Executive summary

To build on the success of the UEFA EURO 2012 Respect Inclusion – Football with No Limits project, CAFE delivered a 3-year legacy initiative in Poland and Ukraine. As a part of this, CAFE hosted its first ever Week of Action – ‘Total Football, Total Access’ – which ran from 13th - 21st April 2013 in both countries. The campaign was an overwhelming success and exceeded all expectations, and so a second campaign was planned in 2014 to build on the previous year’s triumph. This proved to be even more successful, with a greater number of clubs taking part. As a result of further productive work with football associations, leagues and clubs, CAFE held its third Week of Action from 18th - 26th April 2015.

This year’s campaign, which was supported by football’s governing bodies in the region, invited football clubs and fans groups to celebrate improved inclusion within the game. It aimed to promote the accessible facilities and services being provided on matchdays for disabled supporters. A host of activities took place at football stadiums across Poland and Ukraine.

Highlights included:

In Ukraine, the Premier League dedicated the weekends of 20th and 21st rounds to the Week of Action campaign. 10 games played on those weekends featured a pre-match ceremony, with the teams entering the field displaying CAFE Week of Action banners during the line-up and handshakes. A statement of support for the CAFE Week of Action was also read out by the PA announcers at the stadia during the line-ups, and a story was shared with all clubs to promote the Week of Action campaign in their matchday programmes and websites. The CAFE Total Football, Total Access video was shown on the big screens (where available) in each of the stadia.

The Polish Football Association gave its full support to the Week of Action and Ekstraklasa S.A. provided all their clubs with information about the campaign. Pre-match ceremonies with CAFE banners displaying the message of ‘Total Football, Total Access’ took place at 21 stadiums across Poland. This gave fantastic exposure to the topic and raised awareness of the need for improvements.

In Wroclaw (Poland), KKN Śląsk Wrocław (the local Disabled Supporters Association) organised a record gathering of disabled football fans – 1005 in total – at a single football match. The event, which highlighted the message; ‘1 in every 10 people at the stadium today is a disabled person’ gained significant media attention including from UEFA.

Overall, the third Week of Action provided a solid platform for CAFE’s works in the region, receiving widespread media interest. This included articles and stories broadcast on national television and club TV channels, in news and sport publications and websites, and on football club and disability websites, associated journals and matchday programmes.

Many clubs were eager either to follow up their events from last year’s campaigns, or to take part for the very first time. The success and media attention garnered by the 2013 and

2014 campaigns made the Week of Action an attractive and viable option for clubs to join in and celebrate good access. The three CAFE Weeks of Action ‘Total Football, Total Access’ campaigns have been resounding successes and we have been delighted with their impact. CAFE believes that the Week of Action can and should become an initiative which is ‘owned’ by our local partners and stakeholders, to ensure continuing progress for years to come. Further, CAFE believes that this initiative could be replicated widely across Europe to act as a motivator and launch pad for European football clubs and stadiums to make further improvements. This would raise awareness and ensure that many more disabled people can attend live sports and other cultural events across Europe in the future.

There is still work to be done in Poland and Ukraine, but great strides have been taken and the situation continues to improve. CAFE believes that the Week of Action has provided an opportunity for our stakeholders in Poland and Ukraine to celebrate their achievements and has motivated them to extend their commitment to this important topic in the years ahead.

1. Background

UEFA EURO 2012 saw record numbers of disabled supporters attending football matches in the host nations of Poland and Ukraine. As part of UEFA’s commitment to improving the situation for disabled football supporters, the Centre for Access to Football in Europe (CAFE) was appointed to deliver a disability awareness project in each host nation. The project was an overwhelming success in helping to overcome many pre-existing attitudinal and infrastructural barriers. CAFE was named as the official UEFA EURO 2012 charity of the tournament and significant funds were raised to enable CAFE to continue its works in the region with a 3 year legacy project helping to further raise awareness and improve access to football stadiums in both countries.

As part of this legacy project, CAFE hosted its first ever Week of Action – ‘Total Football, Total Access’ – which ran from the 13th-21st April 2013 in both countries. The first CAFE Week of Action was a resounding success and surpassed all expectations, having a real impact in raising disability awareness and understanding of the topic.

