1.0 Purpose of this Document
The purpose of this document is to:
• Define project procedures• Explain security and confidentiality measures• Provide a basic explanation of application terms• Define and explain assumptions developed and implemented during the project process• Provide a Volumetric Ranking Report.• Provide a final columnar report of transaction records.
2.0 Project Procedures
The NHC UTS contractor developed the Volumetric Ranking Report for the Skinner Landfillcase. A Volumetric Ranking Report is a summary of data that includes the total contributionsdeposited at the Skinner Landfill site by various parties.
CACI sought to accomplish the following objectives prior to producing the Volumetric RankingReport:
• Bates label the approximately 1,500 documents to be entered into the Skinner LandfillWaste Transactional System.
• Create an application based on those documents that records information pertaining to thePRPs. such as Chemical Fingerprint, Waste Description, Transaction Date, and Quantity,and determine the total amount of waste contributed by each PRP.
CACI personnel, consisting of Sr. Document Center Manager Annette Lair and User TechnicalAssistant Paul Kiel, held a teleconference with Attorney Sherry Estes, Work AssignmentManager (WAM) Susan Prout. and EPA-NEIC Case Manager Phoebe MacLeish to discuss thespecifics and design of the proposed application. Using afield definition table written by Ms.Lair, CACI programmers created the Skinner Landfill Waste Transactional System. The fielddefinition table is a project-specific internal document that provided programmers and technicalwriters with guidelines for creating the Skinner Landfill application.
Documents entered into the Skinner Landfill application were from a larger group of documents(approximately 20-30 boxes) from the Chem-Dyne Superfund site located in Ohio. FormerRemedial Project Manager Jamie Bell provided Mr. Kiel with a list of approximately 17companies that had disposed of chemicals at the Chem-Dyne site in addition to the SkinnerLandfill site. Chem-Dyne had subcontracted with the Skinner Landfill to transport barrels of

waste from Chem-Dyne to Skinner. From chemicals found in soil samples at the Skinner site,and records of known chemicals produced by these companies and deposited at the Chem-Dynesite, the EPA was able to draw conclusions about the potentially responsible parties (PRPs) forthe Skinner Landfill site. EPA has thus attributed liability, using chemical fingerprints, toChem-Dyne PRPs for hazardous chemicals found at the Skinner Landfill. The chemicalfingerprint defines the type of chemicals attributed to a PRP discovered at both the Chem-Dynesite arid the Skinner site. The following are the specific chemicals attributed by the EPA to eachPRP, denoted by a chemical fingerprint:

2.1 Data Entry and Quality Control (QC)
EPA Paralegal Deloris Johnson reviewed the 20-30 boxes of Chem-Dyne documents for wastedescription information. Upon receipt of the 1,500 photocopied documents, Mr. Kiel workedwith CACI Paralegal Vicki Madison in Chicago, IL, to Bates label each document. Ms. Madisonthen coded, under the supervision of Mr. Kiel, only the relevant waste information from thedocuments into the Skinner Landfill application fields. Ms. Madison determined the chemicalfingerprint by matching waste materials mentioned in the 1,500 Skinner documents to thechemicals (listed in the above table) attributed to Chem-Dyne PRPs.
After the initial batch of documents was coded, Ms. Estes added another group of documents tobe added to the application pertaining to the PRP Velsicol. Ms. Madison coded these documentsaccordingly.

Mr. Kiel reviewed Ms. Madison's work on a daily basis, and made Quality Control corrections asnecessary.
2.2 Data Validation
Upon receipt of the Skinner Landfill data in CACI's Denver, CO, office, programmerscommenced Data Validation System (DVS) procedures. DVS is a process in which data isreviewed for inconsistencies. For example, DVS ensures that all dates are valid or that alldocument Bates numbers are unique.
Once all of the verified data was loaded into the application, Programmer Gary Sattazahngenerated Frequency Reports for the following application fields: PRP Name, Document Type,Waste Description, Chemical Fingerprint, Type of Quantity, Unit of Measure, and ContainerType. A Frequency Report is a review of all data in one particular field, listing the number ofoccurrences for each unique item on the Report. These Frequency Reports were then submittedto Mr. Kiel and Ms. Estes for review.
After generating Frequency Reports, CACI reviewed the results. A review of these reportsrevealed that, of the total records, several were missing either a quantity described or a unit ofmeasurement in gallons for the contribution described. Mr. Sattazahn then produced a reportentitled Records with Quantity Equal to Zero or Unit of Measure Not Equal to Gallons for Ms.Estes' review. This report indicated data that was incomplete or inconsistent with the majority ofthe data population, therefore requiring that assumptions be applied. An example of this reportfollows:

The 12 assumptions for the report, written by Programmer Gary Sattazahn and approved by Ms.Estes, were based on Office of Solid Waste and Emergency Response (QSWER directive9835.16) standard conversion factors for waste-in lists and volumetric rankings. Explanations ofthese assumptions follow.
