    The Communications Authority Bill

    The new regulator, Communications Au-thority (CA), will be a merger of the Tele-communications Authority and Broad-casting Authority. The Communications and Technology Branch of the Commerce and Economic Development organized the briefing session about the Communi-cation Authority Bill on 17 September 2010.

    The briefing was conducted by Mr. Alan Siu, Deputy Secretary for Commerce and Economic Development ( Communica-tions and Technology). Over ten repre-sentatives from CAHK were attended. Further comments from the Association will be presented by Dr. Hubert Chan in the upcoming Bills Committee meeting conducted by the Legislative Council.

    Welcome Luncheon with Director General of Office of the Telecommunications Authority

    A Welcome luncheon were held for the new Director General (DG) of Office of the Telecommunication Au-thority (OFTA), Miss Eliza Lee, JP on 20 July 2010 at the Butterfields. Through this first contact with the new DG of OFTA, the members were provided the chance to learn that OFTA is planning a series of issues to co-operate with CAHK, as well as establishing a further understand-able relationship between the Government officials and the industry players.

    Further to this Luncheon, CAHK met with fixed-line and mobile operators in discussion of Code of Practice (Code) for Service Contracts and Persons to Persons Calls in the first meeting on 17 August 2010.

    Dr. Hubert Chan and Dr. Tony Seeto will lead the team in consolidating a self-regulatory code. The luncheon is a good networking event which 33 member companies of 50 participants have been gathered together. Group photos of Miss Eliza Lee and the CAHK EXCO members

    PCCW has entered into a partnership with Manchester United (Man Utd) that makes the Company the Official Integrated Telecommunications Partner and Official Broadcast Partner of Man Utd in Hong Kong the first such arrangement in the territory. Through this partnership, now TV will in the next three years become the Official Broadcaster of MUTV in Hong Kong with the exclusive broadcasting rights of MUTV,

With the aims of sharing world-leading technologies that enable industry leaders to remain resilient and yet to be at the forefront of the trend, as well as to stimulate dis-cussions and inspire further research into the fields, the Forum attracted hundreds of leaders from foremost cor-porations and the research community to exchange in-sights at the demonstrations and thought-provoking seminars.

Organized by NTT Com Asia, ICT for the Future R&D Forum featured some 20 exhibits from NTT R&D Centre in Japan on 16 Jul at the Hong Kong Convention and Exhibition Centre.     As service providers seek to help their global enterprise customers explore ways to reduce costs and improve the efficiency of their businesses, implementing a SIP Trunking solution seems to be coming up more and more in the conversation.

    SIP, or Session Initiation Protocol, is one of the keys to unlocking the power of an IP network. As its name indi-cates, SIP is a technology for setting up a broad range of communications. A SIP trunk is a SIP communications path between carrier-based IP-services and IP PBXs or other IP telephony systems. SIP Trunking services are the connective tissue that supports multi-location Voice over Internet Protocol (VoIP), Instant Messaging (IM), web and IP videoconferencing applications, not to men-tion fax transmissions. They enable features such as single number service, which ties office, mobile and home office phones together.

    The demand is growing as SIP Trunking has quickly become the interconnection standard for VoIP telephony applications. It enables companies to extend VoIP past the physical LAN and into a carriers network. SIP Trunking also supports Unified Communications (UC) applications that offer presence aware functionality, chat sessions, conferencing, applications sharing and video servers that help facilitate communications among multinational enterprises.

    SIP Trunking also adds flexibility to contact center solu-tions. Inbound calls are re-routed to the contact centers at the network level. The network architecture makes it significantly easier to move services onto the trunks when other contact centers begin using the platform. With SIP, connect times are typically faster an agent gets a ring in far less time than with ISDN PRI circuits.

    With SIP, adding call volume to a site is much easier and economical than with legacy Time Division Multiplexing (TDM) technology, which requires a separate channel for each call or each component of a multimedia call. Be-cause SIP trunks are more flexible in both design and volume, adding capacity is far easier. For the same rea-sons, its also easier and more economical to provide redundant capacity, thus improving reliability and resil-iency. With SIP, you dont have to order as many port cards as youd need in an ISDN or T1 configuration.

    The carrier side of the platform has troubleshooting tools, and provides simplified access to new, revenue-generating, managed and hosted services, such as cloud computing. SIP Trunking can be an integral part of a Communications as a Service (CaaS) strategy. CaaS is designed to help companies address the challenges of disparate networks and hybrid implementations. CaaS is targeted at the small- and medium-sized business mar-kets, but also meets the needs of large enterprises. It delivers easy-to-implement, cost-effective, cloud-based communications options that include hosted telephony and collaboration services and provides easily integrated, standards-based communications options to an organi-zation, using a number of technologies.     By using SIP Trunking to enhance VoIP and UC deploy-ments, enterprises can dramatically cut costs and provide seamless interoperability with other network services. By reducing (or eliminating) their ISDN estate (as well as in some cases the need for premise-based TDM/IP gate-ways), and by interconnecting the customer environment directly to their service providers IP network using the SIP signaling protocol, enterprises can reduce costs an estimated 20 to 40 percent.

    Some of these cost savings are the result of the consoli-dation of local access into an enterprise facility; the local access circuit is typically a higher percentage of the total service costs.     Hong Kong has been the pivotal hub for World Wide Web traffic in Asia for a good part of two decades. In the early days, much of the Internet traffic traversed within its bor-ders but in the last 10 years, there has been an expo-nential increase in traffic between Hong Kong and the international community.     CABLE TV announced earlier that Barclays Premier League (BPL) returned to CABLE TV on August 14. CA-BLE TV subscribers can view all 380 live matches per season on the newly launched BPL platform, which pro-vides both HD and SD services. The new BPL platform comprises the "HD BPL Pack" and the "BPL Pack" to cater to the different requirements of subscribers. HD BPL Pack The "HD BPL Pack" comprises three HD channels - hd201, hd202 and hd203 - at the start of the season, via which over 200 matches (simulcast on SD channels) are carried in this season. The HD BPL platform will be ex-panded during the season with the addition of more channels. Subscribers of the "HD BPL Pack" can enjoy the non-HD BPL matches on the new SD channels 304 - 306. In other words, they can enjoy LIVE broadcast of all 380 matches of the season. Apart from BPL live matches and programmes, the HD platform also carries other premium sports events, in-cluding UEFA Champions League, UEFA Europa League, German Bundesliga, PGA Tour etc. BPL Pack The "BPL Pack", meanwhile, is tailor-made for non-HD subscribers. The "BPL Pack" platform comprises six new channels (Channel 301 to 306) to ensure that viewers can enjoy LIVE broadcast of all 380 matches of the season. Chan-nel 301 is a round-the-clock channel. HD Trial Offer CABLE TV is also launching a "HD Trial Offer" for new subscribers to experience the BPL excitement for a one-off fee plus installation fee. Trial Offer subscribers can enjoy HD BPL live match on the BPL platform (3 HD channels) during a fixed period - from season kick-off on 14 August 2010 to 13 January 2011.

    If the subscribers upgrade to the Basic Pack and sub-scribe to the "HD PBL Pack" for a 24-month contract before the end of 2010, they will have their installation fee refunded.

    All matches of the BPL Big 4- Manchester United, Chel-sea, Arsenal, and Liverpool are carried on the HD channels (simulcast on the SD channels), with CABLE TVs professional commentary. BPL-related programmes are also produced in HD format. Among them, the weekly highlights the Barclays Pre-mier League Highlights (English version) are broadcast on hd202 and Channel 302 every Monday night at 6:00 p.m., a day after the finish of each round matches.