The 2013 Week of Action provided a solid platform for CAFE’s works in the region, creating significant media interest. A large number of clubs were eager to get involved in the campaign, to highlight the positive works undertaken so far and to help encourage a greater number of disabled fans to watch live football matches at their stadiums. Several clubs used the opportunity to make further access improvements and to assist with the setting up of local disabled supporter groups.

The second Week of Action, in 2014, built on the successes of the inaugural campaign and raised greater awareness. More clubs and stadiums became involved, and the message of ‘Total Football, Total Access’ spread widely through the local and national media in Poland and Ukraine.

This year’s Week of Action has been the most successful to date, as even more clubs joined the campaign and implemented creative ideas and activities. The campaign also received more visible support from the football leagues and governing bodies in both countries.

CAFE maintains a strong presence in Poland and Ukraine in legacy of UEFA EURO 2012 with the CAFE Week of Action campaigns acting as a key initiative.

2. About the Week of Action 2015

CAFE was delighted to announce its third Week of Action campaign in Poland and Ukraine, which ran from 18th to 26th April 2015.

This year’s campaign, which was supported by football’s governing bodies in the region, again invited football clubs and fans groups to celebrate improved inclusion within the game and aimed to promote the accessible facilities and services being provided on matchdays for disabled supporters. A host of activities took place at football stadiums across Poland and Ukraine to celebrate the campaign.

CAFE has a small but highly motivated development team of 2 people who are based in Warsaw and Kiev delivering the legacy project. The 2015 Week of Action was delivered locally by them, with the support of the central office staff based in the UK.

As a starting point, the local CAFE team contacted all the clubs, leagues and governing bodies in the two countries, informing them about the 2015 campaign and urging them to get involved. The successes of the previous years’ Weeks of Action were discussed and stakeholders were urged to build on these.

CAFE was delighted by the response from many stakeholders, and the following sections provide more detail about the activities delivered and the tremendous support received.

3. Support

CAFE received statements of support in both countries from representatives of the major football governing bodies.

General Director of the Ukrainian Premier League, Petro Ivanov, said, “On behalf of the Ukrainian Premier League I would like to express gratitude to the Centre for Access to Football in Europe for the CAFE Week of Action – Total Football, Total Access - which is held for the third time in cooperation with the Ukrainian Football Premier League and has been supported by UPL clubs. We truly believe that through such campaigns, football becomes more open to all supporters of this game, including disabled fans. Being part of football fest at the stadium is an unforgettable experience in any person’s life. We hope that with our joint efforts, we can improve access to the favourite game of millions for all fans without exception. Total Football - Total Access”

CAFE also made contact with several media outlets in Poland and Ukraine, who agreed to promote the Week of Action. All pre-match ceremonies and activities on the pitch were televised nationally (on TV channels 2+2, Football 1, Football 2 and Ukraina) with a statement of support published on club websites and in matchday programmes.

4. Activities

Poland

The CAFE Week of Action was again welcomed in Poland, and a number of activities took place to mark the campaign.

A total of 23 football clubs joined the Week of Action celebrations this year (15 football clubs from the Ekstraklasa League and 8 football clubs playing in the 1st League).

The campaign began with an official opening ceremony at Stadion Miejski, Śląsk Wrocław’s home stadium, on 18th April. The ceremonial kick off of the match was made by a disabled football fan after the Śląsk Wrocław captain, Mariusz Pawełek, read a statement of support for the CAFE Week of Action. The Total Football, Total Access banner was presented on the pitch by a group of disabled fans. The presentation was accompanied by an announcement

by the PA announcer, with a message about the campaign and the importance of providing access to live football for disabled fans. The Śląsk disabled supporters group, KKN, set a new European record for the number of disabled fans attending a single game. It was a historic moment, with more than 1,000 disabled fans inside the stadium.

In addition to the opening ceremony hosted by Śląsk Wrocław, ceremonies were organised at other Ekstrakasa clubs including Podbeskidzie Bielsko-Biała, Jagiellonia Białystok, Cracovia, Górnik Łęczna, Legia Warszawa, Górnik Zabrze, Zawisza Bydgoszcz, Ruch Chorzów, Pogoń Szczecin, GKS Bełchatów, Lech Poznań, Lechia Gdańsk, Wisła Kraków.

