The National Ground Water Association recently re sponded to frequently asked questions regarding safe well water.

Private water well owners control their own water sup ply. With this benefi t comes some responsibilities. Private well owners are responsible for protecting their ground wa ter resource as well as their fami-lies’ health.

Occasionally, based on a news report or the color or smell of the water, well own ers may wonder about the safety of their water supply. What can they do?

Testing water for the most common well contaminants is the best course of action.

• How common are water prob-lems?

“Pure” water does not exist. All natural water contains some gases and minerals, and is likely to contain some mi crobial organ-isms. Most water bacteria are harmless and many are actually benefi cial.

• What are coliform bacte ria? Coliform bacteria originate as

organisms in soil or vegeta tion and in the intestinal tract of warm-blooded animals (fecal coli). The many sources of facterial pollu-tion include runoff from wood-lands, pas tures and feedlots; septic tanks and sewage plants; and ani mals (wild or domestic).

• Will coliform bacteria make us sick?

Maybe, maybe not. Most coli-forms are harmless resi dents of soil and will not make people sick. Some strains of E. coli, the most common fecal coliform bac-terium, may be pathogens. Some found in food have been lethal. Their presence should be taken

very seriously.• If my water is clear and smells

ok, is it safe?You cannot directly smell

unsafe bacteria or protozoa. They can only be detected us ing tests designed for that pur pose. There-fore water quality should be checked regularly.

NGWA recommends an an nual check of water quality and well maintenance, unless changes in water quality sug gest the need to test the water at a lesser inter-val. For in stance, some sources of odors are bacteria or septic, or the presence of chemicals. It is a good idea to take your nose seri-ously. Have the water tested.

• What is the “iron bacteria” problem?

Better described as iron bio-fouling, it consists of biofi lms, which include living and dead bacteria, their sheaths, stalks, secretions and other leavings, and embedded metal hydrox ide particles. “Iron bacteria” is one type of biofouling among sev-eral, including the white sulfur slime of sulfur springs. Manga-nese and aluminum bio fouling also are found in ground water systems. These biofi lms are nat-ural and usu ally harmless.

Natural iron biofouling often acts as a preliminary iron fi lter in wells and therefore can serve a positive function as well. Bio-fouling can be a nui sance, how-ever. Generally, iron biofouling is the cause of iron buildup in wells and pipes.

• If I have bacteria in my well, where do they come from?

Many types of bacteria are native or adapted to saturated sediments and rock, and are present in signifi cant numbers

in most water supply aquifers, even deep formations. Given time and a route (soil and rock provide plenty of both), bacte-ria will migrate into and take up housekeeping in an aquifer. “Non-native” coliform bacte-rial or “protozoa” of potential health concerns, such as Giar-dia and Cryptosporidium, are most likely introduced from the surface.

• What do we do about this problem?

If possible, do whatever it takes to correct the problem in your existing system. Some times this may even involve a new well and water inlet sys tem away from the source of contamination.

• What’s the best way to main-tain my good water sup ply?

You should have your water tested annually for radon, bac-teria and anything else of con-cern to you, even if you do not perceive a change in your wa ter. Have your water tested by a qualifi ed laboratory. They are listed in your phone book under “Water Testing” or “Laborato-ries.”

The question of whether or not to have water tested is a serious one that concerns the health of the families who use it. Those who obtain drinking water from privately owned wells are responsible for assur ing that it is safe.

• Where can I get more in formation?

My elderly mother re quires assistance at home. How do I evaluate the needs of a care-giver for her? What questions do I need to have answered to determine her needs?

There are many agencies that are available to assess the needs of older individuals. The local Area Agency on Aging is one place that can perform an assess-ment and can help in understand-ing the results of the assessment. Once the as sessor determines your moth er’s functional status and what her exact needs are, she can provide information about ser vices that are available to meet those needs. The asses sor can also inform you of eli gibility requirements for the services and can assist in ap plying for them, if necessary.

The most standard tool for such an assessment is called the Uniform Assessment In strument (UAI). The UAI covers demographics/contacts, formal services currently in use, fi nancial resources, phys ical environment, and func tional status. These areas con stitute the short form, which is completed for everyone need ing an assessment. A more in-depth assessment includes physical health and psycho-social assess-ment, including cognitive func-tion, behavior patterns and other indicators.

The Virginia Chapter of the International Association of Spe-cial Investigation Units (VA IASIU) recently awarded its fi rst Robert J. Covington Distin-guished Service Award to Capt. Frank A. Williams, commander of the Insurance Fraud Division (IFD) of the Virginia State Police and as sistant director of the Bureau of Criminal Investiga-tion.

