The committee has accomplished a great deal in clear ly outl ining the tasks for the year in our action plan and are cur rently on tr ack in al l our tasks. The biggest challenge so far is administer ing the new ly added IFLA scholar ship this year. The lack of clear communication r egarding the scholar ship poses challenge in creating a clear workf low and expectations for our committee members. For example, i t isn?t clear how and when ALA would pass along applications for CALA to select the scholar ship r ecipients and what the deadline would be. We did not even know when ALA was going to announce i t unti l i t happened. Lack of detai led information has made i t di f f icult for the committee to anticipate and prepare for the work ahead. I hope CALA?s l iaison to ALA or the contact per son for the scholar ship program could provide our committee w ith more information on the tasks ahead.

    1. make membership r ecrui tment more eff icient, we have developed a set of standard invi tation letter s and welcome letter s that can be used to r ecrui t student and other types of members. The letter s are shared w ith committee members and chapter leaders. We aler t CALA chapter s about Dr. Li?s scholar ship which can be a great tool to r ecrui t student members. Due to the di f f iculties w ith r estor ing CALA databases, our r ecommendation for the website to automatical ly send the welcome letter to new ly joined members has not been implemented. We are cur rently sending the welcome letter s manually.

    2. To keep membership l ist up to date, before the website and database are f ixed, we have been manually to tr ack new and renewed members and their membership payments using google sheet. This is a time consuming task.

    3. We have attached the cur rent membership l ist to this r epor t for the President and the executive committee. Wei l ing is working to give CALA members access to membership information.

    AGENDA/ACTION ITEMS

On the Fung?s Endow ment Fund for the 2016 CALA BOARD MEETING (II) on Jan. 9, 2015 dur ing ALA Midw inter in Boston: Three Options: Opt ion 1: Diver si f i ed the Investm ents of Fung?s Endowm ent Fund in PCM Fund and VEIPX: This option is the f i r st choice of the donor and the Committee.

The Committee, on behalf of the donor , r equests the Board to approve and author ize Hong Miao, the Treasurer , to immediately pur chase 1,000 shares of PCM Fund by sel l ing some VEIPX shares to cover the cost so that the combined annual dividends w i l l have

enough to pay for the annual Fung?s Award in the amount of $1,000.00 w ith additional income to be saved in the Fung?s Endow ment Fund. We expect this tr ansaction to be complete no later than Jan. 31, 2016. Or , Opt ion 2: Appr ove the at tached October 24, 2015 - Am endm ent to the Agr eem ent Between Mr . John Fung and the Chinese Am er i can Libr ar ians Associat i on (CALA). We expect the signatures signing to be completed no later than Feb. 15, 2016. WORK IN PROGRESS

    1. The Committee submitted our 2015/16 Action Plans to the President on September 15, 2015.

    2. July to Dec. 15, 2015: We fol low up and work w ith Dr. Lian Ruan, CALA President, and the Board on unfinished i tems on the Investment of the Fung?s Endow ment Fund:

    a. Sent detai led information again to Dr. Ruan, per her r equest, on the advantages of investing in the PCM Fund on Aug 12, 2015.

    d. Unexpectedly, on October 19, 2015 we were told by Dr. Ruan that the Board had approved to invest the Fung Endow ment Fund in the Vanguard Equity Income Fund (VEIPX). Hong Miao, CALA Treasurer w i l l set up the account.

2015 CALA M id-Year Outstanding Library Leadership Award in Memory of Dr. Margaret Chang Fung Committee Report

No CALA off icer has contacted nor has consulted Mr. John Fung, the donor and members of the Committee r egarding the abrupt changes in investment from PCM to VEIPX for the Fung?s Fund. The Board?s action is an evidence of CALA?s violation of the Fung-CALA Agreement and i ts Amendment which stated the r equir ement that ?CALA of f i cer s w i l l i nvest the endowm ent , i n consul tat i on w i th the donor s ? for i nvestm ent of the Fung?s Endowm ent Fund?.

Fur thermore, we discover that the dividends income from VEIPX only generate $554.8742 per year. I t is approximately 25% of the annual dividends income ($2,200.00+) i f PCM Fund were brought on the same date w ith the same money in the amount of $19,932.00, on October 23, 2015.

