    andDrawings(a) Wheremodifications,amendments,revisionsoralterationsarerequiredtobe

    made

    to

    the

    design

    and/or

    the

    Works

    at

    any

    time

    on

    account

    of

    site,

    safety,

    construction,anyotherconstraintsorreasons,theContractorshalladviseand

    notifytheS.O.OnlywithpriorwrittenconsentfromtheS.O.,theContractor

    shallthenproceedtoprovide,modify,amend,reviseand/oralterthedesign

    asmaybenecessary.

    (b) Subsequent toS.O.approvalofdesignand incorporatingthenecessary intothecivilandstructureworks,iftheContractorrequireschangesinvolvingthe

    civil and structure works, including requesting for additional holes or

    openings,theseshallbesubjecttotheapprovaloftheS.O.asfarassizeand

    location are concerned and shall be formed by the Contractor at his own

    expense. The Contractor shall also be responsible for all making good in

    connectionwith

    such

    holes.

    P2.6.2 EngineeringDocumentstobeFurnishedbytheContractorP2.6.2.1 General

    TheClausesbelowdescribethevariousengineeringdocumentstobesubmittedbythe

    Contractor to theS.O.and theprocedures forsubmittingandobtainingapprovalof

    them.

    P2.6.2.2 Design(a) ThedesignoftheWorksshallbeanintegralpartoftheContract. Suchdesign

    shall include drawings, functional plans and general designs, diagrams,

    detailed designs and working drawings for all aspects of the permanent

    Works, includingtemporaryworkswhererequiredtogetherwithanyandall

    other studies, investigations, computations, analyses and evaluations

    necessary to comply with the requirements of the Specification and are

    suitablefortheirpurpose.

    (b) Alldesigns shallbecarriedoutaccording to specifiedor relevantStandardsand Codes of Practice, and shall comply with all Building and Safety

    Regulations includingtheBuildingControlAct.TheContractorshallbe liable

    for any defects/damage arising out from nonconformity and all necessary

    remedialworkshallbecarriedoutattheContractorsowncostandtime.

    (c) FunctionalplansanddesignsshallbebasedontheproposalssubmittedwiththeContractorsTender ifany,subjecttosuchmodificationstocomplywith

    theSpecificationsastheEmployerandtheS.O.mayrequireundertheterms

    oftheContract.

    (d) Alldesigns,drawingsanddocumentsrelatingtodesignoftheWorksshallbesubmitted

    by

    the

    Contractor

    to

    the

    S.O.

    for

    review

    and

    approval.

    Submissions

    shall be accompanied by corroborative information and computations as

    necessarytoenabletheS.O.tochecktheContractor'sdesigns.

    (e) AllsubmissionsshallbeinEnglish.(f) TheContractorshallbefullyresponsibleforthecontentofallsubmissionsto

    theS.O. irrespectiveofthesourceororiginofinformationcontainedinsuch

    submissions. All submissions irrespective of the source or origin of

    informationshallbecheckedbytheContractorandendorsedassuchbefore

    submission

    to

    the

    S.O.

    The

    S.O

    will

    not

    accept

    submissions

    for

    review

    unless

    theserequirementshavebeenmet

    (g) Approvalby theS.O.ofasubmissionbytheContractorshallmean thattheS.O.hasnoobjectioninprincipletothecontentofthesubmission,drawings,calculations, certificates, samples and the like and that the S.O. finds the

    content of the submission good enough to allow the work relating to the

    submissiontoproceed. ApprovalbytheS.O.shallnotrelievetheContractor

    ofhis responsibilityunder theContract. Approvalwillbegivenonlyon the

    basisof informationavailableat the time to theS.O.on theunderstanding

    that subsequent events may require withdrawal or modification of such

    approval.

    (h) Reviewofdesigns,drawingsanddocumentsbytheS.O.shallmeanreviewinprinciple only and not verifying every dimension and detailed matter. The

    Contractorshallberesponsibleforthedimensionsofproposedplantcouldfit

    thebuildinglayoutasshownontheDrawingsoralayoutsubsequentagreed

    bytheS.O.

    (i) The Contractor shall carry out the Works only in accordance with designs,drawingsanddocuments,whichhavereceivedtheS.O.'swrittenapproval.

    P2.6.2.3 DrawingStandards(a) DrawingssubmittedbytheContractorshallbeclearlyprintedwithblacklines

    onwhitepaper,andshallberesistanttofadingonexposuretolight.

    (b) Prints shall be on durable paper of good quality and 80gm/m2 minimumweight.SheetsizesshallbeinaccordancewithAseriestoISO216,andshall

    notbelargerthanA1sizeunlessotherwiseagreedbytheS.O.

    (c) AlldrawingssubmittedbytheContractorshallusetheEnglishlanguageandSIunits.

    (d) Where drawings are revised, the revision letter or number shall beincorporated in the titleblockand the revisionshallbeclearly indicatedon

    thedrawingwiththerevisionletterornumbershowninanadjacenttriangle.

    The Contractor shall keep records of submissions and approvals and an

    accurateuptodaterecordfileshallbekeptinhisofficeatalltimes.

    (e) Anydrawingtypemayalsoberequiredinelectronicformat:(f) TheS.O.willadvisetheContractorwhichdrawingsarerequiredinthisformat,

    and the Contractor shall forthwith provide them. Drawings, which are

    required in electronic format shall be submitted on CDROM in a format

    which isfullycompatiblewithAutocad2007or later,orMicrostationXMor

    latersubject

    to

    the

    agreement

    with

    the

    S.O.

    When

    drawings

    are

    revised,

    this

    shall be done electronically and not manually,andCDROM containing the

    revised filesofalldrawings,whichhavebeensupplied inelectronic format,

    shallbesubmittedatthesametimeasthepaperprints.