On the same day, an opening ceremony took place in the 1st League at Wisła Płock’s home stadium. Michal Listkiewicz, CAFE Ambassador and President of the Polish First League, attended the ceremony. Over the coming days, similar pre-match ceremonies were held at other 1st League football clubs, including Stomil Olsztyn, Arka Gdynia, GKS Katowice, Miedź Legnica, Chojniczanka Chojnice and Termalica Bruk-Bet Nieciecza. GKS Tychy joined the Week of Action campaign by announcing a Total Football, Total Access message before their match.

CAFE was delighted that so many clubs took part in these ceremonies and demonstrated their support for a more inclusive and welcoming matchday experience for disabled fans.

Pre-match ceremony at Legia Warsaw stadium

A group of almost 20 deaf supporters performed the Jagiellonia Białystok club anthem in sign language during their pre-match ceremony. Club anthems were also performed in sign language at Cracovia and Arka Gdynia. Podbeskidzie Bielsko-Biała players took some sign language lessons ahead of the Week of Action to shoot an invitation video for their next game in sign language.

Several football clubs organised additional activities with their disabled fans. After their match, Termalica Bruk-Bet Nieciecza and Miedź Legnica players were invited to their disabled fans’ sector to take pictures and sign autographs. During the Termalica Bruk-Bet Nieciecza and Wisła Kraków match, local disabled fans presented the ‘Total Football, Total Access’ message by wearing CAFE-branded t-shirts. This gave further exposure to the topic and raised awareness of the campaign.

Additionally, many non-matchday activities took place. Górnik Zabrze hosted a practice session for disabled supporters and their companions, led by the first team manager and a player. Podbeskidzie Bielsko-Biała players practiced together with a local amputee football team. At Jagiellonia Białystok, a video promoting equal access to football stadiums for disabled fans was shot and promoted on the Internet. Accessible tours around the stadium were organised for disabled fans at Lech Poznań, Pogoń Szczecin, Legia Warszawa and Wisła Płock. The KKN disabled supporters association from Śląsk Wrocław celebrated the Week of Action by travelling to an away match at Lech Poznań with 50 disabled fans. Cracovia and Górnik Zabrze held collecting collection to raise money for new wheelchairs for disabled people in the region.

A number of football players and other football stakeholders engaged in the promotional campaign via Twitter, using the #TydzieńAkcjiCAFE hashtag. The campaign was launched by CAFE Ambassadors Michał Listkiewicz and Jarosław Bieniuk, and then followed by Kevin Lafrance, a defender from Miedź Legnica, Łukasz Madej, a midfielder from Górnik Zabrze and Juan Calahorro from Śląsk Wrocław, together with leaders of the biggest disabled supporters groups in Poland, representatives of the Polish Amp-football team, Arkadiusz Malarz and Jakub Rzeźniczak of Legia Warszawa and Jurij Szatałow, coach of Górnik Łęczna.

All Ekstraklasa pre-matches ceremonies were televised; and the Ekstraklasa filming team produced 3 movies summarising the Week of Action celebrations.

Ukraine

The CAFE Week of Action was fully endorsed and supported by the Ukrainian Premier League, who dedicated the weekends of the 20th and 21th rounds (18-26 April) to the campaign. The 10 games played on those weekends featured a pre-match ceremony, with the teams displaying CAFE Week of Action banners during the line-up and handshakes. A statement of support for the CAFE Week of Action was also read out by the PA announcers at the stadiums during the line-ups.

During the pre-match ceremonies, which were televised by TV Channels Football 1 / Football 2, the commentators read information about the CAFE Week of Action. The pre-match ceremony at the match between Shakhtar Donetsk and Dynamo Kyiv was televised by the National TV channel, Ukraina.

Stories about the Week of Action were shared with all clubs to promote the campaign on their websites. These stories were published on the websites of 14 Ukrainian Premier League football clubs, as well as the official website of the Ukrainian Premier League and the TV Channels Football 1/Football 2 website.

Many football clubs came up with their own ideas of how to celebrate the CAFE Week of Action and promote ‘Total Football, Total Access’ at their stadia.

FC Chornomorets Odessa organised an open training session for disabled fans, which was attended by 15 blind and partially sighted supporters. Local and national media also covered the event. After the training, the players and club management held a Q&A and photo session with the fans.