The service award was pre sented in recognition of out standing leadership and com-mitment in the fi ght against insur-ance fraud.

“Under Capt. Williams’ lead-ership, the IFD and Virginia have made signifi cant inroads in the fi ght against insurance fraud,” said Wade Wickre, VA IASIU president. “Capt. Wil-liams exemplifi es the ideals of the IASIU and fi ghting insur-ance fraud.”

Williams has been at the helm of the IFD since it was estab-lished by the General Assembly January 1, 1999. In fi ve years, the division’s ef forts have resulted in more than $10 million in court-or dered restitution and 475 in surance fraud and related ar rests. Williams was responsi-ble for implementing the “Stamp out Fraud” awareness program, toll-free hotline and the www.stampoutfraud.com web site. The “Sharp Eye” reward program for reporting insurance fraud was launched in 2003.

The VA IASIU is a non-profi torganization dedicated to promot-ing a coordinated ef fort withinthe industry to combat insurancefraud; pro viding education andtraining for insurance investiga-tors; developing greater aware-ness of the insurance fraudprob lem; encouraging highprofes sional standards of con-duct among insurance investiga-tors; and supporting legislationthat acts as a deterrent to thecrime of insurance fraud.

Study shows need for im provement in delivery of child, family services

The recently released Child and Family Services Review (CFSR) points out opportuni ties to improve services to children and families in the state.

“Virginia did well in some areas,” said Virginia Depart ment of Social Services Commissioner Maurice A. Jones. “However, this federal review provides us with oppor tunities to improve in other ar eas that will really have a pos-itive impact on services to chil-dren and families who en ter the foster care system.”

The state already is working with local departments of so cial services and other service provid-ers on plans for im provements, he said.

In the review, Virginia ranked high in four of 14 mea sures and 18 of 45 items.

“We expected going into this review that we would have strengths and opportuni ties, and we do,” Jones said. “We will use this review as a tool to enhance our commit ment to improving in all areas.

“Over the last year, one of the benefi ts we have seen from

the CFSR has been a heightened awareness of the importance of improving child welfare ser-vices,” Jones added. “There has been a fo cus on this issue by a collec tion of partners.”

Virginia ranked high in de livering services to meet chil-dren’s educational needs. The state must work on protecting children from abuse and ne glect, providing stability in their living situations, preserv ing the con-tinuity of family re lationships, enhancing the ca pacity of fam-ilies to provide for children’s needs, and pro viding services to meet physi cal and mental health needs.

The state ranked high for its information system, quality assur-ance and responsiveness to the community. The state must work on case review, training, service array, and foster and adoptive parent li censing, recruitment and re tention.

“At the end of the review, we were provided some initial input. We immediately began working with our 120 local social services partners and other service pro-

viders to de velop improvement plans,” Jones said. “Now, we will work aggressively with our part-ners to fi nalize and carry out those plans.”

The plans will focus on adoption; workers’ contact with children and families; in volving children and families in case plan-ning and identify ing needs and services; train ing of resource families and child welfare staff; foster and adoptive parents recruitment and retention; court and local agency collaboration; and up dating practices, policies and our “way of thinking” about child welfare.

“It is clear that in order to achieve the improvements in the child welfare system that we want to achieve, we will need addi-tional investment of public and private resources,” Jones said. “I expect that will happen. When it does and the federal government conducts the next review of child wel fare in Virginia, we expect to see tremendous improvement in our measures,” Jones con cluded.

He extended special recog-nition to Bedford, Fairfax and

Norfolk for serving as the sites for the review. “Their cooper-ation and work on behalf of child welfare in Virginia is to be com-mended,” he said.

The U.S. Department of Health and Human Services is review-ing child welfare sys tems in all states to determine how well they are complying with the Adop-tion and Safe Families Act of 1997. This is the fi rst time the federal gov ernment has estab-lished na tional benchmarks for child welfare.

Lancaster County is seeking applicants for the positionof building official and/or building inspector. Duties in-clude inspecting construction, electrical, plumbing andmechanical work in commercial and residential struc-tures (inspections are performed under the authority ofthe Virginia Uniform Statewide Building Code); issuingcertificates of occupancy; reviewing plans for new con-struction and rehabilitation of existing structures; enforc-ing compliance with Americans with Disabilities Act laws;oversight and routine maintenance of county-ownedproperty; issuing permits; maintaining records; makingcomputer entries; assisting during county emergencysituations and other duties as assigned.

Requirements include a high school diploma or GED,Virginia driver’s license with a good driving record; sat-isfactory criminal history background check, experiencein the construction trades or education equivalent to ex-perience as noted in the Virginia Uniform StatewideBuilding Code, and future satisfactory completion ofcourses at the Virginia Building Code Academy. Pre-ferred - post secondary courses or degree in a construc-tion related field, Virginia certification as a building offi-cial and/or one or more construction related disciplinesand previous experience in code enforcement.