    (g) After approval of the Contractor's draft record drawings, the Contractorshall prepare the final sets as specified. In addition, the final record

    drawings shall also be provided in electronic format which is fully

    compatiblewithAutocad2007orlater,orMicrostationXMorlatersubject

    to agreement with the S.O. on CD ROM disks. Drawings shall be in both

    DWGandDGNformat inaccordancetoCP83requirementsasdirectedby

    the

    SO.

    P2.6.2.4 Production,SubmissionandApproval(a) Theproduction,submissionandapprovalprocedurefordesigns,drawingsand

    documentsshallcomplywiththefollowingrequirements:

    (i) Thefollowingmeaningsshallapply:(1) "Preliminary drawings" means drawings which the

    Contractorsubmits

    to

    the

    S.O.

    for

    approval

    and

    any

    drawingsreturnedbytheS.O.marked"Preliminary"ornot

    marked"Approved".

    (2) "Approved"drawingsmeansdrawings,whichtheS.O.hasendorsed accordingly and returned to the Contractor.

    Approved in this context means that the work described

    thereon may proceed as long as it complies with the

    requirementsoftheContract.Adrawingwhichformspart

    of an "Approved" design or document shall not be an

    "Approved"drawingunlessithasbeensomarked.

    (3) Approvaltoadesign,drawing,ordocumentmaybepartialorconditional. Suchdocumentswill,forexample,maybe

    marked"Approved

    in

    respect

    of......certain

    parts...."

    or

    "Approved subject to..... actions to be taken by the

    Contractorbeforetheworkdescribedcanproceed......". In

    such instances the Contractor shall carry out the Works

    only in accordance with approved parts or after the

    conditionalactionshavebeencarriedoutandconfirmedto

    theS.O.inwriting.

    (b) Formofdrawings:

    (i) Everydrawingshallhaveatitleboxinthebottomrightcorner

    showing:

    (1) Employer'snameandlogo.(2) Titleofscheme.(3) TitleofContract.(4) Contractor'sname.(5) Titleofworklocationandareacode.(6) Titleofdrawing.(7) Drawingnumber.(8) Date.(9) Author(10) Signature of Contractor (to the effect that the drawing,

    whether his own or from any other source, has been

    checkedby

    him

    before

    submission

    to

    the

    S.O.

    (ii) Eachdrawingshallalsohaveaseparaterevisionboxwithspace forup to 10 revisions, and including revision number, revision date,

    revisiondescriptionandrevisioncheck. Itshallalsoincludeadequate

    clearspacefortheS.O.'smarkings.

    (iii) Drawingsshallbedrawntospecifiedscalesortosuchscalesasareappropriate for clearly detailing and conveying the Contractor's

    proposals. Scalesshallgenerallybe1:2,1:5,1:10ormultiplesof10

    thereof. Theappropriatemeasuringscalesusedshallbeshownon

    the

    drawings.

    (iv) Drawings shall include cross referenceswhereappropriateand keyinformationsuchasvitallevelsanddimensions. Allplansshallshow

    the"north"direction.

    (v) TheS.O.willnotapproveanyunclearorambiguousdrawings.(c) Formofdesignsanddocuments

    (i) DesignsanddocumentssubmittedbytheContractortotheS.O.forapprovalshallcomprisegenerallywhereapplicable:

    (1) Contentslist.(2) Scope (description of the contents and purpose of thesubmission).(3) Conclusionsandrecommendations.(4) References, specification requirements, codes, manuals

    and supporting documents used, drawing numbers, and

    titlesofdrawingswhicharebasedonthedesign.

    (5) Descriptionofdesignapproach.(6) Criteria, parameters, loading conditions, references to

    CodeofPracticeandmethodsused.

    (7) Testprocedures,analysesandresults.(8) Calculations and schedules. Where computer program is

    usedintheanalysisanddesign,thesubmittalsshallinclude

    basisof

    using

    the

    program,

    details

    of

    the

    program

    used

    including the assumptions, methods used and its

    input/output details. The Contractor shall also allow for

    theS.O.tousetheprogramtochecktheanalysis ifthis is

    deemed necessary by the S.O. at no extra cost to the

    Contract.

    (9) Qualitativedescriptionandcommentsonresults.(10) Anyotherrelevantinformation(11) Appendix.

    (ii) Designs and documents shall be presented on A4 size paper with

    everypagenumberedandboundinorderbetweencoversformedof

    atransparent

    front

    and

    stiff

    back.

    The

    title

    of

    the

    submission

    shall

    be

    givenonthefrontsheetbeneaththetransparentcovertogetherwith

    a reference number, Employer's name, title of scheme, title of

    Contract, Contractor's name, title of works location, author's

    reference, date, Contractor's signature, revision box and space for

    S.O.'smarkingsasfordrawingsandanyotherrelevant information.

    Drawings submitted as part of the design or document shall be

    foldedintopocketsattheback.

    (d) Numberingandtitling

    TheContractor shallworkwith theS.O. to institutea referencenumbering

    systemfor

    designs,

    drawings

    and

    documents

    so

    that

    each

    number

    used

    is

    unique. The numbering and title information on designs, drawings and

    documents shall be designed so that management, transmittal and

    communicationinconnectiontherewithcanbecarriedoutexpeditiously.

    (e) Submissionprocedures(i) EverydrawingsubmittedbytheContractortotheS.O.forreviewand

    approvalshallbe:

    (1) Based on previously approved designs or documents.Interrelated

    drawings

    shall

    be

    submitted

    at

    the

    same

    time

    in a complete and selfsufficient set. Copies shall be

    collatedintoorderedbundleseachwithalistofcontents.

    (2) Accompanied by a letter from the Contractor (not fromsubcontractors or suppliers). Revisions of previous

    submissionsshallbehighlightedandthereasonsforthese

    shallbestatedinthecoveringletter.