VEIPX?s annual dividends are drastical ly lower compared w ith that of the PCM Fund. I t does not generate adequate money to cover the Fung?s annual monetar y award in the amount of US$1,000.00 for the Outstanding Librar y Leadership Award in Memor y of Dr. Margaret Chang Fung.

On the contrar y, investment in the PCM Fund w i l l br ing in dividends $2,200.00 easi ly pay for the annual monetar y award in the amount of $1,000.00 to a r ecipient of the Fung?s Award and w i l l have more than $1,200.00 annual income to be saved in the Fung?s Endow ment Fund ever y year. Based on our fact f indings we have confidence in the PCM Fund as a long-term investment for i ts sol id high dividends paying to investor s for more than 22 consecutive years. The PCM Fund Would also increases the potential long-term total r eturns of the Fung?s Fund. Therefore, we cal l for those few CALA off icer s not to l isten to hearsay.

For the sake of cont i nu ing our sincer e suppor t for CALA, we shal l m ake com pr om ise again w i th CALA of f i cer s to i nvest par t of the Fung?s Fund in the PCM Fund so that CALA can pay the $1,000.00 annual m onetar y Awar d. Please see under Agenda/Act i on I tem s, Opt ion 1 at the beginn ing of th i s r epor t .

    e. On November 16, 2015, we sent our latest emai l cor respondence to the CALA Executive Committee w ith copy to the Board on the investment of the Fung?s Endow ment Fund. As of today, December 15, 2015, we have not r eceived a r esponse from our President, the r esponsible CALA off icial. That is why we have the

above Agenda/Action Items w ith three options for the Board.

    f. CALA needs to fulf i l l CALA?s commitments to invest the Fung?s Fund in the PCM Fund as approved by the Board so as to generate dividends for the annual monetar y award of the Fung?s Award. Mr. Fung and the Committee are strong suppor ter s of CALA w ith an enormous love and care for CALA and i ts members. The Fung?s Fund is one of the largest donations in CALA?s histor y. Our sincere intentions are in suppor t of CALA and i ts members for enhancing CALA?s national and international status. We sincerely hope cur rent CALA off icer s do not disappoint us any fur ther for our or iginal goals.

The Committee, therefore, r equests the Board to discuss and approve one of the three impor tant options l isted under the Agenda/Action Items in the beginning of this r epor t for the Fung?s Endow ment Fund. We hope the Board w i l l make a w ise decision.

    g. Once the diver si f ied investments are done, or the Amendment is signed, the Committee w i l l be able to move to the next step of our Action Plans, such as Call for nomination for the 2016 Outstanding Librar y Leadership Award in Memor y of Dr. Margaret Chang Fung.

We look for ward to hear ing from the President on the Board?s decision immediately after the CALA Board Meeting (II) in Boston. Thank you.

BUDGET REQUIREMENTS OR REIMBURSEMENT REQUESTS (IF ANY):

Our Committee members w i l l gladly donate to CALA our time and expenses in working and in tr avell ing for the business of the Committee.

2015 CALA M id-Year Public Relation & Fundraising Committee Report

    Repor t w r i tten by Xiaoyu Duan & Hanrong Wang, PRFC Co-Chair s At December 13, 2015

Submitted to Executive Committee Chinese Amer ican Librar ians Association

    1. Com m i t tee m em ber s PRFC

co-chair s sent out emai ls to candidates for confi rmation in July, 2015, and co-chair s r eceived the confi rmation from ever y candidate w ithin one day. PRFC cur rently has 5 members: Hanrong Wang (Co-Chair ), Jacksonvi l le State Univer si ty; Xiaoyu Duan (Co-Chair ), Univer si ty of Oklahoma at Norman; Sam Suber , The Lew is Univer si ty; Xin Xiang, Google; Zhao Xing, Bei jing Normal Univer si ty.

    2. Com m i t tee act iv i t i es

    (1) PRFC helped Ms. Dora Ho and developed donation letter templates for the Family Li teracy Focus project (FLF) in August. The templates were r eviewed by PRFC members and then sent to Handbook Committee Co-Chair Jiaxu and Ximin to be included in the r evised handbook. Then in Nov. 2015, PRFC sent out cal l-for -donation letter s to CALA members for the FLF project.

