T he Fraternity & Sorority Political Action Committee (FSPAC) is cele- brating its eighth year in 2012. As a young organization with passionate and committed donors, volunteers, and leaders, we have been successful in developing a unified and strong presence in the fed- eral legislative process. We have taken on an aggressive role in achieving our goal, to coin a familiar slogan, “Good Government Needs Greeks,” in two distinct ways: Financially contributing to members of Congress who support and advocate for our legislation and other related fraternal issues. Creating the Fraternal Government Relations Coalition (FGRC), comprised of the FSPAC, the North-American Interfraternity Conference, and the National Panhellenic Conference, to establish an emphasis on government relations in the respective organizations. In the newsletter you will find a list of the FSPAC Board of Directors. These are individuals representing their organizations who continue to lead the fundraising efforts of the FSPAC. In addition to this incredible group, several people serve on the Finance Committee (refer to www.fspac.org for a full list) who have also committed their time and talents to making the FSPAC a successful voice for the Greek commu- nity. My thanks go out to each of these board/committee members and their respective organizations for their efforts. Their involvement is helping position the fraternal community influence legislation that will preserve the fraternity and sorority experience for future generations of student leaders. The results of the 2011-12 fundraising cycle, once again, illus- trated the tremendous support that our community is giving to the legislative efforts. We have exceeded our financial goal of $500,000 for the cycle! In doing so we are able to financially support many of our Congressional friends in their upcoming elections. It is important to note the significance of our efforts since 2005; we have now surpassed a lifetime total raised of $1,500,000. According to an analysis of the more than 900 national non-connected PACs in the country, FSPAC’s fundraising totals for the cycle place us in the top 50 overall. The lead sponsor of the Collegiate Housing and Infrastructure Act (CHIA) in the House of Representatives is Congressman Jim Gerlach (R-PA/ΣC), who continues to advocate for the pas- sage of our legislation. It has been a busy first six months of 2012 forlegislative issues of interest to the fraternity

and sorority community. First, due to excellentengagement during the April Congressional vis-its of fraternity and sorority leaders, the numberof CHIA sponsors has grown to 161 in the Houseand 22 in the Senate. It is important for you as Greek leaders tohelp stress the personal importance of thislegislation when meeting with elected offi-cials and their staffs. As elected officials,we want to ensure that legislation has a pos-itive effect on the people and communitieswe represent. Furthermore, hearing from awide array of constituents helps demon-strate the importance of a piece of legisla-tion, so it is very helpful to encourage yourcounterparts throughout Greek life—bothstudents and alumni—to get in touch withtheir respective members of Congress andvoice their support for the legislation.

Please know that your efforts to help buildsupport for this legislation are truly appre-ciated, and I am hopeful that we can ulti-mately pass it and make a difference for thefuture leaders of our country that fraterni-ties and sororities continue to produce.”

Congressman Gerlach stresses the importance of engag-ing our members in grassroots efforts. We cannot stressenough how critical this is in helping us advance ourinterests, be it the passage of CHIA or in standing readyto defend additional areas of interest for the Greek com-munity, such as preservation of single-sex status, studentrights, and freedom of association, just to name a few.

The leadership of the FSPAC and the FGRC is commit-ted to maximizing upon the donors and membershipranks to ensure that the members of Congress hear ourvoice. To each and every donor and volunteer, I extendmy thanks and appreciation to you for your support.Collectively, we have already shown that we can be afactor in influencing issues confronting our community!

To cite a Greek leader, who said at the formation of theFSPAC many years ago, “As leaders of our organiza-tions, we should help to create the rules to make Greekorganizations more effective instead of being stuck withrules that hinder our success.”

from any decision to tie loss of federal financial aid to the outcome of campus judi-cial proceedings which often don’t provide students with the same rights they havein a criminal proceeding in court. Over the past few months, the PAC’s leadershipteam has worked in conjunction with the NIC and NPC to address potential federallegislation that we think would have been harmful to the broader goal of stoppinghazing. For the moment, we believe that effort has been successful and federal haz-ing legislation, if introduced this year, will not become law. Meanwhile, we will con-tinue our efforts at the state level to make hazing a crime in all 50 states and to ensurethat states enforce the hazing laws already on the books.