    (3) EndorsedbyaProfessionalEngineer(PE),registeredintheappropriate discipline with the Professional Engineers

    BoardofSingapore.

    (ii) Alldesigns,drawingsanddocumentssubmittedbytheContractorto

    theS.O.

    for

    approval

    shall

    be

    checked

    by

    the

    Contractor

    before

    submission.TheContractorshalllikewisechecksubmissionsfromhis

    subcontractors or from any other source before passing on such

    submissionstotheS.O.forapproval.

    (iii) On completion of review, the S.O. will return the submission with

    oneofthefollowingcomments:

    (1) Approved"toallowworktoproceed.(2) "Approvedsubjectto"toallowworktoproceedsubjectto

    statedamendmentsandconditions.

    (3) "Not Approved revised submission required to includestated

    requirements.

    (iv) DrawingswithNotApprovedandApproved subject to statuses

    shallberevisedandresubmittedwithinamaximumof14working

    daysfromthedateofreturn.

    (v) SubjecttoanyspecificrequirementsintheContract,allsubmissions

    shallbemadesufficientlyearlytoallowtheS.O.timeforreviewand

    approval,andfortheContractortoprovideandsubmitrevisionsor

    alternatives.

    (vi) Unless otherwise specified or agreed before submission, the

    Contractorshallallownotlessthan20workingdaysexcludingweek

    endsandpublicholidaysforreviewbytheS.O.ofdesignsdocuments

    andsamples

    which

    are

    required

    to

    be

    approved

    and

    14

    working

    days

    for review of resubmissions before manufacture or construction

    commencesaspartof thePermanentWorks. TheContractorshall

    have demonstrated in his submissions that he has coordinated

    submissions by his subcontractor or suppliers to confirm that the

    Contractorissatisfiedthattheyareacceptableforincorporationinto

    theWorks.

    (vii) IftheS.O.doesnotrespondtoanysubmissionwithinthespecified

    numberofdays,thentheContractormayproceedwiththeworkbut

    shall informtheS.O. inwritingthathe isproceedingwiththework.

    AbsenceofresponsefromtheS.O.willnotrelievetheContractorof

    hisobligationstomeetalltherequirementsoftheSpecification.

    (viii)

    TheS.O.

    will

    designate

    the

    address

    of

    his

    review

    office

    in

    respect

    of

    particulardisciplinesorworkfromtimetotimeduringtheContract.

    AllsubmissionsshallbemadesufficientlyearlytoallowtheS.O.time

    forreviewandapprovalofdrawings,documentsandsampleswhich

    arerequiredtobeapprovedbeforecommencementofmanufacture

    ofplantorofinstallationorconstructiononsiteasthecasemaybe

    and for the Contractor to provide and submit revisions or

    alternatives,orcarryout furthertests if, in theopinionof theS.O.,

    theinitialsubmissionsdonotmeettherequirementsoftheContract.

    (ix) Whichever status Approved, Approved subject to or Not

    Approved

    the

    S.O.

    assigns

    to

    any

    particular

    drawings

    designs

    or

    documents submitted for his review, will be based on the

    information provided in the submitted drawings designs or

    documents. ItshallbetheresponsibilityoftheContractortoensure

    thatallrelevant information isprovidedtoenabletheS.O.toeasily

    determine whether or not a submitted design complies with the

    specificrequirementsor intentoftheSpecification. WheretheS.O.

    assignsaninappropriatestatusduetolackofclarityorincompleteor

    incorrect information submitted by the Contractor, this shall not

    relieve the Contractor of his obligations to provide the Works in

    compliance with the Contract. Any costs for abortive works or

    redundantequipmentprovidedasaresultofsuchsituationsshallbe

    borneby

    the

    Contractor.

    (f) Programmeofsubmissions(i) The Contractor shall prepare a programme for submitting designs,

    drawingsanddocuments to theS.O. forapproval.Theprogramme

    shallprovidefortheS.O.'sreviewoftheContractor'ssubmissionsto

    be undertaken at a reasonably steady rate of working. The

    programmeshallalsomakereasonableprovisionforresubmissionof

    not approved designs, drawings and documents and for the time

    needed totransmitsuchdesigns,drawingsanddocuments. Delays

    causedbytheneedforresubmittalsshallnotconstituteabasisfor

    claim.No

    designs,

    drawings

    and

    documents

    will

    be

    accepted

    by

    the

    S.O. for reviewuntil theprogramme for their submissionhasbeen

    approvedbyhim.

    (ii) The S.O. may withdraw or modify his approval to an "Approved"

    designdrawingordocumentasaresultofsubsequentsubmissions.

    Inthiscircumstance,hewill informtheContractor inwritingofthe

    withdrawal or modification and, upon receipt of such information,

    theContractorshallimmediatelytakethenecessaryactioninregard

    totheWorksandconfirmthistotheS.O.inwriting.

    (iii) Theprogrammeforsubmissionofdesigns,drawingsanddocuments

    shallbebasedonthefollowinggeneralorder,whichmayneedtobe

    adjustedtofitparticularcircumstances:

    (1) Outlinedesigncalculations;(2) Hydraulicprofile;(3) Basicdesigncriteria;

    a. Preliminaryprocessandinstrumentation(P&I)diagrams

    b. Controlsystemoverviewdrawings(4) Generalarrangementdrawings;(5) Generalcivilworksoutlinedrawings;(6) Detaileddesigncalculations;(7) DetailedP&Idiagrams;(8) Electricalsinglelinediagrams;(9) Substancesandproductsschedules;(10) Instrumentschedules;

    a. Functionalplansandfunctionaldesignspecifications;b. DetailedICAdrawings;

    (11) Fabricationandinstallationdrawings;

    (12) Plantdrawings.(g) Numbersofcopies

    TheContractorshallsubmittotheS.O.forapprovalthree(3)A3sizecopiesof

    allsubmissions. OnlyonecopygenerallywillbereturnedtotheContractor.

    shouldthetextorcontentsofthedrawingsarenotlegibleonA3size.

