CADDO KIOWA TECHNOLOGY CENTEREmergency Management Team

The purpose of the Core Emergency Management Team (EMT) is to ensure an appropriate response in the event of an emergency. This team is comprised of trained personnel who will ensure the safety of building occupants and minimize property damage. There are eight (8) primary positions on the Emergency Management Team as follows:

Superintendent—Oversee all actions taken by the EMT.Assistant Superintendent—Supervise all actions taken by the EMT.Communications and Marketing Officer—Advise all in regard to all facets of media communications.Facilities and Maintenance Director (FMD)—Serve as principal coordinator for campus wide Emergency Management Plan

(EMP) implementation; Direct, coordinate and manage all emergency management activities during an emergency.Practical Nursing Director—Report to FMD and area where specialized skills are needed.Network and Computer Systems Administrator—Coordinate and manage all technology needs during emergency.Instructional Leaders—Report to FMD and supervise immediate safety and care of individuals on campus.Building Monitors– Report to FMD. Supervise, organize, control, assist, protect and/or evacuate building occupants.

Each of these individuals has an extremely important job to perform in the event of an emergency. The following pages contain a more extensive description of emergency levels and emergencies that the EMT is responsible for in an emer-gency situation. The Emergency Management Team works as a team to ensure the safety of campus and building occu-pants. The EMT Building Monitors are responsible for alerting building occupants of an emergency, keeping anyone from entering and/or exiting the building depending on emergency, and determining when or if the building is safe to re-enter.

EMT Building Monitors:

Building Monitors are familiar with all aspects of the Emergency Management Plan and are available to assist in all emer-gencies that may occur on campus. Each building has been assigned two Building Monitors. Each Building Monitor will be responsible for the following:

Act as main point of contact in the building in the event of an emergency.Knowing the entire building layout and the various safe places, shelters, and escape routes.Knowing the location of/and how to operate a fire extinguisher.Knowing hazardous areas to be avoided during an emergency.Maintaining order and preventing panic during an emergency.Maintain Emergency Bag.Assuming responsibility for notifying others in their building in the event of an emergency.Searching and securing designated area.Directing occupants towards the nearest exit or designated safety area.Checking conference rooms, lavatories, and storage areas for employees or visitors who may not have received notice of the

emergency.Inspecting and securing hallways during an emergency.Educating their co-workers on evacuation routes and emergency plans.Reviewing procedures periodically to ensure new employees know how to respond to emergency.Providing assistance for disabled individuals, if necessary, during an emergency.Keeping people from returning to their area before the “all clear” signal.Verifying with each searcher that their areas area accounted for.

Building Monitors are expected to participate in training drills, attend meetings, and distribute information as required. The Building Monitors are current staff members that are volunteers and act in this capacity and meet regularly as a committee under the direction of the Facilities and Maintenance Director.

Emergency Drills:

All building occupants will be required to participate in periodic emergency drills. The purpose of these drills is to ensure that all occupants become familiar with the plan, learn how to safely and orderly locate safe places, shelters, and es-cape routes in their areas, and become accustomed with emergency situations exits. These drills require that everyone respond to the EMT instructions for their areas.

At the time of an emergency drill, building occupants will follow the procedures set forth in the Emergency Management Plan. Instructions will be provided over the emergency communication system and occupants will be instructed to pro-ceed to the emergency exit or staging area and to remain there until the “all clear” announcement is given.

Drills will be conducted annually at a minimum. The time required for each drill will depend on the scenario of the drill, followed by a short discussion on the outcome of the drill. The Facilities and Maintenance Director will be responsible for maintaining the schedule and record log for the emergency drills. The Emergency Management Team will conduct all emergency drills in accordance with the procedures set forth in the Emergency Management Plan.

Emergency Procedures for Occupants:

All departments within each building are provided with the Emergency Management Plan. The Communications and Marketing Director will distribute the plan to each department. Additional copies of the Emergency Management Plan can be obtained by contacting the Communications and Marketing Director.

Emergency Contacts:

The Campus Emergency Phone Chain and Emergency Phone Numbers are located in the Emergency Management Plan, which includes contact information for all the members of the Emergency Management Team and external emergency contacts.

Administrative Procedures:

Fire Drill is initiated to isolate students and staff from immediate dangers.

PREPARATION• Provide annual training to staff and students in fire drill procedures.

• Conduct fire drills at least once each semester.

• Prepare school maps (for distribution to responders).

• Carry your keys at all times.

• Do not lock doors.RESPONSE

The Facilities and Maintenance Director (FMD) serves as the principal coordinator for campus wide EMP implementation; Direct, coordinate and manage all emergency management activities during an emer-gency.

FMD receives information on immediate danger.FMD notifies administration office on immediate danger.Administrator or another authorized person makes decision to activate emergency plan.