At the time of employment a determination will be maderegarding employment as a building official or buildinginspector. An applicant employed as a building officialmust obtain Virginia building official certification withinone year of appointment. An applicant employed as abuilding inspector must obtain Virginia certification inbuilding, electric, plumbing and mechanical inspectionswithin three years of employment.

Starting salary is $30,000 - $36,000 per year, depend-ing on qualifications. Additional salary considerationswill be made for applicants possessing a Virginia build-ing official certification or Virginia certification in one ormore construction inspection related disciplines. Everyone needs affordable ways to beat the heat. With hot weather here, now is the time to give homes a “check-up.” Here are six tips from the Comfort Institute to cut sum mer electric bills.

Don’t run the clothes dryer when it’s hot out. The dryer blows air out of the house when it’s drying clothes. For every cubic foot of air it blows out, a cubic foot of hot outside air gets sucked in that air con ditioners have to cool down. Run the dryer late at night or early morning to lower elec tric bills, or use a clothes line in the back yard.

Have duct systems tested for air leaks. Many think that win-dows and doors are the major cause of a home’s en ergy wasting air leaks.

However, according to re cent research by the Department of Energy (DOE), gaps, joints and disconnec tions in the typical home’s duct system are much more signifi cant.

Tips posted to reduce summer electric billssystem loses 25 to 40 percent of the energy put out by the central heat pump or air con-ditioner. Leaks are usually the biggest problem. Authorities rec-ommend having a contractor seal them with a brushed on “mastic.” Duct tape often dries out and fails.

Ask an air conditioning con-tractor to perform an Infi ltrometer “blower door” test. The blower door is a computerized instru-ment in vented by the DOE. It pin points where a home’s worst air leaks are and measures how leaky the overall house is.

While most homes are still far too leaky, some are now quite tight, and need mechan ical ven-tilation to ensure the air inside is fresh. Many con tractors offer an Infi ltrometer test as part of a “Whole House Comfort Checkup” that also checks insu-lation levels and overall duct per-formance.

Replace the air conditioner or heat pump air fi lter. Most sys-tems need this done every month

to ensure safe and effi cient oper-ation. Some such as electronic air cleaners need to be thoroughly washed.

Have the air conditioner cleaned and tuned. A pre-sea son tune up is a great invest ment. It reduces the chances of break-downs in the middle of summer and more than pays for itself through more energy effi cient operation. Make sure the contrac-tor cleans both the indoor and outdoor heat trans fer coils, and checks refriger ant gas charge by measuring “superheat” or “sub-cooling.”

Consider replacing old air con-ditioners or heat pumps. Just like a car, central cooling equip-ment doesn’t last forever. If a system is over 12 years old, many authorities recom mend replacing it before it fails permanently. A new sys tem improves comfort, is more dependable and creates less air pollution. New units are up to twice as energy effi cient, which saves money on your monthly electric bills.

June signals the traditional begin-ning of the lazy, crazy days of summer, but it’s no time to be lazy about food safety. With picnics on the beach, grilling on the patio, lunch by the pool and snacks on the run, maintaining food safety may be a challenge, but it is a vital part of keeping summer safe.

No one wants their warm weather fun interrupted by a bout of food poisoning. It can have very uncomfortable consequences, and for young children, pregnant women, the elderly, immune-com-promised or chronically ill, food-borne illness can be especially serious. But it could happen. In summer’s warm temperatures, bac-teria that cause food poisoning grow more rapidly than in the cooler months. People also prepare more food and eat more meals out-doors, which provides its own haz-ards.

The Virginia Department of Agri-culture and Consumer Services (VDACS) offers these suggestions for summer food safety, stating these four basic steps:

• Clean: Wash hands, utensils and surfaces with hot soapy water before and after food preparation, and especially after preparing meat, poultry, eggs or seafood.

• Separate: Keep raw meat, poultry, eggs and seafood and their juices away from ready-to-eat foods; never place cooked food on an unwashed plate that previ-ously held raw meat, poultry, eggs or seafood.

• Cook: Cook food to the proper internal temperature and check for doneness with a food thermometer. Cook eggs until both the yolk and white are fi rm, and ground beef until the interior is brown.

• Chill: Refrigerate or freeze per-ishables, prepared food and left-overs within two hours (or sooner in hot weather) and make sure the refrigerator temperature registers 400F or lower and the freezer tem-perature registers 00F.

