    S i n c e t h e f a l l of Khrushchev i n October 1964 a gradualr e s t o r a t i o n of S t a l i n ' s p o l i t i c a l r e s p e c t a b i l i t y w i th i nt h e Sovi et Union has coin cide d w i t h a re tu rn t o more o r thodoxp o l i c i e s a nd i n c r e a s in g ly r e p r e s s iv e m ethods of d e a l i n g w i t hnon-conformists. The i s s u e of S t a l i n ' s r e h a b i l i t a t i o n h a sbeen used by v a r io u s leaders , most notably Brezhnev andS h e l ep i n , i n t h e i r a tt em pt s t o a t t a i n t h e t o p p o s i t i o n i nt h e P a r t y h i e r a r c h y . Brezhnev has a l s o managed t o s t a v e o f f attemptsby moderates w i t h i n t h e lead ership , re pre sen ted by Podgornyyand Kosygin, t o push t h e i r own po li cy views; i n t h e p r o c e s sh e h as apparen t ly ga ined a measure of s u p p o r t from them,possibly by convincing them t h a t t h e a l t e r n a t i v e t o himw a s even less desira ble--e. g., Shel epin .