    (h) ApprovedDrawingsAfter approval, the Contractor shall submit to the S.O. three copies of all

    "approved" drawings with the date of approval marked against a new

    revision/issueof thedocument. Three (3)copiesofall "Approved"designs

    anddocumentsshallalsobesubmitted.

    P2.6.2.5 Definitionofworkingdaysforapprovalofsubmissions(a) In the context of time for approval by the S.O. of submissions by the

    Contractor,andfornoother,"workingdays"shallmeanMondaytoFridayin

    eachweek,andshallexcludeanypublicholidaysinSingapore. Thenumberof

    workingdaysshallbecountedfromthenextworkingdayfollowingthedayof

    deliverytotheofficeoftheS.O.untilthedaybeforethedayofdespatchfrom

    theofficeoftheS.O.totheContractor.

    P2.6.3 WorkingDrawingsP2.6.3.1 HydraulicProfile

    (a) Hydraulic profile drawing for the Plant shall show top water levels for allrelevantwaterretainingstructures,chambersandchannelsfromtheinletto

    thefinescreenstotheendofbioreactorbasinsforminimumandpeakinputs.

    TheDrawingshallshowfreeboard,overflowweir levelsandupstreamwater

    levelsunderoverflowsituations. Thedrawingshallbesupportedbydetailed

    calculations.

    (b) Allformulaeandcoefficientsusedwithsourcereferences(withcopiesofthereferences)andassumptionsmadeinthecalculationsshallbedetailed.

    (c) ThehydraulicprofileandcalculationsshallbethefirstdesignsubmissiontobemadebytheContractorfortheS.O.'sapproval.

    P2.6.3.2 CivilOutlineDrawings(a) CiviloutlinedrawingsshallbeinsufficientdetailtoenabletheS.O.tocheck

    theContractorsstructuraldesignoridentifyanystructuralmodifications

    proposedbytheContractortotheTenderDrawings. Theyshallshowplans

    andsectionalviewswhichshallbedimensionedandshallshowindetailthe

    necessaryworks

    to

    be

    provided

    including

    details

    of

    loads

    to

    be

    carried

    and

    thepositionsanddimensionsoffoundationsupports,largediameterpipe

    runs,pipeanchorsducts,openingsinwallsandfloorsandthelike.

    (b) TheContractorshallnotethatallinformationgivenfortheexistingfacilitiesistoassisttheContractoratthetimeoftendering. Theinformationisnot

    warrantedbytheS.O.andtheContractorshallmakeuseofandinterpretthe

    sameonhisownresponsibility. Whereadditionsandextensionstoexisting

    worksarerequiredtheContractorshallascertainbymeasurementatsitethe

    actuallines,levelsanddimensionsofexistingworkstoenablehimtodetail

    the

    plant,

    pipe

    work

    and

    equipment

    to

    be

    provided

    so

    that

    they

    will

    fit

    in

    with

    theexistingworks.InapprovingthesedrawingstheS.O.willnotacceptany

    responsibilityforerrorsonlines,levelsordimensions.

    P2.6.3.3 PlantWorkingDrawings(a) Drawingsforallitemsofplantconstitutinganoperatingsystemshallbe

    submittedtotheS.O.concurrentlyandshallincludediagramsshowing

    circuitfunctioninganddetailsforerection.

    (b)

    Plant

    (x) Installation drawings showing cable routes and cable supportsystemdetails.Theseshallshowthenumbers,positionandsizesof

    detail which cables will be on which sections of tray. This will

    demonstrate the adequacy of the Contractors design. For cables

    installed in ducts and direct in the ground, the drawings shall

    (1) Control Room Layout: This shall include both plan andrenderedperspectiveviewsoftwoalternativecontrolroom

    layoutoptions.

    (2) ExtraLowVoltageRoom/ICAEquipmentRoomLayout:Thisshall include both plan and elevation views of space

    utilization;

    (4) InstrumentSchedule: Thisshalllistallinstrumentationitems(including actuated valves) area by area in loop number

    shall asaminimum list the size, make,exact model,P&ID

    reference, range and calibration, loop diagram reference,

    servicedescription,andlocationdrawingreference.

    (5) PLC / Control System I/O (Input / Output) AddressSchedules&Fieldbussegmentassignment lists: Theseshall

    listall inputsandoutputs to thePLC /control system. I/O

    shallbe

    listed

    shall be listed. In the case of analogue parameters the

    correspondingrangeinengineeringunitsshallalsobelisted.

    Eg 420 mA = 0 100 l/sec. Spare registers assigned for

    analogueanddigital signalsand fieldbusdata shallalsobe

    listed.

    (6) Instrument Datasheets: A unique datasheet shall besupplied for each instrument, identified by instrument tag

    number. Thedatasheetshalllistallinformationrequiredto

    replace and recommission the instrument in the event of

    damageorfailure. Thisshall includethefinalsettingsofall

    setup parameters stored in the instrument and process

    conditions(pressure,temperature,flowandotherapplicable

    variables).

    (7) ICA Panel Layout Drawings: For each different panel(including field interface (FNI) panel or junction box a

    detaileddrawing

    of

    both

    the

    internal

    and

    external

    layout

    shall be provided. Drawings showing the internal layout

    shallclearlyshowhowsegregationof230VACand24VDC

    wiringhasbeenachievedwithinthepanel. Fieldconnection

    boxesusedsolelytoterminateflyingleadstocablesshallnot

    require layout drawings. In the case of multiple identical

    junctionboxesor fieldmotor stop/ startstations,a single

    typical panel layout drawings shallbe acceptable provided

    suchdrawingsareclearly labelledas toall thepanels they

    describe.