When cooking and preparing food outdoors, don’t forget food safety fundamentals. If no water faucet is available, take some dis-posable, wet hand wipes, or one of the waterless hand cleaners outside with you. That way you can clean your hands before working with food or when you go from one type of food preparation to another.

To keep bacteria from spread-ing, wash your hands again after working with raw meat or poultry before handling other food, espe-cially food that will not be cooked or heated. Use only clean cutting boards and knives; take along sev-eral of each just to be sure. When you switch from cutting up raw meat or poultry to cutting up salad ingredients or vegetables, either wash everything in hot soapy water, or use a clean cutting board and clean utensils.

If you are going to marinate meat, and plan to use part of the marinade as a sauce or dip, reserve some for that purpose before adding the raw meat. Dis-card any marinade left over when the meat has been removed.

No matter how convenient it seems, do not partially cook food the day before to fi nish cooking at your picnic site. To save time, consider cooking your food com-pletely the day before, then reheat-ing it (to 1650F) at your destination. Often, food seems done before the internal temperature has actually reached a point high enough to kill harmful bacteria. Take along an instant-read thermometer to double check the internal temperature. Cooking raw food to an internal temperature of 1650F (poultry to 1800F, seafood to 1450F) usually protects against food-borne ill-ness.

The grill should be very hot before putting meat on it. Coals are ready when they have a light coating of gray ash on them. After removing the cooked meat to a clean plate or platter, leave the grill rack in place so the fi re will burn off any food residue. When grill-ing at a public place, be sure to clean all cooking surfaces thor-oughly before use.

After the meat is cooked, use clean utensils to place it on a fresh plate for serving. Don’t re-use any of the utensils, plates or bowls that were used during the preparation of raw meat. Bacteria live in the juices of raw meat and one can contami-nate safely cooked meat by putting it back on the same platter that had held the meat when it was raw.

Put perishable foods back in the cooler or refrigerator as soon as you fi nish eating. In warmer weather, reduce the time even fur-ther to accommodate the higher temperatures. Keep the ice chest closed and out of the sun. If you travel away from home, put the ice chest in the passenger area of the car. It’s much cooler than the trunk.

Observing these few guidelines can make outdoor cooking and dining a more enjoyable experi-ence by signifi cantly reducing the chances of contracting a food-borne illness.

The Mary Ball Washington History and Genealogy Library invites those in the community to stop by and dis cover what records it has about family. In a brief visit, library staff can acquaint one with its collections and the $5 daily user fee will be waived. The vol-unteer staff is avail able Wednes-day through Saturday from 10 a.m. to 4 p.m.

A family’s story is one of the most precious legacies it can pass on to future genera tions. We’ve all heard the sto ries that when a household’s possessions are threat-ened by a natural disaster, one of the fi rst efforts made are to save the family’s photographs. A story accompanying those pho tographs would be equally treasured.

What a great summertime proj-ect one might begin in volving school-age children in creating a family tree, or per haps a scrap-book with pho tographs and sto-ries. Encourage the children to ask questions of their grand-parents and other older family mem bers. Help them frame basic questions to ask, such as dates and places of both, parent’s names, brothers’ and sisters’ names, and maiden names. They may ask about their grandparent’s school-days. Did they have computers in their classrooms? Did they have TV growing up? Amazing con-trasts will emerge going back a couple of generations. Once names and dates are confi rmed, a visit to the li brary may open more doors into family history.

Although the museum in Lan-caster House is temporar ily closed to the public, part of an exciting new exhibit is al ready

in place. Stephen Redd, a relatively new volunteer and amateur archaeologist, has pre-pared a display of many of the Native American and early colonial period artifacts he has unearthed. With this ef fort, Redd has brought a new dimen-sion to the volunteer corps. He participated in the recent “History on the Go” program at Cople Elementary School, taking these remnants of history to the classrooms. The visit was a resounding success.

A few of the items Redd has prepared for the new ex hibit include arrowheads and a ham-merstone from Ottoman and Windmill Point, mortars and pes-tles from Lancaster Landing, Millenbeck and Windmill Point, petrifi ed sponges from Foxwells and pottery shards, cut nails, rose-head nails and clay pipe frag-ments from Mollusk.

Lancaster County, once the exclusive home of Native Amer-icans, followed by 17th-century colonists, abounds with evidence of early inhabi tants. Viewing these artifacts gives one a new appreciation of the ingenuity and creativity shown by a primitive society in creating implements that assured their survival. The ex hibit will be a valuable lesson for children who are accus tomed to visiting the nearest super store to fulfi ll their needs.

The study of history is so much more than the recital of dry facts. It is a record of growth and gives us the ability to build on past experience. One can’t know where he’s going if he doesn’t know where he’s been.
