’s Summer Charitable Project

The SCAGPO Board requests members consider making a charitable contribution to the Muscular Dystrophy Association. Many of us know the MDA from the Jerry’s Kids telethons in our youth. This association continues to be a viable and necessary non-profit organization due to the kindness of ordinary people like you who care enough to make and keep a monetary commitment to children in special circumstances. Annual Forum Committee The Forum Committees have been working hard to plan SCAGPO’s 33r d Annual Professional Development Forum and Trade Show. This year’s Forum returns to Myrtle Beach’s Embassy Suites on Kingston Plantation. Information & Publicity The Information & Publicity Committee has been working hard to improve the website. It is the Committee’s goal to make the site more resourceful and easier to navigate. Recent improvements include (1) addition of links to each committee’s page at the very bottom of the welcome screen, (2) removal of outdated information (3) archival of old Forum and Quarterly training and (3) addition of information about individual committees. SCAGPO Members are encouraged to visit the “Members Only” section of the website. There, you will have access to all updates in SCAGPO including board meeting schedule, meeting minutes, meeting agendas and progress reports made by SCAGPO Officers and Committee Chairs.

The Information and Publicity Committee is responsible for the dissemination of information regarding SCAGPO to the membership, vendors, media, NIGP & Chapters and general public. The committee publishes Buyways as well as maintains the website, issue press releases and weekly announcements by e-mail. The Information & Publicity is comprised of a wonderful group of professionals including: Tammy Isham; Thomas Harvin, CPPB; Tamika Malone, CPPB; Michelle Robinson, CPPB; Jalorie Robinson, CPPB; Wayne Tesh, CPPB; Joyce Strothers Wilson, CPPB; and Margaret Woodson.

The Past President's council shall consist of all past presidents that are active members of SCAGPO. They shall function in an advisory capacity and handle special projects appointed by the President or the Board. They shall sit on the Board as non-voting members. The immediate Past President shall have voting privileges. The immediate past president is responsible for the outgoing President's Award. Duties: Assist the immediate Past President, if requested, for timely and complete submission of the SCAGPO's entry to NIGP for consideration of awards; by the end of February. Applications for the Large Chapter of the Year and Buyer of the Year were submitted to NIGP for the National Awards consideration.

The following information is an excerpt from a presentation “Strategies for Women in Supply Management: How to Overcome the Final Hurdles” by Cheryl O. Ransom, C.P.M., A.P.P. and Tracey K. Stevens, C.P.M., CPPB . Although their presentation addresses women in our profession, their insightful tips are universal for all new and not-so-new procurement professionals with career progression aspirations. Strategies & Lessons Learned. Several respondents’ advised women to celebrate their successes, no matter how small or large. If a goal is accomplished, great! If the goal wasn’t met, congratulate yourself for having had the courage and skills to try. Women were encouraged to see workplace problems as opportunities for making positive changes. Additional strategies and lessons learned included: 1. Learn everything you can about your job or position, the organization you work for and how you can make a positive impact. 2. Set business goals, both long-range and short

range. Write them down and commit yourself to them. Then be willing to assume the risks and sacrifices demanded of you in order to reach them. Understand and accept the price you must pay. 3. Transmit your conviction and confidence in your “product” to both your internal and external customers. 4. Women who advance have confidence in themselves. Set your sights high. It’s just as easy to work with thousands as it is with hundreds. Only lack of confidence can hold you back. 5. Find ways to overcome whatever fears are holding you back. If necessary, seek out professionals who can help. 6. Learn to work smarter, not harder. To do so, increase your knowledge--read, study, research and consult the experts. 7. Help build other people, and let them help build you. Share your ideas, goals, aspirations, and problems with friends.

Form mastermind alliances with others, but don’t expect them to solve your problems or take care of you. 8. Take every opportunity to let whatever you learn from your experiences in life shape what you do tomorrow. Remember you will learn great lessons from your failures. 9. Don’t look back. Burn the bridges of things you can’t change, leave them behind you and forge ahead. 10. Be willing and eager to go on to new experiences. Learn how to relate new knowledge to experiences and lessons learned in the

past. 11. Admit what you don’t know, acknowledge what you need to know and search out the answers. Become firmly convinced that there are no

unsolvable problems.

12. Practice mental picturing. Program yourself for success. Conquer negativism. Learn how to be a self-motivator. Use daily affirmations. 13. Never take lightly the opportunities that come

14. Acknowledge that success is a process. Start where you are today and set a goal. When you reach that goal, recognize that this places you at a new starting position for setting and reaching additional goals. 15. Be aware that the more far-reaching and noble your goals, the more sacrifice, suffering, learning and perseverance will be required to realize them. Recognize and totally believe that you hold the keys within yourself to succeed in any endeavor which you desire to pursue. “Keep away from people who try to belittle your ambitions. Small people try to do that but the really great make you feel that you, too, can become great.” (Mark Twain) Remember, destiny is not a matter of chance; it is a matter of choice. Winners expect to win in advance. Life is a self-fulfilling prophecy!

Conducting a Valuable Meeting

As my good friend, Linda Holden, says, "Don't spend $1,000 to solve a $100 problem." Too many of us spend time meeting, meeting, meeting...often just for the sake of meeting. In effect, we're spending that $1,000 to solve a $100 problem

5 Ways to Conduct a Valuable Meeting

1) Avoid standard status meetings (weekly, etc.) unless they are really needed. Only meet if there is a concrete reason to meet.

2) Start and end on time. Do you reward stragglers by waiting for them, while punishing the punctual for being on time?

3) Create an importance-based agenda. Discuss items of greatest relevance first.

4) Be sure everyone knows his/her responsibilities. This goes for the meeting itself as well as the follow-up.

5) Try a stand-up meeting. It's amazing how much time you will save if everyone is standing rather than lounging in a comfortable conference room chair. Give it a try. You can get a one-hour meeting down to ten minutes!