    (8) PanelPowerDistributionDrawings;Theseshallclearlyshowthe distributionof power at different voltage levelswithin

    eachpanel.

    Drawings

    should

    be

    specific

    including

    showing

    which items are supplied from each fuse or MCB. The

    drawing shall also show the instrument earth connection

    arrangements.

    (9) Instrument Location Drawings: The location of eachinstrument (including control valves) shall be shown

    (identified by tag number) on an instrument location

    drawing which shall also show the location of major

    equipmentitemsandroutingofmaincabletraysandducts.

    Inplantareaswhereafieldbusisbeingused,theinstrument

    locationdrawingsshallshowthefieldbussegmentation.

    (10) Instrument Loop Diagrams: An instrument loop diagramshowing

    all

    connections,

    cables,

    terminals

    etc

    for

    all

    devices

    carrying the same loopnumber shallbeprovided foreach

    loopconnectedusingconventionalwiring. The instrument

    loop diagram shall provide all information required to

    troubleshoota loop ie. A technicianshallbeable to trace

    the electrical signal from field instrument through any

    junctionboxesandsignalisolatorstotheinputterminalsofa

    controller, any power supplies shall also be shown. The

    requirementfor loopdiagrams isnot limitedtoclosedloop

    analogue control loops but applies to all instruments and

    folddevices. TheseshallbeA3sizedrawings.

    (11) Fieldbus Segment Drawings: A fieldbus segment drawingshall

    be

    provided

    for

    each

    fieldbus

    segment.

    It

    shall

    show

    thegeneralsegmenttopologyanddetailsofdevicesonthat

    segment.Inadditionitshallshowdesignconstraintssuchas

    segment and spur length, voltage drop and current draw,

    (12) Instrumentinstallation,wiringandpipinghookupdrawings:(13) Whereapplicable,installation,wiringandhookupdrawings

    shallbesubmitted.Theseshallbedetailedineveryrespect.

    (14) Logic Diagrams: These shall provide a detailed record ofhow

    the

    control

    system

    has

    been

    configured.

    That

    is

    what

    sequences and operations the plant performs under both

    normalandfaultconditionsthealarmsshallbedescribedin

    detail. TheseshallfolloworatleastbesimilartotheSAMA

    (ScientificApparatusMakersAssociation)format.

    (15) ControlSystemOverviewDrawing: Thisdrawingshalldepictthe general structure of the control system detailing the

    variouscomponents includingdetailingthecontentsofany

    controlequipmentracks(processors, I/Omodulesetc),any

    communication links between racks, operator interface

    stations (e.g SCADA terminals touch screen panels, alarm

    annunciators).Any

    communications

    links

    shall

    be

    labelled

    as

    totheirprotocolandparameters(egbaudrate,parity,stop

    bits).

    (16) Control System Software Listing: A full printout from theproprietary control system programming tools shall be

    provided. Thisshallincludebutnotbelimitedtoalistingof

    used and spare addresses, PLC program listing, report

    generation listinganddatabase listing. Theelectronicdata

    files (ie. code and documentation databases) necessary to

    maintain or modify the system configuration shall be

    suppliedwiththeasbuiltdrawings.

    (17) I/OConnectionDiagrams: ForcontrolsystemI/Oconnectedto

    non

    field

    devices

    (eg

    to

    MCCs),

    connection

    diagrams

    meeting the same requirements as Instrument Loop

    Diagramsshallbeprovided.

    (xxi) Listofsafetysignsanddrawings.(xxii) Any additional drawings required to supplement those identified

    aboveandforotherworknotspecificallyidentified.

    P2.6.3.4 ProcessandInstrumentationDiagrams(a) The Contractor shall provide comprehensive process and instrumentation

    diagrams(P&IDs)

    for

    the

    whole

    of

    the

    Works.

    These

    shall

    include

    but

    not

    be

    limited to showing every line, channel, tank, valve, pump, fan, instrument,

    system for control or automation or other item of equipment in symbolic

    form.Anydemarcationofcontractscopeshallbeclearly shownas shallbe

    interfaces between future, new and existing plant. All equipment and tag

    numbers shall be shown. Equipment names shall be shown. Functions and

    signalsembeddedwithinthePLCsandSCADAsystemshallalsobeshownin

    accordance with ISA and other appropriate standards. This shall include a

    clear depiction of the operation of every analogue control loop and a

    summarisedor indicative indicationof theoperationofany logic interlocks.

    The P&IDs shall also indicate the interface between such items as control

    panels,separate installations,buildings,roomsetc.Every itemofequipment

    andevery

    line

    shall

    be

    numbered

    in

    accordance

    with

    the

    specified

    numbering

    system. Full use shall be made of varying line thickness and the like to

    optimisethereadabilityoftheP&IDs.

    (b) TheP&IDsshallbeoneoftheearlyPlantrelateddocumentsanddrawingstobe submitted by the Contractor for the S.O.'s approval. Until the S.O. has

    given approval to the P&I Ds he will not be given approval to other

    submissions.

    (c) TheP&IDsshallcomplywithBS1646andBS1553.

    P2.6.3.5 ComplementaryDrawings(a) TheContractorshallsubmitsuchfurtherdetaileddrawingsofthePlantand

    any other equipment being provided under the Contract as the S.O. may

    requireforaproperunderstandingoftheWorks.

    (b) Thesecomplementarydrawingswillnotformpartoftheapproveddrawings,butshallbe includedasappropriatewiththerecorddrawings,theoperating

    instructionsandtheoperationandmaintenancemanual.

    (c) Suchdrawingsmayincludebutnotnecessarilybelimitedto:(i) Sectionalanddetailarrangementdrawings.(ii) Circuitdiagramsforelectricalequipmentwhichshallincludewireand

    terminal numbers and circuit references and ratings for all

    components.