    (2) PRFC held i ts f i r st meeting on Sep. 11, 2015. In the meeting, attendees discussed PRFC?s main r esponsibi l i t ies, and what the committee should do as the next step. PRFC understands that i ts members should act as spokesmen of CALA and help CALA to create fundraising events. CALA has over 500 active members now , and CALA has great legacy in r aising and keeping money in place. PRFC members need to work together and develop some general cal l-fordonation letter templates and send the letter s to potential donors.

Al l CALA fundraising events are on-going processes, and members need to keep an eye on the dai ly l i fe for fundraising oppor tuni ties. Dur ing the meeting, PRFC members also brainstormed some fundraising ideas, including: encouraging members to shop on Amazon through CALA?s por tal; sending out emai l/poster r eminders to CALA members quar ter ly or before shopping seasons to promote the Amazon por tal; working w ith CALA Web Committee to add donation buttons on the CALA Banquet r egistr ation page. The meeting was recorded. The recording and meeting minutes were distr ibuted to attendees.

    (3) PRFC submitted the committee action plan to CALA President Lian Ruan on Sep. 2015. CoChair Wang had a phone cal l w i th CALA President Ruan and discussed some detai ls about the action plan. The president agreed not set up timelines and fundraising amounts for PRFC for now. Co-Chair Wang also designed a CALA promotion postcard and distr ibuted the design to PRFC members.

    (4) PRFC developed 3 templates for fundraising emai ls in Oct. 2015. One template is for sending emai ls to general

potential donors, one template is for sending emai ls to CALA members, and one template of the thank-you letter. The templates were r eviewed by PRFC members and were sent to CALA EC. EC approved the templates, and EC al lows PRFC to make small r evisions to the templates to sui t di f ferent types of donors w ithout EC?s review. In Oct. 2015 PRFC sent out cal l-for -donation letter s to 40 potential donors. Up to Dec. 13, 2015, 4 donors r epl ied and none of them was able to make donations to CALA. PRFC also sent out cal l-for -donation letter s to CALA members in November and encouraged members to use CALA AmazonSmile when shopping. PRFC w i l l send out fol low -up emai ls to CALA members later.

    (5) From Nov. 2015 to Dec. 2015, PRFC communicated w ith Ms. Lisa Zhang from OverDr ive in Bei jing about the OverDr ive outr each and potential donation oppor tuni ties. Co-Chair Wang set up a WeChat meeting w ith Ms. Zhang. PRFC also sent communicated w ith Ms. Zhang using emai ls. Co-Chair Wang answered Ms. Zhang?s questions about Chinese content promotion in the l ibrar y market. Co-Chair Wang also provided several r eading mater ials to Ms. Zhang for r eference. Ms. Zhang appreciated Co-Chair Wang?s help. CALA President Ruan w i l l meet OverDr ive President, CEO Steve Potash and Ms. Zhang on Dec. 16th dur ing the Annual Conference of the Librar y Society of China. More donation and cooperation detai ls w i l l be discussed then.

    3. Futur e PRFC st r ategies

    (1) Sending asking-donation letter to previous individual donors; working w ith CALA off icer s and expand the individual donor namelist.

    (2) Contacting previous company donors again and expanding potential company donor namelist.

    (3) Seeking other potential donors from mainland China or other overseas places via var ious channels and platforms.

    (4) More committee meetings may are needed to r eview the str ategies and take actions to achieve PRFC?s fundraising goals.

The publication committee established the goals to pr om ote the Shar ing of CALA Mem ber ?s Publ i cat i on, Knowledge and Other Resour ces. And the objectives to Cooper ate w i th the Task For ce of CALA Academ ic Resour ces and Reposi tor y System (CALSYS) to suppor t and assi st the data col l ect i ons i n the system . The publication committee has proposed to the president to accept CALSYS Task Force as the sub-committee of the Publication Committee.

Based on CALA publication Committee?s r esponsibi l i ty, we established the goals to Develop Coher ent Publ i cat i on Pol i cy and Enhance Com m unicat i on am ong CALA Mem ber s v ia CALA?s Publ i cat i on and the objectives to Recom m end CALA Occasional Paper s Ser ies (OPS) Edi tor s to Boar d for appointm ent . The publication committee has r ecommend CALA Occasional Papers Ser ies (OPS) Editor s to the Board for appointment and is waiting for their approval.