• COMMUNICATE FIRE ALERT STATUS: (communicate to remote buildings and outside areas).“OUR SCHOOL IS UNDER FIRE ALERT. THIS IS NOT A DRILL” (repeat).

• RAPIDLY ASSESS need for police or other assistance.

• ASSIGN RESPONSIBILITIES to others (FMD and / or administrator stays in command center).NOTIFY Building Monitors and Emergency Management team (FMD or Assistant).CALL 911 and request assistance if needed (caller must stay on line).SWEEP halls and non-classroom areas for students, locate nearest fire exit and evacuate to assigned area.MONITOR radio and main phone line.ASSESS NEEDS AND PROVIDE CAREContact each evacuation area to determine needs for first aid or other care.

GIVE “ALL CLEAR” SIGNAL when the safety of the school has been assured..

RECOVERYRESUME NORMAL OPERATIONS as soon as possible.Assess the need for aftercare, counseling, or Critical Incident Stress Debriefing. COMMUNICATE STATUSNotify district office when lockdown is terminated.Email staff an overview of the situation to minimize misinformation.Prepare a brief letter to parents explaining the situation.Consider a press release if event has drawn or may draw media attention.Debrief and evaluate with key staff, including law enforcement and first responders.DOCUMENT and REPORT - prepare a report that documents the events, response, and results of the fire. Include problems

that need to be addressed. Revise emergency procedures as necessary.

WHEN TO EVACUATE:

Normally, passengers are safer inside the bus. For a normal breakdown, the students should be kept inside the bus.

If the bus is located where there is a high risk of a collision, such as: • Near a blind curve• Just over the crest of a hill • On a railroad track

ORThere is some danger that threatens the passengers, such as

• Fire or something threatens the passengers, such as smoke in any part of the bus • Danger of being submerged in water • The bus has rolled or tipped over • The bus is in danger of rolling or tipping over

EVACUATION PROCEDURES:1. Park the bus as close to the shoulder of the road as possible Turn hazard lights on Set the parking brakeTurn the engine off 2. Stand facing the rear of the bus 3. Give the command: “Remain seated; prepare to evacuate.” 4. Turn toward the front of the bus. 5. Move backwards to the first occupied seat. 6. Starting with either the left or the right seat: Touch the shoulder of the person nearest to the aisle to indicate that the passengers in that seat are to move off. Keep the passengers in the seat opposite in their seat by holding the hand palm out in a restraining gesture until

the aisle is clear. Move out the passengers in the opposite seat, using the same signal as above 7. Move backwards down the aisle, repeating this procedure at each seat until the bus is empty. 8. Check the bus from the very back seat to the front, making sure it is empty.

9. Have evacuating students move to a safe distance (100ft) and keep them there as a group, away from any danger-ous area.

10. Continue to check for students while removing the fire extinguisher or first aid kit, if needed. 11. Call or have someone call the fire department and the school, as necessary.

A fire at the front of the bus may make the front entrance unusable and an alternate route of evacuation necessary. Nor-mally, the front entrance will be available, but the emergency door can be used as the primary exit during an emergency.

Evacuation through both doors is fastest, with the rear monitor working forward seat by seat and the driver working back-ward seat by seat.

The windshield and rear windows can also be pushed out to facilitate evacuation. If the bus is on the side, use the roof hatches as well as the emergency doors on the up side to evacuate students.

• Be responsible for staff inservice and preparedness.

• Work with local and/or state health departments and other community partners to establish organizational structures, such as the Incident Command System, to manage the execution of the district’s pandemic flu plan.

• Ensure compatibility between the district’s established ICS and the local/state health department’s and state education department’s ICS.

• Delineate accountability and responsibility as well as resources for key stakeholders engaged in planning and executing specific components of the operational plan. Assure that the plan includes timelines, deliverables, and performance measures.

• Work with local and/or state health department and state education agencies to coordinate with their pandemic plans. Assure that pandemic planning is coordinated with the community’s pandemic plan as well as the state department of education’s plan.

• Test the linkages between the district’s Incident Command System and the local/state health department’s and state education department’s Incident Command System.

• Contribute to the local health department’s operational plan for surge capacity of healthcare and other services to meet the needs of the community (e.g., schools designated as contingency hospitals, schools feeding vulnerable populations, community utilizing LEA’s healthcare and mental health staff). In an affected community, at least two pandemic disease waves (about 6-8 weeks each) are likely over several months.

• Incorporate into the pandemic influenza plan the requirements of students with special needs (e.g., low income students who rely on the school food service for daily meals), those in special facilities (e.g., juvenile justice facilities) as well as those who do not speak English as their first language.

• Participate in exercises of the community’s pandemic plan.