FC Metalurg Zaporіzhzhya provided match tickets and transport for their disabled supporters. They invited more than 30 disabled children to their match, and a feature story about this event was published on both their official website and local media websites.

A ceremony was held prior to the match between Karpaty Lviv and Olimpic Donetsk, with deaf children performing the national anthem of Ukraine in sign language. This ceremony was televised by the official broadcaster of the Ukrainian Premier League, TV channel 2+2.

The match between Metalist Kharkiv and Karpaty Lviv started with the presentation of the new CAFE Ambassador in Ukraine, Serhiy Pohorily, who is a goalkeeper playing for Metalist Kharkiv.

Metalist Kharkiv also organised a meeting between its football players and members of their DSA, Metal Hearts, to celebrate its second anniversary. Serhiy Pohorily attended this event, and his teammate Denis Kulakov also took part.

Shakhtar Donetsk posted an interview with their player and CAFE Ambassador Andryi Pyatov on the official website. Dnipro Dnipropetrovsk also carried out a similar interview with player and CAFE Ambassador Dmytro Chygrynskyi for the matchday programme and official website.

Dynamo Kyiv arranged a trip for their Disabled Supporters Association to an away match in Lviv. 10 disabled fans went to the match, played against Shakhtar Donetsk, and travelled by a chartered train. The Dynamo DSA also launched their new website during the CAFE Week of Action campaign, which can be found at www.parafan.kiev.ua.

The TV Channel Football 1 produced three video stories for their football news programme and showed them six times. These were stories about the new CAFE Ambassador Serhiy Pohorily, the presentation of a CAFE special recognition award to the Chornomorets stadium, and the pre-match ceremony at Metalurg Donetsk’s match with Chornomorets

Odessa. The local TV channel in Odessa, Reporter, produced a separate TV story about the CAFE special recognition award.

The ‘Total Football, Total Access’ video was shown on the big screens pre-match and at half-time at Dnipro Dnipropetrovsk, Arena Lviv, Metalist Kharkiv, Vorskla Poltava, Metalurg Zaporіzhzhya and Dynamo Kyiv.

5. CAFE special recognition awards

CAFE presented awards of special recognition in both Poland and Ukraine, in three separate categories. The club/stadium award was created to acknowledge those who regularly went the extra mile to improve the matchday experience of disabled fans. The employee award was to be given to someone who surpasses all expectations for disabled fans, and the disabled fan or fans group award would go to a group or individual who had made real progress towards an inclusive experience for their fellow supporters.

Poland

Prior to the match between Miedź Legnica and Flota Świnoujście, Miedź Legnica's Organisational Department Manager, Krzysztof Piotrowski, was presented with the club employee special recognition award. This was in recognition of his awareness and continued work in the fields of disability and inclusion, and his efforts to support the creation of a DSA at Miedź Legnica.

Klub Kibiców Niepełnosprawnych Górnik Zabrze was the recipient of the disabled fans award in Poland. KKN Górnik Zabrze is a new DSA, which has shown dynamic development in the short time since it was created. The award was presented to the group by CAFE Coordinator in Poland, Weronika Paszewska, prior to the side’s match with GKS Bełchatów.

A special recognition award was also presented to Lechia Gdańsk for their commitment to improving accessibility and the matchday experiences of disabled supporters. The award was presented to Adam Mandziara, President of Lechia Gdańsk, by Weronika Paszewska.

Ukraine

Chornomorets Stadium in Odessa received the CAFE recognition award, for their commitment to improving accessibility and the matchday experiences of disabled supporters. The management of Chornomorets Stadium has reacted well to issues that have arisen and are in frequent dialogue with the club’s disabled fans on proposed access improvements. The award was presented by Oleksandr Ostapa, CAFE's Project Coordinator in Ukraine, and Maxim Kirillov, who is an active disabled supporter. The TV Channel Football 1, and a local TV channel, ran a story about this event.

NSC Olympiyskiy External relations Director Viktor Anisimov was presented with a CAFE award for going above and beyond the call of duty. During the 2014/15 season, Viktor initiated some big changes at the stadium for disabled supporters, including press conferences with sign language translation, more comfortable places for audio-descriptive commentators and new stadium tours for disabled fans.

