KNOWLEDGE FOR LIFE

Why the Horizon Scanning Tool? Invasive species cost the globe US$1.4 trillion per year. Developing countries are most severely affected. Recent pest introductions to Africa include • Fall armyworm • Maize Lethal Necrosis Disease • Tuta absoluta • Parthenium • Fusarium wilt caused by Foc TR4 • Papaya mealybug • Others Whiteflies Fruit flies

KNOWLEDGE FOR LIFE

Targeted users: • risk assessors, • plant protection officers, • quarantine officers, • protected area managers • researchers The tool provides: user-friendly means of accessing a large volume of relevant data for categorizing and prioritizing potential invasive species threats to a country, state or province. Potential threats can be prioritized by: • habitats • pathways • plant hosts (for Crop Protection Compendium subscribers only) • plant parts in trade (for CPC subscribers only) • taxonomic group

KNOWLEDGE FOR LIFE

The main features included:

●A framework for PRA aligned to ISPM 2, 11 ●Search to generate a list of pests for a commodity pathway

(now in HST) ●Direct access to pest datasheets ●User data for pest info ●User data for pest regulatory status ●Re-use of user data and previous decisions in future sessions ●Basic PRA report providing assistance with documentation ●Links to full text and websites

Presenter
Presentation Notes
This system aims to provide a framework in which the risks associated with the importation of plant commodities and the introduction of pests into new areas can be identified and assessed. It does not generate conclusions, but provides access to scientific information to aid the selection of appropriate measures for reducing risk and facilitating the movement of plants and plant products. The main features include: - A procedure for PRA aligned to ISPM11. This can be completed in stages and by other users if installed on a network. - Searches of the Compendium databases to generate a list of pests associated with a commodity pathway – this can now be done in the HST - Direct access to pest datasheets from which content can be copied and pasted into the justifications of risk assessment decisions. - Facilities for users to add new information or overrule existing Compendium data with own data. - Options for adding and editing country lists of regulated pests. - Re-use of user added data and previous decisions in future sessions for consistency and saving time. - Exporting PRA reports to a text file and assistance with documentation – i.e. identification of user added data and annotations. - Links to full text on useful phytosanitary topics relevant Internet sites.

ISPM11: another starting point is policy – e.g. when new phytosanitary measures become avail. or not avail, change in knowledge, country borders etc. Ignore?

PRA Requirements Surveys 2018

What is your role? Do you currently use CABI compendia for PRA? Which best describes your use of the CPC CD-ROM PRA module? Do you think you would use a PRA tool if CABI made one available in online Compendia? For which region do you carry out your PRAs? Do you usually collaborate to produce a PRA report? What are you looking for in a new PRA tool? What priority would you give PRA components for functionality enhancements? Would you want a new system to generate a PRA report?

KNOWLEDGE FOR LIFE

● >50% Risk Assessors ● 25% carry out PRAs in Africa, 22% N. America,

20% Europe ● 39% use both the CPC and ISC for PRAs ● Pest and Pathway for import are usual starting

points ● Range of tools used for PRA: Risk Mapping,

Climex, CAPRA, @Risk, R programs ● 92% collaborate either within or outside their

institution, or both ● 69% have not yet tried the HST, but 24% think it is

a good starting point for PRA

Summary

Page 18: CABI’s Horizon Scanning Tool - kephis.org · Pest and Pathway for import are usual starting points Range of tools used for PRA: Risk Mapping, Climex, CAPRA, @Risk, R programs 92%

KNOWLEDGE FOR LIFE

● 77% want ‘a tool for assessing the likelihood of introduction, establishment, spread and impact of a pest’

● Highest priority enhancements are: ● Pest distribution (data) ● Assessing the likelihood of establishment

according to climate (functionality) ● 76% want to include quarantine status in PRA tool ● 57% willing to log in and want to store data in tool ● Half would expect to produce a report outside the

tool, half would want the tool to do this ● 58 participants left contact details and are willing

to be consulted about PRA tool development