Goals and Object ives to Be Com pleted:

Based on CALA publication Committee?s r esponsibi l i ty, we established the objectives to Col labor ate w i th CALA publ i cat i on edi tor s and r elated CALA com m i t tees; develop coher ent publ i cat i on pol i ci es, standar ds and guidel i nes for CALA?s publ i cat i on. Budget Requi r em ents or Reim bur sem ent Requests (i f any): None Quest ions/Com m ents/Suggest ions for the Boar d (i f any):

    None

    Sum m ar y:

Achievements: the publication committee has made great achievements in col laborating w ith the LIS publications in China and promoting the scholar ly communication between Chinese Amer ican Librar ians and Chinese Librar ians. Concerns: at the beginning of the appointment, we spent plenty of time tr ying to establish the communication w ith previous publication committee chair s and tr ying to f igure out the scope of their previous work. With ver y l imited know ledge of the r esponsibi l i ty of the committee and l imited information from the CALA management, also due to lack of the tr ansparency of the documentation of CALA?s committee projects and tasks, i t was pretty challenging to make a smooth tr ansi tion and understand the necessi ty for the continui ty of the previous tasks. Suggestions: provide more suppor t for the new appointed chair s and inform them w ith the previous tasks and repor ts of the committee; make the CALA?s repor ts or publications or internal discussions more tr ansparent at least from the intr anet. Pr ovide assi stance in def i n ing the r oles of the each com m i t tee on achiev ing the st r ategi c goals.

Or igin and h i stor y of the CALA's Facebook page. The CALA's Facebook page was created in June 2012 by Sai Deng under the charge of the then CALA President Min Chou. I ts web address is: https://w w w.facebook.com/pages/CALA-Chinese-Amer ican-Librar ians-Association/281336511932864.

Sai posted about 27 entr ies in 2012, mostly about CALA?s annual programs, announcements of the Joint Conference of Librar ians of Color (JCLC), news of conferences that were attended by Chinese Amer ican Librar ians, photos from al l these events and some other news related to the Chinese Amer ican Librar ians community. The news sources were mostly from the CALA Listser v and some were provided by the CALA members themselves. Min was an avid suppor ter dur ing the 2012-2013 year. Shali Zhang, a past CALA President, also contr ibuted news and photos.

In 2013, about 77 news and photo albums were posted to the CALA Facebook by Sai. To celebrate CALA's 40th anniver sar y, quotations from "A Prelude to Celebration: Project 40/40 on CALA Leadership" were posted in 40 individual entr ies from Apr i l 2013 to June 2013 and was cal led "40 Quotations in 40 Days." I t also introduced CALA's Open Access publications. I t included cal ls and announcements from many CALA committees such as the Awards Committee, the Membership Committee, the CALA 40th Celebration Task-Force, and the Newsletter team. In i ts second year , CALA Facebook had won more posting "l ikes." After Min's presidency, the CALA Facebook fel l solely upon Sai. She tr ied to send emai ls to the CALA Listser v and some members asking for help, but no sol id answers were r eceived. Later 2013, Sai made a decision to maintain the Facebook page and kept to noti fy the CALA members of what's going on w ith the Facebook page through the CALA l istser v.

In 2014, news on CALA's involvement in MidWinter and Annual conferences were posted. Announcements were for warded from CALA's l istser v such as the CALA 21st Centur y Librar ian seminars and the publication of CALA's 40th anniver sar y issue. 2014 was a slow year and only about 46 entr ies were posted.

In 2015, 95 news and announcements were posted to CALA's Facebook page (by December 14). One of the main ser ies postings was the "One Book Per Day by Authors of Chinese Descent." On behalf of the 2014-2015 Best Book Award Committee, the Committee?s Co-Chair Sai Deng promoted the nominated books on the Facebook page dur ing the whole month of May. A total of 25 ti tles were introduced. Each book was posted w ith ti tle, author , publisher , cover image, introduction and review. Each has anywhere from 100 to over 1180 readers.