    (iii) ComponentpartschedulesforeachitemofPlantwithreferencestotheassociateddrawings.

    (iv) Valve schedule listing each valve with identification number, size,type,connections,rating,figurenumberandduty.

    P2.6.4 RecordDrawingsandOperationandMaintenanceManualsP2.6.4.1 RecordDrawings

    (a) The Contractor shall provide record drawings of the Works endorsed asbuilt by the Professional Engineer to show the whole of the Plant as

    installed and incorporating any modifications made during erection and

    commissioning.Theseshallincludeallsuchdrawings,diagramsandschedules

    asarenecessaryforacompleteunderstandingoftheWorksincludingdetails

    of any "boughtin" items and any items shown as "blocks" on the main

    drawings.

    (b) Information given on record drawings shall include tolerances, clearances,loadings,finishes,materialsandratingsofplant. TheContractorshallensure

    thattheapprovedandcomplementarydrawingsaremarkeduptoshowthe

    Plantasinstalledandtwocopiesofsuchmarkedupprintsshallbesubmitted

    to the S.O. for approval prior to the preparation of record drawings.

    SubmissiontoandapprovalbytheS.O.ofrecorddrawingsshallbeacondition

    precedenttotheissueoftheCompletionCertificate.

    (c) Final record drawings shallbe submitted to theS.O.not later than threemonths after the issue of the Substantial Completion Certificate. The

    Contractorshall

    (f) The drawing files on CD ROM shall be compatible with the Employerscomputeraideddesign softwarewhichwillbenotified to theContractorat

    theappropriatetime.

    (g) Recorddrawingsshallincludebutnotbelimitedto:(i) Pipingandinstrumentationdiagrams(P&IDs).(ii) Single line diagram for electrical distribution system from point of

    supplytofinalplantconnection.

    (iii) GeneralarrangementdrawingsoftheWorks.(iv) Building structural works including piling Asbuilt piling plans

    (Depth Penetration Plan) with surveyor endorsement to be

    submitted within 28 days after completion of piling works as

    clearly show how segregation of 230 VAC and 24VDC wiring has

    to terminate flying leads to cables shall not require layout

    drawings. Inthecaseofmultiple identicaljunctionboxesor field

    motor stop / start stations,a single typicalpanel layoutdrawings

    shallbeacceptableprovidedsuchdrawingsareclearly labelledas

    toallthepanelstheydescribe.

    (xxv) Panel Power Distribution Drawings: These shall clearly show thedistributionofpoweratdifferentvoltage levelswithineachpanel.

    Drawings should be specific including showing which items are

    suppliedfrom

    (xxx) LogicDiagrams:These shallprovideadetailed recordofhow thecontrol systemhasbeenconfigured. That iswhatsequencesand

    operations the plant performs under both normal and fault

    conditions the alarms shall be described in detail. These shall

    follow or at least be similar to the SAMA (Scientific Apparatus

    MakersAssociation)

    format.

    (xxxi) Control System Overview Drawing: This drawing shall depict thegeneral structure of the control system detailing the various

    components including detailing the contents of any control

    equipmentracks(processors,I/Omodulesetc),anycommunication

    links between racks, operator interface stations(eg SCADA

    terminals,touchpanels,alarmannunciators).Anycommunications

    linksshallbelabelledastotheirprotocolandparameters(egbaud

    finalsubmissionstotheregulatoryauthorities. Thecopyshallbemarked

    P2.6.4.2 OperationandMaintenanceManuals(a) The Contractor shall catalogue the information/data of the Operation and

    MaintenanceManualinthefollowingmanner:

    (i) one(1)finalhardcopyandtwo(2)setselectronicCDROMversion in

    theformatoutlinedbelow;and

    (i) Operation & Maintenance Manual System (OMMS) and ComputerMaintenanceManagementSystem (CMMS) in the format/guidelinesetouttheGeneralSpecifications

    (b) The Contractor shall submit the operation and maintenance manuals forapprovalbytheS.O. Submissionto,andapproval,subjecttocomments,by

    the S.O. of the operation and maintenance manuals shall be a condition

    precedenttotheissueoftheCompletionCertificate.

    (c) The operation and maintenance manuals shall cover the setting to work,commissioning, testing, operation and maintenance of the Works. The

    greatest importance isattachedtocompletenessandclarityofpresentation.

    Itshall

    be

    `user

    friendly'

    bearing

    in

    mind

    that

    the

    users

    will

    be

    technicians

    and

    engineersintheemploymentoftheEmployer.

    (d) The preparation of the manuals shallbe carriedout bypersonnel whoaretrained and experienced in the operation and maintenance of the Plant

    described and are skilled as technical writers to the extent required to

    communicate essential data and are competent to prepare the required

    drawingsanddocumentation.

    (e) A collection of standard pamphlets of a general nature unaccompanied bydrawingsanddescriptivematterrelatingtoitemsofplantasinstalledwillnot

    be acceptable. In particular, information supplied by subcontractors and

    manufacturersemployed

    by

    the

    Contractor

    shall

    be

    co

    ordinated

    into

    the

    comprehensivemanual.Crossreferencingofdescriptivematter,drawingsand

    sparepartlistsmustbecomplete.

    (f) ThemanualsshallbeinEnglish,shallbesecurelybound,andpagesshallbeofA4sizetoISO216orfoldedtothatsizeinalooseleafhardcoverbinder,using

    notmorethan70%ofthebindercapacity.

    (g) Theformatofthemanualsshallbewhitepaperfortypedpageswithneatlytypewritten textexcept formanufacturers'printeddata. Drawings shallbe

    provided with a punched reinforced binder tab for binding into the text.

