A total of 4,671 candidates are contesting on the 272 National spend Rs 7 billion on their campaigns. 

Likewise, 10,958 candidates of all the four provincial assemblies will spend Rs 10.9 billion on their election campaigns.

The ECP had proposed Rs 6 billion election budget to be spent on election 2013.

According to election commission Pakistan if the candidates do not spend or exceed more than allowed amount on their campaign which is RS 1 million for provincial assembly and 1.5 million for national assembly .

If 24b cost on general election cost, this is the cost on 849 seats of provincial assembly and national assembly.

24billion/849 seats =2.8m (3 million) approximate 3 million is cost on per seat then The cost for 21 seats of By election

We conclude that 63 million is the cost on by-election 2013 because the number of candidates who win from national assembly either provisional assembly is 16 if each candidate select its one seat than the remaining seat will be 21 on which by-elections are to be held. The cost of election commission of Pakistan for each seats is 8 lakch. And the election campaign cost is for each seats in national assembly is 2.5million and provincial assembly is 2 million sum cost of each candidate is 2 million. If we multiply these amount with respect to by election seats then we get 63million cost on by election 2013. we can say that more then 6 crore is the extra cost on by-election if the ECP conduct these election.

We assume that if election commission of Pakistan should not conduct By-election than this extra amount of 63 million can be save. So we recommend to ECP that should not allow the candidates who stand more than one seats or multiple seats in general election. If the candidates stand more than one seat the probability of their winning will be more.