Issues including college affordability, student loan burdens, and student loan interestrates continue to dominate federal discussions related to higher education. TheFSPAC believes passage of CHIA is directly related to the college affordability issuesince our housing is historically more cost effective than other options on campus;the best way to help students is to reduce the amount of money they must ultimatelyborrow to attend college. This summer, Congress faces a decision about extending afive-year deal on the level of student loan interest rates, and the FSPAC has not takena position on that issue at the moment. With the higher education reauthorizationprocess likely to occur in the 2013-14 Congressional session, we believe it will beimportant for us to play a role in voicing student concerns about debt loads and col-lege affordability, so the FSPAC is beginning to study this issue in greater detail.

The FSPAC is monitoring the Congressional debate this summer over reauthorizationof the Violence Against Women Act (VAWA), which has suddenly become somewhatof a political football. The FSPAC board is concerned about the Department ofEducation’s 2011 letter to universities about the burdens of proof needed for campusjudicial proceedings involving sexual assault cases. Specifically, we are concernedthat the burden of proof for sexual assault cases in the campus judicial systems is nowmuch lower than it would be in a criminal proceeding, but that the accused may lacksome basic protections (right to counsel, right to confront the accuser, right to appeal)that would exist in a criminal proceeding. The FSPAC’s leadership, along with theNIC and NPC, had a meeting this spring with the Department of Education’s authorsof this new policy to better understand how it might impact our members going for-ward. The VAWA was initially going to have language codifying the Department ofEducation’s new standards, but that language has been removed. We continue to mon-itor the bill’s movement through Congress along with the broader concerns raised bythe Department of Education’s enforcement of its new policies on sexual assault cases.

In 2010, the FSPAC Board voted to begin includ-ing student representatives on the Board to help

better engage the incredible group of student lead-ers who continue to show an interest in participat-ing in pushing our legislative agenda. The first two

student representatives were Collin Groebe, (ΔΤΔ,Illinois) and Lena Witek, (ZTA, Virginia). Asexpected, their contributions to our efforts havebeen outstanding, and they have earned a seat onthe board as alumni/alumnae members. 

For the 2012-13 term, the board voted to elect

Megan Demshki, KAQ, the outgoing studentbody president of Chapman University, as theelected female student representative. The board

also voted to elect Kameron Dodge, ΣAΕ, one ofthe Student Finance Committee members fromlast year, to serve as the elected male studentrepresentative. Megan will be a first-year lawstudent this fall at either USC or Chapman, andKameron will be a senior at Northwestern.

In discussions with several FSPAC leaders dur-ing the student election process, it has been clearthat we were impressed with the quality of thestudents who applied and that it was extremelydifficult to narrow the field down to just onemale and one female student. In addition, therewas the sense that to expect more from the stu-dents in this election year and the cycle to comewould require more student engagement.

As a result of our discussions, four FSPACboard members have chosen to appoint out-standing student applicants to fill their optionalseats. The following student leaders have alsobeen selected to serve on the FSPAC board:

Wells Ellenberg, ΣΝ, from the University ofGeorgia, is chapter president and the studentboard member on Sigma Nu’s national board of

directors; Kathryn Hoven, ΓΦΒ, is from theUniversity of Kansas where she serves as the

Panhellenic president; Xavier Billingsley, ΔC,

serves as student body president at theUniversity of Missouri. Finally, Lizzy Shay,

ACW, is student body president at the Universityof Minnesota.

We were so impressed with the credentials of allof the students who applied for the student rep-resentative board position. There is no betterway to demonstrate our student centeredapproach to public policy than to have more stu-dents engaged at all levels and service on theboard. This is another leadership opportunity theFSPAC is providing to some of our best andbrightest undergraduate members.

Please join us in congratulating the studentsselected. We look forward to having them on theBoard for 2012-13.