    Drawings shall be so sized that they may be folded to the size of the text

    pages.

    (h) Allpagesshallbeclear, legibleandpermanent.Offsetprintingormultilith ispreferable, but electrostatic or photocopies will be acceptable if clear and

    permanent. Pagenumbersshallbeprovidedforeachsectiontoalloweasier

    reference.

    (i) Eachvolumeofthemanualshallbeidentifiedbothonthefrontcoverandonthe spine,with the typedorprinted title "OPERATIONANDMAINTENANCE

    INSTRUCTIONS", the title of the project, including the Contract reference

    number,

    and

    the

    identity

    of

    the

    general

    subject

    matter

    covered

    in

    the

    manual. The text and drawings shall be placed in commercial 3 or 4 ring

    binderswithdurableandcleanableplasticcovers. Whenmultiplebindersare

    used,theinstructionsshallbecorrelatedintorelatedconsistentgroupings.

    (j) ThedesignforfrontcoverandspineofeachvolumeincludingcolourandsizesofletteringandlogoetcwillbeprovidedbytheS.O.

    (k) Each O&M manual volume shall contain a neatly typewritten table ofcontentsarranged inasystematicordergiving:nameofContractor,address

    andtelephonenumber,a listofeach itemofPlant included,anindextothe

    contentsofthevolumeanda listofeachplantitemwiththename,address

    and

    telephone

    number

    of

    any

    subcontractor

    or

    installer.

    Only

    the

    manufacturer'sprinteddatawhich ispertinent tothespecificPlantshallbe

    included. Each sheet of manufacturers' instructions shall be annotated to

    identify clearly the specific item or part installed and the instructions

    applicabletothatitemorpartofthePlant. Allinapplicableinformationshall

    bedeleted. Plantdatashallbesupplementedwithdrawingsasnecessaryto

    illustrate clearly component parts of equipment and systems, control

    diagrams,flowdiagrams,andtestprocedurescoveredinthemanual.Written

    text shall be as required to supplement the Plant data for that particular

    installation. Written text shall be organised into a consistent format under

    separate headings for different procedures and in a manner to provide a

    logicalsequenceofinstructionsforeachprocedure.

    (l) Theoperationandmaintenancemanualsshalldescribe the installationasawholeandshallgiveastepbystepprocedurewithassemblydrawingsforany

    operation likely to be carried out during the life of each item of plant,

    including its erection, commissioning, testing, operation, maintenance,

    dismantling and repair. Manuals shall identify and cover aspects liable to

    affectotherinstallationsandshallincludeallhealthandsafetyprecautionsto

    betaken.

    (m) Maintenance instructions shall includecharts showing lubrication, checking,testingandreplacementprocedurestobecarriedoutdaily,weekly,monthly

    andlongerintervalstoensuretroublefreeoperation. Whereapplicable,fault

    locationcharts

    shall

    be

    included

    to

    facilitate

    tracing

    the

    cause

    of

    malfunction

    orbreakdown.

    (n) AseparatesectionofthemanualsshallbedevotedtoeachsizeandtypeofequipmentandtoeachitemofPlant. Itshallcontainadetaileddescriptionof

    itsconstructionandoperationandshallincludeallrelevantpamphlets,anda

    listofpartswiththeprocedurefororderingspares. Thedetailedsectionsof

    themanual, ifnecessary,shallcontain furthermaintenance instructionsand

    fault location charts. Subject to the foregoing, the manual shall generally

    comply with the recommendations of BS 4884 parts 1 and 2. (Technical

    Manuals ContentandPresentation).

    (o) Any additions, alterations or deletions which may be required by the S.O.following the experience gained during the periods of running and further

    maintenanceshallbeincorporatedinthesecopiesintheformofadditionalor

    complete replacement pages and the cost of these amendments shall be

    (p) TheContractor'sattentionisdrawntotheneedtoensurethatthefollowingitemsareincludedintheoperationandmaintenancemanuals:

    (i) Allhealthandsafetyinstructionsforchemicalsandanyprecautionarymeasures

    necessary

    for

    ensuring

    health

    and

    safety

    and

    avoidance

    of

    misuse.

    (ii) Generaldescriptionofthescope,purposeandmannerofworkingofeach systemorapparatus formingpartof theWorks,and the final

    functionaldesignspecification(FDS).

    (iii) Schedule of equipment supplied giving manufacturers' name andappropriatemake,model/cataloguenumber,descriptionofunitand

    componentpartsidentifiedondrawings.

    (iv) Maintenanceprocedures for regularmaintenanceandpreventativemaintenance, including frequencies of routine operations, guide to

    fault diagnosis, fault finding charts, stepbystep procedures for

    dismantling,cleaning,servicing,partreplacementandreassembling,

    includingrecommended

    clearances

    and

    tolerances.

    (v) Maintenanceprocedures for the flushingofchemical tanks,pumpsand dosing lines and procedures for dealing with leakages and

    spillagesincludingneutralisation.

    (vi) Scheduleofsparepartswithorderingreferencenumbersandpartsidentifiedonequipmentdrawings.

    (xvi) Diagrams of all "as installed" connections between electrical plantandinstrumentationsystems.

    normaloperationandnormalandemergencyshuttingdownofthe

    Plant.

    (xviii) "Do's" and "Donts" in plant operation with attention drawn to alloperations

    (xix) Dataongeneralsettingofcontrolsassociatedwithcontrollingdesignconditions, monitoring instruments and switchgear, together with

    (q) Alldrawings incorporated in themanuals shall bepresented in suchawaythattheycanbeeasilyreferredtowhilstreadingtheassociateddescriptionin

    thetext.

