Government, business and labour’s consolidated efforts in implementing the nine point plan are beginning to have an impact. ECONOMY: 1.1 Economic growth rebounded by 3.3% in Apr-Jun 2016 quarter. Driven primarily by: Productive sectors with mining. Manufacturing continued good growth performance. However, agriculture continued to decrease as a result of severe drought. 1.2 The Department of Small Business Development: Co-operative Incentive Scheme supported: 149 enterprises 240 cooperatives 1.3 Agricultural sector: Various initiatives supported 172 new agricultural enterprises 23 non-agricultural enterprises were supported through various initiatives. 337 existing SMMEs will be supported with training and market access. 11 554 people employed through various initiatives implemented in rural spaces. EPWP: - 218 989 work opportunities - 43 971 full time jobs created Operation Phakisa for Agriculture and Land Reform - underway. 1.4 Inter-Ministerial Committee work on Invest: SA facilitated an investment pipeline amounting to R 18.2 billion - gas to power projects. R13. 1 billion - energy and chemicals sector. In total potential FDI = R30.3 billion. Economic diplomacy initiatives undertaken: Increased sales of manufactured value-added exports by R1.19 billion which brings the 1.IMPLEMENTATION OF KEY GOVERNMENT PROGRAMMES cumulative total for the year to R3.8 billion. Coega Development Corporation: Signed a deal with Beijing Automobile International Corporation o Automotive investment of R11 billion. o Capacity to produce 50 000 cars, trucks and sport utility vehicles. Swartkopfontein road and bridge Opened between South Africa and Botswana unlocks a new chapter in economic relations o Increased growth of trade, commerce and regional integration. o Investment - R78.5 million o Human Investment - 51 full time jobs over the 23-month contract period. 218 989 work opportunities INFRASTRUCTURE: 1.1 Electricity Electricity supply: progress in stabilising and addressing energy challenges in the Nine Point Plan. Eskom has been able to meet the demand throughout winter - diesel consumption significantly reduced. The Department of Energy: 96 932 households added to grid energy supply = cumulative of 628 061 households 2 863 households to non-grid technology (Solar Home System) = cumulative of 40 569 households. 1.2 Transport S’hamba Sonke projects: 177 232 m2 of potholes patching completed 625 km of roads re-sealed 951 km of roads re-gravelled 87 777 km bladed. 1.3 Communications: Department of Telecommunications and Postal Services collaborated with: 6 Metros to connect 220 Wi-Fi sites - free Wi-Fi- services to townships, libraries and high density areas. 1.4 Education Accelerated School Infrastructure Delivery Initiative Grant: Funded an addition 7 schools - increasing the number of schools completed to 170. 10 additional schools provided with access to water - now 615 schools with access to water. 9 additional schools provided with decent sanitation - now 425 schools with decent sanitation. 306 schools provided with electricity. 1.5 Health In the Districts where the National Health Insurance is being piloted. 25 clinics and Community Health Centres 12 hospitals 136 health facilities 1.6 Human settlement Master spatial Plan for Human Settlements developed Habitat III Conference on Housing and Sustainable Urban Development - (17-20 Oct 2016) – Department of Human Settlements participated in and contributed to preparations. The Department of Water and Sanitation: Cabinet Statement 1576 households gained access to sanitation services 1804 buckets replaced with the adequate sanitation services. 24 000 households served with water infrastructure = cumulative total of 260 200 households served since 2014. Human Settlements Development Grant: 11 170 households provided with individual services = cumulative total of 205 782 since 2014 Rural Households Infrastructure Grant: served 2788 households Water Restriction: Cabinet calls on South Africa to do all they can to save water Government short term measure: 96932 households added to grid 1.1 Department of Water Affairs and Sanitation conducted: Water loss situation analysis Baseline report - achieved 5% actual savings of a targeted 10.7% 1.2 Severe weather conditions Caution: Build homes away from river banks Residents must cooperate when there is a crisis and they need to relocate CRIME & CORRUPTION: Partnerships between communities and government are needed to fight against crime and corruption. 98.9% police stations - have functional Community Police Forums. 1.1 FIGHTING AGAINST CORRUPTION: 58 People: convicted in relation to reducing corruption amongst government officials. 5 People : convicted for corruption or offences relating to corruption where the amount involved per case(s) is more than R5 million and value of freezing orders obtained are R185 million against a quarterly target of R250 million. LAND AND FOOD SECURITY 1.1 Land allocations 51 188 ha allocated to smallholder producers. 6 530 ha of land allocated to farm dwellers and labour tenants. 1576 households gained access to sanitation ENVIRONMENT 57 land claims settled in the rural areas 1.2 Land claims 57 land claims settled in the rural areas 2 553 people in 467 households benefited. 207 beneficiaries from female headed households. The Professional Educators Union - trained 69 in Screening, Identification, Assessment and Support; and curriculum differentiation. HEALTH 1.1 The Patient Experience of Care guideline and assessment tool – finalised Assesses experiences of care among a sample of clients in 1 200 clinics across the country. 1.2 HIV Counselling and Testing services: 2 416 020 clients tested for HIV – target 2 500 000. 245 599 male circumcisions performed – target 250 000 84.7% - TB new client treatment success rate - target 84% 66% of pregnant women visited health facilities before 20 weeks - target 62% NOTE: 2015/16 Audit results for National and Provincial departments underscores importance of: Performing implementation plans to address deficiencies in financial controls on commitments already made Providing effective leadership and monitoring achievement of performance targets Reviewing and monitoring compliance with key laws and legislation over financial matters. 3.