Greek Experience Is Foundation to Life’s Successes

Hello and thank you all for being here tonight and giving me theopportunity to share my Alpha Chi Omega experience with some

of the best leaders that Greek life has today. It is actually incredible look-ing around this room and seeing the diversity of experience and historythat this group of individuals has. We have worked hard the past fewdays to advocate for our community and ensure its posterity for thosewho come after us; great work.

I speak about the positivity of my experience in every introduction Imake on campus–I am always Lizzy Shay, an Alpha Chi Omega first,and the undergraduate student body president second. Sometimes mypeers ask me if it’s difficult to be Greek, and I am reminded of a

speech I heard Marsha K. Grady, ACW, give to the chapters of myregion last spring in Madison, Wisconsin. She shared with us how shewill never take Alpha Chi Omega off her résumé, as well as a discus-sion she’d had with a fraternity man about the choice. He fiercelyagreed that he would keep it on his as well. The point she really drovehome is that if one organization could be an underlying foundation tosome of the greatest success you’d had in your life, had been the

source of the intentionality you woke up with everyday that got you to achieve your goals in the end, howcould you ever really leave it off? I know I never will.

Student Lobbyist IssuesChallenge to Continue

the Fight for CHIA

When I was asked to apply for an opportunity to lobby on behalf ofmy Greek community and national organization, I had to say yes. I

feel that this has been a time to give back to what has given and continuesto give me so much. Being on this trip and being amongst you studentleaders and alumni is something that I will always remember. Therefore Iconsider lobbying on behalf of students for the Collegiate HosingInfrastructure Act as a true honor. We need CHIA in our own Greek townsand villages and sorority and fraternity rows to ensure the safety of ourown peers more than ever.

I must leave you with a quote from United States President and Greek stu-dent John F. Kennedy, who said, “There are risks and costs to action. Butthey are far less than the long-range risks of comfortable inaction.” I amissuing everyone a challenge, today, to continue to get active with CHIAon the state level as well. We can no longer be in the back seat when it

comes to Greek housing infrastructure. We have to takeaction and be advocates for what we know is right.

of each individual whose contributions aggregate in excess

of $200 in a calendar year.

Contributions are not tax deductible for federal income tax

purposes. The maximum an individual may contribute is

For the sixth year, the FSPAC Reception and Dinner once again brought togetherthe Greek community and the Congressional leaders who support and advocate

for our legislative agenda. The Art & Soul Restaurant in the Liaison Hotel hasbecome our traditional haunt for this exciting event. The 340+ people in attendancefor this event created some great energy in the room.

After a day spent lobbying Congress, the collegiate and alumni participants werejoined by other local Greek leaders for the evening to review the accomplishmentsof the day. It also was a time to reflect upon the progress of the FSPAC and ourCoalition partners in our work to influence the legislation that is important to ourcommunity.

The evening was part rally and part celebration as we were pleased to have a largebipartisan group of Greek members of Congress in attendance. This year, 15-20members joined us to share some words about their own Greek experience and toreiterate their support for the CHIA legislation that we are working hard to seepassed.

FSPAC President Patrick Alderdice, ΔC, announced the fundraising results for the2011-12 cycle, as our cash in hand and pledges met our aggressive goal of $500,000in contributions!

Patrick was thanked for his service as outgoing president and Cindy Stellhorn, KAQ,

was welcomed as the incoming president.

The FSPAC Dinner is a wonderful event where collegiate and alumni leaders ofthe Greek community join together for a celebration of hard work and interfrater-nal camaraderie.

On May 13, 2012, Phi Kappa Tau Foundation Trustee and past National President Jay

McCann, ΦKΤ, entered Chapter Eternal. Jay was a co-founder of FSPAC.

National Fire SprinklerAssociation Partners with FSPAC

The FSPAC is pleased to announce a new partnership with the NationalFire Sprinkler Association (NFSA), the premier association of busi-

nesses promoting sprinkler systems in facilities. The NFSA MissionStatement, “To protect lives and property from fire through the wide-spread acceptance of the fire sprinkler concept,” tracks with the CHIAlegislation in promoting safety in the fraternity and sorority chapter houses.