    (r) TheContractorshallsubmitfortheS.O.'sapproval,notlessthanonemonthinadvanceof the timeatwhichany itemofPlant isdelivered toSite, two

    copies of instructions appropriate to the erecting, testing, operation and

    runningmaintenanceof that itemofPlant. These instructions shall forma

    draftoftherelevantpartsoftheoperationandmaintenancemanual.

    (s) TheContractorshallprovideanelectronicversionofthefullpreliminarydraftO&M manual in PDF format, including all manufacturers literature and

    drawings.Cross

    references

    to

    all

    drawings

    and

    equipment

    manuals

    shall

    be

    provided using hypertext links. The relevant electronic manual shall be

    submitted on PC CD Rom in draft format at the same time as the paper

    copies.

    (t) Two(2)completecopiesofthepreliminarydraftO&MmanualfortheWorksshall be submitted to the S.O. at least three (3) months before the

    commencementofthecommissioningtests. Thesecopiesmaybethesame

    copies as those submitted in sections in accordance with the previous

    paragraph. InthiscasetheContractorshallcheckandcertifythatthesetwo

    copiesarecompletebeforethecommencementofthecommissioningtests.

    Two copies of the electronic manualonCDRom shallbe submittedat the

    sametime.

    (u) ThecommissioningtestsshallnotbestartedifthecompletepreliminarydraftO&MmanualhasnotbeensubmittedtotheS.O. TheS.O.shalldetermineif

    the preliminary draft manual is complete, and will only allow the

    commissioningteststocommenceifheissatisfiedwiththemanual.

    (v) All copies of the manual shall be amended as necessaryby theContractorduringtheperiodoftesting,commissioningandsettingtoworkofthePlant.

    Followingthisupdating,theContractorshallcheckandcertifythatthecopies

    of the amended manual are the final draft of the manual. The manual

    updating and certification shall be completed by the Contractor within 3

    monthsof

    completion

    of

    commissioning.

    The

    S.O.

    will

    review

    the

    final

    draft

    manualandadvisetheContractorofanychangesrequired. Thisreviewwill

    becompletedbytheS.O.within60workingdaysofthecertificationbythe

    Contractorthatthefinaldraftmanualiscomplete.

    (w) If any further revisions are necessary as a result of operational experienceduringtheDefectsLiabilityPeriod,allcopiesshallberevisedbytheContractor

    withinaperiodofthirtydaysoftheneedforrevisionbecomingapparent. All

    revisionsandupdatingshallbecompletedwithinthirtydaysoftheendofthe

    DefectsLiabilityPeriod. Thisrevisedandupdatedversionisthenconsidered

    thefinalmanual.

    P2.6.5 OtherSubmissionsP2.6.5.1 ContractorResponsibleforTesting

    Inadditiontoanyspecificobligationsforsamplingandtesting,theContractorshallbe

    responsibleforroutineinspectionsamplingandtestingofallmaterials,workmanship,

    plantand measuringdevices, inorder to control thequalityofworkand toensure

    compliancewiththeSpecificationandwithapprovedsamples.

    P2.6.5.2 Samples(a) Where the Contract requires the submission of samples, they shall be

    submittedbyandattheexpenseoftheContractornot lessthan20working

    days excluding weekends and public holidays prior to the time that the

    materialsrepresentedbysuchsamplesareneededforincorporationintoany

    work. SamplesshallbesubjecttoapprovalbytheEngineer'sRepresentative,

    and material represented by such samples shall not be manufactured,

    deliveredtothesitenorincorporatedintoanyworkwithoutsuchapproval.

    (b) Wheresamples,includingsamplesofmaterialsandworkmanshipconstructedontheSite,aresubmittedasareferenceformaterialsandworkmanshiptobeprovidedaspartofthePermanentWorks,theyshall,afterbeingapprovedby

    theS.O.,becarefullypreservedforthispurposeonsitebytheContractorto

    the satisfaction of the S.O. until permission is given by the S.O. for their

    disposal.

    P2.6.5.3 Manufacturers'andContractor'sCertificates(a) Where certificates are required by the Specification or relevant Reference

    Standard,the

    original

    and

    one

    copy

    of

    each

    such

    certificate

    shall

    be

    provided

    by the Contractor, unless otherwise specified. The original and copy

    certificatesshallbesubmittedtotheS.O.

    (b) Certificates shall be clearly identified by serial or reference number wherepossibletothematerialbeingcertifiedandshallincludeinformationrequired

    bytherelevantReferenceStandardorSpecificationclause.

    (c) Unlessotherwisespecified,thetimingforsubmittalofcertificatesshallbeasfollows:

    (i) Manufacturer'sandsupplier'stestcertificatesshallbesubmittedassoon

    P2.6.5.4

    ProgressPhotographs

    (a) ProgressofWorksonSiteshallberecordedmonthly intwopapercopiesof

    colour progress photographs (witheachprint of sizes not less than175by

    125mm)andonedigitalcopyonCDROM in JpegorBitmap format. Each

    photographshallbecaptionedandthepapercopiesmountedandboundinto

    a set as directed by the S.O. A bound set of selected monthly progress

    photographs shall be submitted to the S.O. with the Contractors monthly

    progressreport. Thecameraandphotographicpapershalloftypesapproved

    bytheS.O. Progressphotographsshouldbesubmittedwithin4daysoftheir

    havingbeentaken.

    (b) All copiesof the colourphotographs shallbe thepropertyof theEmployerandnoprints fromthesemaybesupplied toanypersonorpersonsexceptwiththeauthorityoftheEmployer. TheContractorshallalsoensurethatno

    unauthorisedphotographyisallowedontheSite.

    (c) allmonthlyprogressphotographsandanyadditionalphotographsrequestedbytheS.O.duringthatmonthmountedandsubmittedasdetailedabove.

    (d) One (1) paper copy of each progress photograph shall be signed by theContractoronthereversesidetoverifyittrulyrepresentstheWorksatthat

    pointintime.