• Work with the local health department to address provision of psychosocial support services for the staff, students and their families during and after a pandemic.

• Consider developing in concert with the local health department a surveillance system that would alert the local health department to a substantial increase in absenteeism among students.

• Implement an exercise/drill to test your pandemic plan and revise it periodically.

• Share what you have learned from developing your preparedness and response plan with other LEAs as well as private schools within the community to improve community response efforts.

• Develop scenarios describing the potential impact of a pandemic on student learning (e.g., student and staff absences), school closings, and extracurricular activities based on having various levels of illness among students and staff.

• Develop alternative procedures to assure continuity of instruction (e.g., web-based distance instruction, telephone trees, mailed lessons and assignments, instruction via local radio or television stations) in the event of district school closures.

• Develop a continuity of operations plan for essential central office functions including payroll and ongoing communication with students and parents.

• Work with the local health department to implement effective infection prevention policies and procedures that help limit the spread of influenza at schools in the district (e.g. promotion of hand hygiene, cough/sneeze etiquette). Make good hygiene a habit now in order to help protect children from many infectious diseases such as flu.

• Provide sufficient and accessible infection prevention supplies, such as soap, alcohol-based/waterless hand hygiene products (containing at least 60% alcohol), tissues, and receptacles for their disposal.

• Establish policies and procedures for students and staff sick leave absences unique to a pandemic influenza (e.g., non-punitive, liberal leave).

• Establish sick leave policies for staff and students suspected to be ill or who become ill at school. Staff and students with known or suspected pandemic influenza should not remain at school and should return only after their symptoms resolve and they are physically ready to return to school.

• Establish policies for transporting ill students.

• Assure that the pandemic plan for school-based health facilities conforms to those recommended for health care settings (Refer to www.hhs.gov/pandemicflu/plan).

• Assess readiness to meet communication needs in preparation for an influenza pandemic, including regular review, testing, and updating of communication plans.

• Develop a dissemination plan for communication with staff, students, and families, including lead spokespersons and links to other communication networks.

• Ensure language, culture and reading level appropriateness in communications by including community leaders representing different language and/or ethnic groups on the planning committee, asking for their participation both in document planning and the dissemination of public health messages within their communities.

• Develop and test platforms (e.g., hotlines, telephone trees, dedicated websites, and local radio) for communicating pandemic status and actions to school district staff, students, and families.

• Develop and maintain up-to-date communications contacts of key public health and education stakeholders and use the network to provide regular updates as the influenza pandemic unfolds.

• Assure the provision of redundant communication systems/channels that allow for the expedited transmission and receipt of information.

• Advise district staff, students and families where to find up-to-date and reliable pandemic information from federal, state and local public health sources.

• Disseminate information about the pandemic influenza preparedness and response plan (e.g., continuity of instruction, community containment measures).

• Disseminate information from public health sources covering routine infection control (e.g., hand hygiene, cough/sneeze etiquette), pandemic influenza fundamentals (e.g., signs and symptoms of influenza, modes of transmission) as well as personal and family protection and response strategies (e.g., guidance for the at-home care of ill students and family members).

PurposeA crisis communication plan provides policies and procedures for the coordination of internal and external communica-tions for CKTC in the event of an emergency or controversial issue. Emergencies may include fires, bomb threats, natural disasters or major crimes. Controversial issues may include police investigations, protests or other situations that de-mand a public response. This plan is not intended to change the way emergencies are initially reported.

• To factually assess the situation and determine whether a communications response is warranted.

• To implement immediate action to Identify constituencies that should be informed about the situation.Communicate facts about the crisis.Minimize rumors.Monitor media reportsRestore order and/or confidence.

Procedures

• Designate a spokesperson for CKTC. In most cases the Superintendent will take the lead in conveying the administration’s response to the crisis, showing that CKTC has control of the situation, calming public concern and setting an example for the entire campus.

• No one other than the designated spokesperson is to talk to the media, and the spokesperson must work with Communications and Marketing prior to any statements.

• Draft a fact sheet. The fact sheet should contain a summary statement of the situation including all known details to be given to staff and released to the media. This fact sheet should be analyzed with respect to the public’s right to know and concerns for privacy and security in consultation with general counsel.

• Notify key constituencies. Determine key constituencies that should be informed of the crisis. It is important to keep administration, faculty, staff and students informed of appropriate details and actions taken by CKTC during an emergency. Effective communications will help suppress rumors, maintain morale, and ensure continued orderly operations of the technology center.

• Assign members of the Emergency Management Team to communicate the facts of the situation (contained in the fact sheet) and CKTC’s intended response. Among those who may need to be notified include, but are not limited to

• Assign videographers and photographers to take pictures of the scene if needed. This may prove helpful in responding to media inquiries, to possible later litigation, as well as documenting events. Determine need to supply video footage from files. Decide whether to provide TV footage for immediate distribution. Determine whether it is appropriate to allow location shooting by TV and newspaper photographers. Determine when, where and who will accompany the media.

