This instruction implements Air Force Policy Directive (AFPD) 36-28, Awards and Decorations.
This instruction extends the guidance of Air Force Instruction (AFI) 36-2805, Special Trophies
and Awards, AFI 36-2803, The Air Force Awards and Decorations Program and Department of
Defense (DoD) Manual 1348.33, Manual of Military Decorations and Awards. It defines
responsibilities for individuals involved in the awards process. This instruction applies to all
members of the 315th Airlift Wing including civilians. The authorities to waive wing/unit level
requirements in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number
following the compliance statement. See AFI 33-360, Publications and Forms Management,
Table 1.1 for a description of the authorities associated with the Tier numbers. Submit requests
for waivers through the chain of command to the appropriate Tier waiver approval authority, or
alternately, to the Publication OPR for non-tiered compliance items. Ensure that all records
created as a result of processes prescribed in this publication are maintained in accordance with
(IAW) Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of IAW Air
Force Records Disposition Schedule (RDS) located in the Air Force Records Information
Management System (AFRIMS). The use of the name or mark of any specific manufacturer,
commercial product, commodity, or service in this publication does not imply endorsement by
the Air Force. This publication may be supplemented at any level, but all Supplements must be
routed to the office of primary responsibility of this publication for coordination prior to
certification and approval.

SUMMARY OF CHANGES
This instruction is revised and must be completely reviewed. There are no longer quarterly
awards for Field grade Officers, but Field Grade Officer of the Year will still be awarded. Time-
off awards are now limited to 8 hours for Wing-level quarterly award winners and 16 hours for
Wing-level annual award winners. Wing quarterly award winners are not eligible to compete in
the same category in subsequent quarters of the same calendar year. The AF Form 1206 format
for military awards has been changed to mirror the AF Form 1206 format required for 12
Oustanding Airman of the Year.
1. FUNCTIONAL RESPONSIBILITIES.
1.1. Commander Responsibilities:
1.1.1. Mission Support Group, Maintenance Group, Operations Group, Aerospace
Medicine Squadron, and Wing Staff should establish a selection system and submit
names of nominees for Airman, Noncommissioned Officer, Senior Noncommissioned
Officer, Company Grade Officer, and Civilian (Cat I and Cat II) of the Quarter each
quarter and Airman, Noncommissioned Officer, Senior Noncommissioned Officer,
Company Grade Officer, Field Grade Officer, Civilian (Cat I and Cat II) and First
Sergeant of the year annually. Commanders will submit all nomination packages to their
respective group commander who in turn will submit no more than one group winner per
category to the 315 AW Executive Officers. Additionally, the 315 Aerospace Medicine
Squadron and the Wing Staff may submit one package per category for quarterly and
annual packages to the 315 AW Executive Officers. The success of this program depends
a great deal on the degree of enthusiasm and personal support from each commander and
supervisor. This recognition program can be an effective tool for enhancing unit morale,
career motivation and retention of personnel.
1.2. 315 AW Executive Officers (315 AW/CCE).
1.2.1. Maintain records and issue administrative guidance.
1.2.2. Arrange for a final selection committee to review supporting documentation and
arrive at a selection in each category.
1.2.3. Ensure award recipients receive individual recognition.
1.2.3.1. Prepare congratulatory memorandums to winners for the 315 Airlift Wing
Commander’s signature, and prepare the memorandum for distribution to all wing
members recognizing the winners.
1.2.3.2. Furnish names of those selected to the 315 Airlift Wing Public Affairs (PA)
Office and the 315th Airlift Wing Chiefs’ Group as soon as practical.
1.2.3.3. Procure the appropriate plaques. Ensure letters and plaques are presented
appropriately.
1.2.4. Time off or equivalent monetary incentive awards to civilian award recipients.
1.2.4.1. Time off or the equivalent monetary incentive may be granted to civilian
quarterly and annual award recipients in accordance with the Air Force Civilian
Recognition Program. Wing-level quarterly award winners will receive an 8-hour

time-off award; Wing-level annual award winners will receive a 16-hour time-off
award.
1.2.4.2. Supervisor initiates a staff summary sheet and coordinates through squadron,
group and wing Commanders for approval for each unit, group, and annual award
recipient and Executive Officer staff forwards to 628 Force Support Squadron
/FSMCE. Supervisor ensures the following certification statement is included on the
staff summary sheet for time-off award.
1.2.4.2.1. “I have considered fully the wage costs and productivity loss in
granting this time-off award. The amount of time off granted is commensurate
with the individual’s contribution or accomplishment. I also considered the unit’s
workload and unit employee’s leave projections and certify that the employee can
schedule the time off in addition to other scheduled leave. I also considered other
available forms of recognition in determining the amount of this time-off award
(Ref: AFI 36-1004).”
1.2.5. Forward 315 Airlift Wing annual winners (Airman-First Sergeant) nominee
packages to 4 AF for consideration for 12 Outstanding Airmen of the Year and First
Sergeant of the Year.
1.2.6. 315 Airlift Wing/Executive Officers must review all supplements to this
instruction.
1.3. Public Affairs Office (315 AW/PA).
1.3.1. Ensure the winners receive appropriate recognition in the news media of their
respective civilian community and in the wing newspapers.
1.3.2. Photograph award recipients for 315 Airlift Wing/Executive Officers and provide
presentation photo support.
2. Awards Program Administration.
2.1. Award Categories:
2.1.1. Airman of the Quarter/Year : Airman Basic (E-1), Airman (E-2), Airman First
Class (E-3) and Senior Airman (E-4).
2.1.2. Noncommissioned Officer (NCO) of the Quarter/Year : Staff Sergeant (E-5)
and Technical Sergeant (E-6).
2.1.3. Senior Noncommissioned Officer of the Quarter/Year : Master Sergeant (E-
7), Senior Master Sergeant (E-8) and Chief Master Sergeant (E-9).
2.1.4. Company Grade Officer of the Quarter/Year : Second Lieutenant (O-1), First
Lieutenant (O-2) and Captain (O-3).
2.1.5. Field Grade Officer of the Year : Major (O-4) through Lieutenant Colonel (O-
5). Annual award only.
2.1.6. Civilian of the Quarter/Year (including Air Reserve Technicians) :
2.1.6.1. Civilian Categeory I of the Quarter/Year : General Schedule (GS) 1-8;
Wage Grade/Wage Leader (WG/WL) 1-8.