Vorskla Poltava disabled supporter Maryna Marchuk received an award for making positive changes and setting a great example for all disabled supporters. Maryna attends all home games and is the unofficial mascot of the club. Many of her fellow disabled supporters, and the management of the club, say that she is one of the best and most deserving fans in Ukraine.

CAFE would like to extend congratulations to all of our award winners for their commitment to an accessible and inclusive matchday experience for all supporters. CAFE hopes that these awards will motivate more football clubs and stadiums to become more accessible and welcoming for their disabled fans.

6. Media coverage summary

The CAFE Week of Action was covered widely in the media in both Poland and Ukraine. This included articles and stories broadcast on national television and club TV channels, in news and sport publications and websites, and on football club and disability websites, as well as associated journals and matchday programmes. A summary of the key media coverage follows in Appendix I.

A competition was run in Ukraine and publicised by the Football 1 and Football 2 TV channels. This resulted in 300 new followers of the Ukrainian CAFE Facebook page. Competition prizes included a Dynamo Kyiv branded t-shirt.

The CAFE Week of Action received exceptional media coverage in both Poland and Ukraine, which was extremely helpful in furthering public awareness of both CAFE and the campaign. This also raised awareness of the works being undertaken by CAFE and its partners to

improve access to live football for disabled fans in the two countries. CAFE is very grateful to all the clubs and media outlets that shared stories about the Week of Action.

7. Conclusion

The CAFE Week of Action – ‘Total Football, Total Access’ – has again been a resounding success with a significant increase in the publicity it has garnered.

The main aim of the third Week of Action was to build on last years’ successes in raising awareness of CAFE and our works in the region, and this has been successful across both Poland and Ukraine on a mainstream level. Having delivered a hugely popular disability awareness project around UEFA EURO 2012 in the two host countries, CAFE has now ensured a stronger foothold in the region and forged important relationships with many key stakeholders at supporter, club, league and governing body level.

The Week of Action has again had a tangible, long-lasting impact on various stadiums across Poland and Ukraine. This is a significant legacy of the campaign that will stay in place for the future as a direct consequence of the Week of Action. Disabled fans continue to establish closer and more cooperative partnerships with their clubs as a direct result of the CAFE Week of Action campaign, and this can only bring about an increased awareness of the issues faced in the future.

CAFE believes that the Week of Action will become a sustainable local initiative once the legacy project reaches a conclusion. The campaign can and should become an initiative which is ‘owned’ by our local partners and stakeholders to ensure continuing progress for years to come.

Further, CAFE believes that this initiative could be rolled out more widely across Europe so that it can act as a motivator and launch pad for European football clubs and stadiums to make further improvements, so by ensuring that many more disabled people can attend live sports and other cultural events in the future.

9. About CAFE

In August 2009, UEFA awarded its Monaco Prize of one million Swiss Francs to establish a European wide NGO as part of a 4 year plan to help improve access and a problem free matchday experience for disabled football fans. UEFA has since further cemented its commitment to CAFE and its works.

In 2011-12, CAFE successfully delivered the UEFA EURO 2012 Respect Inclusion project with further funding support of Euros 360, 000 from UEFA and additional funding from the Enlarged Partial Agreement on Sport, Council of Europe of Euros 20,000. CAFE was proud to be appointed the official charity of the UEFA EURO 2012 tournament with the Euros 415,000 funds raised being used to further extend CAFE’s works in Poland and Ukraine as part of a 3-year legacy project.

Further, in 2012, CAFE was appointed by UEFA as an associate CSR partner with core funding secured until at least 2017.

The Centre for Access to Football in Europe (CAFE) was set up with the purpose to achieve equal access to sports football stadia across Europe by using the special influence of football. CAFE is working to ensure that many more disabled people can enjoy a football match as an inclusive fan experience and because football embraces diversity in all its forms, to raise disability awareness and the importance of good access more widely throughout the wider UEFA region.

As such, CAFE works closely with UEFA and its 54 member associations including their clubs, disabled supporters groups (national and local), organisations such as FARE, disability and equality NGOs and supporter networks such as Football Supporters Europe and Supporters Direct.

CAFE also works in partnership with the European Union and the Enlarged Partial Agreement on Sport, Council of Europe, national governments and CEN (European Committee for Standardisation) to encourage continued progressive legislation and guidance that supports equal access for disabled people.