• Discuss need to produce taped response for radio.

• Determine strategy of internal communications to be used if the crisis affects CKTC students and employees (work closely with counseling team).

• Use alternative communications as needed including but not limited to SchoolReach, website, dedicated hotline, etc.

• Provide main operators, who receive high volumes of incoming telephone calls, with a fact sheet and where to refer calls pertaining to the crisis.

Ongoing Procedures During Crisis• Designate someone to handle newspaper and video clippings and scan daily newspapers and video reports for stories related to

the situation. Deliver copies of these clips or reports as appropriate to the Communications and Marketing Department, where all material related to the crisis, including clippings, statements, letters, memos, etc. shall be held.

• Take notes during crisis to be reviewed and used to improve future crisis response.

Aftermath Component • Following any crisis, appropriate action must take place to ensure that members of CKTC’s community, and others as necessary,

receive needed information and assistance to help bring closure to the crisis, as well as relief from the effects of the event. Attention also should be placed on identifying and implementing measures to improve the action plan used during the crisis.

• Whenever possible, a public forum should be scheduled and coordinated by Communications and Marketing to communicate details of the incident and events to all interested parties. The timeliness of this meeting is critical and every effort should be made to see that it occurs within three work days from the close of the crisis. Representatives from Campus Police, Registrar, Administration and Communications and Marketing, as well as CKTC’s counseling team should attend and be prepared to answer questions and share pertinent information.

• Immediately following a crisis, it is imperative to be sensitive to the needs of faculty, staff and students who may have been personally affected by the disaster. There may be a need to assist a victim, or victims with obtaining information and/or a referral to available resources.

• Depending upon the nature of the crisis, services and assistance may have been rendered by agencies, companies and/or individuals from outside CKTC. Communications and Marketing should ensure that applicable follow-up information, as well as thank-you letters, is forwarded to appropriate persons.

• The core team shall meet within 10 days following a crisis and review all actions taken as a result of the crisis to determine effectiveness and efficiency of operations and make any needed changes to the Crisis Management Plan.

• Student questions should be directed to the Registrar, and the faculty should address any concerns with the Human Resources Division.

When you notify media of news conferences/availabilities, be sure to define what kind of event you are having. News conferences are held to announce something for the first time. Press availabilities are held simply to make individuals available to answer questions or demonstrate something.

Don’t call unnecessary news conferences/availabilities. If it’s not worth their time, the media will only be angered.

If holding a news conference, try to tell media in advance some details of what you will be announcing.Gauge the size of your crowd carefully when reserving a room; better to have too much than too little

space. Make sure microphones, chairs, lighting and water are in place at least 30 minutes prior to the event.

Decide who will maintain control at the news conference, who will decide where cameras are set up and who sits where.

Decide format in advance -- who will introduce speakers, who decides when question/answer period ends, and other details.

Decide in advance whether handouts are needed. If speaker is giving a talk for which there is a text, you may want to wait and hand out material after the talk so media will stay and listen. However, it’s advis-able to tell the media you will provide a text of the speech, so they are not irritated by having to take unnecessary notes.

Check to see what else is happening on campus or in the community before scheduling a press confer-ence.

Consider whether you need to let other organizations and agencies know you are having a news confer-ence. (You may wish to invite others to attend or participate in your event.)

Try to plan the length of the news conference, but be flexible.Consider the time of the news conference. If you want to make the noon, 6 p.m. or 11 p.m. TV and radio

news, you need to allow time for crews to travel and edit tape.If you are going to set restrictions on an event such as limited photo access, try to put the restrictions in

writing and communicate to the media at least 24 hours in advance.

Always return media calls. The more cooperative you appear, the better.Communicate with the media -- talk to them, as well as listen to them. During crisis time, you may learn a great deal from the

media that can be useful to you in further dealing with the crisis.Avoid antagonizing the media. A short tone at a press conference, during a phone call, or elsewhere can affect your future

relationship with an individual or other media who may hear the conversation.Consider establishing a dedicated call-in phone line that will offer information to media or others. Information on news confer-

ences, rumor control information, newly acquired information, can be placed on a tape that can be updated. This is particu-larly useful when regular phone lines are tied up with calls.

Consider how information you release to media may affect other agencies, businesses or individuals. If you say things that may result in media calling other agencies, call those agencies first to warn them of impending calls.

When talking to the media, be sure to give credit to other agencies, groups or individuals working on the crisis, including your own staff.

Try to be pro-active with new information. Even thought things may be frantic; if you acquire new information regarding the crisis, reach out to the media.