2.1.6.2. Civilian Category II of the Quarter/Year : General Schedule (GS) 9-12;
Wage Supervisor (WS) 1-12; Wage Grade/Wage Leader (WG/WL) 9 & above.
2.1.7. First Sergeant of the Year : 315 AW First Sergeants who have held Special
Duty Identifier (SDI) 8F000 at least 6 months. Annual award only.
2.2. Eligibility Criteria:
2.2.1. Commanders may nominate one individual per category.
2.2.1.1. Nominee must have been assigned to the organization represented for at least
half of the period being considered and service must clearly place the nominee above
peers.
2.2.1.2. If nominee was promoted during the award period, nominate them for the
category in which they held the rank the longest and include only those
accomplishments during that period.
2.2.2. Commanders evaluate all related facts regarding the service of any person before
recommending award.
2.2.2.1. Commanders should not nominate any person whose entire service for the
period covered by the award has not been honorable.
2.2.2.2. Members who, in the opinion of their supervisors, comply with the standards
established in AFI 36-2903 and AFI 36-2905 with a current passing fitness score, and
are complying with training responsibilities outlined in AFI 36-2201.
2.2.2.3. Members will have no action pending which could lead to administrative
demotion or punitive action, including unexcused absences during the previous 12
months.
2.2.2.4. Members may not have an Unfavorable Information File (UIF) or control
roster during any part of the award period.
2.2.3. Award nominations must only include accomplishments that occurred during the
period of the award.
2.2.3.1. All awards are administered on a calendar year basis.
2.2.3.2. Wing quarterly award winners are not eligible to compete during subsequent
quarters of the same calendar year.
2.2.3.3. Quarterly award winners automatically compete for the yearly awards.
Commanders must submit an updated nomination package for yearly awards that
covers the other three quarters that were not covered in the original package. Each
group, 315 Aerospace Medicine Squadron, and Wing Staff may submit an additional
nominee for each category including Field Grade Officer and First Sergeant of the
Year.
2.3. Awards Timeline. Submit nominations to the 315AW/Executive Officers no later than
1100 on Saturday of the Unit Training Assembly (UTA) as indicated below. Boards will
convene based on the schedule in Attachment 5.
2.3.1. First Quarter Board convenes on the April UTA.

2.3.2. Second Quarter Board convenes on the July UTA (Aug UTA if no July UTA).
2.3.3. Third Quarter board convenes on the October UTA.
2.3.4. Fourth Quarter board convenes on the January UTA.
2.3.5. Annual board convenes on the January UTA.
2.4. Preparing an Award Nomination:
2.4.1. Nominations will be submitted on an AF Form 1206. The write-up should include
specific facts, achievements, and examples showing the individuals are exceptional.
Achievements should distinguish the member from his or her peers.
2.4.1.1. Airman, Noncommissioned Officer, Senior Noncommissioned Officer,
Company Grade Officer, Field Grade Officer and First Sergeant of the Quarter/Year
write-ups must be in the same format as the applicable AF 1206 in Attachment 2.
Quarterly award nominations must not exceed 13 single-spaced lines (including the
headings). Annual award nominations must not exceed 18 single-spaced lines
(including the headings). Note there are no quarterly awards for Field Grade Officers
or First Sergeants. Bullet format is mandatory. Common acronyms may be used as
long as the meaning is clear (TDY, AF, USAFE, SFS, ect.), otherwise acronyms will
not be used. The use of an acronym list is not permitted.
2.4.1.2. Civilian write-ups must be in the same format as the AF Form 1206 in
Attachment 3. Limit the AF Form 1206 to 15 single-spaced lines (including the
headings) for quarterly awards and annual award nominations must not exceed 36
lines (including the headings) on one single-spaced page. For civilian of the year, add
job description as the first heading.
2.5. Selection Boards. 315 AW/Executive Officers will arrange for impartial selection
boards to evaluate nominations.
2.5.1. Boards will be package only; however, board members will convene and review
packages together. Boards will consist of a board member from each group (see
Attachment 4) and the highest ranking board member will be the president. Names of
board members should be to the wing executive officer no later than Friday prior to the
board.
2.5.1.1. In the event of a tie, the board members will work together through
discussion to break the tie prior to closing the board.
2.5.2. Boards will convene based on the schedule listed in Attachment 5. 315
AW/Executive Officers will announce changes as necessary. Each group commander is
responsible for ensuring a representative is available as tasked in Attachment 4.
2.5.3. Board scoring sheet templates are in Attachments 6 and 7. The nominee with the
highest point total will be the award recipient.
